Background
The trustees of Ihe Parochlal Churth Cwncil (PCC) ofthe Parish of St. Michael's Cofton Hackett and
St. Andrew's Bamt Green are pqeased to present their finanual rep)rt together wth the financial

The PCC is committed to enabliThJ as many as people as pc6sible to find faith in Gtsj, to worship in our
churth85. and to become part of the Christian raM￿y.
When planning our activities ffC￿ the year the h￿Imben1 and the PCC have c(msidered the Charity
Commissioners, gU￿anCe on public benefi( arKI in particular the guidano on charities for the
advancement of relig#)n. We are an Anglican pafish seeking in our own context lo demonstrale the
public beneffts ￿lch local churches have brought lo their communities for the last 2000 years. In
particular. we ty to nurture and spread the Christian falth among peopl8 of all ages through..
Worship and Prayer.

Review of the Year 2022
After a difficult last cou* of years wth the COVID-19 pandern￿. 2022 vrds a year of reopening and
restarting. Whilst COVID has certainly not disappeared. the surxess of the vaccana rollout and the
confidence that this has brought has sIo￿Y enabled restrictions to b& rolled back. Whilst not everyone
has the same confidence to be in wblic spacrf as before, it has be8n noticeable as the year has
prcfjressed how church life has sknvty been able to retum to normal..
Tho word, 'nonnal' is used vMth care as lifv will not retum exactly to what it was. COVID has rightly
changed sovne of our pattems of lrfe bul rt has also given time and space for p8opl8 to rellect on thelr
pattem of living. Wth the *ldibon of the interregnum after Rev Carnn Rci> Fiddson and the
subsequent apwnknent of Rev kndy Hobbs. change is inevitable.
The Rev Andy Hobbs was apwinted in early 2022 and licenced 18th May 2022 by the Bishop
of Bimiingham. This appointment is hts se(1x￿ Ir￿￿mbencY following a period as the Priestwin•Charge
of St. Helen's. Cliffe vfith Cooling.
At the start of 2022. carO￿ne Mara vras V•vrking as the Children's and Familias MissK>n8r ICFMI. As
she approthed tha third annNersary of her appointmen( PCC discussed the CFM rol8 in the light of
the financial position of the church. The PCC wginalty agreed to ftjnd the P￿Ition for a 3 year te
with the help of a legacy and some of the general fuThJ surF4us. Wrth fauing in(x)me. not helped by
COVID and the closure of the churth aThJ Parish Centre in Ihe previou9financ1￿ period. the drfficulE
decision was taken to m* the role redundant This was not a decision taken lightty aThl the PCC
were fully aware of the risks to the groups arKI ad1vi￿S that Cardin8 had and buiK up over the
past Ihree years.

Our pattems of worship aThJ Missh￿ are $UpF￿ed by ￿Jr fantastic tearn of Lay Readers- Lesley
Brown. Douglas Allenby and Plp Simki8s. Trdcey Lucas was in trainiTrJ for licen￿ng as a Lay Reader
8nd her early seThons V￿re very encouragirwJ.
Churth1rf8 is a marathon and not a sprint. In this new pericrfj after COVID and with a new Vicar. we
have seen the beginnings of a reopeniThJ and reWenergi￿ng of the churches in the Parish. As we enter
2023, we ask Gcxl to lead us in the directkns he wishes us to take.

Finance and Accounts
This yearfs results show that we haj a surtAus of £16.515 on th8 Unrestricted Fund. Thls Is the
excess of income over expendibJr8 to meet the c*jectives of the PCC and compares lo a small
surplus of £433 in 2021. H(Thvever, it should be noted that in both 2021 arwj 2022 we benefitted from
8 generous legacy1£40,000 in 2021 and £63,6B3 in 20221. Without this. we would have had 8
significant deficit in tr￿th years1£39,567 in 2021 and £47.168 in 2022}- In b)th 2021 and 2022 the
PCC budgeted for a deficrt1£29.000 in 2021 a￿1 £52.000 in 20221. In 2022. the budgeted deficll wa$
to cover the costs of our Children's and Families Missioner (pa￿allY funded from a previous legacy),
deliver specific projects using money from the new legacy and maintain the voluntary gift element of
Ih8 Diocesan Common Fund at a similar18vel to 2021.
In addition to tho Unrgstricied Fund Iw Menlic¢￿ al)ove. we have also recoNed arN)ther
generous legacy of £25,C(#). restricted lo ex￿ndItUre ￿ the Building and Fabric of St Michael's
Church. We have also been notified of a furlher legacy of £5,(K)O ￿tricted lo
malntenanceldevelopment of Sl Michael's Churth aTrJlor Churthyard.
The Unrestrtcled Fund Inc¢Nn8 was 7.8% Iwjher Ihan in 2021 exdudlng the legacy in both years. The
Increase was primarily due to the rec#)very of Parish Centre incom8 follow'ng Cowd. Voluntary in￿rne
{excluding the18ga¢y) was 3.1% lower than 2021. This is the third year that we have seen a
reducbon in unr8stricled voluntary in￿rne (5.7% in 2021 & 4.9% in 2020). While thi5 1$ al least pa￿Y
due to Covid and thg wncy for an incumbw)L It is a C￿l￿ning trend.
Unreslrictod expwdiiure was 10% higher than 2021 rellecting in(xeased thurch acuvty following
covid and the inlerregnum. F4us s(Nne project eX[￿￿j1ture. In ￿ne with previ¢)us years. the largest cost
was our contribution to the DicKesan Cc¥nfflon Fund whic4) at £80.(M)4 was just 1.3%18ss than
2021. Giving to mission5 aTrJ charilies. from unrestn.cted funds was in line with 2021 at £10,799,
representing 10% of voluntary ino)me exduding the bgacy. Charttable donations of £3,197 were
also made from Special Colledions. mosty from those at Ihe Christmas swwices.
In 2019, the PCC committed to emptoying a Children's and Families Misgoner for a 3-year temi with
the help of a legacy and usirvJ some of our unrestrided fund surplus. In the ligm of the current
financial pOs￿"0n, the deci8ion was made not to extend the tem and the role was made r8dundanl.
Going forwards, the PCC will aim to maintsin a balanced bLty. with the exception of som8 speaal
projecls. which will be funded from legaryes in line with PCC pdicy.

Our F#)licy is to ￿ce surplus funds with the CBF C of E DeKM)Sit Fund. On 31st Decemter 2022 we
held £128,944 on short temi deposit with the CBF, £35.044 in an HSBC deposii account and £30.938
in 'Cash at Bank and in Hand. giving a total of £194,926. From the total funds available £43,551 is
restricted g￿ing £151.375 of unrestricted fijnds. It is PCC Fdicy to mainlain a balar￿e on unrestricted
funds equal to at least 3 months runnit¥J costs {aFvrox. £42,(M)O), to cover emergency situ81iong. It is
also PCC policy to spend legacy money on speaal projeds only. Exduding unrestricted legacies of
£100,334. the Unrestr￿ liquid reserves ￿ 31st December 2022 were £51.041.

including worship, evangelism. pastoral care and social and ecumenical responsibility. It also has
maintenance respon$ibililies for Sl Andrew's Church, Sl Michael's Church and Churchyard and the
