Trustees hold three meetings a year and are appointed either informally by recommendation and we have advertised for suitable trustees. WAYout trustees have read the Charities Commission guidelines on public benefit and in accordance with the Charity’s aims and the guidelines we make this statement regarding public benefit. Those who benefit from WAYout activity are 1. the members. The benefits vary from learning skills and gaining employment to developing confidence and being able to reconnect with their family and community. We work with some of the most marginalised youth in Sierra Leone who often survive through legal and illegal hustles. We started working in the male and female Correctional Centres last year and this work continues and we also run weekly sessions in the Kissi Psychiatric Hospital since November 2020. We established the Women’s Media Group in 2019 in the provinces. An examination of members (not including those in prison) shows that 75% of them, after two years at WAYout have either got jobs or changed their hustle from an illegal to legal one. Once they have achieved something, whether it is a recorded song or a short film, they feel they can show their community that they have achieved something. WAYout benefits women in the provinces, offering training and independence. 2. This benefits their community in reducing the number of volatile youth on the streets who have no hope. 60% of youth in Sierra Leone are still unemployed, a situation lending itself towards unrest which makes our work all the more important. 3. Those who work in the prisons report prisoners taking part in WAYout activities are less troublesome and prisoners gain skills and a sense of a life once they leave prison. 4. Villagers and extended families of the Women’s Group benefit due to a reduction in domestic abuse and skills learnt. 5. The wider public also benefits from the films that we/members make. Some are awareness raising and cover issues from maternal health to child abuse, over medication and human rights. These films are broadcast on National TV, International Film Festivals and online platforms and reach a wide audience. 6. We do regular outreach screenings which have audiences of 150-300 people which also screen these films alongside pure entertainment. In giving voiceless people media skills we empower them. For example, the women’s media group in Bo province exists because women taking part in a film asked for training. ## **Appointment of Trustees** Trustees have been head hunted and then interviewed. Current trustees were invited to become trustees because of their skills and understanding of what we do. We are seeking trustees with accountancy experience, knowledge of the law and fundraising especially from Sierra Leone. WAYout changes the lives of street, vulnerable and conflict affected young people through the arts. We offer training and shelter, make films that can effect change and record music that enables the excluded to re-engage . We promote artistic freedom, education and empowerment. WAYout works with partner organisation WAYout Sierra Leone supporting and strengthening their ability to deliver effective projects and bring change to the lives of disadvantaged young people. WAYout seeks to raise funds from donors, trusts and individuals ## **Board of Trustees** All Trustees of the Board give their time voluntarily and received no benefits from the charity. Given the focus of work in Sierra Leone, WAYout seeks to diversify it's Board to include Sierra Leonean representation. To date, this has been unsuccessful, though several individuals have been approached and shown interest. Further work is being done around this, approaching and promoting WAYout's work to the Sierra Leonean diaspora. This year partners have included Music Action International, Advocaid, Joe Strummer Foundation, Ballanta Music Academy, Kings College London and Good Vibrations. ## **Organisational Structure** To date, the UK-based WAYout Board of Trustees oversees all strategy, financial, fundraising and significant operational decisions. Although WAYout staff in Sierra Leone are increasingly encouraged to take leadership on operational decisions. WAYout provides free and regular training in photoshop, camera, editing, script writing, design, journalism, poetry and music to street, incarcerated and disadvantaged young people. Courses are certificated and have led to jobs in media and design. 2. We provide a free music studio which records around six new tracks per week. We also have a mobile studio which travels to the provinces and a small studio in the male Prison and a small studio where members are trained in music programme logic. 240 musicians have recorded in studio 1 this year and 62 in studio 2. Studios are funded by the Joe Strummer Foundation. The work of the mobile studio has been restricted due to Covid 19 and short lockdowns have also affected the main studio and the prison. 3. We reached over 5000 membership and gave out 180 certificates for courses. 4. Women: We received small additional funding from the Waterloo Foundation to further develop the women’s project and make a film about the impact of Covid on women in the provinces. This was achieved but there has been little funding since to support the women’s media group. We continue to encourage women to come in to WAYout but it remains a challenge and numbers fluctuate. 5. Partners Music Action International did not visit this year due to Covid but three of the facilitators trained by them have continued the work in the prison and psychiatric hospital with a stipend funded by MIA. 6. Poets: We produced our third poetry book “Broken Pens” a follow up to “Written Off” and “Street Rhymes”. This compilation includes photos and drawings and again has an introduction from Frank Turner. Our poets make regular radio appearances, Alhaji Kondeh won the National Anti Corruption poetry competition and the video for ‘Homeless’ has been official selection for several International festivals. 7. Film: ’Ghost Killer’, the film was made with five of the gangs, was completed and screened in various locations where gangs are. It pulled in whole communities and generated constructive debate around gang issues. It continues to be screened. Other films, documentary ‘The Return’, music video ‘Bread ’n’ Butter’ and ‘Homeless’ are doing well in film festivals. We started to approach organisations and offer to make films for them as a learning exercise. So far we have made a documentary for the National Railway Museum. 8. Covid gave rise to regular monthly live streamings with the Joe Strummer Foundation which were a mixture of music, talk and poetry. We also did one with Kings College London and also with Good Vibrations. Covid also gave rise to more online training with tutors in script writing, photography, writing and filmmaking. 9. Prison work: WAYout continues to work in the women’s prison where we do weekly music sessions and poetry and drawing classes. In the male prison we have the music studio and do two sessions weekly. Guards report improved behaviour and attitude and once released, prisoners continue to come in to WAYout. **WAYOUT WORLDWIDE ARTS FOR YOUTH. Kissi Town: Following the dismissal of Alusine Kamara, who managed Kissi, and the theft of equipment from there coupled with funding shortages, we have closed the Kissi office. This is a disappointment to many. If we are able to re-open a branch it should be at nearby Waterloo where there are many more street youth. 11. Unity Group and Ferry Junction Iron Team: We continue to run classes once a week at Ferry Junction reaching 15 people. During the week they come in to the main office. The Unity group is a weekly group of filmmakers and actors, approximately 20 participants, run by member and ex gang leader Abubakarr Gbla on a voluntary basis. - 12.Pastoral Care: We continue to support members who have been attending regularly for at least six months into homes by providing small grants. These have been fewer this year due to funding. 19 rents were paid this year, 4 travel grants to re-unite with family, literacy classes plus various medical costs. 13. International Travel; Nathaniel Sesay continues to get support and is offered a place with scholarship at Waterbear college in Brighton, UK. He continues to practice for the English exam and Frank Turner, Marian Fielding and Bruce Dickinson of Waterbear have fundraised and run raffles to support his travel, visa, living costs etc. This will be a learning curve for us and him which will inform future travel opportunities for members or staff. Manager Gibrilla Kamara had the opportunity to do a music production course in Dubai which FT supported. 14. Partner activity: Continued to work with Professor Kieran Mitton, researching the gangs and making a film. Staff member Mohamed Kamara has been working closely with him but the planned launch in the UK was cancelled due to Covid 19. We organised an IWD day event with Advocaid which went well and gave voice to women prisoners, celebrated music and films by women. Any activity that involved travel had to be cancelled. NOTE: COVID 19: Although the impact of Covid 19 was considerably less in Sierra Leone than in other parts the world, it did still have it’s impact on activities. Short lockdowns and curfews. Travel restrictions and food shortages. WAYout provided food during the lockdowns and shelter for some. This was much appreciated by the community. We saw episodic increases in registration as schools closed and hustles were restricted. Our work in the prison was sometimes halted due to riots there and the mobile studio often could not go out because of road blocks. Screenings were also restricted. None the less we continued with most activities whilst obeying social distancing rules and providing masks and hand washing facilities to members. ## **Policy on Grant Making** WAYout does not make grants to other organisations. We make small grants to individual members who have been attending regularly for at least six months for homes, reconnecting with family or basic literacy. Home grants are, on average, £72 per year. ## **Contribution made by Volunteers** There has been a big drop in International volunteers and visitors this year because of the pandemic. Trustee Hazel Chandler Travel dates were eratic this year -1/8/2020 -11/10/2020 and 21/1/2021 - 14/3/2021. ## **Summary of Main Achievements of the Charity** 1. Since the charity opened, thirteen years ago, we have worked with over 5000 young people; recorded 3100 tracks and made over 500 videos. We have on average 70-100 people coming in daily who engage in media or music classes, record in the studio, book computers for writing or design, shoot and edit their videos, take part in workshops or just talk ideas. We have a further 35 attending regular classes in Ferry Junction and Fisher Street Market and 60 women members in Bo District. We also reached 84 musicians through the mobile studio, 45 women in the female prison and 72 in the male prison. 2. Approximately 55% are street youth and 45% disadvantaged youth. We define that as someone who comes from a very poor background, has no other support and no other opportunities. Of the street youth we work with, 75% have either got jobs or changed their hustle from an illegal to legal one. It is hard to say how many have jobs, some work freelance and others for National TV and radio. Others gain confidence and skills and get jobs in other areas. We have 28 WAYout trained people now working in broadcasting. We have a good relationship with AYV TV and provide regular interns. Many more members are surviving from music videos, wedding videos or NGO work. Those who do music rarely get work in music but they gain the respect of the community which leads to other opportunities. Those who were surviving from illegal hustles like drug selling, theft or gambling now do jobs like hairdressing, cleaning or design painting. 3. Once they have achieved something, whether it is a recorded song or a short film, they feel they can show their community that they have changed and they then re-unite with family they may not have seen for years. This benefits the wider community in reducing the number of volatile youth on the streets who have no hope. 4. The wider public also benefits from the films that we make. Some are awareness raising and cover issues from maternal health to child abuse, over medication and human rights. These films are broadcast on National TV and reach a wide audience. We increasingly do regular outreach screenings which have audiences of over 300 people. These screenings have generated useful and serious debate and led to greater understanding or awareness. This also gives filmmakers the opportunity to show the community they are not just dropouts and thugs. We have been particularly successful at reaching gangs in central Freetown and bringing them together. 5. Our work in the prison has encouraged engagement and given hope. We are the only form of rehabilitation in the male prison, with over 1000 incarcerated, guards report those who take part are calmer and more hopeful. They are encouraged to continue coming in to WAYout when released and this adds to a sense of having something positive to do in the future. 6. In giving voiceless people media and writing skills we empower them. We always hoped to get people in to work, reunited with their family and feeling more empowered and confident through learning something. By engaging marginalised youth through music, writing, design and filmmaking, they not only learn skills but also cooperation, communication, proposal writing etc without realising they are learning. 1. Many youth did not get a proper education because of conflict and poverty but there is a lack of jobs for those with poor literacy or numerical skills. The recent government answer to this was to open many more car washing centres. These are badly run, badly paid and offer no advancement. Also, youth start up their own car washing services which offer greater benefits. There is little industry and a surplus of hairdressers, tailors and car washers. Based on the growth of broadcasters and radio stations, from one TV station, SLBC, in 2007 to 4 broadcasters in 2020 and a similar growth in radio, media is a growth industry. We are also seeing a phasing out of hand painted signs and adverts, a shame but seen as progress, therefore there is a greater demand for design. WAYout is training people to work in all aspects of media. 2. Our films have reached a broader audience than anticipated mainly because they are of good quality and broadcasters are hungry for content. The community screenings are very successful whether in the city or provinces and a considerable number get in to international film festivals. 3. It is much harder to turn music into a career. There are not many studios in Sierra Leone and little use of original music. Those doing music gain more from simply creating something and the confidence and increased self worth that goes with that. They learn to work with others and to be responsible and timely. We did not initially anticipate that simply creating something would enable young people to feel validated and able to reconnect with family and community, often after years of separation. 4. Nor could we have imagined that it would be possible to staff WAYout in Sierra Leone with people who have come up through WAYout but all six staff were members before becoming staff. 5. Writers have gained the confidence to go back in to education and sit exams, enter national and international competitions, perform their work live or on radio. WAYout works with a group with the reputation of being uneducated and they are proving that formal education is not everything by achieving international recognition and winning competitions, especially in country. 6. We have reached into very remote places starting workshops for women on the margins of society where we would not expect there to be interest but we are asked to run media groups. ## **Performance of fundraising activities Against Objectives Set** It remains very hard to raise core funding, especially during this pandemic. Even project funding has been scarce this year. We have depended heavily on crowd funders or private donations. When we started we did not anticipate this. **WAYOUT WORLDWIDE ARTS FOR YOUTH. Tel 0044 (0)207 091 0162** **19 Rasmusson Street, Freetown, Sierra Leone. www.wayoutarts.org 00232 33986426/79541668 info@wayoutarts.org** Our major private funders remain Marian Fielding and Frank Turner and we have been heavily dependent on them. 32% of this year’s funding was restricted in that it was raised to support Nathaniel Sesay’s travel and university costs and manager Gibrilla Kamara’s costs to study in Dubai. Frank Turner and Waterbear ran raffles and fundraising performances which raised 42% of all annual funding. WAYout benefitted from this in that more was raised than the target and the balance of £12,607 was donated to WAYout. The only external project funding came from a small top up grant from the Waterloo Foundation of £3,350 for the women’s project in Bo which is 5% of income. 23% of our funding came from individuals mainly Frank Turner and Marian Fielding with regular monthly donations from others. 25% came from crowd-funders. 4% from Gift Aid. One advantage of private donations is we can claim gift aid on them. Raffles= 42%, Waterloo= 5%, individuals = 23%, crowdfunders = 25%, gift aid = 4%, refunds =1% ## **Investments** WAYout has no financial investments £7,299 was spent on equipment. This was more than previous years because we had very few equipment donations and age and humidity have destroyed all but the hardiest gear. Purchases included five laptops, four cameras, two iMacs; for the sound studios- mics, sound cards, speakers and headphones. Multiple drives, memory cards, chargers. ## **Financial Review** We continue to be successful with private supporters and fundraisers but funded projects and core funding remain an issue. Total funding received for the year was £79,846.00. We did not receive any substantial equipment donations. ## **Reserves Policy** Our reserves policy states that the unrestricted funds should be 3 months of the expenditure as long as no debts are being incurred as now. WAYout operates on a largely cash basis. Goods and services are paid for when incurred. For current expenditure, running costs and staffing costs, 3 months outgoings is approximately £6,000. We now have a monthly income of regular donations of £1650 and are working out a budget to stay within that until funding picks up. There are no funds held as custodian or on behalf of others. ## **Spending- please see attached accounts for details.** Our total spend this year was £77,185. The exchange rate favours the pound more this year at a rate of 12,500 le to £1. £8,383 was on core staff which includes seven full time staff plus £1,598 in staff loans, high this year due to life saving medical requirements . Director Hazel Chandler’s costs in flights and direct expenses was £3126.00. Freelance staff includes studio producer, gardener, poetry group leader, security, total £3,085.00. General hub running costs includes power, repairs, water rates, cleaning, communications total £4,200.00. The car cost £494 in running costs and repairs. An increase on last year, largely because we now have a dongle for the internet and power prices have risen. You will see a spending reference to ETAT £776.00 which is costs of a paid job, the income will appear in next years accounts. Rent £3,797. Members costs such as grants, food, exercises and transport a total of £5,421.00. Outreach programmes and projects including Kissi, mobile studio and the prison total £1,804.00. Covid related support to members and community, mainly food and hygiene, cost £3,189.00. Staff International travel costs £2,153.00 for GK’s travel to Dubai. Slightly over £2,000 budget contributed by FT. This is not a regular expense. The only directly funded project was the Women’s Project which had extra funding from the Waterloo Foundation £3,350 and of that £3,396.00 was spent. Bank and Western Union charges were £692.00 and that is because most of the money that is sent to Sierra Leone is sent by Western Union. We do have a Sierra Leonean bank account with Ecobank and do money transfers but it is very slow and although none have been lost permanently, this year we had to make three formal complaints before one transfer was located. We are likely to continue to use cash unfortunately but more moneygram as their online system is now working and the exchange rate is better. The director, HC, always travels with cash, within the limits, which is also becoming more restricted so HC has to western union herself money whilst there. Sadly, this year that led to the theft of £950 but this is the first large theft by a member and was due to HC lack of diligence on one occasion. The SL government is frequently challenged by international funders as to where the funding goes. The financial situation is even more unstable than it was. The bank charges are high and the exchange rate has sunk even lower. Spending in Sierra Leone is entirely in cash. Nobody takes cards or cheques. We still send relatively small amounts out weekly as this remains the best way to keep track of funds and ensure they are spent where intended but increasingly GK is much better at managing money and reporting. Gibrilla Kamara manages most large finances in country, John Kalokoh manages grants and Tejan Bah is now managing petty cash. ## **There are no funds or assets held for others** ## **Risks Facing Charity** 1. The main risk is closure due to lack of funding. We do not incur debts either in the UK or Sierra Leone and have no overdraft facility or credit cards. Due to the nature of our members, many gang members and people with mental health issues, there is always a risk of fighting, illegal substances on the premises, stigmatisation or abuse and theft. When working with people with little or no education or understanding of the world, who often come from lives where corruption is commonplace there is always the risk of accusation. For example that the charity is making money from them, promised outcomes that it fails to deliver or is behaving unfairly. We hold regular members meetings to discuss these things before they happen and make sure members understand exactly what we can do and what we can’t. There are various notices permanently displayed with the guidelines for grant applications or booking systems. We have a very strict no violence, drugs, weapons or abuse rule and members are suspended if they break this rule. Generally knowing that will happen is enough to prevent argument but sometimes people get temporarily suspended. And thefts do happen opportunistically but are surprisingly infrequent. 3. Premises are still an issue.We have now been given notice to quit at the end of this term, end of May 21, so we are urgently looking for other premises, preferably in the same area. 4. Risks to international visitors; there is always the danger that something will happen to someone visiting WAYout, illness, accident or theft. We have a risk assessment for visitors which they sign and we provide security when they go with us in to the areas we work in. They are also advised on appropriate behaviour. 5. Staff/member visits to the UK: This is increasingly likely to happen and we need an appropriate risk assessment in place. One is being written. 6. Equipment is constantly at crisis point and we must find new donors next year. No sooner do we replace a computer another dies. The women’s room has only one working computer. There are two editing iMacs and 2 editing laptops. 2 writers laptops and one internet laptop. That is woefully inadequate for the numbers we have coming in. In the prison there is an iMac and a laptop. ## **Plans for Future Periods** WAYout plans to continue the activities outlined above, including the studio and outreach activities, in the forthcoming years, subject to satisfactory funding arrangements. Now we have a car we get the mobile studio out and about to reach people in the provinces but this only happens once a month and it would be good to expand this and possibly spend a few days. We will develop media groups with women in the provinces building on Susan Kargbo’s work. Plans for another poetry slam have been postponed to 2022. We will build our work in the prison which costs nothing, only staff time. Additional plans are being made to further build partnerships and we hope to do the exhibition with Advocaid of the work from the women in prison. Due to Covid 19 it is hard to plan visits from people outside Sierra Leone and many things have been cancelled. ## **Exemptions** For the year ending 4[th] April 2020 the company was entitled to exemption from audit under section 477 of the companies act 2006 relating to small companies.
