Review of Activities
The stated aims in FOIM’s Constitution are noted below together with examples of activities undertaken in each case. References to the ‘Council’ are to Bradford MDC.

To restore, protect and improve Ilkley Moor, for the benefit of the environment, all those who use Ilkley Moor and those who reside in the surrounding area.

A weekly session is undertaken by our work volunteer group carrying out conservation works on the Moor including footpath restoration, bracken control, vegetation clearance and habitat management. Groups of 16+ have been active demonstrating the success of this team. The major project this year was the reconstruction of 120 steps, known as Jacob’s Ladder, using wooden shuttering, original stone blocks and 10 tons of hardcore. The work took 8 weekly sessions by teams averaging 10 volunteers. The steps were originally laid in the 19 century and were in a state of substantial disrepair on a popular path with a steep slope. It represents a major achievement and has enhanced even further the ambition of the volunteers. Other work has included improvement and reconstruction of steps and surfaces of other paths, maintenance of the Tarns and cleaning of the paddling pool.

Volunteer work has, for several years, been directed at maintenance of paths in the woods below Ilkley Moor, in addition to working on the moor itself. This year, after the 2024 AGM endorsed a decision in principle, that work has been extended to Middleton Woods, across the Wharfe from Ilkley Moor, primarily focused on footpath maintenance and restoration. An aim is to keep footfall to the main routes, thus providing ecological benefit, especially to bluebells, for which Middleton Woods are renowned. Agreement has now been reached with the Council and its Woodland Officer on this work and a revision of the Constitution has been drafted, to recognize this extension of volunteer work and grant applications. This revision will be considered at the 2025 AGM..

The Project Ofcer organises our Events programme and Team Volunteer days with Companies. This year, groups from Adept Engineers and Mott MacDonald Bentley contributed to the restoration of paths in the Hebers Ghyll woodland. Mott McDonald Bailey also donated 120 tons of sandstone chippings for path restoration. The Project Officer leads on grant applications and was successful in
obtaining a £68,200 application to the National Lottery Heritage Fund for use in the next two years.

Our litter picking group has 28 members on its Whatsapp group with a core regular group of 6 who are out picking most weeks and a regular 15 or so who attend the monthly community litter picks. They pick not just on the Moor, but throughout Ilkley and surrounding roads. They use the "Litter Free Ilkley" Facebook group to publicise their work which now has more than 250 members. They are a small, dedicated group, but are a group which has a big impact on the town.

To assist the Council in the care and maintenance of Ilkley Moor and its wildlife, flora and recreational use.

The key on-going focus is the continued restoration of blanket bog by extending Crawshaw Moss and rewetting Hebers Moss. The Council has initiated a major 3-year programme in this regard and has already committed £200,000 of its own funds. The Rebel Energy Foundation also contributes to mitigate the councils costs. In 2024 we have committed the £10,000 grant received from the Ilkley Carnival fund and is in the process of using a significant fraction of the £32,100 grant from the National Lottery Heritage Fund. Much of this funding will be used as payments to the Moors for the Future Partnership for Sphagnum Moss plants and tree planting and dam materials and tools. - Bracken cutting using a flailbot at the cost of £800 a day. ** days, funded by FOIM and generous member donations, has been undertaken in two main areas. It is planned to undertake such work twice a year.

To notify the Council when any hazards or problems with the area become apparent.

Issues have again arisen with mountain bikers creating an increasing number of downhill runs off the Moor leading to problems with walker safety, erosion and water run off. The Council have a management plan with a local group of riders that has some benefit,

although the disconnected nature of the mountain biking fraternity creates inevitable limitations on its effectiveness. Discussions are ongoing with the Council and Natural England aimed at controlling and mitigating the damage caused by mountain biking, particularly on steep downhill runs, primarily to soils, but also to vegetation. The increased volume of water, channeled down bike runs, potentially leads to increased rainfall run-off into the river Wharfe.

In 2024 we continued to work with the Council to promote the closure of the upper section of Keighley Road, to curb off-road and moto-cross use of the Moor, and to introduce licensing for commercial dog walkers, to better manage their activities. Progress is slow. This year the Council has placed several boulders by the side of the road to deter parking
and off-road driving. FOIM has helped by monitoring the effectiveness of the boulders and their placement.

We lobbied, along with others, for the successful reopening of the White Wells toilets. As well as being a useful public facility for those accessing the Moor, the toilets allow us to lead youth groups on the Moor.

Specific issues raised and addressed in the last 12 months have been the dumping of rubbish by Keighley Road, the smearing of dog faeces on benches at the paddling pool, attempts at off-roading on the Moor with consequent damage, and the delay in clearing fallen trees blocking paths in Hebers Ghyll Woods.

Concerns have been raised about the extent of public access to the Moor and how the consequences of this (litter, dog bags, dogs walking off lead etc) could be better managed through controlling the extent and routing of footpath renovation and better signage/education for users of the Moor. This is an ongoing issue given the increasing usage of the Moor.

To develop projects in partnership with, or with the knowledge of, the Council .

Liaison with the Council is via Richard Perham (the Council’s Countryside Services officer), who attends FoIM Committee meetings, and Richard and Danny Jackson (the Council’s Countryside Services manager) receive Committee meeting agendas, papers and minutes. - In addition, detailed monthly meetings are held between members of the Committee and Danny and Richard so that we can be appraised of the progress of planned activities and new issues arising.

In addition, we liaise with the Council, Natural England, Rebel Energy Foundation and Moors for the Future over the extensive natural flood control and peatland restoration being undertaken on the Moor. - We liaise with the Council over volunteer work on footpaths in its Woods throughout Ilkley. As noted above, this work is now being formally extended to include Middleton Woods, on the north side of the Wharfe.

To apply for grants independently or in conjunction with the Council to provide materials or labour to support projects for which the Council has insufficient funding, or for which the Council is unable to provide funding.

To liaise with local residents and other users of Ilkley Moor in order to represent their needs and ideas.

Engagement with the local community and users of the Moor is undertaken via communication through the website, links to the Secretary for enquiries, providing information and seeking comments through Facebook and Ilkley Chat, the volunteer days, the Events Programme, issuing Newsletters to members, participating in local community events and presenting on the activities of FOIM

FOIM also engages, where possible, with relevant statutory and other bodies, including Natural England, Moors for the Future, the Council, Ilkley Town Council, OFWAT, and Yorkshire Water so that we can be made aware of relevant issues.

Local liaison through groups such as the Ilkley Community Network, Climate Action Ilkley, Wharfedale Naturalists, Friends of Ilkley Riverside Parks, Ilkley Clean Rivers Group, and Ilkley Active Travel Hub initiative have continued.

To encourage all groups making recreational use of Ilkley Moor to be represented on the Charity.

The following bodies are represented on the Committee: the Council, Ilkley Town Council and Wharfedale Naturalists Society.

To encourage local schools and youth organisations to use Ilkley Moor constructively for pleasure and education.

The Project Officer usually undertakes activities on the Moor with local schools/youth groups several times a year

To encourage appreciation of the ecology and history of Ilkley Moor.

Our annual Events Programme is primarily designed and led by the Project Manager. Twenty-one events were undertaken on the Moor in 2024, with up to 30 participants. The events are a combination of learning and educational activities, covering a wide range of aspects including heritage walks, moorland bats, habitat management, peatland restoration and local archaeology.

Details of the ecology and history of the Moor feature on the FOIM website and its publications.

Details of five Heritage Walks are provided on the website. We are in the middle of a plan to improve the design and availability of the walk routes.

2000 copies of a leaflet, Watch Where You Tread, have been printed and will be circulated to encourage behaviour compatible with the protection of ground-nesting birds, especially by dog-walkers.

A Memorials and Memorial Bench Policy, in conjunction with the Council, manages and limits the proliferation of benches and other memorials on the Moor. It features on our website.

To publicise the Charity’s activities locally, regionally, nationally and internationally to encourage people to take an active part in preserving and maintaining Ilkley Moor.

Regular press releases feature in the Ilkley Gazette and Yorkshire newspapers and via social media on Facebook and Ilkley Chat.

Posters highlighting events and the AGM are placed in local amenities/stores/hostelries. This year’s AGM took place on Friday 24 May 2024 and was attended by over 50 members. It included a presentation by Richard Brewster on the work being conducted on Ilkley Moor by Moors for the Future. High quality presentations of this sort encourage a good attendance at the AGM

Members receive a monthly email update of upcoming events together with Newsletters updating them on our activities.

The work of FOIM was recognised this year by an award from the Ilkley Civic Society.
Financial position
Our 2023/4 accounts, filed with the Charity Commission, show a surplus of over £68,800. The timing of the first tranche £32,100 drawdown of new Heritage funding in February 2024 means this overstates our true reserves but our underlying financial position remains very healthy.
Membership fees, donations and Gift aid contributed some £9,100 this year. The FoIM committee does try to look at the value its work and volunteers add – by attributing a basic notional wage to volunteer time. This year we calculate that our work volunteer group have added some £28,000 in value this year. Additionally, our litter picker group has collected over 500 bags of litter this year and this is estimated to have added some £6,300 of volunteer value this year.
Since its establishment in 2008 FOIM has delivered over £435,000 in terms of volunteer labour time and raised over £340,000 in grants and £115,000 in membership fees, gift aid and donations. This totals a £890,000 contribution to looking after the Moor.
Management report and structure
The committee, which runs our activities and meets monthly, comprised the following individuals as at Dec 2024 (those holding trustee status or being ex officio representatives of third-party bodies are noted):

The monthly Committee meetings are held alternately by Zoom and face-to-face. The 2024 AGM was held face-to-face on 24[th] May 2024 and was attended by some 50 members.
Members are welcome to join the Committee at any time and all the trustees and elected committee members posts are subject to review and re-election/replacement by member voting at each AGM. The 2023 Secretary, Jonathan Guest, and Catherine Smith resigned this year, after many years of active and effective involvement. Michael Pilling was elected as the new Secretary. Sean Spence is the new representative of Ilkley Town Council. All the other members in place before the 2024 AGM expressed their willingness to continue and were re-elected unanimously at the 2024 AGM.

It is my responsibility to:

Basis of independent My examination was carried out in accordance with general Directions given examiner’s statement by the Charity Commission. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts, and seeking explanations from the trustees concerning any such matters.
