It incorporates two PT¢ViOUS almshouse ¢harAties'. The Chwities of Rich8rd Harvey (Harveys charity no 235173) and Jubilee Memorial Cottagcs (204496). The object of the charftty is the provision of housing accommodation for pwsons who at¢ in nee hardship or distress resident in th¢ area of benefit (th¢ ancient parish of Chard namely Char(L Tatworth, Forton and part of WadefoTd) and in the casc of Jubile¢ MemoTial bungalows persons of morc than 60 y¢ars of age. The Charity owns two freehold properties hcld by the Official Custodiall of charities,. Harveys in Higb StreeL Char¢ TA20 IQJ and two bungalows numbers 5 and 6 Jubilec Close, Char TA20 2DH. The Charity of Richard Harvey was founded by th¢ will of RichaTd Harvey dated 17th JY 1663 and incorporates the bequ¢sts of Florence Spicer attd Agn¢s May Chaffey. The originat Jubilee Memorial Cottages (one building with 4 bed-sits) were built in Crimchard in 1902 on a plot callcd Waggs Pond to comrnemorate the diamond jubilee of Que¢n Vi¢toria In 1897 but were replaced with two modern bungalows in 2005. The ChaTity Commission Schemc governing HJH stated there would be seven co-OPt&l Trustees and two ex-officio Trustees but the numb¢r of co-OPt¢d Trustees was reduced to five from 22 January 2014. All seven co-opted TnteeS appointed by LILe Charity Commission were Trnst¢es of one or both the previous trusts. The ex-offi¢io Tnee8 are the Mayor of Chard and the Vicar of St Marys Chard for the tim¢ being. Th¢ Trnstees who served all this year werc Mesdatues IK Taylor, Rcv Vye (vicar} and Messrs Arnold (cbainnan). FroollL and Glanvill. On 13th September Ms Philippa Glastonvill was co- Opt as a Trnst¢e to replace MT Carl Anderson who had dicd earlier in the year. On 13th December kn"chard Arnold and Michael Froom were co4)pted for a fiwther terni of four years. Th¢ Mayor. Cl]r Garry ShortlanQ took up his position as an ¢x-officio Trustee from 91 The Trust¢es' office and correspondcnce address is the home of the clerk Mr Anthony l¥ior, 38 Monmouth Court. Chard T20 IHQ who conducts the day to day managenmt of th¢ charity. At their March 2023 meeting the Trustccs appoint¢d Mr Adrian Clifford as their independent examinet of th¢ acunts. PLthlic benefit rcquirement for charities." thc provision of almshouse acconlm0dIo for those in need provides an idcntifiable pubh'c benefit which is dir¢ctly in line with the founding trusts of Harveys and Jllbilce Homes. The Trnstees scek applicants whose housing necd is not met or is inadequately met by statutory authorities or who arc unable to obtain or maintain their own propety. The Trnstee& contrary to many private landlord4 advertise that they e willing to accept housing allowance t¢¢ipients who tend to be th¢ less well off and thus the Trustees are fidfilling the obligations of their trusts. The TnteeS have no serious incid¢nt to Teport. The Tr[ceS held pr¢-arranged quarterly meetings in Jun4 September and December 2023 and March 2024. Mr Arnold and Ms L£ Taylor wer¢ re-elected chairnian and vice-chairnwi respectively at the first meeting of the year (13th March 2024) as required by the Charity CoinJnission Scheme.
At the f June 2023 meeting tho Tn]stees adopted both the independently ¢xamined accounts and the annual report for thc year 202212023. Thc Trustees were preselltcd with a financial report at every meeting showing in¢on)e and expenditure to date. In December 2023 tlle Trustees reviewed their policies (excq)t for finance) including an amended Disaster Recovery Plaffj and accepted they were fIt for purpose. In the Trnstees reviewed their policy on pcts at Harv¢ys . &$ described in the Residents, Handbook and adjusted it in the light of the liellters Refomi Bill. At their March 2024 rnccling the Trnstees confllined their Financial and Investment policies and weed that current fre¢ reserves should be in the range of £IO,(M)O to £15,000 and adopted a budget for 2024125 which incIud¢d £12,000 for the Ern¢rgency Repair Fun(L £10,000 for the Cydical Maintenance Fund and an ncrease in Weekly Maintenance Contributions &8 discussed in December. During th¢ course of the year thc kitchens in flats 6 and 7 were r¢fiubished and upgradijig had been approved for fiat 5 tog¢ther with new carpets in flats 5, 7 and 8. Bungalow 5 had bcen redecorated throughout. A new security lock was installed at Harveys on 19 March 2024 and the boilers, fire alarm and smoke detectors were regularly serviced. A new two year gas and el¢ctricity contract for Harveys had been signed with British Gas. Updated Energy Perforniance Certificates had been commissioned for both Harveys and the Jubilee Bungalows. The clerk had attended a training seminar organised by the Almshouse Association and later in th¢ year the new Trustee Ms Philippa Glastonvill had attended a similar course. Looking into the fut¢ the Trustees. at their December meetin& considered a report from thc clerk entitled "Maintenance Money and Management" They decided {1) to postpone the Quinqu¢nnial Review duc in 2024 in the light of the considerdble work carried out in recent years (li) to increase the weckly maintenance contributions from SÈ £80 to £100 from l April 2024 (iii) as to management the Trustees favoured the current situation of a self-employed clerk providing an office and clerical and management s¢rvices. The Trust¢cs continu¢d with their quarterly visits to their Tcsidents and joined them for the annual lunch on 28th February 2024 at the Hornsbury Mill . Thc Trust remained a membcr of the Almshouse Association and its Gazcttc was circulated among the Trustees and emails from the Association along with the Charity Comn]ission News were forwarded to th¢ Trnstees by thc clerk.
