1 April 2020 to 31 March 2021. The Trustees confirn that the Annual Report and financial ststements of the
company eomply with the current stalulory ￿quIrements. the requirements of the companls goveming
documant and the provislons of the Statement of Recommended Practice ISORPI. applicable to charities
preparing Ihair accounts in accordan￿ wth the Financial Reporbng Standard applicable in the UK and Republlc
of Ireland IFRS 1021 (effective 1 January 2015} as amended by Update Bulleb"n 1 leffeclive 1 January 20151.
Since the charitable company qualifies as small under sei*on 383. the strategic report required of medium and
large companies under The Companies Act 2006 (Strategic Report and Directorfs Report} Regulations 2013 is
not required.

Blackburn, Damen and Hyndbum areas of Lancashire and their environs. and the families of suc* persons. In
pa￿C￿lar through the promotion and provisK)n of supported accomodation,.

The Trustees are confident that the principal adivrty delailed below, satisfy the requirement for the charitable
CL)mpany to show that il meets the public ben8fKI requirements. in a(Lord8nce the Section 17(5) of the
Charf(ies Act 2011.
ACHIEVEMENTS AND PERFORMANCE
a. REVIEW OF ACTMTIES
The principal adivity in the year under reMew was that of prowding care for persons with leaming disabllities
through the provision of supported accomodation. The charitable company and rts employees are currently able
lo support up to 9 persons in purpose built a<xomodation. 1-19 Grantham Street in Blackbum. The houses have
been fully occupied for most of the year. Sadly. one of the residents. Keith Oldham, passed away on the 9th
January 2021. He very kindly left a legacy of £126.947 for the charitatAe company

a. GOING CONCERN
After maknng appropriat8 8nquirtes. the trustees have a reaSona￿e eX￿tion that the charitable company has
adequate resour￿$ lo conlinug in operational existence for the foreseeable future. For this reason they continue
to adopt the going concem basis in preparing the finanaal ststements. Further details regarding the adoption of
the going concem basis can b8 found in the A(xounting Policies.
b. RESERVES POLICY
The Management Committe aims to aC￿M￿l￿e reserves of between 3 and 6 months of the resources
expended to enable current activities and liabilities to be meL in the event of delay in re￿ipt of income. Current
reserves amount lo £1,331.60612020- £1.144,392)- all reserves for 2021 and 2020 are unrestricted.

The charitsble company is constrtuted under a Memorandum ofAssociation dated 27 August 1997 and is
registered charity number 1127369.
b. METHOD OF APPOINTMENT OR ELECTION OF TRUSTEES
The management of the charitable company is the responsibilrty of the Tnjstees who ar8 ele￿ad and co-opted
under the terms of the Articles ofAssociats"on.
c. POLICIES ADOPTED FOR THE INDUCTION AND TRAINING OF TRUSTEES
When Truslees are appointed they are given appropriale inducbon arKI training and refer lo Charity Commission
guidelines.

f. RISK MANAGEMENT
The Trustees have assessed the major risks lo which the charity is exw5ed, in particular those re18ted to the
operations and finances of the chartty. and are satisfied that systems and procedures are in place lo mttigale our
exposure to the major risks. These major risks are the impact of short lemi fvnding, changes in furbding
streams, changes to key personnel and changes in IcKal and ￿ntral govemment tx)licy.

The Trustees of the charitsble company guarantee to ¢ontribute an anKwnl not exceeding £1 to the assets of the

The Trustees (who are also directors of Blackbum & District Supported Housing Limited for the purposes of
company lawl are responsible for preparing the Trustees. report and lJ)& financial statements in accordance with
applicable law and United Kingdom Accounting Standards (United lQngdom Generally Accepted Accounting
Practice).
Company law requires the Trustees to prepare financial slalements for each financial year. Under company law

1.1 BASIS OF PREPARATION OF FINANCIAL STATEMENTS
The financial slalements have been prepared in accordan￿ with Aco)unting and Reporbng by
Charities-. Statement of Recommended Practice applicable lo charities preparing their actounts in
accordan￿ with the Finanaal Reporhng Standard applicable in the UK and Republic of Ireland (FRS
102} (effective 1 January 20151- Icharibes SORP (FRS 102}l. the Financial Reporting Standard
applicable in th8 UK and Republic of Ireland (FRS 102) and the Companies Act 2006.
Blackburn & District Supported Housing Limited meets the definition of a public benefrt entity under
FRS 102. Assets and liabilities are initially recognised al historiral cost or Iransact¢on value unless
othewse ststed in the relevant acc(yJnting policy.
12 RECONCILIATION WITH PREVIOUS GENERALLY ACCEPTED ACCOUNTING PRACTICE
In prepadng these accounts. the Trustees have corsid8red whether in applying the a￿OUnting
policies required by FRS 102 and the Charrties SORP FRS 102 the restatement of comparative
items was required.
No restatements were required.
1.3 COMPANY STATUS
The charitable company ts a company limited by guarantee. The members of the company are the
Trustees named on page 1. In the event of the charitable company being wound up. the liability in
respect of the guarantee is limited to £1 per member of the charitable ￿rnPany.
1.4 INCOME
All ino)me is recognised once the charitable company has entiyemenl lo the income. it is probable
that the income will b8 received and the amounl of ino)me receivable can be measured reliably.
For legacies, 8nlillement is taken as the eadier of the dale on which either.. the charitsble company
is aware that probate has been granted. the estate has been finalised and notification has been
made by the execulorfsl to the Trust that a distribution will be made, or when a distribution is
received from the estate. Re￿Ipl of a legaGy. in whole or in part. is only considered probable when
the amount can be measured reliably and the charitable company has been notified of the executovs
intention lo make a distribution. Where legacies have been notified to the charttable company, or
the charitable company is aware of the granting of probate, and the criteria fof income recognition
have not been mel. then the legacy is treated as a contingent asset and disclosed rf material.

Interest on funds held on deposit is induded when rec*ivable and the amount can be measured

money is material, the provision is based on the present value of those amounts, discounted al the
