Trustees' Recruitment and Inductions

When considering appointing new trustees, the board has regard to the requirement for any specialist skills needed in order to support the charities work.

New trustees are invited and encouraged to attend activity sessions and meet team members to familiarise themselves with the organisation and the context within which it operates. Additionally, trustees are already familiar with the practical work of the organisation having been briefed by the Chief Executive on such issues as:

Organisation

Hartlepool United Community Sports Foundation is a registered charity (charity no 11242047) and as such is operated by a board of trustees. The board of trustees meet quarterly and provide strategic guidance and governance. The Trust is continually seeking to develop a broader skills mix of trustees in order to support and advance the current level of service offered. A Chief Executive is appointed by the trustees to manage the day to day operations of the charity. To facilitate effective operations, the Chief Executive has delegated authority, within terms of delegation approved by the trustees, for operational matters including finance, employment and general development of the charity. All areas of the charities operations and developments are reported upon by the Chief Executive during the trustees' quarterly meetings

Related Parties

The charity has established a number of key partners locally and nationally in order to meet the origanisations aims and objectives. The charity has a close and productive working relationship with National Citizen Service, the Police Commission & the FA Premier League. The charity works closely with the Football League Trust who provided funding for local community work. The charity will continue to forge closer community links in order to promote and increase the number of children accessing our provision. This proactive approach to partnership working has contributed significantly to an increase in the number of children accessing the charity's activities over the past twelve months.

Objectives and activities

Hartlepool United Community Sports Foundation (HUCSF) is a vibrant and active community project that aims to support grassroots football development and nurture the passion of the people of Hartlepool for football and their local club.

Having successfully attained charitable status, the challenge for the Foundation is to now reach even more people and increase the role we play in the local community. The Foundation offers many diverse activities that aim to provide the people of Hartlepool and the surrounding areas with opportunities to participate and enjoy themselves in a fun, friendly environment helping people in life skills, promoting self-esteem, confidence and fair play. The Foundation's has four main themes/objectives - - sports participation, social inclusion, health and education which meet the Every Child Matters Agenda:

HUCSF Annual Activity Report

Premier League Primary Stars

The National League Trust in partnership with the Premier League and Professional Footballers Association funded HUCSF to deliver a Premier League Primary Stars (PLPS) programme, which aims to create positive and lasting sporting, health and education outcomes for children, young people and the wider community.

Premier League Primary Stars combines education and sports with the goal of inspiring girls and boys 5-11years within the classroom, in the playground and on the sports field. Everything we deliver is underpinned by the core values of being ambitious, being inspiring, being connected and being fair. As an education programme, we connect our learning to the world of sport with our interventions focusing on engaging learners in English and Maths, tackling challenging topics within the Personal, Social, Health and Economic (PSHE) curriculum, and supporting PE and sports in schools.

Foodbank Fund

Great thanks and appreciation to Julia and Hans Rausing who have supported our Foodbank throughout the year. Julia and Hans Rausing said: "We are pleased to support Hartlepool United Community Sports Foundation in Hartlepool. The funding applications we received highlighted the emergency crisis foodbanks are facing across the country. "The Foodbank Fund was created to alleviate some of the pressure's foodbanks are facing with increased demand and the associated costs. We hope that those who are able will also consider giving generously to support their local foodbanks, which are a valued lifeline to many."

National League Trust (NLT) Poolies Kicks Project

Hartlepool United Community Sports Foundation were delighted to offer FREE weekly football sessions to children in the local community as part of National League Trust funding.

Poolies Kicks Project is a diversionary sports provision to use the medium of football to run informal turn up and play sessions. The sports activity helps improve physical and mental wellbeing, as well as improving self-confidence and team building. HUCSF want to inspire the young people we engage with creating a positive safe environment to play and grow. Linking in with the Community Police to reduce anti-social behaviour in the area.

No Room For Racism

For Black History Month HUCSF payed tribute to one of Hartlepool United's iconic black players who made a huge impact at the club.

Former Hartlepool United fans' favourite Antony Parry played almost 200 games for Pools from 1965 - 1972 and was a key performer in the club's first promotion in 1967. Parry who was born on the 8th September 1945, arrived at Pools from Burton Albion in 1965 as Brian Clough's first signing and arguably one of his best.

Clough originally signed Parry as a midfielder, but he quickly developed into an intelligent defender. Under Clough, Parry's progress was outstanding. Parry played a key role in Pools' promotion back in the 1967-68 season and with that success Tony became hugely popular with a whole generation of Poolies which included Jeff Stelling.

Jeff Stelling spoke highly of Parry and had mentioned him as his favourite player, and it was clear to see why. Tony was the first ever winner of the club's Player of the Season award.

Sadly, in November 2009 Parry passed away but made regular visits to see Pools prior to his death. Tony was considered as a real pioneer for black football players and was a trailblazer for the future generations that followed. Tony was inducted into The Hall of Fame at the anti-racism organisation Show Racism The Red Card. Parry's name is now installed alongside some of football's biggest names, Sir Bobby Robson, Gary Lineker, Thierry Henry, John Barnes, Niall Quinn, Bryan Robson and Les Ferdinand.

Smart Meters

Working in partnership with The EFLTrust we have teamed up with Smart Meters to publicise the benefits of monitoring customers electricity and gas bills. Smart meters allow customers to see how much energy they are using, on the in-home display. The in-home display is sometimes called an IHD. It comes with the smart meter and can help households keep a closer eye on how much energy they are using, and how much it's costing them. Having a smart meter means getting a bill based on how much energy has been used - not an estimate. It also creates essential building blocks for the creation of a greener energy network that can maximise the use of renewable energy sources linking in with our Environmental Policy.

PCC Spring Activity Fund

HUCSF has been successful by using football as a tool to engage 12-16-year-olds in the local area and keep them busy throughout the February and April holiday period at Brierton Sports Centre. The target audience are at an age where boredom in the school holidays can potentially lead to antisocial behaviour within the community. This is an area that has been previously identified by the police as a potential problem area.

The plan was to give teenagers the opportunity to play, coach and even officiate in the sport of football, teaching them about various things such as rules, responsibilities and working as part of a team. These transferable skills will hopefully help them not only on the sports field but in general life.

The course was designed to enhance their physical and mental well-being and to provide a safe and positive environment to promote and encourage respect.

Working with local secondary schools to target students from deprived socio-economic backgrounds as well as those who have been identified as vulnerable and/or at risk of antisocial behaviour, via our contact with the local police.

Player visits from Hartlepool United FC players also helped raise aspirations and talk to participants about their careers and the skills they need to be successful.

Holiday Activities & Food (HAF) Programme

Through HBC the HAF funding provides HUCSF the opportunity to run free holiday Soccer Courses for children 8-12yrs in the April and Summer School Holiday periods. Improving fitness, balance, coordination, enriching activities improving health and wellbeing, building confidence and social skills. It also includes a healthy meal for each child who attends supporting families on benefits or children who are in receipt of free school meals. HUCSF also signposted children/parents to other activities that we run throughout the year, health, education, sport and social inclusion The Twinning Project The Football and Literacy Course is a national initiative, which pairs professional football clubs with male, female and young offender prisons in England and Wales. The objectives of the Twinning Project are to support prisoners while in custody and on release through upskilling and education, so as to better prepare prisoners to find work outside upon release and reduce the likelihood of reoffending.

The Foundation will use the experience of our coaches, and the power of their brand, to engage the disengaged. Many prisoners have had a poor educational experience and develop a hesitancy towards learning. The Twinning Project uses football to break down barriers and uses sport as a catalyst for change.

Financial review

The unresticted reserves of the charity at 31 January 2024 amount to £156,368. Actual total reserves at 31 January 2024 amount to £183,240.

Reserves Policy

The trustees' policy is to hold three months salaries in reserves. The reserves are needed in the event of lost funding, unexpected costs or reduced income levels. In order to enable trustees to monitor the reserves, the trustees report prepared by the Chief Executive, submitted to the board of trustees every three months, will include details of the reserve fund. The trustees therefore consider that the ideal levels of reserves as at 31 January 2024 would be £150,000. The actual free reserves of the charity (i.e. those funds excluding fixed assets) at 31 January 2024 were £152,918.

Risk Management

The trustees are currently looking to implement a full risk management policy. Internal risk controls are already in place in relation to the authorisation of all transactions.

I report to the trustees on my examination of the financial statements of Hartlepool United Community Sports Foundation ('the charity') for the year ended 31 January 2024.

Responsibilities and basis of report

As the trustees of the company (and also its directors for the purposes of company law) you are responsible for the preparation of the financial statements in accordance with the requirements of the Companies Act 2006 ('the 2006 Act’).

Having satisfied myself that the accounts of the company are not required to be audited under Part 16 of the 2006 Act and are eligible for independent examination, I report in respect of my examination of the charity’s accounts as carried out under section 145 of the Charities Act 2011 (‘the 2011 Act’). In carrying out my examination I have followed the Directions given by the Charity Commission under section 145(5)(b) of the 2011 Act.

Independent examiner's statement

I have completed my examination. I confirm that no matters have come to my attention in connection with the examination giving me cause to believe:

  1. accounting records were not kept in respect of the charity as required by section 386 of the 2006 Act; or

  2. the financial statements do not accord with those records; or

  3. the financial statements do not comply with the accounting requirements of section 396 of the 2006 Act other than any requirement that the accounts give a ‘true and fair' view which is not a matter considered as part of an independent examination; or

  4. the financial statements have not been prepared in accordance with the methods and principles of the Statement of Recommended Practice for accounting and reporting by charities applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102).

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.

1. General information

The charity is a public benefit entity and a private company limited by guarantee, registered in England and Wales and a registered charity in England and Wales. The address of the registered office is Victoria Park, Clarence Road, Hartlepool, TS24 8BZ.

2. Statement of compliance

These financial statements have been prepared in compliance with FRS 102, 'The Financial Reporting Standard applicable in the UK and the Republic of Ireland', the Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (Charities SORP (FRS 102)) and the Companies Act 2006.

3. Accounting policies

Basis of preparation

The financial statements have been prepared on the historical cost basis, as modified by the revaluation of certain financial assets and liabilities and investment properties measured at fair value through income or expenditure.

The financial statements are prepared in sterling, which is the functional currency of the entity.

Going concern

There are no material uncertainties about the charity's ability to continue.

Judgements and key sources of estimation uncertainty

The preparation of the financial statements requires management to make judgements, estimates and assumptions that affect the amounts reported. These estimates and judgements are continually reviewed and are based on experience and other factors, including expectations of future events that are believed to be reasonable under the circumstances.

Fund accounting

Unrestricted funds are available for use at the discretion of the trustees to further any of the charity's purposes.

Designated funds are unrestricted funds earmarked by the trustees for particular future project or commitment.

Restricted funds are subjected to restrictions on their expenditure declared by the donor or through the terms of an appeal, and fall into one of two sub-classes: restricted income funds or endowment funds.

Incoming resources

All incoming resources are included in the statement of financial activities when entitlement has passed to the charity; it is probable that the economic benefits associated with the transaction will flow to the charity and the amount can be reliably measured. The following specific policies are applied to particular categories of income:

Resources expended

Expenditure is recognised on an accruals basis as a liability is incurred. Expenditure includes any VAT which cannot be fully recovered, and is classified under headings of the statement of financial activities to which it relates:

All costs are allocated to expenditure categories reflecting the use of the resource. Direct costs attributable to a single activity are allocated directly to that activity. Shared costs are apportioned between the activities they contribute to on a reasonable, justifiable and consistent basis.

Tangible assets

Tangible assets are initially recorded at cost, and subsequently stated at cost less any accumulated depreciation and impairment losses. Any tangible assets carried at revalued amounts are recorded at the fair value at the date of revaluation less any subsequent accumulated depreciation and subsequent accumulated impairment losses.

An increase in the carrying amount of an asset as a result of a revaluation, is recognised in other recognised gains and losses, unless it reverses a charge for impairment that has previously been recognised as expenditure within the statement of financial activities. A decrease in the carrying amount of an asset as a result of revaluation, is recognised in other recognised gains and losses, except to which it offsets any previous revaluation gain, in which case the loss is shown within other recognised gains and losses on the statement of financial activities.

Depreciation

Depreciation is calculated so as to write off the cost or valuation of an asset, less its residual value, over the useful economic life of that asset as follows:

Equipment - 25% straight line

Impairment of fixed assets

A review for indicators of impairment is carried out at each reporting date, with the recoverable amount being estimated where such indicators exist. Where the carrying value exceeds the recoverable amount, the asset is impaired accordingly. Prior impairments are also reviewed for possible reversal at each reporting date.

For the purposes of impairment testing, when it is not possible to estimate the recoverable amount of an individual asset, an estimate is made of the recoverable amount of the cashgenerating unit to which the asset belongs. The cash-generating unit is the smallest identifiable group of assets that includes the asset and generates cash inflows that largely independent of the cash inflows from other assets or groups of assets.

For impairment testing of goodwill, the goodwill acquired in a business combination is, from the acquisition date, allocated to each of the cash-generating units that are expected to benefit from the synergies of the combination, irrespective of whether other assets or liabilities of the charity are assigned to those units.

Defined contribution plans

Contributions to defined contribution plans are recognised as an expense in the period in which the related service is provided. Prepaid contributions are recognised as an asset to the extent that the prepayment will lead to a reduction in future payments or a cash refund.

When contributions are not expected to be settled wholly within 12 months of the end of the reporting date in which the employees render the related service, the liability is measured on a discounted present value basis. The unwinding of the discount is recognised as an expense in the period in which it arises.

In the event of the charity being wound up, members are required to contribute an amount not exceeding £10.
