Structvre, Governance & Management
The Trustees are responsible for preparing the Trustees, Report and the financial statements in
accordance with applic3ble law and United Kingdom Accountin8 Standards Iunited Kingdom
Generally Accepted Accounting Practice).
The Law applicable to charities in England & Wale5 ret7uirES the Trustees to prep3rÈ tinancial
statement5 for each fi"n3ncial year which give a trkje and fair view of the state of affairs of the charity
and of the incomlng resources and application of resoufcès of the charity for that period. In
preparlng these financial statements, the trusteès are required tDO'.

The Trustees are responsible for keeping accountinE records that disclose with reason3ble
accuracy at any time the financlal positton of the charity and enable them to ensure that the
financial statements comply with the Charities Act 2011. The Charity IAccounts Reports)
Regulations 2008 and trust deed. They are also responsible for safeguarding the assets of the
charity ènd hence for taking reasonable steps for the prevention and detection Df fraud and
other IrregulafiDes.
Maldon & East Essex Distrlct Scout Councll is the elertoral body %thich supports and encourages
the development of SCou￿￿E the Dlstrirt and operates in accordance with a written
conslltut"on. It is the body to which the District Executive Cotnmittee (the Trustees) is
accountable. Det311s of the Tyustees are shown in Page l. The Trustee5 are appointed onnuallv
at the Annual General Meeting of the Di5tritt Scout Council, either by election OT nomination.
and may also be cop-opted by the Executive Committee during the year. Trustees are made
aw3re of their fespDnsibilitr'es and can benefit from training provided by the Training Team as to
the role of Trustee at District and Group level. Young people are also given opportunities aeross
the district to become the Leaders of the future, leadlng to better retention of youn8 people
through to adult volunteerin8 roles.
The Trustee Board met on S occasions through the year. The Trustee Board is supported by the
Warmer WelcomeTeam.
The Warmer Welcome Team don't meet together, a small team are called upon when
required for welcome conversations.
Sincethe last AGM. we have met with 24 new leaders across 8 Group5

There are c5a members of the District Team, 3dvisers and supporters directly supporting the
Maldon & East Essex District Scout Council. None of these volunteerg receives any payrnents for
servsce5 rendered.
The principal 50urce5 of the Scout Councils income are membership subscriptr"ons, fees paid by
meTnbers for actr"vth"es, Prances Scout Shop, Erants and (ion3tions from public bodie5 and
individuals.
Durin8 the year the Trustee5 have ¢losely monitored the maintenance of the Pranres HQ
including the Activlty Centre. Prances Cottage and the surrounding outdoor site. Details of these
8criviiies are reported separatelv.

Scouting in Maldon & East Essex Di5tri£t is open to all young people who are between the hges
of 4 and 25 no matter what background. ethnic Origin, nationality, race, gender, mafltal OT sexual
status, mental or physical ability, political or religious belief.
Scouring in our District is provided through 12 Scout Groups and 6 Explorer Scout Units, bv
around 200 committed, experienced and trained volunteers, working in team5 across the
district. The District Trustees knowledges these volunteers are the most valuable asset and
resource, without whose support it would not be possible to provide scouting for the young
people of our District.
The successes and achievements of the last twelve months can be seen in the Annual Review
2025.
The Trustees confirm that they have paid due regard to the need in the Charitr'es Act 2011 to
demonstrate that or aims 3re for the public benefi't. Our assessment is that we have fflet the
public benefit criteria under both the advancement of education and the advancement of
citr'zenship or community development headings.
The main principles Df Scuuting demonstrate that our aims are for the public benefit in the
following way5:
Developlng youtig people towards their full potentlal, through the ScOu￿￿E programme.
There is a clear link between the purpose of Scouting and the benefits to youn8 people.
The v3ritsERs and nurnerous Scouting 3chvities are undertaken with the health and safetv
of the young people taken very 5eiiou51y, ané the benefit of these activwtie5 far
outweighing any associated risks.
The young people and other maln beneftciories of Scouting are in the 4-25 years age
range.
Young people who are willing to make the Scout Promise can benefit from full Scouting
membership.
We are an inclusive organisation with membership open to all, including those living irb
financial hardship. Whilst an annual membership fee is payable, the ability to join is not
restricted by their ability to pay.

Management and Policies
Governance
The District operate5 under the Royal Charter of The Scout Association which gives authority to
the Bye Laws of the A550ciation and the Policy Organisation and Rules of The Scout
Association.
Trustees
The District is managed by the District Executive Committee, the members of which are the
'Charity Trustees, of the Distrtct. Trustees are appointed in accordance with the Policyi
Organi5ation and Rules of The Scout Association. Appropriate Induction and Training is offered
on appoirrtrt]ent usingthe Charity Commission document CC3- The Essential Trustee as well as
internal Factsheet5.
Reserves pollcy
The Trustee5 recommend that the balance on the General Fund should be maintained at a level
of not usually more than 25% of annual expenditure. This allows a syitable contingency ot
protectthe continuity of business. In addition there will be a maintained balance in the
Development Fund depending on available funds and requirement for development work both
capital and in support of Groups. The Trustees will monitor the level of reserves on a regular
Investment pollcy
The Trustees recognise the need to ensure that available liquid funds are invested in the best
way by using the Bank Savings Deposit Account dic3ted by the requirementto readily access
these funds should particular emergencies arise.
Risk Assessment pollcy
The Trustees are committed to undertake Risk Assessment in all areas of responsibility and in
particular wth due regard to the Safety Policy of The ScoutAs50ciation. A detailed Risk
Assessment of all activity and operation including both Safety and Finance at the District
Activity Centre has been completed.
There are in place systems of intem31 contro15 designed to provide reasonable a55urance
against material mismanagement or loss.
Treasurer Report 2025
At the beginning of the year the Badge account was merged with the Scout Shop. Thanks to
Margaret Pritchard for her many years as badge secretary. Sara Goodwin and Ann Dukes took
over the badges within the scout shop.
Both the Shop and Pra￿e5 have been financially successful, but we have had significant non
recurring costs at Prances £7200 on tree work, £8099 on new fire doors and brin￿ng electrics
up to date, £2267 updating utility in cottage
We have reviewed badge stock and gift stock and have written off £1578.30 as it is unlikely to
be 501d.

months cl exceptional thentures, achievement4 and steady progress acr055 the Maldon and East Essex
DlstricL
Membership and Growth
l am delighted to report an overall membership ￿0W1h of 3% across bcth y(xJth members and leaders. All
sections have shown an increase. wilh our most signrficant expans￿ being the opening of new
Squirrel Dreys in Heybridge and Swthrninster. These join tMJr existirvJ Dreys ni Witham and Silver End,
nging total to four across Ihe di5tr5Qt. CongratulatiMs to everyone involved in rnaking this happen. I
am also pleased to report that we are perf(Yrning strongly in DBS compbance aThJ training. with updated
online ct)urses making th8se rrness8s much m¢xe accessible.
Group Resilience and Collaboratlon
This year tested our resilience, and I must share that we faced the pro5￿1 of losing b)th the BumhamwOn-
Sea and N(xth Fambridge groups due to financial and leadership challenges. Thanks to the remarkable
hard w￿k and support of the Southminster and Maylandsea group, we successfully merged these units into
Southminster. This cotlakK)rative appyoach has ensured scwbng c(￿tinueS in these areas. retaining the
groups, Ident￿leS while pn)viding rot￿lst supwt and trrining Ir¢Nn the Southminster team. We wi8h them
every success for the futur8.
Activitles and International Scouting
Activities, trips, Camping and ovemigm stays-both at home and atffoad-remain at the heart of the
Scouting experience in mald￿ and East Essex. Over the past year, our groups have rlgrticipated in a
diverse range of activilies, including water Sp￿S, museum vislts, themed sleepovers. and camping
excursions.
Lookir)g fonward, we are incredibly proud to have thirteen youth members seleded to attend Intemational
Jamborees in 2026 and 2027. These I￿lUde the Workl Scout JambJree Poland, as well as expeditions
lo Iceland. North America. and Zan7ibar.
Dlstrict Events
We have hosted sevwal higNy successful district events thi5 year:
Handicraft Exhibition: Open to all secti(￿& this event saw a tremendous number of entries and
was a fantastic day f(x all invdved.
Drey Day: We welcomed 140 Squirrels for ￿ unf(Ygettable day cl activkties at PraKes.
Awards Day: A celebration ￿ wr yOLrth m@M￿rS who achieved the highest award in their
respective sectK)ns as well as a time to recffjnise Ihe dedicali¢M of adult vdunteers.

PRANCES
Prances District Scout Campsite
AGM Report for 2025
In 2025 Camp Prznces achieved another good year with an increase In booklngs and it ha5 certainly
felt busier than in prevlous years. With more involvement in scouting instrurting, it has kept U5
movlng and on our feet. This is exartly what we had hoped for when taking on the role of running
this 51te four years ago. To increase the activity of the district headquarters exponentially. IV5 great
to have bookings throughout the year into the year ahead for all scout Broups to ènjoy thè
opportunitie5 that Prances has to offer. It is Éood for our district with the increased groups
involvement to headquarters and the subsequent increase in revenLbe. It is starting to feel like the
site 15 running at a good pace and we seem to be progressively gaining more mld-week bookings 3$
each year goes by, We have multiple group èctivFty evenings 3nd illCTeasingly more group camps
alon8 With DofE running alongside on the Be3con Hill site. Thankfully, having started Dut at Beacon
Hill before taking on this role. they kindly allow the use of their site to assist with dual camps on anv
weekends or smaller DofE camps arid allows me to facilitate more groups with their bookings. H611
Master continues with helping us to manage the site's bookings. daily schedule and our invoicing. It
has been an invaluable tool for us to manage the operations side of things here.
Our fantastic instructor5 continue to give the groups a fun, safe experlence wlth all tsur actlvltles that
we offer. I have learnt a lot with all of you and have been lucky enough to be a part of it more so in
the past year. Thank you all for the experiente, your time and guidance that you have given to each
grDUP, helping each individual as they go.
Our Mèlntenènce crew still work around the site and the grounds contihUE to be looked after which
is mostly arduous work and relentless as things gruw as soon as they are cut. We have taken on a
new cleaning company to increase the cleanliness of our buildings and maintain a better standard of
hygiene. We hope that we're Tunning it well for all that join us foT camp and the Prances experience.
Here is a brief outlook at how the year of 2025 went for us at Camp Prances.
Winter January 2025. we started off the year with Flrst Aid Training days, Young Leaders Training
evening5 in the PCL and Scouting with our regular Scout group I" Heybridge, who èls0 hostèd thelr
Christmas Party which is a great way to celebrate and show appreciation to all that help with their
group each week. We ended January with I" Hawkswell Stvut Patrol Camp. They brèved the
temperature and participated in multiple activities here on site, hiring out the whole site for the
weekend. In February we had a few more groups revi51ting our site with the short evenings and
I, Maldon Beavèrs came lor activitie5, along with our regular Keep Fit groups that made an
appearance for the use of OLEr PCL Hall. Heading tOW3rds warmer weather and Sprin& March arrived
and things started to grow again and life was starting to get busy at Prances. We had First Response
training to kick off the month. The￿ 3, Witham Cubs in for an activity evening along with I, Rayne
and I" Marks Tey. Rayleigh for 3 full day of Orienteering and booking out the PCL Hall. We had the
City of London DofE and CFAV Training mid-way through the month and rhen a couple of Fire
Lighting evenings with North Fambridge and I" Maldon Merlin Scouts that came in for adventure
with us on site. A group tamp with I Stèbbing and on the final weekend we finished the month
with a private hire camp for hikers wanting to walk the surrounding area.
April was steady with just our regulars throughout and a climbing day with maintenance on the
cllmblng tower and a qulck recap before the climbing permit day arrived.

We had a new gTOUP Start up here called'wild Art Club, from Witham and toddler5 were runrsing
around making cre3tions out of things g3thered on the site grounds. Outdoor le3rning with Braintree
Child Minders started up here again with the warmer weather arriving and we a150 had a DofE
bronze expedition with the Tabore Academy. Kelvedon and Feering came in for an activity evening
and the 'St Georges Day Fete. for Heybridge at the end of the month saw 3 good turn out and raised
decent amount for their group along with their hosting their AGM Lin that same day.
May was a rather busy month with multiple mid-week bookings from local groups a5 well as Others.
We had Braintree Child Minder5. Wild Art Club. Tiptree B2avers. Trefoil Guild. MaldDn Merlin Scouts.
1, 813ckwater Beavers, a Maldon Beaver furs ni8ht ar)d a couple of Mountainwise DofE camps. The
weekends wefe busy too, we had a Co8geshall Guides camp on the first weekend on the Prances
amp grounds and on the Beacon Hill site we had T3bor Academy for DofE on the bank hoisday
weekend. It made for a very busy Headquarters and has now become an annu31 tradition. Awards
Day arrived and it was a good tumout. The stage saw many awards and was well hosted and catered
for the families. This was on the Sunday after 3 Kelvedon and Feering Group Camp with multiple
aclivities and enjoyment. We then h3J a 40 Birthday, someone within the Scouting community and
friends, leaders, instructors all had a great celebratory weekend. We finIs￿ed the month with
another Moulltainwise DofE cafflp.
June was much the same and as we headed towards Stjmmertime we started to havè 2 lot more
activity with visitors to Site. Activity evenings from 26, Chelmsford, I, Beacon Hill. Tiptree, I
Maldorb, Tollesbury Rainbows Brownies and Guides, I" Silver End and Braintree Distrirt. We the
had Mountainwise for another DofE camp along with Sweyne Park SchoDI and their &ionze DofE. The
end of the month we were booked with 3n RAF Squadron 295 Camp in full dress and drills on the site
grounds. It was quite 8 spectacle and they were lucky enough to h3ve a Lancaster bomber flypast
from the C13Cton Airshow which was rather fitting for the RAF group.
July, again busy with mid.week bookings from Coggeshall Explorers, 8raintree Guides, 1st H31ste3d
Scouts, 26 Chelmsford. I" Maldon Be3vers Cubs and Explorers. Witham Guides, Tiptree Cubs,
North Fambridge and Kelvedon and Feering. On the weekends we had I" Little Waltham Guides, a
Quo Vadis Expltjrers Expedition, our Climbing Permit Day and 26 Chelmsford held their AGM. The
last week of July we had 3 Summer Camp attd 5 Cambridge Guides enjoyed a long week of fun here
with our instructors facilitating activities throughout. August. we started the month off with a SO
Wedding Anniversary and a IO, birthday party. Both a great turn out and good celebrations were
had. DurlnE the weeks Our PCL Hall was used tor singlnE rehearsals along with our regular scouts.
The Trefoil Guild came in for a 'Sausage Sizzle, evening and we had i" Halstead camp on the secon
weekend. We held an Archery training and permit renewal day which was very informative just
before a second Summer camp with 16 Dagenhain. The end of the month saw two DafE camps
with Mountainwise.
September was busy with camps and Autumn approaching at the end of the month. The site was
again busy with mid-week bookings. Our regulars along with play rehearsals in the PCL, Halstead
Cubs Night, Kelvedon ané Feering, Hatfield Peverel Explorers, I" Witham Beavers, Beaton Hill Scouts
and Southminster came to site and Southminster invested someone half way up the climbing tower.
The first weekend we had North Fambridge in for a Group Team Buildillg weekend and their AGM.
Then I" Layer De La Have came for a gruup camp. 2- Chelmsford hosted their group comp
Braintree Valley District had an activity day. All had good wèekends and loved the 51te. In October
we had less mid-week activity bookln85 but our Braintree childminders in each week in the day, our
regular Scout group Heybridge and Tiptree Beavers were in for activities. We had a couple of Camps
on the weekends, Mountainwise were in for a DofE camp and the second weekend we had 8 Silver
Arrows overnight camp with some activities durin8 the day.

Novernber wa5 surprisingly busy agèin and Maldon hosted 3 magnificent fireworks disp13y for their
group. Hatfield Peverel booked in for a campfire evening, then we had a rnedieval Scout Camp from
the 26, Chelrn5fprd Scout Group with all sorts of medieval themed Eames and fun. Witham East
District ViSlted us for a campfire night with 3 fire, a barbecue and they filled the grounds with field
8ames and fun. We also had an Ingate5tone Cub Camp which went well with plenty Df activities.
Mid-week activity evenings from Hatfield Peverel and our regular SCOLlt group Heybridge. The final
month of the year December and the slte was quletenlng down apart from our regular scout5 and
fltness and yoga we only had Braintree thild minders in as the year came to a close.
There have been improvements to site with decorating buildings, new fire doors, extended pedal
kart track area, archery equipment being built_ Thank you to all that have helped with the never-
ending story here. your input is greatly appreciated and it help5 rnassively to have that 5UPPQrt on
site. Along with the regular annual certification for the site to keep us up to date and safe we have
had some general maintenance, ongoin8 electrical works that have been carried otjt on the PCL Hall,
we had some t￿e work expènse but was 3 good year for our site bookinES and Scouting life at
Prances finishing off th@ year in good stead and ready for 2026. We have our veterans at Prances
that we are thankful for rebookin8 With us each year. in the past year we have seen an increase in
bookings from new groups to our site as well. It is great to listen to their Stories of Scoutln8
experiente, how the movement has developed over the years and always good to hear how Prances
has changed from when the regulars13St visited site. We love this site and thank you all for the
opportunity to be here. Thank you to our committee, our trustees and all th3t help to keep this great
