The Maldon and East Essex District Scout Council is a Trust established under the rules of The Scout Association. Trustees are appointed in accordance with the Policy, Organisation and Rules of The Scout Association. The accounts have been drawn up on a receipts and payments basis. The accounts were approved by the Trustees on Monday 20 September 2021 and signed on their behalf by the District Chairman and District Treasurer.

TRUSTEES’ ANNUAL REPORT
YEAR ENDED 31 DECEMBER 2020
Structure, Governance & Management
The Trustees are responsible for preparing the Trustees’ Report and the financial statements in accordance with applicable law and United Kingdom Accounting Standards (United Kingdom Generally Accepted Accounting Practice).
The Law applicable to charities in England & Wakes requires the Trustees to prepare financial statements for each financial year which give a true and fair view of the state of affairs of the charity and of the incoming resources and application of resources of the charity for that period. In preparing these financial statements, the trustees are required to:

select suitable accounting policies and then apply them consistently;
-
observe the methods and principles in the Charities SORP (Statement of Recommend Practice);
-
make judgements and estimates that are reasonable and prudent;
-
state whether applicable accounting standards have been followed, subject to any material departures disclosed and explained in the financial statements;
-
prepare the financial statements on the going concern basis unless it is inappropriate to presume that the charity will continue in operation.
The Trustees are responsible for keeping accounting records that disclose with reasonable accuracy at any time the financial position of the charity and enable them to ensure that the financial statements comply with the Charities Act 2011, The Charity (Accounts Reports) Regulations 2008 and trust deed. They are also responsible for safeguarding the assets of the charity and hence for taking reasonable steps for the prevention and detection of fraud and other irregularities.
Maldon & East Essex District Scout Council is the electoral body which supports and encourages the development of Scouting in the District, and operates in accordance with a written constitution. It is the body to which the District Executive Committee (the Trustees) is accountable. Details of the Trustees are shown on Page 1. The Trustees are appointed annually at the Annual General Meeting of the District Scout Council, either by election or nomination, and may also be co-opted by the Executive Committee during the year. Trustees are made aware of their responsibilities and are able to benefit from training provided by the Training Team as to the role of Trustee at District and Group level. Young people are also given opportunities across the District to become the Leaders of the future, leading to better retention of young people through to adult volunteering roles.
The District Executive Committee (the Executive Committee), met on 4 occasions through the year. The Executive Committee is supported by the Appointments Advisory sub-committee. They held 7 leader interviews panels in 2019. These were attended by a total of 11 candidates, from 6 Groups and one for the District team. Interviews are held at different HQ’s throughout the District. There are c50 members of the District Team, advisers and supporters directly supporting the Maldon & East Essex District Scout Council. None of these volunteers receives any payments for services rendered.
The principal sources of the Scout Council’s income are membership subscriptions, fees paid by members for activities, the sale of uniforms, badges and souvenirs, grants and donations from public bodies, and individuals.
During the year the Trustees have closely monitored the maintenance of the Prances HQ including the Activity Centre, Prances Cottage, and the surrounding outdoor site. Details of these activities are reported separately.
This last year the Scouting Association has been affected by Covid 19. During the lockdown of 2020 many groups rose to the challenge and didn’t let not being able to have face to face meetings stop them from meeting with their sections. “Zoom” meetings became the ‘norm’ each week, with leaders putting together programmes for the young people. Awards were being handed out virtually too. The creativity that has been shown has been incredible. Training has also been ongoing much of which is now mandatory for all members of the Scouting Association – leaders, and supporters have risen to this too, as so much of this can be achieved online.

Objectives, Activities, Achievements
Scouting exists to actively engage and support young people in their personal development, empowering them to make a positive contribution to society in general and local communities in particular.
Scouting takes place when young people, in partnership with adults, work together based on the values of Scouting and:

Enjoy what they are doing and have fun;
-
Take part in activities indoors and outdoors;
-
Share in spiritual reflections;
-
Take responsibility and make choices;
-
Undertake new and challenging activities;
-
Make and live by their Promise.
We seek to do this in a safe environment for young people. This responsibility ranks equally with the other responsibilities incumbent upon those providing Scouting activities and functions.
Scouting in Maldon & East Essex District is open to all young people who are between the ages of 6 and 25 no matter what background, ethnic origin, nationality, race, gender, marital or sexual status, mental or physical ability, political or religious belief.
Scouting in our District is provided through 14 Scout Groups and 7 Explorer Scout Units, by around 200 committed, experienced and trained volunteers, working in teams across the District. The District Executive Committee acknowledges these volunteers are the most valuable asset and resource, without whose support it would not be possible to provide Scouting for the young people of our District.
The successes and achievements of the last twelve months can be seen in the Annual Review 2020.
The Trustees confirm that they have paid due regard to the need in the Charities Act 2011 to demonstrate that or aims are for the public benefit. Our assessment is that we have met the public benefit criteria under both the advancement of education and the advancement of citizenship or community development headings.
The main principles of Scouting demonstrate that our aims are for the public benefit in the following ways:
-Developing young people towards their full potential, through the Scouting programme.
-There is a clear link between the purpose of Scouting and the benefits to young people.

The various and numerous Scouting activities are undertaken with the health and safety of the young people taken very seriously, and the benefit of these activities far outweighing any associated risks.

The young people and other main beneficiaries of Scouting are in the 6 – 25 years age range.
-
Young people who are willing to make the Scout Promise are able to benefit from full Scouting membership.
-
We are an inclusive organisation, with membership open to all, including those living in financial hardship. Whilst an annual membership fee is payable, the ability to join is not restricted by their ability to pay.

District Commissioner’s Report
Thank you all for your continued patience, perseverance and positivity during the last year. Covid19/ lockdowns still affected scouting in a big way, with groups suffering in more ways than one. Not being able to meet, meeting up in small groups, not meeting, outdoors only, then indoors. It's been a juggle but again everyone adapted and made things work.
Sadly across the District, some groups have closed following decisions to step down in roles, children moved on to older groups etc. Leaders leaving to do other things. Fortunately some groups have been lucky enough to recruit new leaders and currently processes are in motion to get them through and started. We endeavour to get other groups up and running as soon as possible by recruiting other leaders.
Through the lockdown, we have strived to keep county happy with the mandatory training, and trustee training. We're not fully compliant as were about 84% completed mandatory, whereas trustee training we're one of the worst in county. So there is a plea to all to complete all necessary training. Thank you for all those that have completed everything.

June 2020 onwards
Obviously visits to groups was very limited, however when some rules were lifted I visited Kelvedon Scouts to present a few Gold and silver awards in December.
There were a couple of on line presentations along the way via zoom as well as a few appointment sub committee zooms for prospective new leaders.
Meetings continued on line and invites to zooms as and when.
2021
March
I visited Kelvedon for their AGM. Margaret has stepped down after 30 plus years. After losing their Beaver leaders, cub leaders and GSL they have been fortunate enough to recruit two new beaver leaders and merge their cub packs with the assistance of a new acting GSL.

Having seen many changes in Blackwater with leaders leaving, and no certainty of whether this will close or not, I can report that there has been interest from a few people to step in and run groups. Talks are happening within the next few weeks to see what’s involved and hopefully we can get them through asap with training/DBS etc
I fully appreciate every effort and adaptions you have all made, and thank you all for your dedication and commitment.
Lets continue making memories for all and make it a District to be proud of. Keep going in strength and numbers.

ADC Beavers Report 2021
After taking on the role in December 2020 I reached out to the 40 plus Scouting members listed in Compass as holding either a GSL or Beaver Leader role, with an introductory email and survey designed to gather some basic information and their thoughts. This also included a link to a new Facebook group for leaders and GSL’s to enable the sharing of virtual and face to face programme ideas and a platform to offer informal support.
Over 50% of the responses to the survey asked for regular events, I am looking forward to organising these in the future when Covid-19 Restrictions allow, Fingers crossed for 2022, In addition to asking for district events the responses gave a valuable insight into the needs and wants of the beaver leaders across the district and provided a basis of information to move forward with.
Due to the different restrictions and lockdowns I have been unable to get out and visit colonies in person but with some of our colonies meeting Zoom I have been able to join in with investitures, games and badgework, which has been lovely to be able to do. from September I am planning to visit colonies across the district and I look forward to meeting all those leaders who I do not already know.
With the restrictions imposed upon Scouting now lifted to yellow, we have lots of Beaver leaders forging ahead with face 2 face socially distanced meetings which is fantastic, they are getting existing members back and welcoming lots of new ones to Scouting.
There are some Colonies who are not planning a return to face 2 face just yet, with returns planned for later in the year either due to lack of adults or youth members, I have been in conversation with leaders from a couple of groups who I will be supporting to get them back up and running over the next few months, with a return to meetings planned for September if everything continues to follow the government pathway out of Covid,
In good news the district has welcomed two new Assistant Beaver leaders who have joined existing teams at Kelvedon and Silver end.
Hopefully with the restrictions easing and the return to face 2 face becoming easier over the next few months we will see Beaver colonies grow from strength to strength.

Prances District Scout HQ and Campsite Report 2021
2020 through to 2021 has been a difficult and very quiet year at Prances. Restrictions put a halt on any Scouting Activities effectively for the whole year. Although tentative bookings had been made for various dates throughout the year, as time went on it became apparent that they would all have to be cancelled.
The Restrictions also meant that we were limited to a few weeks through the summer months to call on help from the probation service to help with general site maintenance work but once again that was all cancelled as autumn set in. Probation service found new ways for people to complete their hours by homeworking and so far it has meant that they haven’t returned to help around site and it has been very difficult to keep up with all the work required.
Slimming World, who have been regular hirers of PCL for many years have unfortunately closed and will no longer require the use of the hall. Their numbers depleted rapidly whilst their meetings went on zoom and it was no longer practical or economical to keep all group in the area running to the detriment of the Wickham Bishops Group.
Bookings for the hall by other third parties on a regular basis have been good albeit a bit stop start as restrictions tightened and eased but most are now back again and once Heybridge resume meetings in September we will be busy every night during the week. It would be good to pick up a couple more daytime bookings and we keep our fingers crossed on that one.
When scouting went to Amber and groups were allowed to meet outside and partake in activities, bookings at Prances were very slow. I believe the very wet weather earlier in the year put many groups off meeting at all. June has looked much better and assuming no back tracking of restrictions happen. I’m hopeful for a busy autumn term. Over the summer, we will need to assist a number of instructors with renewing of permits etc. as many have expired over the 16 months that they couldn’t instruct.
Work on the new housing behind Prances continues but an end is in sight. The 5 properties classed as affordable housing were sold first and all 5 are now occupied and approximately 50% of the remaining properties have now gone to market.
2 years ago, we applied to Howdens and were donated new Kitchen units for PCL as part of a scheme they run to support charitable organisations. At the end of May the manager of Howdens in Maldon, approached me to say that they have been instructed to choose 3 charities within the area to benefit from a small donation in recognition of how difficult the last 16 months have been. In June, he presented us with a cheque for £500 stating Prances had been chosen as one of their 3 charities. We would like it to be noted how grateful we are to Howdens for choosing Prances. We have some ideas on creating new activities for the young people when they visit Prances but if any members have suggestions, we are always open to new ideas.
As always we would like to say an enormous thank you to all the Prances Instructors and the Working Party who volunteer their time and hope that we will see you all back very soon.

Management and Policies
Governance
The District operates under the Royal Charter of The Scout Association which gives authority to the Bye Laws of the Association, and The Policy Organisation and Rules of The Scout Association.
Trustees
The District is managed by The District Executive Committee, the members of which are the ‘Charity Trustees’ of the District. Trustees are appointed in accordance with the Policy, Organisation and Rules of The Scout Association. Appropriate Induction and Training is offered on appointment using the Charity Commission document CC3 – The Essential Trustee as well as internal Factsheets.
Reserves policy
The Trustees recommend that the balance on the General Fund should be maintained at a level of not usually more than 25% of annual expenditure. This allows a suitable contingency to protect the continuity of business. In addition there will be a maintained balance in the Development Fund depending on available funds and requirements for development work both capital and in support of Groups. The Trustees will monitor the level of reserves on a regular basis.
Investment policy
The Trustees recognise the need to ensure that available liquid funds are invested in the best way by using the Bank Savings Deposit Account and The Scout Association Charity Deposit Account dictated by the requirement to readily access these funds should particular emergencies arise.
Risk Assessment policy
The Trustees are committed to undertake Risk Assessment in all areas of responsibility and in particular with due regard to the Safety Policy of The Scout Association. A detailed Risk Assessment of all activity and operation including both Safety and Finance at the District Activity Centre has been completed.
There are in place systems of internal controls designed to provide reasonable assurance against material mismanagement or loss.
Treasurer’s Report
The District continues to operate on a sound financial footing, with funds set aside to support District Events and to subsidise attendance at the four yearly International Jamboree. However the Covid 19 pandemic has inevitably had an impact on our financial situation, as evidenced by the following accounts. We have been lucky to receive the Governments Small Business relief grants, which has helped to partially offset these losses, os we remain in a financially viable situation.
The Accounts and Independent Examiner’s statement for the year to 31st December 2020 appear on the following pages.
In conclusion I would like to thank everyone for all the hard work they have put in, not only in ensuring that the District remains financially viable but in producing accurate accounts which continues to make my job so much easier.

Independent Examiner's Report to the trustees of Maldon & East Essex District Scout Council
I report to the trustees on my examination of the accounts of the Maldon & East Essex District Scout Council for the year ended 31 December 2021 which are set out on pages 8 to 10 of this report
Responsibilities and basis of report
As the charity’s trustees of the Maldon & East Essex District Scout Council you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 ('the Act').
I report in respect of my examination of the Maldon & East Essex District Scout Council accounts carried out under section 145 of the 2011 Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.
Independent examiner's statement
I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:
1 accounting records were not kept in respect of the Maldon & East Essex District Scout Council as required by section 130 of the Act; or 2 the accounts do not accord with those records
I have no concerns and have come across no other matters in connection with the examination to which
attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.
