## Board Report 

The Committee of Management present their report together with the financial statements for the year ended 30th June 2024. 

## Structure, Governance and Management 

The company was incorporated on 30th June 2007.  The company is limited by guarantee and was established under a Memorandum of Association which established the objects and powers of the company and is governed under its Articles of Association.  In the event of the company being wound up, members may be required to contribute an amount not exceeding £1. The company became a registered charity on 15th September 2008. 

Management of the company is carried out by a committee of management made up of elected members and nominees of other organisations. Members of the Committee are described as Directors (for purposes of Compay Law) and Trustees (for purposes of Charity Law).  The Board has the power to appoint up to two Trustees to serve until the next Annual General Meeting. The committee of management meets each month and member’s names are set out on the company details page. 

## Organisation Aims and Ojectives 

Salford Disability Forum Ltd is an organisation run by and for disabled people in Salford, Greater Manchester.  The Forum seeks to promote the dignity, rights and participation of disabled people in all aspects of public life in Salford.  It seeks to ensure equal access to all services and the greater involvement of disabled people in all decision-making processes.

## Review of the year 

Salford Disability forum has achieved many things during the last financial year 2023-24 

We have completed 58 signposting sessions and 63 Advocacy Sessions across the city in Council Gateways, and within community organisations.  We attended Certified Advocacy training at The Broughton Trust. 

Project CFocus – was set up by Janet Taylor, working with McMillan and people living with cancer 

## Work with Partner Groups 

We have representatives on our Partners Boards and work closely with:- 

**Access to All Areas** - we have campaigned with Transport for Greater Manchester (TfGM) and others with disabled people on travel issues eg the Transport and Travel Plan for Salford and Greater Manchester, EScooters Pilot in Salford and ‘shared space’, we also joined the national campaign with RNIB and others to prevent rail station ticket offices closures across the country. 

**Salford Deaf Community Gathering** – We work with the Deaf Gathering and provided office space for their advocacy sessions for d/Deaf people in Salford. 

Andy Higgins, the d/Deaf Advocacy Officer SDCG wrote a Report which clearly outlined the access and communication issues faced by d/Deaf people and even provided recommendations to improve services. This was received well by many services 

**Claremont and Weaste Opportunities Club** (CWOC) = (61) sessions and we celebrated 10 years support into work, training and 1:1 support as needed. SDF supports CWOC with office space for the weekly Wednesday sessions 

**Princes Park Garden Centre** – We continue to work together and have representatives on each others Boards.

**Salford Mental Health Forum** (SMHF) Statement for SDF AGM Report. Since 2011, Salford Mental Health Forum formed to offer a safe place for people living with mental health issues, with the purpose of sharing experiences and to promote and campaign for the rights opf service users and carers. 

In 2019, SMHF became a Registered CIC. Unfortunately, Covid had a very hard impact on the Forum. Despite many efforts of organizing Zooms / Teams meetings, numbers during that time had dwindled. Over the last few years, with Trustee changes and low numbers of volunteers, this impacted on service levels SMHF could offer to the community. 

SMHF are pleased to announce since collaborating with Salford Disability Forum and Access to All Areas, SMHF are now in a strong position to move forward, ensuring service users and carers benefit from offering advocacy for mental health and the disabled community. 

SMHF is also forging close relationships with Reach Out: Start to End Suicide: Six Degrees social enterprise and Greater Manchester Mental Health Trust.

**Salford City Council** – we thank the Council for their continuing support especially from Jessica Pathak, Equality Team for the annual core funding for SDF for our everyday costs. 

Also the Council’s Digital Network – provided SDF and CWOC with support and equipment eg Alexis machines, laptops and tablets. This has helped us to help people better both at home and at work. 

**Salford CVS** (Community and Voluntary Service) gave us £30,000 out of the Disability Network Fund to build the capacity of both SDF and A2AAs to:- 

Develop a 3 year plan for each group with support of a Consultant 

A Project / Admin Worker to help with day-to-day tasks. 

A Training Programme for both groups management and volunteers 

Costs towards Interpreters, Travel, DBS checks and Equipment We thank CVS for their support and generosity. 

**Greater Manchester Disabled Peoples Panel** – we work with other Disabled Peoples Organisations (DPOs) and the Greater Manchester Mayor, Andy Burnham to raise issues affecting disabled people across GM.

We have also attended and supported over 30 community events throughout Salford and Greater Manchester. 

We thank our funders of Salford City Council for their financial support and also Salford CVS for our Volunteer Expenses fund grant to ensure our work continues. As we move forwards we look to ensure our groups, new sections of the organisations grow along with our established stakeholders to improve information and services in the city. 

We obtained a grant of £30,000 from Salford Community and Voluntary Service to be shared between Salford Disability Forum and Access to All Areas. 

Part of this funding has already been used to provide training, DBS checks and the provision of a temporary Admin Worker, who has helped to support with some of the tasks normally undertaken by Kay Fairhurst and Carol Babbs. Also some expenses have been paid eg travel to meetings and interpreters etc 

Its important to point out for anyone viewing our accounts that we are run completely by volunteers and our core leadership committee and our volunteers are the lifeblood of the charity. In a climate where the cost of living crisis and the covid-19 is and has disproportionately affected disabled people more than the general population we thank them humbly for their continued dedication and support. From our leadership team through to our occasional attendees. Their lived experience, empathetic understanding and commitment to ensure those who live and work in Salford is truly selfless. 

## Financial review 

The Forum has limited income which restricts the activities it can carry out. 

The Income and Expenditure Account shows a srplus of £29,976 (2023 defiicit of £6,556). This is substantially derived from funding received for a project from Salford CVS. 

The Trustees and other volunteers provide services which are not included in the financial statements as they are provided without charge. 

## Reserves Policy 

As a small organisation, the aim of the Board of Management is to obtain further funding to continue to achieve the company’s objectives. 

The Trustees have considered the charity’s reserve requirements and they consider that it would be advisable to maintain some reserves to continue operations as necessary. The amount to be held is at least £1,500.

## Board Responsibilities 

Company law requires the Board to prepare accounts for each financial year (or another 

- select suitable accounting policies and apply them consistently; 

- make judgements and estimates that are reasonably prudent; 

- prepare accounts on a going concern basis unless it is inappropriate to presume  that the organisation will continue in business. 

The Members of the board are responsible for keeping proper accounting records which disclose with reasonable accuracy at any time the financial position of the organisation and to enable them to ensure that the accounts comply with the Companies Act 1985.  They are also responsible for safeguarding the assets of the organisation and hence for taking reasonable steps for the prevention and detection of fraud and other irregularities. 

## Volunteers 

The charity is run entirely by volunteers who receive no remuneration for the time they donate to the charity. 

The charity is always looking for new volunteers and board members. 

## Review of Risks 

The Board have identified and reviewed the major risks that the organisation is exposed to and have established plans and systems to mitigate those risks. The loss of long-standing experienced Board members has the potential to affect the governance of the organisation adversely.  To mitigate this risk experienced members will be co-opted on to the Board to ensure good governance. 

Further, the risk to the charity due to past investment has affected the financial operation of the charity. To reduce this occurring in the future, the charity will return to  a minimum to be held in reserve.   Additionally, the Forum invested in Princes Park Garden Centre for long term mutual benefit. The risk to the Forum is; that benefit is not realised. To reduce this possibility, the Forum Treasurer is represented on the Garden Centre Social Enterprise Board. 

## Method of preparation of accounts 

The accounts have been prepared in accordance with Financial Reporting Standard 102 and the Statement of Recommended Accounting Practice for Charities 2015. 

In preparing the above report, the Directors have taken advantage of special provisions of part 15 of the Companies Act 2006 relating to small charitable companies

I report to the Trustees on my examination of the accounts of the Forum for the year ended 30 June 2024. 

## Responsibilities and basis of a report 

As trustees, you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (the Act). 

Having satisfied myself that the accounts of the Company are not required to be audited under part 16 of the 2006 Act and are eligible for independent examination, I report in respect of my examination of the Company's accounts carried out under section 145 of the 2011 Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act. 

## Independent examiner’s statement 

I have completed my examination. I confirm that no material matters have come to my attention with the examination giving me cause to believe that in any material respect; 

- 1 Accounting records were not kept in respect of the Forum as required by section 130 of the Act; or 

- 2 The accounts do not accord with those records or 

- 3 the accounts did not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a ‘true and fair’ view which is not a matter considered as part of an independent examination. 

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.

## Basis of preparation and accounting convention 

The accounts have been prepared on the accruals basis under the Historical Cost Convention and in accordance with the Financial Reporting Standard 102, the Statement of Recommended Accounting Practice for Charities 2015 and the Companies Act 2006 

## Income 

Grants and investment income are reflected in the accounts when receivable.  Donations, gifts and other income are reflected in the accounts when received.

## 4 Directors Remuneration 

The directors give their time voluntarly and receive no remuneration or benefits from the charity (2023: Nil) 

## 5 Staff Numbers 

The company has no employees. 

## 6 Taxation 

The company is a registered charity (number 1125859) and is exempt from Income and Corporation tax to the extent that income and gains are applied towards the charitable objects of the charity.  Value added tax is not recoverable by the charity and is therefore included in relevant costs in the Statement of Financial Activities.

The Legacy Fund was created from a bequest by Josephine Browne who was instrumental in establishing the organisation and was the first Chair.  The funds can be used at the discretion of the Trustees.
