## **Trustees Annual Report for the Year ended 31 December 2022** 

## **Aim and Purpose** 

The Parochial Church Council (PCC) of Christ Church Hackenthorpe (CCH) has the responsibility for cooperating with Rev Phillip Knowles, Area Dean, and Rev Chris Stebbing, Associate Archdeacon Transition Enabler, (whilst in interregnum), in promoting the pastoral, evangelical and social activities in the ecclesiastical parish of Hackenthorpe, Sheffield. 

The PCC is specifically responsible for the maintenance and upkeep of the Church, churchyard and adjoining Church Hall. 

## **Objectives and Activities** 

The PCC is committed to enabling as many people as possible to worship at our church and to become part of our parish community. The PCC maintains an overview of worship throughout the parish and makes suggestions on how our services can involve various groups that are within the parish. Our services and worship put faith into practice through prayer and scripture, music and sacrament. 

When planning our activities for the year, we have considered the Charity Commission's guidance on public benefit and, in particular, the supplementary guidance on charities for the advancement of religion. In particular, we try to enable ordinary people to live out their faith as part of our parish community through: 




Worship and prayer, learning about the Gospel; and developing their knowledge and trust in Jesus. Provision of pastoral care for people living in the parish Missionary and outreach work. 

To facilitate this work, it is important that we maintain the fabric of the Church, its hall and grounds (including graveyard). 

## **Volunteers** 

The PCC are well aware and thank God for the help it receives from ALL volunteers of our church family. Their contribution and assistance is greatly appreciated. We are all of one mind - our church (that is us and our building) survive and prosper for the Glory of God no matter what befalls us. 

## **Achievements and performance** 

The year 2022 has seen little change regarding its congregation. Capt. Rev. Peter Allen resigned and moved to a new position in Essex, having led his last service on Sunday 24th April 2022. As we are now interregnum we are dependant on help from the Area Dean Rev Phillip Knowles to fill the rota with Clergy to preside over our services. As part of the newly named A4 Mission Partnership (formerly South East Attercliffe Mission Partnership) we were recently informed that the 8 congregations would in the future be served by 3 Oversight ministers who would be grouped as follows:- 

Priest 1 In the future, an Oversight minister for St Marks Mosborough and Christchurch Hackenthorpe Priest 2 Rev Cliff Kay for Christ Church Gleadless, St Peter’s Basegreen and St Cyprians Frecheville Priest 3 Under Advert – Vacancy at St James Woodhouse and St Marys Beighton plus input to Emmanuel, a Local Ecumenical Partnership church. 

The AGM on 15/5/22 brought 4 new members to the PCC. 

October 2022 also saw the Retirement of Rev. Ann Rhodes SSM who has been a regular on our Presiding Rota over the last few years. However, with a Power To Officiate in place, we are hopeful that she will fill some of the gaps in the 2023 rota.

## **Achievements and performance** 

We are also indebted for voluntary cover to Rev June Fox, Rev Philip Ireson and Rev Chris Stebbing who covered the majority of the gaps in our rota as well as other clergy from the Diocese including, Bishop Pete. 

2020 and 2021 saw resignations of our Church Wardens, PCC secretary and Safeguarding officer, all these posts remain vacant. Several members of the PCC and congregation have taken over some of the duties which would usually have been undertaken by those in these roles. Our current treasurer has also given notice of her intention to resign at the completion of the accounts for 2022. 

In 2022 we continued our provision of Boxes of Hope into our community with a plan to continue this for February half term 2023. Also, a new initiative has been launched, having joined a nationwide call to offer a Warm Space, we are opening our doors every Monday from 10.30 to 1pm providing somewhere warm with a snack available and have a pantry of groceries so that we can help anyone in need who attends. 

Groups have continued to use the building for their meetings, the church hall is occupied Monday to Thursday. 

Looking ahead to 2023, we hope we can return to as near pre-pandemic activities as possible for the benefit of all our parishioners and groups using the hall. 

## **Worship and Prayer** 

Having been in Interregnum since the resignation of Rev Capt. Peter Allen, Chair of the PCC, Scott Walker, has been heavily involved in managing a rota to cover all aspects of continuing to provide a Sunday Morning service. The Area Dean has had input with Clergy cover to preside over services. We have been very fortunate that Rev Philip Ireson and Rev Chris Stebbing have provided some continuity to our preaching and teaching. 

The PCC is keen to offer services that our community find both beneficial and spiritually fulfilling and a current exciting proposal by the Diocese for more effective leadership has been shared with the PCC confidentially, which we are hopeful will come to fruition to make the church more accessible to the community for Weddings, Baptisms and Funerals. 

There is a Women’s Prayer breakfast on the first Saturday in the month, beginning in church and ending at one of the many catering establishments nearby. 

All are welcome to attend our regular Sunday morning service. During 2022 there were 36 on the Electoral Roll, 49 in 2021, 57 in 2020, 62 in 2019 and in 2018 it was 98.  The PCC continue to be concerned about the downward trend in regular worshippers. This limits the sharing of God’s teaching and has an impact on the church’s resources to extend our outreach work into the community. In 2022 we had 41 attend our Carols service and 11 for our Christmas Day service. 

As well as our regular services, we enable our community to celebrate and thank God at the milestones of the journey through life. Through baptism we thank God for the gift of life, in marriage public vows are exchanged with God's blessing and through funeral services friends and family express their grief and give thanks for the life which is now complete in this world and to commend the person into God's keeping. In 2022 we celebrated one wedding, two baptisms and seven funerals in our church.

## **Buildings** 

Our Church Hall is well used by our local community whether for worship or outreach/in-reach and social activities. Meeting/groups included: 

- Breastfeeding group 

- Mobility group for seniors 

- Walking group 

- Alcoholics Anonymous Support Group 

- Yoga Group 

- Owlthorpe Community Forum It is also used on special occasions for 

- Wedding receptions 

- Funeral wake receptions 

- Baptism parties 

- Birthday parties 

- Our outreach hosting events 

- Mission Partnership ecumenical and social events 

- Deanery Synods 

- Local and National Elections as a Polling Station. 

- 

During the colder months we are also using the church hall for our Sunday Service. 

## **Pastoral Care** 

Pre pandemic we offered home celebration of Communion to the sick and disabled through our Pastoral Care Team. During 2021 and 2022 we continued both online and by telephone to reach out as much as we could, and it is hoped this full service will resume in 2023. 

## **Mission and Evangelism** 

With the support of lay readers, self-supported ministers and clergy volunteers, services throughout the Mission Partnership have resumed, in their regular slots during 2022.  Holy communion is offered on two Sunday’s in each month. The four churches meet together where there is a 5th Sunday for worship and fellowship. 

The outreach team at CCH have a long history of working with the community inside, but more importantly, outside the confines of the church building itself.  The team had long standing connection and leadership at the local community centre. 

## **Box of Hope** 

During 2022 we continued with our successful Boxes of Hope programme. These boxes of food help local families get through school holidays. We are delighted that this has had a positive effect on our relationship with the local school, which has enabled us to forge stronger links with them, and it is hoped that this, along with the programme will continue throughout 2023. It is of no doubt that this could not happen without the generosity of our congregation. 

## **Financial Review** 

The covid pandemic still had an impact on the church’s income and activities in 2022. However, in 2022 whilst total income was down from £34,034 to £25,878, expenditure was also down to £25,551 (2021 - £29,977) leaving a surplus on the year of £327. This surplus is split between an unrestricted surplus of £4,068 and a deficit of £3,741 on restricted funds. £3,871 of restricted fund expenditure was the repayment of our Youth grant, as following the pandemic the Youth group project was not feasible and so under the rules of the grant maker, the monies were repaid back to them.

## **Financial Review** 

CCH aims to give around 10% of its income to charity and has supported local, national and international appeals; by continuing to give £300 per month. The beneficiaries of this money were Box of Hope, Salvation Army, The Archer Project, Sheffield Family Holiday fund, Age UK, Shelter, Samaritans, St Lukes 

Hospice, NSPCC, Smile Train and Alzheimers..Our giving for 2023 will be discussed at PCC meetings in the first quarter of 2023 

## **Reserve Policy (continued)** 

At the end of the financial year, the PCC had total reserves of £28,950 an increase of £327 from £28,623 from 2021. This is split between Unrestricted funds of £18,487 (2021- £14,419), designated funds of £10,000 (2021 - £10,000) and restricted funds of £463 (2021 - £4,204). 

The PCC had free reserves of £18,487 as at 31 December 2022 which equates to approximately 13 months of general church activity running costs, which is felt to be adequate for the continued running of the Church. 

The PCC are mindful of our Quinquennial Inspection Report commitments and has set aside £10,000 into our Fabric Fund account for any major repairs which may be needed in the near future.  It is our clear objective that we must maintain the building and its grounds in a safe, warm and outwardly pleasing manner in order to offer our Parish an attractive place to visit and worship. The PCC intends to carefully monitor and control this Fabric Fund whilst at the same time striving to maintain and improve the church and its activities. 

## **Structure and Governance management** 

The method of appointment of PCC members is set out in the Church Representation Rules. At CCH the membership of the PCC consists of the Priest-in-Charge, licensed readers, two churchwardens (currently vacant), and members elected by those of the congregation who are on the electoral role of the church. All those who attend our services / members of the congregation are encouraged to register on the Electoral Role and potentially stand for election to the PCC. 

The PCC members are responsible for making decisions on all matters of general concern and importance to the parish including deciding on how the funds of the PCC are to be spent. 

At the Annual Parochial Meeting in 2021, the two church wardens vacancies were not filled and the church now operates without church wardens.  The Bishop has been alerted to the lack of church wardens at CCH and we  hope that candidates would offer themselves for election at the forthcoming AGM. 

The full PCC meets approximately every 6 weeks. It has appointed a Standing Committee of three of its members to act on its behalf between PCC meetings if necessary. The Standing Committee consists of the Priest in Charge, Treasurer and one other member of the PCC.  All Standing Committee decisions are subject to ratification by the full PCC at its next meeting. 

Safeguarding responsibilities – All trustees are DBS checked and appropriate training is available as required. Our safeguarding officer, Sue Bain, has set up the appropriate policies for all to follow. 

## **Administrative Information** 

Christ Church Hackenthorpe is situated geographically in the south-east of Sheffield. It  is part of the Attercliffe Deanery which in turn is part of the Diocese of Sheffield. The full address of the PCC is 63 Sheffield Road, Hackenthorpe, Sheffield, S12 4LR.

## **Statement of trustees' responsibilities** 

The trustees are responsible for the preparing the trustees’ report and the financial statements in accordance with the United Kingdom Accounting Standards (United Kingdom Generally Accepted Accounting Practice) and applicable law and regulations. 

The law applicable to charities requires the trustees to prepare financial statements for each financial year which show a true and fair view of the state of affairs of the charity and the incoming resources and application of resources of the charity for that period. In preparing these financial statements, the trustees are required to: 

- Select suitable accounting policies and then apply them consistently; 

- Observe the methods and principles in the Charities SORP 2019 FRS102; 

- Make judgements and estimates that are reasonable and prudent; 

- State whether applicable accounting standards have been followed, subject to any material departures disclosed and explained in the financial statements; and 

- Prepare the financial statements on the going concern basis, it is inappropriate to presume that the charity will continue in business. 

The trustees are responsible for keeping proper accounting records that disclose with reasonable accuracy at any time the financial position of the charity and enable them to ensure that the financial statements comply with the Charities Act 2011, the applicable Charities (Accounts and Reports) Regulations, and the provisions of the constitution. The trustees are also responsible for safeguarding the assets of the charity and hence for taking reasonable steps for the prevention and detection of fraud and other irregularities. 

## **Annual Financial Statements** 

The attached financial statements for the year ended 31 December 2021, have been prepared in accordance with relevant Church Accounting Regulations, applicable Accounting Standards and Statement of recommended Practice (FRS102) 2019.

I report on the accounts of the charity for the year ended 31st December 2022, which are set out on pages 8 to 13. 

## **Respective responsibilities of trustees and examiner** 

The charity’s trustees are responsible for the preparation of the accounts.  The charity’s trustees consider that an audit is not required for this year under section 144(2) of the Charities Act 2011 (the 2011 Act) and that an independent examination is needed. 

It is my responsibility to: 

- examine the accounts under section 145 of the 2011 Act; 

- follow the procedures laid down in the general Directions given by the Charity Commission under section 145(5)(b) of the 2011 Act; and 

- state whether particular matters have come to my attention. 

## **Basis of independent examiner's report** 

My examination was carried out in accordance with the general Directions given by the Charity Commission.  An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records.  It also includes consideration of any unusual items or disclosures in the accounts, and seeking explanations from you as trustees concerning any such matters.  The procedures undertaken do not provide all the evidence that would be required in an audit and consequently no opinion is given as to whether the accounts present a “true and fair view” and the report is limited to those matters set out in the statement below. 

## **Independent examiner's statement** 

In connection with my examination, no matter has come to my attention: 

- 1 which gives me reasonable cause to believe that, in any material respect, the requirements: 

   - to keep accounting records in accordance with section 130 of the 2011 Act; and 

   - to prepare accounts which accord with the accounting records and comply with the accounting requirements of the 2011 Act have not been met; or 

- 2 to which, in my opinion, attention should be drawn in order to enable a proper understanding of the accounts to be reached.

The 'SORP Ref' indicated above is the classification of Balance Sheet items as set out in the formal SORP documents. As required by paragraph 4.60 of the SORP, the brought forward and carried forward funds above have been agreed to the SOFA. 

The Trustees acknowledge their responsibilities for complying with the requirements of charity legislation with respect to accounting records and the preparation of accounts. The charity is subject to Independent Examination under charity legislation, and the report of the Independent Examiner. 

The Trustees are satisfied that, although the charity is not registered under the Companies Acts, if it were so registered, it would be eligible to prepare accounts in accordance with the provisions in Part 15 of the Companies Act 2006. applicable to companies subject to the small companies regime.

## **1 Accounting policies** 

The Parochial Church Council of the Ecclesiastical Parish of Christ Church Hackenthorpe is a registered charity, Number 1126697 (the PCC).  The PCC constitutes a public benefit entity as defined by FRS102. 

## **1.1 Basis of preparation** 

The financial statements have been prepared under the Charities Act 2011 and in accordance with the Church Accounting Regulations 2006 governing the individual accounts of PCCs, and the Charities SORP (FRS102). 

The financial statements are presented in sterling and rounded to the nearest £. 

The principle accounting policies adopted in the preparation of the accounts are set out below. 

## **1.2** 

## **Charitable Funds** 

Restricted funds are held for specific purposes based on the origin of the funds and the specific wishes of the donors. The purpose of each fund is set out in note 8, and the funds can only be used for the specified purpose. Designated funds are unrestricted, and whilst are available for any purpose have been designated by the PCC to be held for the purpose specified. General unrestricted funds are those which may be used for any purpose within the broad charitable objects of the charity. 

## **1.3** 

## **Going Concern** 

The Trustees have considered a period of one year from approving the financial statements a reasonable expectation that the Church has adequate reserves to continue in operational existence or the foreseeable future. They conclude the PCC will have sufficient resources to meet liabilities as they fall due and the going concern basis is appropriate. 

## **1.4 Financial Risks** 

The PCC only has financial assets and liabilities of a kind that qualify as basic financial instruments. 

## **1.5** 

## **Income** 

Income is recognised when the Church has entitlement to the funds, any performance conditions have been met, it is probable that the income will be received and the amount can be measured reliably. Donations, gifts, grants and letting income are recognised in the appropriate fund when receivable. Income tax in relation to donations under Gift Aid is recognised at the same time as the donation. 

## **1.6 Expenditure** 

Expenditure is included within the statement of financial activities on an accruals basis, and includes irrecoverable VAT. 

## **1.7 Fixed assets** 

In accordance with church legislation, the PCC is responsible for the upkeep of the church building and it's fixtures, but these assets are not included within these financial statements. In so far as consecrated and benefice property of any kind is excluded from the statutory definition by Section 10(2)(a) & (c) of the Charities Act 2011, such assets are not capitalised in the financial statements. All expenditure on maintaining and improving the building is charged directly to the Statement of Financial Activities when incurred. 

## **1.8 Debtors** 

Monies owed to the PCC are recognised at the settlement amount.

## **1.9 Creditors - amounts due within one year** 

Monies owed by the PCC are recognised when there is an obligation at the balance sheet date as a result of a past event to a third party. 

## **1.10 Taxes** 

The charity is not VAT registered. As a Charity the company is exempt from taxation on income and gains falling within section 505 of the Taxes Act 1988 or s256 of the Taxation of chargeable gains Act section 505 of the Taxes Act 1988 or s256 of the Taxation of chargeable gains Act 1992 to the extent that these are applied to its charitable objects.

All restricted and designated funds are held within cash balances. 

The Fabric Fund is designated by the Trustees and is for the major works in relation to the maintenance and upkeep of the church building and church yard. 

The Youth Group grant is to be spent to help the outreach to children and young adults. 

The Box of Hope is to buy food and donate to those in need.
