For the Year ended 30 June 2026
We have had many changes for the better as we continue to grow and gain new Board Members and Volunteers and continue to work with amazing Salford and Greater Manchester Partners
We are a Registered Charity and Company Limited by Guarantee and are managed by our Board of Directors on a voluntary basis. The charity is also supported by a contracted Disability Community Officer for 2 days a week. The Trustees, volunteers and the Disability Community Officer bring skills, knowledge and lived experience that are central to the charity's work.
When we look back at all the work completed over the last year we are grateful for the way Trustees, volunteers, members and partners have worked together. During the year, we continued with 1:1 advocacy, our weekly Work Club, our campaigns and consultations, events and networking, monthly Forums, accessible audits and partnership work.
We are growing, and we continue to welcome people who may wish to share their skills in finance, administration, technology, publicity and promotion, community engagement and other areas. We are happy to talk to people about our work and how they can get involved

## Board Report
The Board of Directors present their report together with the financial statements for the year ended 30th June 2026.
## Structure, Governance and Management
The company was incorporated on 30th June 2007. The company is limited by guarantee and was established under a Memorandum of Association which established the objects and powers of the company. It is governed under its Articles of Association. In the event of the company being wound up, members may be required to contribute an amount not exceeding £1. The company became a registered charity on 15th September 2008.
Management of the company is carried out by a board of Directors made up of elected members and nominees of other organisations. Members of the board are described as Directors (for purposes of Compay Law) and Trustees (for purposes of Charity Law). The Board has the power to appoint up to two Trustees to serve until the next Annual General Meeting. The board meets each month and member’s names are set out on the company details page.
## Organisation Aims and Ojectives
Salford Disability Forum Ltd is an organisation run by and for disabled people in Salford, Greater Manchester. The Forum seeks to promote the dignity, rights and participation of disabled people in all aspects of public life in Salford. It seeks to ensure equal access to all services and the greater involvement of disabled people in all decision-making processes.
The charity works across impairment groups and communities. Its work includes people with physical disabilities, sensory impairments, learning disabilities, neurodivergence, mental health conditions and long-term health conditions, as well as d/Deaf and Deafblind people.

## Review of the year
During 2025-2026, Salford Disability Forum continued to combine direct support for Disabled people with community engagement, strategic representation, partnership working, consultation activity and organisational development.
The charity recorded 217 hours of advocacy and direct support, 11 Forum sessions, 49 Claremont and Weaste Opportunities Club sessions, 55 events and networking activities, 42 campaign and consultation inputs, 60 Board and volunteer support activities, 20 communication and IT activities, 6 Hope Hub meetings, 48 general meetings and preparation for 2 accessibility audits through 4 preparation meetings.
Monthly Forums continued to raise local, regional and national issues including health, accessible housing, transport, the Bee Network, sexual health, Adult Social Care, welfare benefit reform, regeneration and issues raised directly by participants
Claremont and Weaste Opportunities Club continued to provide regular support into work, training, IT help, information and 1:1 support. SDF supports this work with office space and wider organisational support.
Signposting sessions and wider community activity continued across Salford, providing information about services, groups and activities so that people have a choice and can get involved.
The charity continued to work with partner groups and organisations across Salford and Greater Manchester. This included work with Salford City Council, Salford CVS, Salford Community Leisure, Salford d/Deaf Community Gathering, Greater Manchester Disabled People's Panel, RNIB, RNID, Princes Park Garden Centre and other partners.
SDF provided advocacy by working with people to support issues such as Adult Social Care, accessible housing, transport, communication access and public service barriers. The charity supports people to understand systems and processes so that they can ask for the support they need in their daily lives.
## Activity and Impact
Advocacy and Direct Support - 217 hours
The charity provided substantial advocacy, information and practical support to enable Disabled people to have a voice, understand their options and ask for the support they need
Audits Activity - 2 audits to complete, 4 preparation meetings
SDF received requests for two accessibility audits. Four preparation meetings were held during the year, with two accessible audits to complete.
SDF Board and Volunteers - 60 activities
This included communication, coordination, project involvement, practical support and activity required to maintain a user-led and volunteer-supported organisation.

Campaigns and Consultations - 42 inputs
SDF contributed to campaigns, consultations and engagement exercises affecting Disabled people locally and across Greater Manchester.
## Communication and IT - 20 activities
The charity supported communication and digital inclusion activity, including work connected with information technology support, digital participation and accessible communication.
Claremont and Weaste Opportunities Club - 49 sessions
Regular sessions provided practical support, information, digital assistance and a consistent community presence.
Events, Activities and Networking - 55 events
SDF attended, supported or contributed to events, activities and networking opportunities during the year.
SDF Forums - 11 Forum sessions
The Forums combined information sharing, discussion, consultation and direct engagement with public bodies and partner organisations.
## Hope Hub Meetings - 6 meetings
The proposed Hope Hub aims to establish a Centre of Excellence in Salford where residents with disabilities and long-term health conditions can access information, support and community activity.
## General Meetings - 48 meetings
These meetings supported partnership development, project discussions, organisational planning, community engagement and representation.
Disability Community Officer Role
In October 2024, the Forum agreed to contract Andy Higgins from Vee Limited to undertake a Disability Community Officer role. The role supports SDF's pan-disability work and helps the charity provide greater continuity across community development, advocacy, accessibility, communications, partnership work, reporting and organisational development.
The Disability Community Officer is not an employee of the charity. Vee Limited provides the contracted officer function and associated professional support in accordance with the arrangement agreed by the charity.
During the year, the Disability Community Officer supported engagement with Disabled people and community organisations; prepared information, presentations and communications; supported monthly Forum meetings and public engagement; undertook low-level advocacy, casework and signposting; supported complaints and challenges concerning accessibility, equality and public services; represented or supported SDF in meetings with public bodies and partners; developed local and Greater Manchester networks; supported governance and reporting; contributed to accessibility reviews and inclusive service improvement; and supported strategic projects and funding opportunities.

The Board considers the role to be an important part of the charity's infrastructure and delivery capacity. It has enabled SDF to undertake work that could not reasonably be sustained by trustees and volunteers alone.
Expenditure paid to Vee Limited in connection with the role should be understood as contracted service-delivery expenditure supporting the Disability Community Officer function and the charity's operational capacity. It is not trustee remuneration and it is not staff employment cost.
During the year, SDF secured funding from The National Lottery Community Fund to support the Disability Community Officer role. The award was £25,000 over two years from February 2026. SDF also committed £8,800 of its own resources towards supporting the post over the funded period.
## Financial review
The Forum has limited income and must manage resources carefully in order to continue its charitable activities.
During the financial year, income included £20,000 from The National Lottery Community Fund, £10,000 from Salford City Council, £240 from Salford CVS towards the ChatGPT subscription, and £1,345 from fees and charges. Total income is £31,585
Total expenditure is shown as £28,422, resulting in a draft surplus for the year of £3,163.
Salford City Council continued to provide core funding for rent and basic costs. The National Lottery Community Fund supported the continuation of the Disability Community Officer function. Salford CVS supported the charity's use of ChatGPT as an organisational support tool for communications, drafting, reporting and administrative work.
The charity is run by volunteers, and trustees and other volunteers provide services that are not included in the financial statements as they are provided without charge
## Reserves Policy
The Trustees have considered the charity's reserve requirements and consider that reserves are needed to continue operations, manage commitments and protect the charity against financial risk.
As a Disabled People's Organisation with increasing activity and project commitments, the aim of the Board is to obtain further funding to continue achieving the company's objectives while maintaining a prudent level of reserves.

## Board Responsibilities
Company law requires the Board to prepare accounts for each financial year (or another
- select suitable accounting policies and apply them consistently;
- make judgements and estimates that are reasonably prudent;
- prepare accounts on a going concern basis unless it is inappropriate to presume that the organisation will continue in business.
The Members of the board are responsible for keeping proper accounting records which disclose with reasonable accuracy at any time the financial position of the organisation and to enable them to ensure that the accounts comply with the Companies Act 1985. They are also responsible for safeguarding the assets of the organisation and hence for taking reasonable steps for the prevention and detection of fraud and other irregularities.
## Volunteers
The charity is run entirely by volunteers who receive no remuneration for the time they donate to the charity.
## Review of Risks
The Board have identified and reviewed the major risks that the organisation is exposed to and have established plans and systems to mitigate those risks.
The loss of long-standing experienced Board members has the potential to affect the governance of the organisation adversely. To mitigate this risk experienced members will be co-opted on to the Board to ensure good governance.
The Board also recognises the need to manage project, funding and operational risks connected with major developments such as the Hope Hub and the contracted Disability Community Officer role.
## Method of preparation of accounts
The accounts have been prepared in accordance with Financial Reporting Standard 102 and the Statement of Recommended Accounting Practice for Charities 2015.
In preparing the above report, the Directors have taken advantage of special provisions of part 15 of the Companies Act 2006 relating to small charitable companies

I report to the Trustees on my examination of the accounts of the Forum for the year ended 30 June 2026.
## Responsibilities and basis of a report
As trustees, you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (the Act).
Having satisfied myself that the accounts of the Company are not required to be audited under part 16 of the 2006 Act and are eligible for independent examination, I report in respect of my examination of the Company's accounts carried out under section 145 of the 2011 Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.
## Independent examiner’s statement
I have completed my examination. I confirm that no material matters have come to my attention with the examination giving me cause to believe that in any material respect;
- 1 Accounting records were not kept in respect of the Forum as required by section 130 of the Act; or
- 2 The accounts do not accord with those records or
- 3 the accounts did not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a ‘true and fair’ view which is not a matter considered as part of an independent examination.
I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.

## Basis of preparation and accounting convention
The accounts have been prepared on the accruals basis under the Historical Cost Convention and in accordance with the Financial Reporting Standard 102, the Statement of Recommended Accounting Practice for Charities 2015 and the Companies Act 2006

Grants and investment income are reflected in the accounts when receivable. Donations, gifts and other income are reflected in the accounts when received.

## 4 Directors Remuneration
The directors give their time voluntarly and receive no remuneration or benefits from the charity (2025: Nil)
## 5 Staff Numbers
The company has no employees.
## 6 Taxation
The company is a registered charity (number 1125859) and is exempt from Income and Corporation tax to the extent that income and gains are applied towards the charitable objects of the charity. Value added tax is not recoverable by the charity and is therefore included in relevant costs in the Statement of Financial Activities.
