1. Chairs Foreword

It is my privilege to present the Trustee Annual Report for the year ended 28 February 2025 on behalf of Abid Welfare Charity.

This has been a year of real momentum in and around Dadyal, Azad Kashmir . We strengthened our core hospital services, launched a new Al-Shefa Dental Department , and delivered a series of free eye and medical camps across rural villages. We also deepened our support during Ramadan and Eid, ensuring that vulnerable people were not left behind at the most important moments of the year.

Our Daily Iftaar Programme ensured that those facing financial hardship were able to break their fast with dignity. Thanks to the generosity of our supporters, we also distributed Eid gifts to children and used Zakat-ul-Fitr to buy and distribute food on behalf of donors to the poor and needy.

Throughout the year, we organised multiple free eye and medical camps in villages including Mehmoodabad and Behari Road, Mohra Kanyal, Sandalah (Sehri), Siakh, New Abadi Truta and Lassa Bazaar. Many of these camps were delivered in memory of loved ones who have passed away, turning grief into a legacy of service. At one camp alone, in Lassa Bazaar on 7 January 2025 , 114 patients received free medical support and care.

We also continued our long-standing commitment to restoring vision. Free cataract surgeries and eye treatment days at Abid Memorial Hospital changed the lives of those who had been unable to afford treatment. On 9 January 2025 , we held a dedicated free cataract surgery day at the hospital, made possible entirely through donor support.

None of this work would have been possible without the dedication of our trustees, volunteers, local team in Dadyal, and the donors who continue to put their trust in Abid Welfare. Their support allows us to deliver practical help, dignity, and hope to those who need it most.

As we look ahead, we remain committed to expanding our reach, strengthening our services and continuing to serve the poorest and most marginalised communities in Azad Kashmir and Pakistan.

3. Objectives and activities

Abid Welfare was founded through a vast community effort in 2008. The charitable objectives are:

“To relieve sickness and to promote and protect good health in particular but not exclusively by the provision and servicing of a hospital to provide free medical care.”

In 2013, Abid Welfare opened Abid Memorial Hospital in the remote region of Dadyal, Azad Kashmir, Pakistan. Since its inception the hospital has provide healthcare facilities to thousands of people and at nil cost to the poor and needy.

In March 2024, the charity further expanded its services with the establishment of the Al-Shefa Dental Department at Abid Memorial Hospital, funded through a generous donation.

4. Public Benefit

The Trustees consider that Abid Welfare Charity has delivered significant public benefit during this reporting period, in line with its charitable objects and the Charity Commission’s guidance.

Despite the continuing global cost-of-living crisis, rising food prices and limited incomes, the charity:

These activities relieve sickness, promote health and wellbeing, and reduce the distress and economic hardship associated with untreated illness and disability.

The Trustees are satisfied that the charity’s work during the year has delivered clear and measurable public benefit.

5. Structure, governance and management

5.1 Structure

Abid Welfare Limited is a company limited by guarantee without share capital (Company Number: 06121075) and a registered charity (Charity Number: 1125363). It is governed by its Memorandum and Articles of Association.

5.2 Governance

The Board of Trustees is responsible for the overall control and strategic direction of the charity. The Trustees believe it is important to maintain a range of skills, experience and community insight on the Board.

The charity continues to seek additional trustees to further strengthen governance and is keen to hear from individuals interested in serving as a trustee.

5.3 Management

The Board of Trustees normally meets at least twice a year, with additional meetings convened as necessary. Operational delivery in Azad Kashmir is overseen by the local management team, who report regularly to the Trustees.

6. Achievements and performance

6.1 Abid Memorial Hospital and Al-Shefa Dental Department

Throughout the year, Abid Memorial Hospital continued to operate as a vital source of free and subsidised healthcare for the poorest in Dadyal and surrounding areas. Services include outpatient consultations, inpatient treatment, emergency care and referrals.

In March 2024, the Al-Shefa Dental Department was formally established at the hospital (Ramadan 1445). Supported through a generous donation from a UKbased donor, the department:

This service has filled a major gap for patients who had previously lived with longterm dental pain due to cost.

6.2 Eye and Medical Camps in Villages

A major focus of the year was taking healthcare directly into villages through free eye and medical camps. These camps allowed people who could not travel to the hospital particularly older people, women and those living in remote areas to access diagnosis, treatment and medicines.

During the reporting period, Abid Welfare Trust Dadyal organised at least six major free eye and medical camps . At each camp, patients received:

Many camps were sponsored by families and supporters in the UK and Pakistan, often in memory of loved ones, turning their remembrance into a source of ongoing blessing for communities.

6.3 Cataract Surgeries and Eye Care

Pakistan has around 2.8% of the world’s population but 4% of the world’s blind population. A high proportion of these cases are avoidable, with cataracts being a leading cause. Poverty frequently prevents people from accessing the surgery that could restore their sight.

Abid Welfare continues to prioritise free cataract and eye treatment. During this reporting period:

Cataract patients identified at camps and outpatient clinics were referred to Abid Memorial Hospital.

On 9 January 2025, a dedicated free cataract surgery day was held at Abid Memorial Hospital, Durruni, Dadyal. Cataract operations were provided at no cost to patients, funded entirely by donors.

These interventions allowed people to:

return to work or care for family members participate fully in community life again

6.4 Daily Iftaar Programme

During Ramadan 2024 (10 March – 9 April 2024), Abid Welfare Charity ran a Daily Iftaar Programme in Dadyal:

Iftaar meals were provided each day to those in need.

The programme reduced the financial pressure on families who were already struggling with the cost of staple foods.

Volunteers and local supporters helped with cooking, serving and organising the distribution.

6.5 Food Packs, Zakat-ul-Fitr and Eid Gifts

Beyond healthcare, Abid Welfare continued to provide food support to the poorest families:

Zakat-ul-Fitr donations were used to buy and distribute food ahead of Eidul-Fitr 2024 , ensuring that donors fulfilled their obligations and that poor and needy families had enough to eat.

Food packs and cooked meals were distributed throughout the year, including in connection with medical camps and during colder months.

On 19 December 2024 , food was provided for poor and needy people who attended the New Abadi Truta camp, in memory of Samina Akhtar (late) .

In addition:

Eid gifts for children were provided at Abid Welfare Trust Dadyal, including toys, sweets and clothing.

These gifts helped ensure that children from low-income families could share in the joy and excitement of Eid.

These initiatives strengthened community ties and reinforced a sense of dignity and belonging among recipients.

Abid Welfare shares regular updates, photos and videos of its work through social media and video channels, including its YouTube page:

This helps donors and supporters see the impact of their contributions and promotes transparency and accountability.

7. Financial review

7.1 Statement of the charity’s policy on reserves

The Trustees’ policy is to maintain adequate reserves to:

ensure that Abid Memorial Hospital and associated programmes can continue to operate;

meet any short-term fluctuations in income; and allow for essential maintenance and emergency expenditure.

Reserves are reviewed regularly by the Trustees in light of projected income and planned charitable activities.

8. Future plans

Looking forward, Abid Welfare intends to:

continue providing free and subsidised healthcare through Abid Memorial Hospital and the Al-Shefa Dental Department;

hold regular free eye and medical camps in rural villages, particularly where women, older people and disabled people face challenges accessing healthcare;

Our commitment goes beyond individual treatments; it is about health equity, dignity and hope. Through continued collaboration with supporters and communities, we aim to reach more people, improve more lives, and honour the memory of those in whose names these projects are funded.

The trustees present their report and the financial statements for the year ended 28 February 2025.

Objectives and Activities

Aims and Objectives

Abid Welfare was founded through a vast community effort in 2008. The charitable objectives are to ‘relieve sickness and to promote and protect good health in particular but not exclusively by the provision and servicing of a hospital to provide free medical care’. In 2013, Abid Welfare opened Abid Memorial Hospital in the remote region of Dadyal, Azad Kashmir, Pakistan. Since its inception the hospital has provide healthcare facilities to thousands of people and at nil cost to the poor and needy.

The hospital was built and equipped with money that was raised from private donations (supplemented by gift aid) and a valuable grant of £30,000 from Birmingham City Council (UK). It currently has 46 inpatient beds and a very busy Outpatient’s Department. Poor and needy people who need medical care are treated at the Abid Memorial Hospital free of charge and priority is given to people with the most serious illnesses and injuries.

Public Benefit

The Trustees believe a great deal of public benefit has been achieved from the services provided by the Charity during this reporting period. Despite ongoing challenges, including the continued strain of the global cost-of-living crisis, Abid Welfare Charity remained steadfast in delivering vital support to communities in need. Throughout the reporting period, Abid Welfare provided essential health care services through the Abid Memorial Hospital in the Dadyal region of Azad Kashmir, ensuring that vulnerable families and individuals had access to basic medical care.

In addition to this, through the incredible generosity of our donors, we were able to restore the eyesight of hundreds of people who could not afford the necessary treatment. These life-changing procedures were provided at no cost to the beneficiaries, enabling individuals to regain their independence and continue leading rich and fulfilling lives.

The Trustees are proud of the Charity’s ongoing commitment to improving health outcomes and alleviating suffering in Azad Kashmir. We extend our deepest gratitude to our supporters, donors, and volunteers who made these achievements possible.

The trustees confirm that they have complied with the requirements of Section 17 of the Charities Act 2011 to have due regard to the Charity Commission’s guidance on public benefit.

I report to the charity trustees on my examination of the accounts of the Company for the year ended 28 February 2025.

Responsibilities and Basis of Report

As the charity trustees of the Company (and also its directors for the purposes of company law), you are responsible for the preparation of the accounts in accordance with the requirements of the Companies Act 2006 (“the 2006 Act”).

Having satisfied myself that the accounts of the Company are not required to be audited under Part 16 of the 2006 Act and are eligible for independent examination, I report in respect of my examination of your charity’s accounts as carried out under section 145 of the Charities Act 2011 (‘the 2011 Act’). In carrying out my examination I have followed the Directions given by the Charity Commission under section 145(5) (b) of the 2011 Act.

Independent Examiner's Statement

I have completed my examination. I confirm that no matters have come to my attention in connection with the examination giving me cause to believe:

  1. accounting records were not kept in respect of the Company as required by section 386 of the 2006 Act; or

  2. the accounts do not accord with those records; or

  3. the accounts do not comply with the accounting requirements of section 396 of the 2006 Act other than any requirement that the accounts give a 'true and fair view' which is not a matter considered as part of an independent examination; or

  4. the accounts have not been prepared in accordance with the methods and principles of the Statement of Recommended Practice for accounting and reporting by charities applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102).

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this re p ort in order to enable a proper understanding of the accounts to be reached.

2. Accounting Policies

2.1. Basis of Preparation of Financial Statements

The financial statements have been prepared in accordance with the Charities SORP (FRS 102) "Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019)", Financial Reporting Standard 102 "The Financial Reporting Standard applicable in the UK and Republic of Ireland" and the Companies Act 2006.

The charitable company is a Public Benefit Entity as defined by FRS 102.

2.2. Incoming Resources

All income is recognised in the Statement of Financial Activities once the charity has entitlement to the funds, it is probable that the income will be received and the amount can be measured reliably. Donations are the main source of income and they are recognised as income once the monies are received in the bank account. Most income is received from fundraising for specific projects and donations are shown in the accounts as unrestricted and restricted funds.

2.3. Resources Expended

Most of the charity's expenditure relates to the provision of certain projects and costs associated with those projects. These costs are therefore shown under charitable activities. Other expenditure is related to marketing and event costs and is shown under raising donations and legacies.

2.4. Cash and Cash Equivalents

Cash and cash equivalents are basic financial assets and include cash in hand and deposits held at call with banks, other short-term highly liquid investments that mature in no more than three months from the date of acquisition and are readily convertible to a known amount of cash with insignificant risk of change in value, and bank overdrafts.
