## STRUCTURE, GOVERNANCE AND MANAGEMENT 

Hill City Church is a separately registered charity, number 1127263 and operates under the original Governing Document based on Charitable Associations model constitution GD3. 

## OBJECTIVES AND ACTIVITIES 

## Objectives 

The objectives of Hill City Church are: 

- The advancement of the Christian faith in Trevethin, Torfaen, the UK and the world, for the benefit of the public through the holding of prayer meetings, worship services, lectures, production and distribution of literature on the Christian faith, in order to enlighten others about the Christian faith. 

- The relief of persons in need or hardship who live in Trevethin, Torfaen, the UK and the world by providing services, facilities or by making grants of money. 

- Provision of recreational and leisure activities for people living in the area of benefit, who have need by reason of their youth, age, infirmity or disability, poverty, social and economic circumstances with the intention of improving the condition of life for such people. 

## Achievements and Performance 

After the obvious upheaval of 2020, the following year was one of continued frustration and yet ultimately encouraging stability for the church as a whole. Throughout the majority of the year we remained unable to hold most of the meetings and groups that had characterised our church precovid. However the church continued to adapt to the challenges this brought and we did whatever we could to keep connected to one another and our wider community. Over the first half of the year we did have small face-to-face gatherings on a Sunday as per regulations at the time and it was then a real relief to be able to gather ali together through the better weather of the summer and beyond as regulations relaxed. The close of the year also saw the beginnings of other groups re-opening as our parent and toddler group began again and we were also able to host a Foodbank drop in twice a week which is a real privilege. Christmas turned out to be a disappointment as covid prevented many planned activities from taking place but we entered into 2022 encouraged that the church would soon be returning to a more ‘normal’ programme of activities. 

As in previous years, our efforts to purchase and refurbish the building at Emmaus Chapel continued. We are really pleased to be able to say that the purchase did finally go through in August of this year. With fundraising for initial refurbishment already secured, work on the roofs and the heating began late in the year, immediately bringing much needed improvement to the look and function of the facilities. We hope and pray that these improvements will see the buildings used to bless many people in 2022 and long into the future.

## FINANCIAL REVIEW 

An independently examined summary of our income and expenditure is presented in the attached document. 

## We remain grateful to our supporters and congregation for all the support provided during 2021. 

These accounts have been prepared on a simple receipts and payments basis, in accordance with the Charities SORP. 

## RESPONSIBILITIES OF THE TRUSTEES 

The charity’s trustees are responsible for preparing the Trustees Annual Report and the accounts in accordance with applicable law and United Kingdom Accounting Standards (United Kingdom Generally Accepted Accounting Practice). 

The law applicable to charities in England and Wales required the trustees to prepare accounts for each financial year which give a true and fair view of the state of affairs of the charity and of the incoming resources and application of resources of the charity for that period. In preparing these accounts, the trustees are required to: 

* Select suitable accounting policies and then apply them consistently; 

- Observe the methods and principles in the Charities SORP: 

- Make judgements and estimates that are reasonable and prudent; 

- State whether applicable accounting standards have been followed, subject te any material departures disclosed and explained in the accounts: 

- Prepare the accounts on a going concern basis unless it is inappropriate to presume that the charity will continue in operation. 

The trustees are responsible for keeping proper accounting records that disclose with reasonable accuracy at any time the financial position of the charity and enable them to ensure that the accounts comply with the Charities Act 1993 and the Charity (Accounts and Reports) Regulations 2008. The trustees are also responsible for safeguarding the assets of the charity and hence for taking reasonable steps for the prevention and detection of fraud and other irregularities.

## RESPECTIVE RESPONSIBILITES OF TRUSTEES AND INDEPEDENT EXAMINER 

The trustees are responsible for the preparation of the accounts. The trustees consider that an audit is not required for this year under section 144(2) of the Charities Act 2011 (the 2011 Act) and that an independent examination is needed, 

lt is my responsibility to 

- e Examine the accounts under section 145 of the 2011 Act; ¢ To follow the procedures laid down in the General Directions given by the Charity Commission under section 145(5)(b) of the 2011 Act; and 

- e To state whether particular matters have come to my attention. 

## BASIS OF INDEPENDENT EXAMINER’S STATEMENT 

My examination was carried out in accordance with the General Directions given by the Charities Commission. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts, and seeking explanations from you as trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently no opinion is given as to whether the accounts present a ‘true and fair view’ and the report is limited to those matters set out in the next statement. 

## INDEPENDENT EXAMINER’S STATEMENT 

In connection with my examination, no matter has come to my attention: 

- (1) which gives me reasonable cause to believe that in any material respect the requirements: 

   - e To keep accounting records in accordance with section 130 of the Charities Act 2011; and e To prepare accounts which accord with the accounting records and comply with the accounting requirements of the 2011 Act 

   - have not been met; or 

(2) to which, in my opinion, attention should be drawn in order to enable a proper understanding of the accounts to be reached.

During the year, Hill City Church purchased Emmaus Congregational Church and commenced refurbishment works. Land Transaction Tax at an estimated value of £2,750 has been deferred which would become payable if certain conditions are triggered. It is not anticipated that these conditions will be triggered and at the end of the deferral period (12 August 2026) it is the intention to apply for an extension to this deferral.
