The trustees present their Annual Report and Financial Statements of The Parochial Church Council of the Ecclesiastical Parish of Saint Mary for the year ended 31 December 2022.

The Financial Statements comply with the Trust Deed, the Church Accounting Regulations 2006, the Charities Act 2011 and Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their Financial Statements in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2015, including early adoption as amended January 2016).

OBJECTIVES AND ACTIVITIES

Vision Statement

Saint Mary’s Southampton is a community following Jesus, playing our part in the renewal of Southampton.

We aren't just here to build a church, we are here to transform a city. Church was never meant to be contained in a building, it was meant to flow out and permeate society, uplifting and bringing hope to everyone.

We believe that Southampton can be known as a city where people love their neighbour, where people experience forgiveness and so they forgive, where kindness is rife and generosity common. Where the young and old are filled with purpose and the rich and poor overflow with compassion.

We believe that in Southampton Jesus is making all things new and we long to see every citizen of our city marching together with all of the saints singing “we’ve found a LOVE that has changed EVERYTHING!” Because with Jesus, the best is yet to come!

Public Benefit Statement

All of our activities are undertaken to further our charitable purposes for the public benefit. In planning our activities for the year we have considered the Charity Commission’s guidance on public benefit, including the guidance ‘Public Benefit: Running a Charity (PB2)’ and, in particular, the supplementary guidance on charities for the advancement of religion.

ACHIEVEMENTS AND PERFORMANCE

Fellowship Numbers

There were 220 members on the Electoral Roll. Of these, 20 live in the parish.

Review of the Year

2022 has been an encouraging year of growth and learning. The ability to plan ahead, develop termly rhythms again, and encourage regular and committed attendance have all contributed to a more established post covid community.

SUNDAYS & WORSHIP

Sundays continue to grow with new families and students finding the church post Covid. The worship team have been writing and releasing new songs throughout the year, with successful song writing weekends and a workshop held at Focus to encourage other churches to be able to do the same.

ALPHA & ADDITIONAL COURSES (marriage, pre-marriage, bereavement, CAP) Alpha ran for three terms in 2022 with stories of people finding faith and returning to church at each course. The bereavement course ran for the first time and was well received. CAP ran twice and attracted a range of demographics grateful for the support that the course offered. Marriage and premarriage have continued online and seem to be successful in that format.

SAINTS IN THE CITY

The Marketplace has grown and the Meeting Place cafe now runs alongside it. With regular attendance from social prescribers, Mind digital awareness course, Saints Foundation fitness and more, the space on Thursday mornings offers a wide range of support and community for those involved. The annual Saints in the City Day in May ran successfully with projects across the SO14 area and a family fun day running concurrently in the church grounds.

SAINTS KIDS

Saints Kids has seen huge growth on Sundays with an average of over 40 children attending each week. Each term a Saints Kids Presents event has happened which has been an opportunity to invite our wider local community to take part in family activities at church. In October a well attended holiday club was run for one week during the half term.

SAINTS YOUTH

Saints Cafe continues to run each week, with a slow and steady increase in weekly attendance. Strong relationships are being formed amongst the youth and volunteers and the Christmas party was an example of the community that has been created. Sunday Youth is starting to grow and it is hoped that this will start to attract other families with young people.

SAINTS STUDENTS

Saint Students has been meeting every other week, with speakers and worship, and well as socials and term end BBQ’s on the beach. Over the spring term a study space was created at the church and provided support while exams were taking place. In the autumn term 62 students went on the weekend away with incredible stories on their return.

BAPTISMS

We have held two days of adult baptisms as well as several infant baptisms across the year. Many of those baptised had come through Alpha, with three of them being members of the Marketplace.

FOCUS

2022 Focus was a celebration of being able to be together again after the past few years. Held in Newark Showground this offered some new challenges, but it was amazing to gather 275 people (across Saint Mary’s and St Win’s) together with the HTB network.

FINANCIAL REVIEW

Saint Mary’s continues to operate, for the time being, under the charity name The Parochial Church Council of the Ecclesiastical Parish of Southampton City Centre and this has assisted in making gift aid claims under the pre-existing accounts.

Grants

Saint Mary’s received five grants to support the work of the church. These came in multiple payments, but were the result of 5 applications to 5 different funding bodies.

Giving

In 2022 the planned giving was £284k (excluding gift aid). In addition to this, we have various oneoff donations. The planned giving average has remained consistent throughout the year, however we received little cash giving due to online gatherings.

Income

The overall income in 2022 was £531,849 with expenditure of £485,846. Much of the funding this year is restricted to the Love Your Neighbour projects.

Staffing

Curate Nathan Leigh left Saint Mary’s in March 2022 to join Coventry Diocese and in June Curate Tom Boulter joined from his training in Bristol. Abielle Inegbenebho and Emily Stewart were previously on the staff team in various roles, but transitioned to ordination training at St Mellitus in September.

In Jan to March we employed short term admin and courses coordinator and when planting progress was slowed down the contract was not renewed.

In August a new leadership assistant was recruited and this role has developed into more significant support for the Ops Manager and incumbent. In addition a worship and content coordinator was recruited in a part time capacity.

In September a new group of four apprentices joined the team.

In December the Student Lead left the staff team for another role and the student ministry is currently being led by the student leaders with additional support from the leadership team.

Sue Wintle was instructed to complete the end of year accounts for the parish, and particular thanks to Maven Accountants for compiling the necessary information for this to be possible.

Investment Powers and Policy

The PCC holds those funds which are not in the NatWest current account with the Central Board of Finance of the Church of England (CBF). There are some long-term investments held in the form of CBF share investment accounts.

Other investments and deposits as we continue to hold relate solely to restricted funds and this includes specific deposit accounts relating to restricted funds.

We have one endowment fund whose income is restricted to supporting repairs at Saint Mary’s. Permission has been obtained from the Charity Commission to be able to use the capital, whose value is currently just over £22,000.

Reserves Policy and Going Concern

It is the policy of the PCC to maintain unrestricted and designated funds at a level which will enable the PCC to cover its on-going direct charitable expenditure and its management and administration costs. This should be at least 3 months running costs. In 2022 the average monthly expenditure was £33,000, thus the reserves should be at least £99,000. The trustees are of a view that the PCC is a going concern.

PLANS FOR FUTURE PERIODS

2023 looks likely to be a year of significant change and growth.

CHURCH PLANTING

In March 2023 Jon Finch was made vicar of Lordshill Church. While the two parishes are not joined, they are held in plurality and Saint Mary’s will resource and support Lordshill over the coming years to enable growth and mission. Curate Tom Boulter will lead this site and will be moving to Lordshill, with his family, over the summer.

STAFFING

In February our youth lead left the staff team to pursue a new opportunity after 4 years of amazing service to Saint Mary’s. Therefore we are currently recruiting for several new roles to join the staff team. Taking into consideration the upcoming church plant(s) we are looking to review our staffing structure and increase capacity where we can.

MINISTRIES

As Sunday morning services continue to grow we are seeing an increased growth in the kids and youth ministry. Ensuring we have good processes around recruitment and training of volunteers will be vital to the continued development of these ministries.

Students are being led confidently by the student leadership team as well as the student apprentice, however they look forward to a new Student Lead being in place.

Saints in the City projects continue as before, with an additional Meeting Place site in October Books and the hope is to see more in 2023. The Path mentor programme was launched in March 2023 with an information evening for prospective mentors. It is hoped that mentor relationships will start in September.

STRUCTURE, GOVERNANCE AND MANAGEMENT

Governing Document

The Parochial Church Council of the Ecclesiastical Parish of Southampton City Centre (the PCC) is a corporate body established by the Church of England. The PCC operates under the Parochial Church Council Powers Measure.

The Parochial Church Council of the Ecclesiastical Parish of Southampton City Centre is a registered charity number 1126950.

Recruitment and Appointment of Trustees

Members of the PCC are either ex-officio or elected at the Annual Parochial Church Meeting (APCM) in accordance with the Church Representation Rules. Elected members serve for three years and approximately one third are elected each year, ensuring an appropriate element of continuity.

Trustee Induction and Training

New members are briefed by existing members as appropriate and from time to time the PCC holds an away day to review its work and discuss future plans.

Risk Management

The PCC was registered as a charity on 26 November 2008. As such no work on risk management has been undertaken. However, the major risks to which the charity is exposed will be identified by the trustees and will be reviewed and systems or procedures established to manage those risks.

Organisational Structure

The PCC of the Ecclesiastical Parish of Southampton City Centre has the responsibility of cooperating with the Team Ministry in promoting in the ecclesiastical parish the whole mission of the Church, pastoral, evangelistic, social and ecumenical. It also has maintenance responsibilities for Saint Mary’s and the Parish Office (135 St Mary Street). The PCC has one sub-committees: a Standing Committee as required by law, with powers to transact business between PCC meetings, subject to the direction of the PCC.
