The trustees are pleased to present their report together with the financial statements of the charity for the year ended 31st March 2025.

## **Charity Trustees** 

The trustees serving during the year and since the year end were as follows:

## **Structure, Governance and Management** 

Twyn Community Centre Management Committee is a charity governed by its governing document and constitution.  The Constitution was adopted on 6th October 2003 and amended 14th November 2007. 

The charity is a constituted community association. 

The Trustee selection method is to advertise the AGM and invite inhabitants from the area of benefit to put forward nominations of persons living in that area to act as trustees. 

In the event of more nominations being received than posts being available a ballot is held at the AGM. 

Each year one third of the committee retires and can stand for re-election. 

New trustees are given all relevant information regarding The Twyn Community Centre Management Committee aims and objectives. 

New Trustees are given relevant booklets from Charity Commission re becoming a trustee and being a charity. 

## **Objectives and Activities** 

The objects of the charity are: 

To promote the benefit of the inhabitants of the 'area of benefit' without distinction of sex or of political, religious or other opinions by associating the local authorities, voluntary organisations and inhabitants in a common effort to provide facilities in the interest of social welfare for recreation and leisure time occupation with the objects of improving the quality of life for the said inhabitants of the area of benefit.

To maintain and manage the Twyn Community Centre (hereinafter called 'The Centre') whether alone or in cooperation with any local authority or other person or body in furtherance to these objects. 

To promote such other charitable purposes as may from time to time be determined. 

The main activities in relation to these objects are: 

Providing a community venue for community based activities and events. 

## **Achievements and Performance** 

Providing a meeting and hosting venue for a range of diverse interests that are for the benefit of the local population and visitors to Caerffili. Its prominent position opposite the renowned castle and with car park immediately in front makes the Twyn Community Centre an accessible and welcoming venue to all. 

When hiring the centre users can benefit from all its facilities that include recently refurbished toilets, interactive electronic screens with Wi-Fi in three locations and drop-down projector screens in all. 

Our building hosts the Caerffili Town Council offices and its monthly meetings and has done so for many years. 

Caretaking staff assist all users with setting up each room to their own requirements and clear away should that be necessary. They also maintain the cleanliness and manage day to day issues that arise with any building such as heating, broken furniture and touch up painting when needed. 

## **Financial Review** 

The charity's policy on reserves is as follows: 

We aim to keep £20,000 reserve on the books to ensure the centre can remain open should there be a downturn in booking income. 

A review of hire charges that took place in April 2025 has been reassessed and due to continued increases in several areas and changes made by the local authority support it is likely that further increases will be implemented for forthcoming year 2026. 

Fundraising activities are not undertaken as the centre relies entirely on income from letting the centre along with some bank interest.

## **FOR THE YEAR ENDED 31ST MARCH 2025** 

I report to the trustees on my examination of the accounts of the chartity for the year ended 31st March 2025. 

## **Responsibilites and basis of report** 

As the charity trustees of the Trust, you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 ("the Act"). 

I report in respect of my examination of the Trust's accounts carried out under section 145 of the 2011 Act and in carrying out my examination, I have followed the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act. 

## **Independent examiner's statement** 

I have completed my examination.  I confirm that no material matters have come to my attention in connection with the examination which gives me cause to believe that in, any material respect: 

- w accounting records were not kept in accordance with section 130 of the Act or 

- w the accounts do not accord the accounting records; 

I have no concerens and have come across no other matters in connection with the examination to which attention should be drawn in order to enable a propert understanding of the accounts to be reached.

## 1. **BASIS OF PREPARATION** 

## 1.1 **Basis of accounting** 

These accounts have been prepared under the historical cost convention with items recognised at cost or transaction value unless otherwise stated in the relevant note(s) to the accounts. 

The accounts have been prepared in accordance with : 

- w the Statement of Recommended Practice:  Accounting and Reporting by Charities preparing their accounts in accordance with the Financial Reporting Standard for Smaller Entities (the FRSSE) (effective 1 January 2015), 

- w the Charities Act 2011, and 

- w UK Generally Accepted Practice. 

## 2.0 **ACCOUNTING POLICIES** 

## **INCOMING RESOURCES** 

## **Recognition of incoming resources** 

These are included in the Statement of Financial Activities (SoFA) when: 

- w the charity becomes entitled to the resources; 

- w the trustees are virtually certain they will receive the resources;  and 

- w the monetary value can be measured with sufficient reliability. 

## **Incoming resources with related expenditure** 

Where incoming resources have related expenditure (as with fundraising or contract income) the incoming resources and related expenditure are reported gross in the SoFA. 

## **Donated services and facilities** 

These are only included in incoming resources (with an equivalent amount in resources expended) where the benefit to the charity is reasonably quantifiable, measurable and material.  The value placed on these resources is the estimated value to the charity of the service or facility received. 

## **Volunteer Help** 

The value of any voluntary help received is not included in the accounts but is described in the trustees' annual report. 

## **Investment Income** 

This is included in the accounts when receivable. 

## **EXPENDITURE AND LIABILITIES** 

## **Liability recognition** 

Liabilities are recognised as soon as there is a legal or constructive obligation committing the charity to pay out resources.

## **Governance Costs**
