The principle objective of The Mercion Benevolent Charity 15 the moking of gronts for the relief. generally or individually.
of post ond present members of the Regiment ond former Regiments and their dependents who are in need. hardship
or distress.
During the reporting yeor. l April 2024 to 31 Morch 2025. the main activity for the public benefit involved the giving of
gronts for relief totolling £66,947 (2024.. £63.569)
In setting objectives and plonning for activities, the Truslees have given due considerotion to general guidonce
published by the Charity Commission reloting to public benefit. including the guidance 'Public benef It.. running a charity
(PB2)'

Regiments and their close fomily ore entitled to assistance from the charity. the latest amendment now Includes
provision for serving Reservists/veterans. Members thot hove not subscribed lo the solory socrifice scheme referred to
as the Doy's Poy Scheme will not be eligible for assistonce unless there are extreme mitigating circumstonces.
Also detailed is how applicotions ore to be processed for consideration. what is deemed os worthy for a gront to be
awarded, the levels of disbursement ond who con opprove them. All gronts ore poid to a third party ond not directly lo
the opplicant.

o. Review of activities
The main octivity of The Mercion Benevolent Chority Is the provision of grants. the key areos of requests ore received
for.. white and brown good5. oge reloted assistance (electric powered vehicles, stoir lifts ond riser choirs), rentol deposits
ond priority debts. Annually the chority donates £10K to The Army Benevolent Fund.
The Mercian Benevolent Chority hos a protocol whereby ot the very minimum we will contact bereoved fomilies that
hove opproved contoct 05 per GDPR. on the anniversary of their Soldierfs death. the onnuol Crich pilgrimoge ond ot
Christmas. Furthermore. the charity purchoses ond provides wreaths ond crosses for all memorial events.
During this finonciol yeor, the chority investigoted finoncial assistonce into Leafyord. This is on application thot used
low-intensity cognitive behovioural therapy to enable users to moke positive chonges to their mentol fitness.
This
focility vio an opp that can be occessed by phone. iPod or computer Is open to serving personnel. their fomilies and
veterans. 11 hos been successful from its initiol launch and details of personnel using this service ore strictly confidential.
The charity will review this provision ond review whether to purch05e f urther tokens.
Throughout the year, pre5entotion5 ore delivered to the Regulor and Reservist serving personnel of the Mercian
Regiment to inform them about solary socrifice.
SSAFA cose workers, receive briefings assisting them with how to efficiently submit gront opplicotions enobling them to
receive a prompt ond successf ul result.
Financiol review
a. Going concern
After moking appropriate enquiries, the trustees hove a reasonable expectation that the Trust hos odequale resources
to continue in operotionol existence for the foreseeable future. For this reason, they continue to adopt the going
concern bosis in preparing the financial stotements,
b. Reserves policy
The capital assets of the Mercion Benevolent Chority shall not fall below £1m.
If Ihot level is breached ot ony time. the Chorily's Stotement operoting procedure shall be reviewed so os to limit gronts
ond/or the trustees sholl lounch o fund-raising compaign designed to bring the capital ossets back up to the reserve
level.

c. Prlnclpul fundlng
The principle source of funding for the Mercian Benevolent Chority has been through the receipt of monthly
contributions mode by serving members of the Nercian Regiment under the Doy's Pay scheme. The Mercion Reservists
hove joined thi5 scheme. and this financial year's overoll income was £56K. this being a slight decrease f rom lost year
(2019.. £55K., 2020. £55K.' 2021.. £56K,' 2022. £58K', 2023.. £57K.. 2024., £56k).
The Mercian Benevolent Chority receives income from serving members of the Mercion Regiment who fundraise by
emborking on vorious sporting events to achieve income. The chority olso received fundroising income f rom individuals
thot hove arranged events such os chority golf events. also benefiting from donations from the generol public, either
directly or vio the charity's Just giving page.
d. Investment policy and performance
An investment strategy for the charity was opproved by the Trustees. recognising the long-term noture of the chority
ond its obligotions. The objective is to grow the income ond reserves of the chority while having sufficient funds to
provide in the short term.
Rothbones (formerly known 05 Investec Wealth ond Investment) wos oppointed os Investment Monager in August 2012
for the unrestricted funds of the charity. The intention is thot the investments will be in o multi asset income portfolio
spread ocross o number of collective investment vehicles and osset classes.
Structvre. governance ond monogement
a. Constitution
Declorotions of Trust in relotion to The Mercian Regimentol Chority ond The Mercion Regiment Benevolent Chority (the
"Charities") were made on 7 December 2006 ond these were sealed by the Charity Commission on 23 Januory 2007.
The chorities were registered os linked chorities with the Choritg Flegistration No. 1117653. The Trustees elected to
seporately register The Mercian Benevolent Chority with effect from 1 April 2008. the Charity Commission ogreed to this
request ond ollocoted the Chority Registration No, 1125179.
The charities were creoled in anticipation of the lormation of the Mercion Regiment on 31 August 2007 by the merger of
the 22nd (Cheshire) Regiment. The Worcestershire ond Sherwood Foresters Regiment ond The Sioffordshire Regiment
(The Prince of Wales's) together with elements of the West Midlonds Regiment, a Territorial Army urnit.
All three regulor Army Regiments worked together to create the Mercian Regiment Chorily's ond ogreed thot on the
formotion of the new Regiment they would tronsfer their choritoble ossets ond responsibilities to the Charity's.
b. Methods of appointment or election of Trustees
The Chorler for the Regimentol Council the Mercian Regiment. dated 7th December 2006. slated the composition of the
council being.. The Colonel of the Regiment. Battalion Commonding Officers, Depuly Colonels of the Regiment
representing former Regiments ond Territoriol Battolion, up to 8 other members. initiolly includlng al leost 2 from eoch
former Regiment. nominated by the Colonel of the Regiment ond appi'oved by a mojority of the Council, to act as
odvisers in specific oreas of responsibility ollocoted by the Colonel of the Regiment.

The trustees, oll of whom ore members of the Council of the Mercion Regiment. meet not less ihon half yeorly. There
ore oppropriote committees of trustees with cleorly defined written terms of reference deoling with such mollers os
Chattels. Nuseums. Finance and Investments, sub-committee reports are provided io the full Council.
Detoiled onnual budgets ore prepored and submitted to the Council for opproval. and actual income ond expenditure is
compored with budget forecasts.
The Mercion Benevolent Chority hos o subcommittee consisting of eight members. two of which are Regimenlol
Trustees. The subcommittee meet ot least twice a yeor, overseeing all ospects of the management of the finances.
d. Policies adopted for the inductlOD ond truining of Trustees
The Charler also stotes that the Regimental Secretary will issue each trustee with the trust deed. any amendments
thereto, the most recent report and accounts, and current operating guidelines ond is to obtain on ocknowledgment
signature to thot effect. Selected trustee5 and staff attend seminars orgonised by the chority's fund monagers thot
include governance ond investment.
e. Financial risk management
The trustees have a duty to identify and review the risks to which the charity is exposed ond to ensure appropriate
controls are in ploce to provide reosonoble assuronce against error and froud. Financial accounting bg the Finonce
Officer is supervised by the Chairmon of the Finance Committee and the Chority Secretory carries out o monihly check
of all tronsactions processed by ihe Finonce Officer.
Plans for future periods
The Trustees have continued to deol with the implicotions of the loss of the 2nd Battolion. ond plans are in place for the
Laying up of the 2nd Bottolion's Colours. prior lo which they will be paraded for one final time. before being presented
to the Deon of Lichfield Cothedrol. where they shall remoin.
Since 2007 The Charity has not been drowing on the income generated by the investment portfolio but instead
reinvesting the income bul cognisant thot in the future mau need to alter this to drow on the dividends.
Golf Motches ore plcjnned to roise funds for the chority next f inoncial ueor. Whilst Mercion service personnel ore tied up
with work commitments ond deployments there are plans for fundr0i5ing. Arrangements are being mode to visit ond
provide presentotions obout the charity to raise aworeness and funds.
The Through Life Core Officer hos been promoting a new long-term study of injured servicemen from Operotionol tours
colled the Armed Services Traumo Rehobilitotion Outcome Study. The oim of this study is to investigote the long-term
bottlef ield troumo cosualties ond their future heolth implicolions over 0 20-yeor period. A lest group of 500 cosualties
will be selected from across the three Armed Services (with 300 being ollocated to the Army), which will hove full
medicol ossessments carried out on occeptonce to the trial ond then 3, 5, 10, 15 ond 20 yeors following the first visit. We
have been successful in getting 23 Mercion veterons on to the progromme with regulor medical ossessments toking
ploce so thot the militory may understand the long term implicatlons of serious injury/troumo sustoined on operotions.

Charity's tronsactions ond disclose with reasonable accurocy ot any time the finonciol position of the Charity and
enoble them to ensure thot the financial statements comply with the Charities Act 2011, the Chority (Accounts and
Reports) Regulations 2008 and the provisions of the Trust deed. They are also responsible for sofeguording the ossets
of the Charity and hence for toking reasonoble steps for the prevention ond detection of fraud and other irregularities.

Responsibilities and Basis of Report
As the Trustees of the Chority you are responsible for the preporotion of the accounts in accordonce with the
requirements of the Chorities Act 2011 ('the 2011 Act,).
I report in respect of my exominotion of the Chority's occounts corried out under section 145 of the 2011 Act and in
corrying out my exominotion I hove followed the opplicoble Directions given by the Charity Commission under section
145(5)(b) of the 2011 Act.

The Mercion Qegiment Benevolent Charity is o private chority registered with the Chority Commission in Englond
& Wales. Its registered number and registered office address are given on poge 1. The chority's objecls ond
principol octivities are set out in the Trustees, Report.
Accounting policies
2.1 Basis of preporotion of financiol statements
The financiol stotements hove been prepore(J in occordonce with the Charities SORP (FRS 102) - Accounting
and Reporting by Charities.. Statement of Recommended Praclice opplicoble to chorities preporing their
accounts in accordonce with the Finonciol Reporting Standard opplicoble in the UK and Republic of Ireland
(FRS 102) (effective 1 Jonuory 2019). the Financiol Reporting Standord applicable in the UK ond Republic of
Irelond (FRS 102) and the Chorities Act 2011.
The finaririol stotements hove been prepored to give a 'true and fair, view and have deported from the
Chorities (Accounts and Reports) Regulotions 2008 only to the extent required to provide o 'true ond fair,
view. This departure has involved following the Charities SOFIP {FRS 102) published in October 2019 rather
thon the Accounting and Reporting by Chorities." Stotement of Recommended Practice effective from 1 April
2005 which has since been withdrawn.
The Mercion Regiment Benevolent Charity meets the definition of a public benefit entity under FRS 102.
Assets and liobilities are iniliolly recognised oi historicol cost or transaction volLJe unless otherwise stated in
the relevant accounting policy.
2.2 Going concern
After moking oppropriote enquiries, the Truslee5 hove a reasonable expectation that the Chority has
odequate resources to continue in operotional existence for the foreseeoble future. For this reoson, they
continue to adopt the going concern basis in preparing the finonciol stotements.

2.3 Income
All income is recognised once the Chority has entitlement to the income. it is probable thot the Income will
be received and the amount of income receivoble con be measured reliobly.
The recognition of income from legacies is dependent on establishing entitlement, the probobility of receipt
ond the ability to estimole with sufficient occuracy the omounl receivable. Evidence of entitlement to o
legacy exists when the Charity hos suff icient evidence thol a gift hos been left to them (through knowledge
of the existence of a valid wi11 and the deoth of the benefactor) ond the executor is satisfied thot the
property in question will not be required to satisfy claims in the estote. Receipt of o legocy must be
recognised when it is proboble that it will be received and the fair value of the amount receivable. which will
generally be the expected cash amount to be distributed to the Charity. con be reliobly measured.
Income tox recoveroble in relation to donotions recelved under Gift Aid or deeds of covenont is recognised
ot the time of the donation.
Income tax recoveroble in relotion to investment income is recognised ot the time the investment income is
receivoble.
2.4 Expenditure
Expenditure Is recognised once there is a legol or constructive obligotion to tronsfer economic benefit to a
third porty. it is probable that a transfer of economic benefits will be required In settlement and the amount
of the obligotion can be measured reliably. Expenditure is classified by octivity. The costs of each octivity
are mode up of the totol of direct cost5 ond shared costs. Including support costs involved in undertoking
each activity. Direct costs ottributoble to a single octivily ore ollocoted directly to thol activity. Shored costs
which contribute to more than one octivity ond support costs which are not ottributoble to a single oclivity
are opportioned between those octivities on a basis consislenl with the use of resources. Central 5toff costs
are ollocoted on the bosis of time spent. ond depreciotion chorges allocated on the portion of the asset's
use.
Expenditure on roising funds includes oll expenditure Incurred by the Chority to raise funds for its charitable
purposes and includes costs of all fundraising activities events and non-choritoble troding.
Expenditure on charitoble octivilies is incurred on directly undertaking the octivities which further the
Charity's objectives. as well os ony ossocioted support costs.
Grants payable ore chorged in the year when the offer is made except in those coses where the offer is
conditional, such grants being recognised as expenditure when the conditions ottoching ore fulfilled. Gronts
offered subject to conditions which have not been met ot the yeor end ore noted os o commitment. bul not
occrued as expenditure.
2.5 Interest receivoble
Interest on funds held on deposit is included when receivable and the amount con be measured relioblu by
the Chority.. this Is normally upon notificotion of the interest poid or poyoble by the institution with whom the
f unds are deposited.

2.6 Investments

cost ond subsequently measured ot foir value ot the Balance Sheet dote, unless the volue connot be
meosured reliably in which cose it is meosured ot cost less impoirment. Investment galns and losses,
whether realised or unrealised. ore combined and presented as 'Goins/(Losses) on investments. in the
Statement of Finoncial Activities.
2.7 Debtors
