Aveley Village Community FonllD (AVCF) is a company Limited by Guarantee,
governed by its MemordDdum and Articles of Association.
CHARITABLE ORJECTIVES
To develop the capacity and skills of the members of the socially and economically
disadvantsged community of Aveley in such a way that they are better able to identify, and
help meet. their ne&ls and to participate more fully in S￿iety
The promotion for the benefit of the public of urban or rural regeneration in areas of S￿la1
and economic deprivation (and in particular in Aveley) by all or any of the following
means:
(a) the advancement of educalion. training or retrainin& particularly among unemployed
people, and providing unemployed people with work experience
(b) the Creation of training and employment opportunities by the provision of Workspace,
buildings. an￿Or land for use on favourable ternis
(c) the maintenance. improvement or provision of public amenities
(d) the provision of recreational facilities for the public at large or those who by reason of
their youth, age, infirniity or disablement. financial Iwdslllp or social and economic
circumstances, have need of such facilities.

ACHIEVEMENT AND PERFORMANCE
This will be the sixte¢nth annual report that the Board of TnLStees have prepared since its
incorporation back in September 2008. Over the years the Clwity has been serving and
Wotking towards bringing the community of Aveley together.
Looking at th¢ year to 31 Ma￿￿ 2024, we have continued with our Cornmunity minibus
and have been collecting excess food and delivering to local projects to give food to those
that need it. Alongside having a minibus for the local community to hire. This was helped
with the securing of a new minibus during 2023 which has improved our ability to continue
the food project and having a more reliable minibus for hire to residents and community
gTOUPS. This was secured from funding from Thurrock Council's Community
Environmental Development Fund (CEDF Fund) and matching funding from our
organisation.
Our Community Luncheon Club has grown over the year to 31 March 2024 with special
events for E&ster and Christh]&s.
During the year. our Todd]er group leader stepF*d down from running this activity. It has
now been picked up and run by Aveley Christian Centre as part of their Church activity
Our involvement in the newly established Aveley Community HUB has continued
throughout 2023-24. AVCF obtsined a grant from the Council to help hire a new part time
caretaker.
Our events leam two larg¢ community events during the year. The first was the King's
Coronation Event. This was held in Aveley Recreation Ground and was well attended by
the public of Aveley. This was funded through the National Lottery Fund- Awards for All.
In December 2023. we We￿ able to hold our Christmas event in the Aveley HUB. It was a
smaller event than our norn)al ChTiStmas Mark¢l but it was well received.
All our achievements could not have been achieved without the suptx>rt of our hard-working
volunteers which we are greatly appreciative of.
FINANCIAL REVIEW
During the year to 31 March 2024 the Charity was able to generate a sury)lus on unrestricted
funds of £3,674 The balance on the designated funds after providing for the match ￿ndIng
for the minibus was undesignated and moved back into the unrestTiCted fund. The remaining
unrestricted funds left at the year<nd continue to serve the community of Aveley.
Restricted funds at the 31 March 2024 amounted to £36,065 which is made up of a number
of restricted fund balances that have been collected over a number of years. Full details of
the funds can be found in note 12 of the accounts. The two largest restricted funds relate to
two ongoing projects. CEDF fimd which ￿lateS to the purchase of tninibus with the fLmd
balance being the atnounts held to match against the annual depreciation charge on the asset.
The Police, Crime and Commissioner Fund was obtained during the year to repair damage

to the local skateboard park in Aveley Recre*ion Gmund and to SUPEX)rt work with young
people to deter them from Crimit￿anti-$0Clal behaviour in the community and harniing
themselves. There have been several delays io progressing this project further forward as at
the date of this report. We are k¢¢ping th¢ awarding organisation infomied as the proj¢cl
progress¢s.
The trustees have no specific policy on the level of reserves held by the Charity but closely
review finaDces before the onset of any activity. This ensures that the Charity has sutTicient
funds lo meet any liabilities. Where wssible we seek to attract grant funding for activities.
RECRUITMENT AND AppoINfMENT OF TRUSTEES
Aveley Village Community Forum Limited artively seeks suitable trustees for ap￿intrnent
onto the board of trustees.
All trustees are appointed by the management committee.
PUBLIC BENEFIT
The trnstees of the Charity have complied with their duty to have due regard to the guidance
on public benefit published by the Clwity Commission. We ￿se this guidance when we plan
activities for the Charity.
PLANS FOR FUTURE PERIODS
The plans for 2024 -25 are similar to previous years. We will continue to support Aveley
Community HUB and see its development further. We will also look to continue to bring
the Community of Aveley together with Community events and numing activities for the
benefit of the community of Aveley.
TRUSTEE'S RESPONSIBILITIES
The Trustees, (who are also directors of Aveley Village Community Forurn Limited) for
the p￿￿ose$ of company law are resp)nsible for preparing the Trustees Annual Report and
the financial statements in accordance with applicable law and United Kingdom Accounting
Standards (United Kingdom Generally Ac£epted Accounting Practice).
CotnpaDy law requires the Trustees to prepare statements for each financial year that give a
true and fair view of tbe state of affairs of the charitable company and of the incoming
resowces and application of resources, including income and expenditure of the charitable
company for thai peri(Kl. In preparing these fllLqncial slatements, the Tntstees are required

Prepare the financial statements on the going concern basis unless it is
inappropriate to presume that the charitsble company will continue in operation.
The Trustees are responsible for keeping proper accounting records that disclose with
reasonable accuracy at any time the financial position of the charitable company and to enable
them to ensure that the financial statemenls comply with the Companies Act 2006.
The TnLStees are also responsible for safeguarding the assets of the charitable company and
hence for tsking reasonable steps for the prevention and detection of fraud and other
irregularities.

The principal accounting polices adopted, judgements and key sources of estimatio
uncertainty in tbe preparation of the financial ststements are as follow:

These financial statements have been prepared in accordance with Accounting
and Reporting by Charities: Statement of Recommended Practice applicable to
charities prepating their accouDts in accordance with Financial Re￿rtIng
Standard applicable in the UK and Republic of Ireland IFRS 102) (effective I

The financial statements are prepared in sterling, which is the fimctional

Aveley Village Comrnunity Forum Limited meets the definition of a public
benefit entity under FRS 102. Assets and liabilities are initially recognised at
historical cost or trdnsaction value unless otherwise stated in the relevant
accounting policy note (s).

All incoming resources are recogDised once the charity has entitlement to the resources,
it is probable (more likely than not) that the resources will be received, 2nd the
monew value of incoming resources can be measured with sufficient reliability.

then these ternis or conditions must be met before the income is recognised as the

During the year a grant was received from Thurro¢k Council for the recruitsnent,
training, and provision of a part time caretaker for the Aveley HUB. The grant was paid
in advance of any provision taking place and a fee per hour has been agreed as part of

The Trustees have selup the following restricted reserves when income came into the charity
with restrictions on its use.
Aveley War Memorial Re5torntion Fund
On 19 February 2009, the Trustees setup a fund to enable the Charity to raise funds to carry
out restoration work on the war memorial in Aveley.
The puryx)se is to raise funds from donations made by individuals and other institutions such
as local businesses to fund this worL The Trustees, rnade the followkng restrictions of the fund:
The Trustees have restricted the fimds use to the restoration of the war memorial in Aveley.
Any sU￿lUS funds are to be used for the on-going maintenance of the war memorial.
Awards for All - Platinum Jubilee and 22-23 Events
During the year the Charity wa5 successful in apply for the Nationa] Lottery - Awards for All
fund for £9,500 towards the Queen's Platinum Jubilee Celebrations in Aveley along wiib other
events in 2022 -23.
CEDF
This fund relales to a grant received from Thurrock Council from their Community
EnVIror￿7enÉal Development Fund (CEDF) this w&$ to purchase equipment to benefit the local
community. The bid submitted for 21-22 w&8 to purchase a Dew minibus for the Community.
Co-op Hub Fund - Hub Project
This fund relates to a grdnt received from the cov0￿1Ve Local Community Fund for the
development of the Aveley HUB.
Co-op Hub Fund - Foundation
This fund relales to a grant received from the cO￿perative Community Fund to support
the community work carried out by the Foundation.
Police, Fire and Crime Commissioner For Essex IPFCC) Fund
This fund relates to a grant received from the Police. Fire and Critne Commissioner for Essex
to repair damage to the local skateboard park in Aveley Recreation Ground and to support
work with young people to deter them from crimi￿anti-$0¢1a] behaviour in the community
and harming themselves.
The Ford Britain Trust
This fund relates to a grdnt received from the Ford Britain Tn￿t to purchw an interactiv¢
whiteboard for the conlmunity.

Tburrock Council Hub Grant
This fund relates a grant given by Thutrock Council to fimd the development of the Aveley
HUB project.
Thurrock Council: HUB Caretaker
This fijnd relates a grant given by Thurrock Council to employ and fund a part-time caretaker
for the FtUB. This includes the costs of recruitmenL trdining, and equipment for the post along
with funding io the Charity in administrating the process.
ThumKk Coulleil: Voluntary Sector Development FuDd
This fijnd relales to a grant award by Thurrock Council to fund the development of youth work
within the con]munity.
#NationalLottery Fund
This fund relates to a grant award by the National Lottery foT their 25 anniversary for work
in a local community. AVCF was awarded a grant of £l,(M)O towards an opening event for the
new community HUB building and a display cabinet to be installed in the building.
14 TRATrISFERS BETWEEPI FUNDS
In the prior year a transfer of £1.698 w&s transferred between designated reserves to
unrestricted reserves. This transfer to the designated fund last year was for match fw)ding for
the CEDF fijnd however. the full balance of £5,0(K) was not needed. The trustees therefore
decided to move the balance back to the unrestricted reserves.
15 COMPANY LIMITED BY GUARAiYfEE
The charitable company is a private company limited by guarantee and ¢ons¢qu¢ntly does not
have share capitsl. It is ￿gIstered in England and Wales. Each of the members is liable to
contribute an amount not exceeding £10 towards the assels of the company in the event of
liquidation.

Aveley Christian Centre. a charity which Alex Day and Alan Field, are a trustees of.
The hire expenses were for the of Aveley Christian Centre's building.
