The trustees who are also directors of the charity for the purposes of the Companies Act 2006, present their report with the financial statements of the charity for the year ended 31 March 2023. The trustees have adopted the provisions of Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019).
OBJECTIVES AND ACTIVITIES , Objectives and aims ; Our vision: Bailiffgate Museum and Gallery - Heritage at the Heart of the[Community.] Our Mission is to be a People's Museum, preserving and celebrating the heritage of Alnwick Alnwick and district, and to an excellent community, community, educational and tourist resource. The specific aims of[the][charity][are][as][follows:] - to preserve the history of Alnwick and District, - to interpret the history, culture and landscape of North Northumberland, and Alnwick and District in particular, 3 - to stage a varied and constantly changing programme of exhibitions, showcasing the work of local and national artists, - to establish the Museum as a centre for history and research on the locality. - to establish the Museum as an invaluable educational resource, - to provide voluntary opportunities, - to ensure that all activities of the Museum are focused on the benefit of the public. - to diversify the audience of the Museum, catering for all markets, :
Our Mission is to be a People's Museum, preserving and celebrating the heritage of Alnwick Alnwick and district, and to provide an excellent community, community, educational and tourist resource.
- to establish the Museum as a centre for history and research on the locality.
- to maintain a high level of visitor satisfaction, and
- to be sustainable.
The trustees have referred to the guidance contained in the Charity Commission's general guidance on public benefit when reviewing the charity's objectives and aims and in planning future activities.

Volunteers held five planned exhibitions, all of which were open to the public. The Museum was open for most of the year, but closed as a mark of respect when Her Majesty, Queen Elizabeth, died. The Seaside 2 April - 30 August was our first exhibition of the financial year and was created by the home team of Bailiffgate volunteers from beginning to end. It was a delightfully crafted exhibition telling the story of the growth of the seaside holidays, focusing strongly on Alnmouth. The families who visited enjoyed looking at picture postcards from the 1950s; trying on seaside clothing and taking a nap in the deckchairs while reading old newspapers while the children ‘fished' in rock pools. Dr Kathryn Ferry gave a fascinating talk based on her research on the growth of seaside holidays. Her popular talk set the scene for the exhibition and brought to life some of the stories and facts in her book Seaside 100: A History of the British Seaside in 100 Objects. Over 600 children entered the 'Seaside' art competition. The family award ceremony for the children who won is becoming something of a tradition at Bailiffgate and continues to be popular with schools. Our second exhibition, featured Fusion Textiles, a group of people who worked creatively with a wide range of materials. This exhibition was postponed in 2020 because of Covid. The exhibition from 6 September until 30th October, Remix, was well visited, particularly by craft groups and creative stitchers in the area. Sadly, the private view was cancelled as it coincided with the funeral of HRH Queen Elizabeth, : Three interrelated exhibitions were shown from Ist November until 21st May 2023. The first, Horizons, featured the work of a talented newly qualified graduate from Newcastle University, Luke Mc Taggart. Luke's work featured landscapes in and around Amble, his home town. He sold a number of paintings and attracted lots of interest in his work, which was good for him and good for Bailiffgate. Neville Wilson, also from Amble, followed from 31st January - 26 March. His exhibition, MEMORY?SET?IN?STONE? explored his feelings around how objects altered by human interaction have been and will be modified and moderated over time by Gaia, The Earth Mother. The pieces were mostly based around local sources, such as cup and ring marked stones, the old sandstone gravestones of local fishermen and their families from Newbiggin.and surrounding areas and teenagers' graffiti carved into the rocks between Amble and Hauxley. Katherine Renton's, also a graduate from Newcastle University presented, Keep - Castles, Coast, Coal and Climate on 28th March, just before the end of the financial year. Her evocative paintings using the unique medium of seacoal, fine powder made from rock particles and shale is a reflection of her strong interest in renewable use of natural — materials. Katherine's work attracted AONB sponsorship and a significant interest from the creative community. Her work was based on the area near Shilbottle where her grandfather worked as a coalminer.
Events ; His Grace, The Duke of Northumberland helped us to celebrate Bailiffgate's 20th Anniversary on 23rd September 2022 and to realise how remarkable the work of two decades of volunteers has been realising that early vision.
The Ale Gate kindly hosted a musical evening for Bailiffgate on 22 October 2022 to promote mining, featured in the permanent collection. We enjoyed the folk music of JIB (Jim, Ingrid & Barrie).
## OOT Project
The Out of Town Museum project, 'Talking Coquetdale' was able to restart face to face events including talks to groups and oral history interviews. The project was extended to June 2023 (original end date June 2022) and the first part of a touring exhibition is complete. An amazing interactive display toured halls and Churches across Coquetdale featuring stories told in the words of local people as well as music, artefacts and photographs collected during the project. Team members visited local shows, gave talks to History Societies, and WI groups and worked with National Park Rangers to organise walks.
## Loans Boxes
Local schools and schools from Berwick, Seahouses and Whitley Bay and Gateshead enjoyed using our loans boxes, as did individual families and other groups. This free service reached 943 people this year.

Their talks about period clothing, ‘illustrated’ from the museum collection were enjoyed by engineers, history societies, U3A and various WI groups. Our lead Collection's Volunteer gave a very well received talk to 10 members of the Alnwick Civic Society. Northumberland Hall The Architectural Heritage Fund gave us a further grant to draw up plans to submit as part of our application for planning permission. This was granted in January 2023. Public consultation started in November 2022 and the first phase of that ended in January 2023. It highlighted any concerns as well as good ideas from visitors and the local community giving a good steer if we are able to secure grant funding for further work. Overall Performance We met most objectives for this financial year, despite a slow start post Covid and a struggle to keep the welcome desk staffed even though volunteer numbers increased. By the end of the year we restored visitor numbers to pre Covid days and manged to break even financially. Thanks to a highly skilled ‘core team' of people who give a huge amount of time, energy and dedication to Bailiffgate we maintained its strong reputation, completed a challenging project and devised ambitious plans for the future.

## FINANCIAL REVIEW
In the year ended 31st March 2023, the charity had unrestricted net income of £2,062 before transfers and restricted funds had a total net expenditure of £31,250 before transfers.
At 31st March 2023 the charity's unrestricted funds were £126,443 and its unrestricted net current assets were £119,455. Restricted funds totalled £191,978 of which £175,415 represented the net book value oftangible fixed assets.
## STRUCTURE, GOVERNANCE AND MANAGEMENT Governing document
The Bailiffgate Museum and Gallery is a registered charity and a company limited by guarantee as defined by the Companies Act 2006. Under the memorandum and articles of association with which the organisation is governed, the trustees have control of the charity and its property and funds.
Recruitment and appointment of new trustees Trustees are elected at each annual general meeting of the charity, though the trustees have powers to co-opt appointees : when they deem necessary. One-third of trustees must retire at each annual general meeting, though a retiring trustee may be reappointed. There must be no fewer than three and no more than twelve trustees at any time.
The detailed rules governing appointment of trustees are contained in the articles of association of the charity.
Risk management andreserves policy The trustees have a duty to identify and review the risks to which the charity is exposed and to ensure appropriate controls are in place to provide reasonable assurance against fraud and error. The trustees aim to ensure the charity holds at least 75% of yearly general expenditure in unrestricted and non-designated funds, which they consider would give a sufficient buffer to ensure its continued functioning. The charity held such reserves at the end of the year.

Independent examiner's report to the trustees of The Bailiffgate Museum and Gallery (‘the Company') | report to the charity trustees on my examination of the accounts of the Company for the year ended 31 March 2023.
Responsibilities and basis of report As the charity's trustees of the Company (and also its directors for the purposes of company law) you are responsible for the preparation of the accounts in accordance with the requirements of the Companies Act 2006 (‘the 2006 Act’). Having satisfied myself that the accounts of the Company are not required to be audited under Part 16 of the 2006 Act and are eligible for independent examination, | report in respect of my examination of your charity's accounts as carried out under Section 145 of the Charities Act 2011 (‘the 2011 Act’). In carrying out my examination | have followed the Directions given by the Charity Commission under Section 145(5) (b) of the 2011 Act.
## Independent examiner's statement
I have completed my examination. I confirm that no matters have come to my attention in connection with the examination giving me cause to believe:
- L. accounting records were not kept in respect of the Company as required by Section 386 of the 2006 Act; or 2. the accounts do not accord with those records; or
- 3c the accounts do not comply with. the accounting requirements of Section 396 of the 2006 Act other than any requirement that the accounts give a true and fair view which is not a matter considered as part of an independent examination; or
- 4. the accounts have not been prepared in accordance with the methods and principles of the Statement of Recommended Practice for accounting and reporting by charities (applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102)).

1. ACCOUNTING POLICIES
Basis of preparing the financial statements : The financial statements of the charitable company, which is a public benefit entity under FRS 102, have been prepared in accordance with the Charities SORP (FRS 102) ‘Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019)’, Financial Reporting Standard 102 ‘The Financial Reporting Standard applicable in the UK and Republic of Ireland’ and the Companies Act 2006. The financial statements have been prepared under the historical cost convention. |
## Income
:
All income is recognised in the Statement of Financial Activities once the charity has entitlement to the funds, it is.probable that the income will be received and the amount can be measured reliably. Expenditure i Liabilities are recognised as expenditure as soon as there is a legal or constructive obligation committing the charity to that expenditure, it is probable that a transfer of economic benefits will be required in settlement and the amount of the obligation can be measured reliably. Expenditure is accounted for on an accruals basis and has been classified under headings that aggregate all cost related to the category. Where costs cannot be directly attributed to particular headings they have been allocated to activities on a basis consistent with the use of resources.
Tangible fixed assets :
Depreciation is provided at the following annual rates in order to write off each asset over its estimated useful life.

## Stocks
Stocks are valued at the lower of cost and net realisable value, after making due allowance for obsolete and slow moving items.
## Taxation
The charity is exempt from corporation tax on its charitable activities.
## Fund accounting
:
Unrestricted funds can be used in accordance with the charitable objectives at the discretion of the trustees.
Restricted funds can only be used for particular restricted purposes within the objects of the charity. Restrictions arise when specified by the donor or when funds are raised for particular restricted purposes.
Further explanation of the nature and purpose of each fund is included in the notes to the financial statements.
## Pension costs and other post-retirement benefits
The charitable company operates a defined contribution pension scheme. Contributions payable to the charitable company's pension scheme are charged to the Statement of Financial Activities in the period to which they relate.

13. RELATED PARTY DISCLOSURES
During the year ended 31st March 2023, after comparison with quotes from other suppliers, the charity paid a total of £550 for design and printing work supplied by Bill Grisdale Design whose proprietor Mr W Grisdale is a trustee of the charity. There were no amounts outstanding at the year end.
