The Maldon and East Essex District Scout Council is a Trust established under the rules of The Scout Association. Trustees are appointed in accordance with the Policy, Organisation and Rules of The Scout Association. The accounts have been drawn up on a receipts and payments basis.
The accounts were approved by the Trustees on 22nd May 2023 and signed on their behalf by the District Chairman and District Treasurer.

TRUSTEES’ ANNUAL REPORT
YEAR ENDED 31 DECEMBER 2022
Structure, Governance & Management
The Trustees are responsible for preparing the Trustees’ Report and the financial statements in accordance with applicable law and United Kingdom Accounting Standards (United Kingdom Generally Accepted Accounting Practice).
The Law applicable to charities in England & Wakes requires the Trustees to prepare financial statements for each financial year which give a true and fair view of the state of affairs of the charity and of the incoming resources and application of resources of the charity for that period. In preparing these financial statements, the trustees are required to:

select suitable accounting policies and then apply them consistently;
-
observe the methods and principles in the Charities SORP (Statement of Recommend Practice);
-
make judgements and estimates that are reasonable and prudent;
-
state whether applicable accounting standards have been followed, subject to any material departures disclosed and explained in the financial statements;
-
prepare the financial statements on the going concern basis unless it is inappropriate to presume that the charity will continue in operation.
The Trustees are responsible for keeping accounting records that disclose with reasonable accuracy at any time the financial position of the charity and enable them to ensure that the financial statements comply with the Charities Act 2011, The Charity (Accounts Reports) Regulations 2008 and trust deed. They are also responsible for safeguarding the assets of the charity and hence for taking reasonable steps for the prevention and detection of fraud and other irregularities.
Maldon & East Essex District Scout Council is the electoral body which supports and encourages the development of Scouting in the District, and operates in accordance with a written constitution. It is the body to which the District Executive Committee (the Trustees) is accountable. Details of the Trustees are shown on Page 1. The Trustees are appointed annually at the Annual General Meeting of the District Scout Council, either by election or nomination, and may also be co-opted by the Executive Committee during the year. Trustees are made aware of their responsibilities and are able to benefit from training provided by the Training Team as to the role of Trustee at District and Group level. Young people are also given opportunities across the District to become the Leaders of the future, leading to better retention of young people through to adult volunteering roles.
The Trustee Board (the Executive Committee), met on 5 occasions through the year. The Trustee Board is supported by the Appointments Advisory sub-committee. They held 3 leader interviews panels in 2022 These were attended by a total of 12 candidates, from 3 Groups . Interviews this year were via Zoom due to the global pandemic. There are c50 members of the District Team, advisers and supporters directly supporting the Maldon & East Essex District Scout Council. None of these volunteers receives any payments for services rendered.
The principal sources of the Scout Council’s income are membership subscriptions, fees paid by members for activities, the sale of uniforms, badges and souvenirs, grants and donations from public bodies, and individuals.
During the year the Trustees have closely monitored the maintenance of the Prances HQ including the Activity Centre, Prances Cottage, and the surrounding outdoor site. Details of these activities are reported separately.

Scouting is currently undergoing change Transformation.
We want to make volunteering with Scouts easier and more fun...
… so that we can attract more volunteers and our current volunteers want to stay
Training is ongoing, many leaders have completed their mandatory training, much of this is online.
Scouting exists to actively engage and support young people in their personal development, empowering them to make a positive contribution to society in general and local communities in particular
Scouting in Maldon & East Essex District is open to all young people who are between the ages of 6 and 25 no matter what background, ethnic origin, nationality, race, gender, marital or sexual status, mental or physical ability, political or religious belief.
Scouting in our District is provided through 14 Scout Groups and 6 Explorer Scout Units, by around 200 committed, experienced and trained volunteers, working in teams across the District. The District Executive Committee acknowledges these volunteers are the most valuable asset and resource, without whose support it would not be possible to provide Scouting for the young people of our District.
The successes and achievements of the last twelve months can be seen in the Annual Review 2022.
The Trustees confirm that they have paid due regard to the need in the Charities Act 2011 to demonstrate that or aims are for the public benefit. Our assessment is that we have met the public benefit criteria under both the advancement of education and the advancement of citizenship or community development headings.
The main principles of Scouting demonstrate that our aims are for the public benefit in the following ways:
-Developing young people towards their full potential, through the Scouting programme.
-There is a clear link between the purpose of Scouting and the benefits to young people.
-
The various and numerous Scouting activities are undertaken with the health and safety of the young people taken very seriously, and the benefit of these activities far outweighing any associated risks.

The young people and other main beneficiaries of Scouting are in the 6 – 25 years age range.
-
Young people who are willing to make the Scout Promise are able to benefit from full Scouting membership.
-
We are an inclusive organisation, with membership open to all, including those living in financial hardship. Whilst an annual membership fee is payable, the ability to join is not restricted by their ability to pay.

Management and Policies
Governance
The District operates under the Royal Charter of The Scout Association which gives authority to the Bye Laws of the Association, and The Policy Organisation and Rules of The Scout Association.
Trustees
The District is managed by The District Executive Committee, the members of which are the ‘Charity Trustees’ of the District. Trustees are appointed in accordance with the Policy, Organisation and Rules of The Scout Association. Appropriate Induction and Training is offered on appointment using the Charity Commission document CC3 – The Essential Trustee as well as internal Factsheets.
Reserves policy
The Trustees recommend that the balance on the General Fund should be maintained at a level of not usually more than 25% of annual expenditure. This allows a suitable contingency to protect the continuity of business. In addition there will be a maintained balance in the Development Fund depending on available funds and requirements for development work both capital and in support of Groups. The Trustees will monitor the level of reserves on a regular basis.
Investment policy
The Trustees recognise the need to ensure that available liquid funds are invested in the best way by using the Bank Savings Deposit Account and The Scout Association Charity Deposit Account dictated by the requirement to readily access these funds should particular emergencies arise.
Risk Assessment policy
The Trustees are committed to undertake Risk Assessment in all areas of responsibility and in particular with due regard to the Safety Policy of The Scout Association. A detailed Risk Assessment of all activity and operation including both Safety and Finance at the District Activity Centre has been completed.
There are in place systems of internal controls designed to provide reasonable assurance against material mismanagement or loss.
Treasurer’s Report
The District continues to operate on a sound financial footing, with funds set aside to support District Events and to subsidise attendance at four yearly International Jamborees. However the Covid 19 pandemic has continued to have an impact on our financial situation, but there are signs of a recovery, particularly at Prances.
We have spent a considerable sum on Prances on cottage repairs and tree work.
The Accounts and Independant Examiner's statement for the year to 31[st] December2022 appear on the following pages.
I would like to thank everybody for all the hard work they have put in ensuring the District remains financially viable. This has been my first year as Treasurer and I would like to t hank my predecessor Mike Hopper for his invaluable help in the transition .

Independent Examiner's Report to the trustees of Maldon & East Essex District Scout Council
I report to the trustees on my examination of the accounts of the Maldon & East Essex District Scout Council for the year ended 31 December 2022 which are set out on pages 5 to 7 of this report
Responsibilities and basis of report
As the charity’s trustees of the Maldon & East Essex District Scout Council you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 ('the Act').
I report in respect of my examination of the Maldon & East Essex District Scout Council accounts carried out under section 145 of the 2011 Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.
Independent examiner's statement
I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:

1 accounting records were not kept in respect of the Maldon & East Essex District Scout Council as required by section 130 of the Act; or
-
2 the accounts do not accord with those records
I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.

Acting District Commissioner’s Report AGM 2023
As most of you are aware Simon has stepped down from being our District Commissioner of the last 5 years and we would like to thank him for all his hard work and commitment and leading us through the rigors of Covid.
The search party is looking for a new DC or Two everyone please keep looking and nominating people.
Where has this last year gone!
There has been a lot of hard work and Commitment by each of the Group’s to bring us back to some sort of normality after Covid. I applaud you all for achieving this.
Sadly, we saw the loss of one group that had to close during this time but all in all the 12 groups we have are going from strength to strength.
Getting back to normal Scouting without restrictions has taken time but now we are on the upward stretch with increased numbers of Young People, new Leaders being appointed and the introduction of the Squirrels section. Though as normal we still need more help and new Leaders.
The District held its Annual Awards Day at Prances in May this year where we celebrated with the young people and their families the top awards that can be achieved in their sections. It was lovely to see so many YP achieving these.
Training is going well, we have still have a bit to do but it is looking a lot better with a 99-100% DBS rate, and all other training between 80-90% so keep up the good work. Trevor Hammond has agreed to run 1[st] aid courses at Prances for us and we have 2 dates booked at Prances in October.
Camping has always been a big part of Scouting at Maldon and East Essex and it is fantastic to see the number of Sleepovers, Camps and International trips already undertaken and planned.
This year is the World Scout Jamboree in Korea, International Jersey Jamboree, and the North American Jamboree. I am proud to say we have 1 young person going to Jersey and 4 going to North America. The young people have worked really hard to raise the money to participate in these themselves with bottle collections, helping at fetes and many other things.
Prances our District Campsite 2022 saw the stepping down of the Warden’s Cathy and Andrew. We now have new Warden’s Louis and Rosie who came to us in September we would like to give a very big welcome them to the district. With the help of a new booking system is the site is busy. They have already been working with the Prances committee, the site and cottage is looking amazing.
We welcome Chris Burton to the team as District Treasurer and working with Mike on the handover.

Prances District Scout Campsite 2023
We have seen some significant changes in 2022-2023 with Rosie and myself taking over the role in management here at Prances campsite. It has been almost a year since Cathy and Andrew Garrett left and we thank them both for all of the good work that they have done for our site and for scouting in their time here. Since we started in August last year we have met lots of groups coming to Prances for their camps and for activity evenings up until today. All have been very kind and understanding with us settling in here. Thank you.
With the last year being focused on getting into the role and finding our feet, learning how we can drive this headquarters in the best possible fashion we have focussed on assessing all the equipment and fixing what needed to be fixed along with the buildings and grounds. The equipment is in good condition and the activity areas passed assessments and are certified safe. We aim to continue to do as good a job running this site as our predecessors and as best we can, encompassing all that it entails
We are very happy to have taken over the role and love it here, along with our children who feel very lucky with the fantastic grounds for our scout groups. Last year Hallwood carried out an arboricultural assessment report and found a lot of Ash dieback disease in the trees which has meant that we’ve needed to fell, coppice and deadwood a lot of the trees. ‘Just Trees’ carried out weeks of tree works making our site safe to camp. Plenty of work has been done on the activity areas to get them to pass risk assessment and M.J.Allen has assessed and repaired / replaced a lot of structural work and we’ve also replaced the braking system on the Zip Line for a safer stop. Work continues to be done on maintaining the grounds so all our machinery has been serviced and sharpened up ready for the excessive growth in these summer months. Our buildings have seen internal works carried out to bring them up to date with regulations and are now functioning with additional security lighting outside for the darker months and for camps to set up in the late evenings. We’ve met so many great people and have been treated with kindness that it makes life here very enjoyable and with a positive at ude we hope that it will reflect in how the site is run in our years to come.
Some Big camps ending last year before Christmas and have re booked again this year which is a good sign. Our regular fitness groups are still here and continue to use the hall in the weekdays. Additional groups have started and are enjoying our Peter Church Lodge and grounds. We’ve implemented an online booking system that is working well and as we enter into the busy season of scouting this is helping to keep us organised. We are seeing the site come to life with groups now and with permit renewals and nights away permit assessments we are hopeful to keep it that way, Beavers, Cubs, Scouts, Explorers and even Leader weekends have all had some good times here on site. It is being used and enjoyed which is what we are here for so that is great to see after a huge Pandemic that shook us all.
Lieutenant-General Robert Stephenson Smyth Baden-Powell said these two phrases that stood out to us, among many others;
“A week of camp life is worth six months of theoretical teaching in the meeting room.” “The most worth-while thing is to try to put happiness into the lives of others.”
Watching the groups over the last year that spend their camps here and leave our site with positivity and happy memories, it certainly feels like ‘Prances’ is delivering just what Lord Robert Baden Powell set out to achieve when he started our movement many years ago in 1907. This cannot happen without all of the hard work that our instructors and leaders along with parent helpers put in so thank you all for continuing to do so.
We would like to think that we now have a relatively good grasp on what is required from us to help things run smoothly here and to head into the future in the right direction. We want all the groups and their troops, however big or small, short or tall, to enjoy our site to the fullest, taking home good memories, having had lots of fun and learning a little more than their time here before. We now have multiple groups on site and this year we are seeing Prances starting to become a very busy site. May and June have seen 3- 4 groups at the same time during mid-week evenings, all fields in use and activity areas. Although the drop off and collection is a potential logistical nightmare at times, with a bit of traffic management it is not a problem and it is great to see the site being used to its full potential. Moving forward we are looking towards maintaining and developing the site over the next few years with the hope of adding more activities and more adventure for scouting.
We aim to keep it a busy, happy and a safe site whilst benefiting the young people of Maldon and East Essex District and indeed further afield for all that visit us.
