l. The Charty was crealed by a DedaratTh of Trust ltt)e"Trust D*1") dated 1711 N¢wember, 2008 and
registered with the Chanty commiss￿ under the ab)ve number on 12th De¢ember, 2CQ8. 11 onty came into
funds (other than the initFal £100) on Pi September. 2010 when the firsl payments totalling £111,111 were
made by Tamia¢ Limibj under a FurKling Agreew*nt I'the Funding Agreemenfl dated 7th November 2008
and made betsveen Tarmx Limited (11. Cracoe Pansh M*tsng {2). Rylstone Pansh Meets'ng {31 and Cracoe
Water Company Limrted14).
2. The first Trustees. Messr5 PRP Chaolvth and AD Ivn.g*￿th, resKJned in D&amb8r 2010 after the first set
of IcKal trustees had been elected by the Parish MeetiThJs of Cracoe, Rylstcffle and Hetton in accordance with
thè TTUSt Deed. The current Truste8s are Messrs David Chew {revek¢ted Noveml)er 20201, Helen Pullin and
R￿hard Webster (all of Cracoe). Moyra Lrrfesey elected November 20211 and James Butcher {botrt of
Ryl$lon61 and Sheila Stoney (of Hettonl. Moyra LNesey has been ele¢ted Honorary Chairman, Sheila Stoney
has been elected Honorary Secrètary and Helen Pullin was elected Honorary Treasurer on 15bl Novembar,
2019 to replace Barrie Holloway who resigned as a Trustee. Sarah Hartley has been appointed as Clerk to the

3. The Charity's objects a￿'SUch exclusivety ch8ntable objects or purposes for the benefft of tho inhabitants and
communities of the area of t*nefil as the Trustees may in their absolute discret￿1n delemine.. The 'area of
benefit. means the Parishes of Craco6. Rylstong, Hgtt¢)n and Bordlgy near Skipton. North Yorkshire and such
other néighbouring Panshes as the Trustees rw UnanIn￿x￿IY re8olwe. The Trustee8 must use income and
may use the capitsl of the Charrty In pronK*tsng the obpcts.
4. The Trustees hekl 3 n￿￿'ng5 during the year undèr revw.
The TNstees have an account with th8 CAF Bank. In March 2012 the TTUStees app)intsd RathbO￿ (Kendal
office) as their financial expert advisers to whom they transferred £1fy).000 for investment. At the same lime
the Trustees provided Rathbones with their formal inve$trMent policy date 19th April, 2012. An additional
£50,000 was transferred to Rathbones ￿ 19th November, 2014 to te heks by them on the Same terms. The
Trustse$' formal investment policy wa6 updated on 23rrt August. 2021. addilKJnal £50.000 was transfèrred
to Ralhbones on Ihe 30th October. 2018 and a further £20,c￿ was paid Into the fvnd on 16th May 2022, to be
held by them on the same tsrms. Tho £220.oc￿ has nthv increased to £273,199 as at 5th April, 2023. This
8munt reflects a difftull investment period caused to a kqrjr e extent by the Coronavirus pandemic and the
invason of the Ukrain• by Russ￿. Rathbones provKle re9uLar updates regardin9 the Chwaty's investments.
6. The thirteer¢lh annual sum of £25,000 net1£30,864 grossl together with an RPI increase of 57.90k making a
total of £48,740 becanx payable from Tarrll￿ Limited under the Funding Agreem8n{ on 1•t September, 2022,
and full detsils ofthe componenl Pa￿ and ofthe 5plii betsveen the Charity and the Crawe and Rylstone
Voluntsry Controlled Church of EngLand Primary Sthool 1"Cr￿08 School"} are sh￿n in the attached Financlal
stalements. Under the Funding Agreemen( the Trnsteos were to allocatè eèrtsin to a $ub-fvnd lo be
held by them specifically for educational purposes. Tho sum allocatgd for the benefft of Cracoe School during
the year amounted to £9,746 After making this and Oiher grants lotalling £10,900, abng wrth expenses of
£2,427 shown in the aecounts {which induded £2.030 for defibrillator maintenancel, the Trustees had cash
assets of £39,542 left available to carry foTward into the CUTrgnt ygar. These Tr￿)ney5 were held at the y8ar-
end accounts with CAF Ban
The agreement with Tamw Limrtwj was renvHed and arn￿tded and will be extended for a further 10 years
until 2039.

7. There were 6 applicat￿5 made and all of thom were successfvl. These indthled Young Person's Grants,
one Hardship Grant Hetton Toddlers Group. the Rylstone Invesbgative Project and the Craven Schools
Pathership. Grants of £3.000. whth did not require an aP￿￿tiOn, were also approved and paHJ lo eac* of
the three Pafish Meetings- Cracoe. Rylstone and Hetion cum Bordley.
In total, applicationsjgrants approved during the financial year of 6th April. 2022 to 5th Aprll, 2023 amounted lo
£ 25,146. This amount includes payn*nt of £ 9.746 to Cracoe Primary School.

The Charity has conts'nued to ma#rtain and renvw the S Communty Defibnllators.
In Mar¢h 2023, the Trustees renewed their annual fuI￿page-adwertthrn&nt art￿. L7)ntaining updated
infomiats'on about the chanty and its Trustees arKI this article appears in every tssue of the local Parish
Magazine. In August 2022 the Secre* wrote an artKle in the Parish Magazine promots'ng the Hardship Grant
(Jue to the potentsal probIen￿ caused by the very h￿h cost of heating, due in part trj the UkrainelRussia
conflict. The Secretary also contribuled a very detailed art￿ vthrh appeared in the August 2023 Parish
Magazine to keep Ihe Communty Informed about the progress of the Chanty and some of the applications il
has funded. The charity also uses local Partsh nOt￿e1)oard9 to inform thal residents when necessary. In
addition, the Charity's Facebcok pa9e ￿nb"nUeS to rai% awareness of the rts aGINities within the lty￿1
¢ommunity. The Trustees a￿ ¢ommrtted to PUbl￿￿n9 the aiffts. work aThl outcorres of the Charity's fundlng
and this increa8ed commrtThwt has led to more contacts and queries regardin9 Potential fundin9 bKIs.
The Trustees, general principles on whkh they operate In makn.ng dBtn'buts'ons from the Charty include
favouring those ca8es that benefft the community as a whole (or large section$ of it) and involve a contribution
lerther monetsry, time or exterttse) from the applicant but these bas￿ princ3ples are being dev8lop8d and
adapted in light of 8xperience. The TnJ$te6$ are seeking lo improve. doGumenl and make more transparont
the operating principles of Chanty. VIÈ and upjated all the Chartty's policies, procedures and
appll¢alion forms in August 2021 and they are due to be rev￿ed again in 2023. Th• Tru8te88 aim lo hold
regular lemty meetings al which lo ojnsider any applica'ons submrtted to them at kast iwo weeks previously.

10. The Tru8tees' curront re¥erve8 pol* IS made up ofthe followlng Str￿d￿..-
a. Reserves are ugualty reeded (il to Spend in errMgen¢ies but also to generate Income in the m8antime and
{iil lo meet any major longer-tem requirements thal may crop up in the area of benefit over futu￿ years.
b. The number and value of grants applied for is hh3hty variabb. Th8 level of reserves that the Charity needs
is therefore difficult to quanty any degree of accuracy. The funding of the Chanty appears lo be
secured for a further decade following Tannac's ￿nt successfijl planning application. Th• Trustees fe81
il is propor and reasonable lo consider a longer ts'mtrfraffe wrthin whKh the Chanty Can ¢ontsnue to benefit
the communty including a caprtal reserve to yiekl a fvture However, the Truslees 98neralty f881
that cash reserves should covef at least the gross equivalent of one year's annual payment from Tarmac
Llmlted plus the provision at Ihe year end to meet any outstsnding ￿Mmitments.
