Annual Report for 2020

Background

The trustees of the Parochial Church Council (PCC) of the Parish of St. Michael's Cofton Hackett and St. Andrew's Barnt Green are pleased to present their financial report together with the financial statements for the year ended 31 December 2020. The financial statements comply with the Charities Act 2011, Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting standard for Smaller Entities and Church Accounting Regulations. The council has complied with its duty under section 5 of the Safeguarding and Clergy Discipline Measure 2016 to have due regard to House of Bishops’ guidance on safeguarding children and vulnerable adults.

Objectives and Activities

The PCC is committed to enabling as many as people as possible to find faith in God, to worship in our churches, and to become part of the Christian family.

When planning our activities for the year the incumbent and the PCC have considered the Charity Commissioners’ guidance on public benefit, and in particular the specific guidance on charities for the advancement of religion. We are an Anglican parish seeking in our own context to demonstrate the public benefits which local churches have brought to their communities for the last 2000 years. In particular, we try to nurture and spread the Christian faith among people of all ages through:

Review of the Year

| usually adapt my Review of the Year from what | wrote the previous year, but that doesn’t help much this time. | never imagined that my final year of parish ministry would be so different from anything that had gone before. Even a year ago when| informed the bishop that | would retire shortly after my 65" birthday, we assumed that things would be more-or-less back to normal by then. Little did we know. There have been real struggles in 2020. Some in our community have suffered from Covid and some are still coping with the after-effects. The staff of St Andrew's School were hit hard. | have taken funerals of those who died as a result of Covid, directly or indirectly. Some members of our church and community have been working flat out in the health service, education, and other key roles. Lock-down has been a pressure on young and old alike, particularly on those who live alone or who have been home-schooling as well as working full-time.

Yet there have also been compensations. People have been wonderful at supporting each other, caring for their neighbour, keeping in touch with those who are isolating. Many of us have been able to exercise in the beautiful countryside on our doorstep. The service of key-workers has been humbling to see, and the success of scientists in developing vaccines brings hope for us all.

Our experiences as a fellowship have proved that church is the people not the buildings. We have adapted to meeting on Zoom (with limited live services when permissible) and have found that there are real joys and opportunities to doing things differently. We have delivered newsletters and other written material to those who can’t access online worship. Our children’s work too has adapted to changed circumstances, with Messy Church in a Bag, Wild Church in St Michael’s grounds, and Quest learning to cook on-line! The creative Christmas services and events would not have happened if we could have done things the usual way.

There is much that we missed in 2020 - worshipping together, singing, Monday Fellowship, carol services, Coffee Break, Junior Church, hugs, and much more. We are currently planning how all these things can resume safely in the coming months.

The year ahead will see lots of change, not just for me and Philippa as we enter a new chapter of life, but also for the parish. | ended last year’s Report with the words: “Experience has proved that God is faithful through the good times and through the more challenging times, and we trust that we will continue to see that through 2020”. Finance and Accounts

This year’s results show that we had a deficit of £33,396 on the Unrestricted Fund. This is the excess of expenditure over income to meet the objectives of the PCC and compares to a small surplus of £2,869 in 2019. The deficit is primarily due to the cost of employing the CFM for the first full year, which was anticipated, but which coincided with the unexpected impact of Covid-19 on our income. The PCC had designated £23,333 of existing unrestricted funds for the CFM employment cost (50% from a legacy and 50% from surplus funds) with the remainder drawn from the current year income. The net shortfall of income has resulted in an underlying unplanned deficit of £10,064. In the circumstances this shortfall is far less than might have been expected as a result of Covid-19 restrictions.

The Unrestricted Fund Income was 19.2% lower than 2019. However, it is pleasing to note that Voluntary Income held up reasonably well, only down by 4.9% compared to 2019. Most of the reduction was due to Covid restrictions on the Hire of the Parish Centre and St Andrew’s Church where income was down by 72% - a comparative shortfall of more than £22,000.

Expenditure was also impacted but not to the same extent. Whilst overall expenditure increased by 2.8%, the comparative cost, excluding the employment charges for the CFM, reflect a saving of 12.8% against the 2019 total. The opportunity to make use of the government furlough scheme enabled us to retain the services of our two cleaners for reduced duties. The largest cost is our contribution to the Diocesan Common Fund which increased in line with inflation to £81,064. This covers the cost of our vicar and contributes to the cost of clergy in less wealthy parishes within the Birmingham diocese. It should also be noted that despite pressure on expenditure, the PCC increased giving to missions and charities to £12,000 representing just over 10% of voluntary income.

Due to the ongoing covid-19 situation and the upcoming interregnum, future predictions are difficult. However, as the PCC have committed to employing the Children and Families Missioner until October 2022 and to support the establishment of the new ‘Foundry’ congregation in Cofton Fields, a deficit on the Unrestricted Fund is anticipated in both 2021 and 2022.

Reserves

Our policy is to place surplus funds with CBF C of E Deposit Fund. At 31st December 2020 we held £134,616 on short term deposit of which, £14,274 is restricted in use. It is PCC policy to maintain a balance on unrestricted funds equal to at least 3 months running costs (approx. £40,000), to cover emergency situations that may arise. It is also PCC policy to spend legacy money on special projects only. The PCC recognises that the general liquid reserves on 31st December 2020 exceeded £40,000. However, £46,667 has been designated by the PCC for the Children and Families Missioner which will see the surplus fall significantly over the next two years. There is also a further £17,694 of legacy which will be allocated to a special project.

The PCC is a registered charity, Number 1127031, governed by the PCC (Powers) Measure 1956 and the Church Representation Rules. The PCC has the responsibility of co-operating with the incumbent, Rev. Rob Fieldson, in promoting throughout the parish the whole mission of the Church, including worship, evangelism, pastoral care and social and ecumenical responsibility. It also has maintenance responsibilities for St Andrew’s Church, St Michael’s Church and Churchyard and the Parish Centre. 1 ACCOUNTING POLICIES

1(a) The PCC is a public benefit entity within the meaning of FRS102. The financial statements have been prepared under the Charities Act 2011 and in accordance with the Church Accounting Regulations 2006 governing the individual accounts of PCCs, and with the Regulations “true and fair” provisions.

The trustees consider that there are no material uncertainties about the charity's ability to continue as a going concem.

Financial Reporting Standard 102-reduced disclosure exemptions:

The charity has taken advantage of the following disclosure exemption in preparing these financial statements, permitted by FRS102 ‘The Financial Reporting Standard applicable in the UK and Republic of Ireland’:

-the requirements of Section 7 Statement of Cash Flows.

Reconciliation with previous Generally Accepted Accounting Practice

1(b) Funds

Restricted funds represent (a) income from trusts or endowments which may be expended only on those restricted objects provided in the terms of the trust or bequest, and (b) donations or grants received for a specific object or invited by the PCC for a specific object. The funds may only be expended on the specific object for which they were given. Any balance remaining unspent at the end of each year must be carried forward as a balance on that fund.

Unrestricted funds are general funds which can be used for PCC ordinary purposes.

1(c) Incoming Resources

Voluntary Income

Collections and planned giving are recognised only when received Income tax recoverable on Gift Aid donations is recognised when the income is recognised.

Other Income

Rental income from the letting of the Parish Centre and fees from weddings, funerals etc are recognised when due.

Income from Investments

Interest and dividends are recognised when received.

Gains and Losses on investments

Realised gains and losses are recognised when investments are sold.

Unrealised gains or losses are accounted for on revaluation of investments at 31 December in each year.

1(d) Expenditure

Grants

Grants and donations are accounted for when paid over, or when awarded, if that award creates a binding obligation on the PCC

Church Activities.

The diocesan parish share is accounted for when paid. Any parish share unpaid at 31 December is provided for as an operational (though not a legal) liability, and is shown as a creditor in the balance sheet. All other expenses are accounted for when they become due.

1(e) Fixed Assets

Consecrated property and Moveable Church Furnishings

Consecrated property and beneficed property of any kind is excluded from the accounts by s10 (2}(c) of the Charities Act 2017.

Moveable church furnishings held by the vicar and Church Wardens on special trust for the PCC, and which require a faculty for disposal, are accounted for as inalienable property, unless consecrated. They are listed in the churches’ inventories which can be inspected (at any reasonable time).

There is insufficient cost information available in relation to inalienable property acquired prior to 2001, and therefore such items are not valued in the accounts.

All expenditure incurred on consecrated or beneficed buildings and individual items under £500 is written off.

Depreciation is provided over the currently anticipated useful economic life on a straight line basis using the following rates:

During the year the PCC employed an administrator, two cleaners and a children and families missioner. The cleaners and administrator are part-time, the children and families missioner is full-time. None received £60,000 or more. £2,175 of NI and £536 of pension was paid on behalf of the children and families missioner.

The trustees consider themselves to be the key management personnel. No remuneration was paid to them in either year

There were no transfers between the General Fund and Restricted Funds. However, £8588 was transferred from the St Michael's Building and Fabric Fund to the St Michael's Churchyard Fund. This reversed a transfer made in 2017 that reallocated a legacy originally received equally between the two funds, to the St Michael's Building & Fabric Funds. Some other donations that had been incorrectly allocated to the Building & Fabric Fund were reallocated to the St Michael's Churchyard Fund.

10 Related party transactions

A small, immaterial portion of the expenses paid to the incumbent may have related to his services as Chairman of the PCC. No other payments or expenses were paid to any other PCC member, persons closely connected to them or to related parties, except as stated below:-

K Leaver, a member of the PCC received £250 as recognition for co-ordinating the music and playing the piano in Church. The husband of one member of the PCC, Treasurer J Powell, trading as Kendal End Heating, received a total of £469.60 for various plumbing and heating repairs. The work was awarded by the Church Warden responsible for St Andrew's Church and the Parish Centre (D Smith in the first part of the year then G Hall). Neither D Smith or G Hall are related to the person concerned
