Structure Governance and Management
The preschool is a membershlp organisation governed by the model Pre-school Learnlng Alliance
Constitution 2011, which was adopted on 7th May 2014. Members can be parents or guardians of
all children who attend playgroup or other interested individuals approved by the Committee.
Members appoint/confirm committee members at the AGM. All Committee rnembers give their
tlme on a voluntary basls and recelve no remuneratlon or other beneflts.
Objects and Artivltles
The objects are, as set out in the constitution, to enhance the development and education of
chlldren under statutory school age by encouraging parents to understand and provide for the
needs of their children through community groups and by:
(a) offering appropriate play, education and care facilities, family learnlng and extended hours
groups, together with the right of parent5 to take responsibility for and to become involved

in the activities of such groups, ensuring that such groups offer opportunities for all
chlldren whatever their race, culture, religion, means or ability;
{b) encouraging the study of the needs of such children and their families and promoting
public interest in and recognition of such needs in the local areas;
(c) instigating and adherlng to and furthering the aims and objects of the Pre-school Learning
Alllance.
Publlc beneflt
In setting the objectlves and planning the actlvities of the charity the Commlttee has considered
the Charity Commission's general guidance on public benefit carefully. All children are eligible for
Nursery Education Funding, which is provided by the Local Authority, the term after they become
3 years old. Fees are charged for chlldren who attend between the ages of 2 and 3 but these are
kept as low as posslble so that our chlldcare Is affordable to all famllles usin6 our servlce,
partlcularly working famllles who are not entitled to 2-year-old fundlng.
Achlevements and Performance
Preschool has been busy from the outset In September. with all spaces filled by January 2024. We
organlsed several sesslons for parents to bring their children to In collaboratlon with the Natlonal
Llteracy Trust, and also had vlslts from the children's librarlan which were very popular.
Throughout the year, each child received at least four books to keep.
We supported 6 chlldren with SEN and applied for two Educatlon, Health and Care Plans {EHCPs)
for chlldren needing additional support before they went to school. We also helped parents with
school appllcatlons. We had three student placements durln8 the year. We worked closely wlth
external agencles, such as Vlsual Support teachers, to support our chlldren. Visits from the police
were a highlight.
We contlnued to provlde nutrltlous snacks each day wlthout Increaslng costs for parents. Sesslon
fees for those parents who dld not receive Nursery Education Funding remained unchanged as we
recognize the financial challenges many parents face.
Reserves pollcy
Reserves act as a cushion for any loss of Income and unforeseen situations. Throughout the year,
balances remained above the reserves level, currently set at £99,495. Reserves are calculated to
cover redundancy payments, 12 weeks. pay in lieu of notice where applicable, plus one month's
costs.
Flnanclal Revlew
As a small charlty, the statutory accounts are prepared on a Receipts and Payments basis. For the
financial year ending 31st July 2024, the accounts show a surplus of £12,428, compared to £3,576
the previous year.

Income for the year increased by £29,295, prlmarlly due to a £18,913 (13%) rlse In NEF fundlng.
Overall costs increased by £20,443, largely due to an addltional £273 spent weekly on staff wages
following the National Minimum Wage adjustment in April 2024. One staff member was absent
for m05t of the year, which kept costs lower than they would have been otherwise. There was
also increased spending on resources.
The flnal cash balance at the close of the flnanclal year was £120,769.
