Structure, Governance And Management
The Distrtcvs goveming documents are those of the Scout AsSCKiats￿.
They consist of a Royal Charter. vknich in tum gives aulhority to the Bye LaME of the Association and
the Policy, Organisation and Rules of The Scout Association.
The DislrTCt is a trust established under its rules which are common to all Scouts.
The Trustees are appointed in accordan￿ with the Policy. Organisation and Rutes of the Scout
Association.
The District is managed by the Distrirt Executi￿ Committee, the members of which are the'Ch2Tty
Trustees. of the Scout District which is an educ2tional charity.
As charity trustees they are responsible for CLynptyt'ng Nmth legislation applicable to charitses.
Risk And Internal Control
The Distn"ct Executive Committee has identified the major risks to whith they betieve trse District is
exposed. These have been rwethed and s*rns have been establÈshed to mitigate against them.
Objectives And Activities
The Scout Association prowdes advenbJrou$ actNiiies arKJ personal opportunitiès for young people
aged 8 to 25.
The role of the District Council is to further these generdl objectives. wlth particular reference to th8
members of the Scout Groups in the District
The objectives ar8 as follows-.
To make quality Scouting available to every soung porson In the DtstricL regardl￿ of race. ethnicity,
religion or disability-
To ensure that every Scout Group offers Ihe OPPOTbJntyfor a ￿ur¥j person to progress from the age
of 6 to 14. in a cleaty idantrflable vmy. eItr￿ In the same group, or through fomal arrdngements
with another group.
To continually quality assure the quallty of Scouling in every Scout Group.
To continuously recruit and retain adult leaders and helpers.
To maintain a quality programme of adult Irainlng and development.
To build strong teams of adults who will deliver to the Dislricys obie¢liv8s.
To ensure Ihat every young person aged 14 to 18 is offered like opportunities by the District Explorer
Unit or Units atlached to Groups. recognising that administration. training and insurance ara a
District responsibility-
The District Supports the work done in Groups in deltvering the programme ty.
Appointing Assistants to the District Commissioner with SF)eaal resp)nsibilty for sections to visit and
advise section leaders in their groups.
Prowding District events for training. fundraising and ath[l￿S.
Mairtsining premises at Frith Grange, LorKJ Lane arvj Vemon Crescent for the use of 811 members of
Ihe District.
Generating funds by hiring these P￿rniseS. to other Scouting oDJanisalions and the community at
large. to support rnembers.
Achievements And Perfomance
The last financial year to 31 December 2022 has seen a relum to Scoutir¥J as it was before Covid.
Membership number5 have tEcx)vered and C￿ganISed actyvitss I￿ve resumed. which is a ¢xedit to the
Leaders and TTuslees.
There has been an In￿e3$e in the use of premises at Frith Grange. Long Lane and Vemon creS￿rIt and
an Increase in interest by third partiess to hire the properties at times vthich do not impact on S¢outirvJ.

Public Benefit
I he District meets the Charity Commission's public benefrt criteria under both the advan￿ment of
education and the advaneement of citizenship or communty development headings.
Financial Reviaw
Funds 2re invested in bank deposit accounts which F￿0vIde interes( planned access over the year and
carry minimal risk.
The District has operated with sufficiènt reserves for two years operating expenditure and adequale
insurance has been maintained to protect the assets and income.
In 2020 the District ExecLrtive ring fenced a subslantial Insuran￿ daim payrjut and certain other moneys
for the redevelopment of Ffith Grange and some of this was utilised during 2021 and 2022 to progress
the design and planning sta9es of what wll be a significant undertaking.
The Trustees have implemented a health and safety review which is re-examined every six months.
Plans For The Future and Current Uncertalnty
The outlook for Scoubng appears positive, wilh the number of members increasing Sin￿ Covid and work
is ongoing lo reeru5t rn￿e leaders to open new sections. The Dtstrict continues to follow guidance from the
Scout Association as it moves loward the full resumption of Scouling.
Rental income, which was adversely affected by Covid measures, has stsrted to rebound and tha District
Executivè team is working lo identrfy more options for the future.
Trustoes And Statement Of Tfust•es' Responsibllltles
The members of Ihe District Executive Committee a￿ the Charity Trustees of the District. The Truslees
who held offiee durfng the period and al the dale of this rerhM a￿ set trJl on page 1.
Charily law requires the Trustees to prepare financial stalements for each financial year whith give a true
and fair wew of the state of affairs of the Districl at Ihe yEar end and of its incoming resources and
resources expended during the year. The Trustees have reverted to and approved a Receipts and Payments
Basis and Accounts have been prepared accordingty. This is a change back from the years ended 31
December 2020 and 2021 when an Accruals Basis had been adopted. The Trustees are required to..
Select suitable accounting policies and to apply them consislently..
Make judgements and estimates that are reasonable 2nd prudent;
Stale whether applicable accounting stsndards and statements of recommended practice have been
followed subject to any departures disclosed and explained in the financial statements- and
Prepare Ihe financial statements on the 90ing concem basis unless il is tnappropriate lo presume
the charity will continue.
The Trustees are responsible for keeping prcyer accounting records vknich disdose. with reasonable
accuracy at any lime. the financial position of the District and enable them to ensure Ihal the rtnancial
statements comply with thè Chartties Act 2011.
They are also responsible for safeguarding the assets of the District and hence for takin9 reasonable
steps for the prevention and deteciion of fraud and other irregularities.
The l¥nnu81 Accounts have been drawn up on a Receipts and Payments Basis in line wffh the Charity
Commission requirements.
