Trustees Annual Report for the Year ended 31 December 2023 

## **Aim and Purpose** 

The Parochial Church Council (PCC) of Christ Church Hackenthorpe (CCH) has the responsibility for cooperating with Rev Claire Welch, Curate in Charge, and Rev Chris Stebbing, Associate Archdeacon Transition Enabler, (whilst in interregnum), in promoting the pastoral, evangelical and social activities in the ecclesiastical parish of Hackenthorpe, Sheffield. 

The PCC is specifically responsible for the maintenance and upkeep of the Church, churchyard and adjoining Church Hall. 

## **Objectives and Activities** 

The PCC is committed to enabling as many people as possible to worship at our church and to become part of our parish community. The PCC maintains an overview of worship throughout the parish and makes suggestions on how our services can involve various groups that are within the parish. Our services and worship put faith into practice through prayer and scripture, music and sacrament. 

When planning our activities for the year, we have considered the Charity Commission's guidance on public benefit and, in particular, the supplementary guidance on charities for the advancement of religion. In particular, we try to enable ordinary people to live out their faith as part of our parish community through: 

v Worship and prayer, learning about the Gospel; and developing their knowledge and trust in Jesus. v Provision of pastoral care for people living in the parish v Missionary and outreach work. 

To facilitate this work, it is important that we maintain the fabric of the Church, its hall and grounds (including graveyard). 

## **Volunteers** 

The PCC thank God for the help it receives from ALL volunteers of our church family. Their contribution and assistance is greatly appreciated. We are all of one mind - our church (that is us and our building) survive and prosper for the Glory of God no matter what befalls us. 

## **Achievements and performance** 

The year 2023 has seen much change regarding its congregation. The early part of the year was similar to 2022, however on 7[th] May 2023 we were joined by Rev Claire Welch, Curate in Charge to serve her 3[rd] year of Curacy, with a view to her taking a permanent post as Oversight Minister should all parties be happy for this to happen. At the end of 2023, it was clear that this was the desired outcome. In 2023 we had become part of the newly named A4 Mission Partnership. 

We are indebted for voluntary help of Rev Philip Ireson and Rev Chris Stebbing who have worked alongside Rev Welch to give the church the help it needed to start to see new seeds of growth, and this is evident as we have moved into 2024. 

At end of 2022, we lost our Treasurer Shanti Rudge and the gap was bridged by Pat White, who monitored the bank account and made payments as required. A group of volunteers count and pay in our weekly giving and in June some of the Treasurer role passed to Tina Tomlinson who documents the Receipts and Payments, Invoices and produces reports for Independent Examination.

## **Worship and Prayer** 

## **Services at Christ Church** 

In 2023, we introduced a fuller breadth of Church of England liturgy to draw from in our worship. We introduced a monthly All Age Service delivered by a team of lay people and clergy. We introduced a Sermon series to help bring continuity to our week-on-week learning. We put on special services of, _Back to Church Sunday_ , to invite those in our community to visit their local church, and an “ _In loving memory”_ service to remember those we love who are no longer with us. In September we hosted the Deanery Confirmation Service and had 5 members of Christ Church congregation being confirmed. We marked Remembrance Sunday and as well as our popular Carol Service (102) and Christingle (68), and we introduced a nativity service called Carols in the Stable (95). ## **Discipleship at Christ Church** 

In 2023, we engaged with _Thy Kingdom Come_ by reading daily reflections and having an interactive prayer space. Across two groups around fifteen people did the _Prayer Course_ in September and October. During Advent a group met to discuss the book _Stick with Love_ by Bishop Arun Arora. 

## **Developing the vision of Christ Church** 

In August 2023, the congregation gathered to form the vision and values of Christ Church and to start to imagine the kind of activities it would like to do in the future. Find the vision and values here. 

## **Pastoral Care** 

Since having a full-time clergyperson, it has been possible to provide home visits to congregation members no longer able to access church and to show concern for those who may be periodically absent. 

## **Occasional Offices** 

In 2023 we had 0 Weddings, 3 Baptisms, 4 Funerals, & 3 Burial of Ashes. 

There is a Women’s Prayer breakfast on the first Saturday in the month, beginning in church and ending at one of the many cafe establishments nearby. 

All are welcome to attend our regular Sunday morning service. During 2023 there were 37 on the Electoral Roll, 36 in 2022, 49 in 2021, 57 in 2020, 62 in 2019 and in 2018 it was 98. 

As well as our regular services, we enable our community to celebrate and thank God at the milestones of the journey through life. Through baptism we thank God for the gift of life, in marriage public vows are exchanged with God's blessing and through funeral services friends and family express their grief and give thanks for the life which is now complete in this world and to commend the person into God's keeping 

## **Deanery Synod** 

Our Deanery Synod rep at CCH is Frances Ireson who reports that a number of Oversight Ministers have been recruited and our Mission Area now has a full complement, with Rev Sue Stewart joined by Rev Claire Welch, Rev Cliff Kay and Rev Daniel Hartley. 

Rev Philip Knowles has retired as Area Dean and Rev Sue Stewart now shares the role with Rev Lucy Sablan (Arbourthorne) 

Encouragingly, the Deanery Synod is now well attended with a much younger demographic contributing fresh ideas.

The highlight of the year was the Deanery Day where Christ Church Hackenthorpe was represented by Tina who, alongside the warden from St John’s Park, shared the vision of what God is doing in our parishes, giving great encouragement to the rest of the deanery. The discussion gave the Bishop’s team an opportunity to meet and listen to members from across the deanery. 

## **Safeguarding report** 

Since the last APCM: 

- The PCC appointed Frances Ireson as Parish Safeguarding Officer, has updated posters and promoted safer practice within the church and agreed a safer recruitment process for volunteers and future employees. 

- Once a church warden is in place and trained, Christ Church will have completed level 1 of the diocesan requirements for parish safeguarding and proceed to levels 2 and 3. 

- All pastoral issues raising safeguarding concerns during the year have been dealt with appropriately to the satisfaction of the Diocesan Safeguarding team. 

In the coming year: 

- Introducing better protocols for dealing with future concerns, including the training of a pastoral team, will improve the mutual support and safeguarding of our church family. 

## **Piece-makers group report** 

Piece-makers continue to meet on Monday mornings to sew and knit and craft whilst just as importantly, having a coffee and chat. We continue to support local charities with our endeavours, including New Hope Food Bank, Baby Basics and The Archer Project. In the summer of 2023, we began a very ambitious plan to make a poppy display for outside around the War Memorial. So we knitted, crocheted and sewed over 700 poppies and we were greatly helped by Rev Sue and Mick Stewart from St Marks who helped fix the display to the wall in readiness for Remembrance Day. We have welcomed people looking for a Bereavement group or just someone to chat to. We also expanded our space to include a Warm Space. Somewhere that is open, warm and welcoming to anyone that was struggling through the Energy Crisis. In December we held a Christmas Craft Fayre where we sold various craft items we had made and together with the various Christmas services, we raised total funds of £727.03 which we donated to the Sheffield Cathedral’s Archer Project. We continue to meet in fellowship and encourage each other in our creativity and learning from one another, by offering our time and our efforts as part of God’s work here at Christ Church Hackenthorpe. ## **Buildings** 

Our Church Hall is well used by our local community whether for worship or outreach/in-reach and social activities. Groups have continued to use the building for their meetings, the church hall is occupied for rent Monday to Thursday.

- Owlthorpe Community Forum 

It is also used on special occasions for

## **Boxes of Hope** 

During 2023 we continued with our successful Boxes of Hope programme. These boxes of food help local families get through school holidays. We are delighted that this has had a positive effect on our relationship with the local school, which has enabled us to forge stronger links with them, and it is hoped that this, along with the programme will continue throughout 2024. It is of no doubt that this could not happen without the support of generous church members. 

## **Financial Review** 

We are closing this year with total assets value of £42,683, compared to £29,110 in 2022. This is an increase of £13,573. Overall, our income has increased by, £1,869 (£27,747 in 2023 and £25,878 in 2022) most notably helped by the restricted grants of £2,590 from the Co-op to Boxes of Hope and £2,150 from the Diocese of Sheffield to be used on gas and electricity. Therefore, most of the increase can be attributed to less expenditure in 2023. In 2023, we spent £14,174 compared to £25,391 in 2022 (a decrease of £11,217). There were key payments made in 2022 that were not replicated in 2023. Most significantly were the return of the youth grant of £3,871, the Common Share payment of £3,600 (note in 2023 this was reduced to £500), and the giving to other charities of £3,075 (£0 in 2023). This year, 2023, we decided to do collections for charity, The Archer Project and Foodbank, rather than give directly from the church’s reserves. 

Areas of growth in income worth noting in 2023 include, hall rental being up by £462 (£3,527 in 2023 and £3,065 in 2022). This income area is something that can be developed and potentially provides a steady and sustainable income in the future. We also began to see an increase in the income from occasional offices (funerals), as seen in the ‘Other trading activities’ an increase of £88 (£1,463 in 2023 compared to £1,375). With a vicar in post, it is likely to help encourage more occasional offices in the future. There has been a significant drop in one of the income lines which is a cause for concern. See, Gift Aided - Bank Receipts, falling from £10,210 in 2022, to £6,571 (a decrease of £3,639). However, we have tried to make giving easier for new people by introducing digital giving through contactless payment, reflected in Collections - Digital Giving of £257 (£0 in 2022) and we have signed up to the Parish Giving Scheme to receive gifts through Direct Debits. It is our hope that as we grow as a church, we will see the regular giving increase over time. 

At the end of the financial year, the PCC had total reserves of £42,683 an increase of £13,573 from £29,110 in 2022. This is split between Unrestricted funds of £26,344 (2022 - £18,647), designated funds of £10,056 (2022 - £10,000) and restricted funds of £6,282 (2022 - £463). 

The PCC had free reserves of £26,344 as at 31 December 2023 which equates to approximately 22 months of general church activity running costs, which is felt to be adequate for the continued running of the Church. 

The PCC are mindful of our Quinquennial Inspection Report commitments and has set aside £10,121 into our Fabric Fund account for any major repairs which may be needed in the near future. It is our clear objective that we must maintain the building and its grounds in a safe, warm and outwardly pleasing manner in order to offer our Parish an attractive place to visit and worship. The PCC intends to carefully monitor and control this Fabric Fund whilst at the same time striving to maintain and improve the church and its activities. 

_Please note:_ We moved from accruals accounting to the Receipts and Payments basis, the £160 for church grounds routine work are therefore listed as a monetary asset at the year end and will also appear in the Receipts and Payments account as the closing balance.

**Structure and Governance management** 



The method of appointment of PCC members is set out in the Church Representation Rules. At CCH the membership of the PCC would normally consist of the Priest-in-Charge (vacancy due to be filled in July 2024), licensed readers, two churchwardens (currently vacant), and members elected by those of the congregation who are on the electoral roll of the church. All those who attend our services / members of the congregation are encouraged to register on the Electoral Roll and potentially stand for election to the PCC. 

The PCC members are responsible for making decisions on all matters of general concern and importance to the parish including deciding on how the funds of the PCC are to be spent. 

At the Annual Parochial Meeting in 2023, the two church wardens’ vacancies were not filled and the church now operates without church wardens. The Bishop is aware of the lack of church wardens at CCH and we hope that candidates would offer themselves for election at the forthcoming AGM. 

The full PCC meets approximately every 8 weeks. 

Safeguarding responsibilities – Appropriate safeguarding training is available as required. The PCC have DBS checks in place and the majority have undertaken the required Safeguarding training. A new Safeguarding Officer, Frances Ireson, was appointed in April 2023. 

## **Administrative Information** 

Christ Church Hackenthorpe is situated geographically in the south-east of Sheffield. It is part of the Attercliffe Deanery which in turn is part of the Diocese of Sheffield

The PCC is a body corporate (PCC Powers Measure 1956, Church Representation Rules 2020) and a charity registered with the Charities Commission, Reg. No. 1126697 

## **Statement of Trustees’ Responsibilities** 

The trustees are responsible for the preparing the trustees’ report and the financial statements in accordance with the United Kingdom Accounting Standards (United Kingdom Generally Accepted Accounting Practice) and applicable law and regulations. 

The law applicable to charities requires the trustees to prepare financial statements for each financial year which show a true and fair view of the state of affairs of the charity and the incoming resources and application of resources of the charity for that period. In preparing these financial statements, the trustees are required to: 

- Select suitable accounting policies and then apply them consistently; 

- Observe the methods and principles in the Charities SORP 2019 FRS102; 

- Make judgements and estimates that are reasonable and prudent; 

- State whether applicable accounting standards have been followed, subject to any material departures disclosed and explained in the financial statements; and 

- Prepare the financial statements on the going concern basis, it is inappropriate to presume that the charity will continue in business. 

The trustees are responsible for keeping proper accounting records that disclose with reasonable accuracy at any time the financial position of the charity and enable them to ensure that the financial statements comply with the Charities Act 2011, the applicable Charities (Accounts and Reports) Regulations, and the provisions of the constitution. The trustees are also responsible for safeguarding the assets of the charity and hence for taking reasonable steps for the prevention and detection of fraud and other irregularities.

I report to the trustees on my examination of the accounts of the above charity (“the Trust”) for the year ended 31/12/2023 **Responsibilities and** As the charity's trustees, you are responsible for the preparation of the **basis of report** accounts in accordance with the requirements of the Charities Act 2011 (“the Act”). 

I report in respect of my examination of  the Trust’s accounts carried out under section 145 of the 2011 Act and in carrying out my examination, I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act. 

**Independent examiner's** I have completed my examination.  I confirm that no material matters have **statement** come to my attention in connection with the examination which gives me cause to believe that in, any material respect: 

- the accounting records were not kept in accordance with section 130 of the Charities Act; or 

- the accounts did not accord with the accounting records; or 

- the accounts did not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a ‘true and fair’ view which is not a matter considered as part of an independent examination. 

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.
