Report of the Trustees for the Year Ended 31 December 2023

The trustees present their report with the financial statements of the charity for the year ended 31 December 2023. The trustees have adopted the provisions of Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019).

OBJECTIVES AND ACTIVITIES Objectives and aims

The objectives for which the charity is established are to hold the trust fund and it's income upon trust to apply them for the relief of sickness and promotion of good health for the benefit of the public throughout the world, in particular but not exclusively by:

(c) Facilitating exchange of knowledge and scientific research between clinicians and others with an interest in neurological rehabilitation.

OBJECTIVES AND ACTIVITIES Main activities

The World Federation for NeuroRehabilitation (WFNR) is a multidisciplinary organisation which stimulates the exchange of knowledge and scientific research between clinicians and others with an interest in the field. WFNR collaborates with other clinical and scientific societies to enhance the impact of neurorehabilitation for the benefit of patients.

Summary of main activities

The Federation has continued with many research and educational activities during 2023 including:

7[th] European Congress of Neurorehabilitation – Lyon, France

5[th] Asia Oceanian Congress of Neurorehabilitation (AOCNR2023) – Bangkok, Thailand 18th International Summer School of Neurology, in conjunction with 13th European Teaching Course on Neurorehabilitation - Poiana Brasov, Romania 18th Congress of the Society for the Study of Neuroprotection and Neuroplasticity in conjunction with the WFNR-EFNR Central Asia Regional Meeting, 24 and 25 June 2023, Tashkent, Uzbekistan

The series of Silver Jubilee webinars continued. These webinars are free to attend and are available after the event to view on the website.

Quarterly young WFNR (yWFNR) research webinars are organised by the SIG Young WFNR and offer early career professionals in neurorehabilitation the chance to present their research to peers across the globe.

The Young WFNR mentorship programme is now well underway with 21 mentor/mentee matches and mentees from 9 countries.

WFNR continued its cooperation with WHO IGAP as well as working on its Community Based and Family Based Neurorehabilitation.

One of the main areas of activity in 2023 was preparing for the 13th World Congress for Neurorehabilitation planned for May 2024 in Vancouver, Canada. Our contract with SAGE, publishers of WFNR's official journal,

Neurorehabilitation and Neural Repair, continued to enable each WFNR member access to free online subscription to the Journal. The cost of this to WFNR is US$10,000 per annum.

The last WFNR Certificate Teaching Course (TC) on “Clinical Pathways in Stroke Rehabilitation” was held digitally in 2023 with weekly seminars (from September to December 2023), was well and regularly attended by healthcare professionals from many countries around the word, and a great success. page 3 of 5 pages

More than 110 participants attended the course each week, 85 passed a final exam and received the WFNR certificate of knowledge. The multi-professional attendees (i.e. medical doctors, nurses, physiotherapists, speech and language therapists, occupational therapists, psychologists, and a few other professionals) came from 37 countries.

FINANCIAL REVIEW

Reserves policy

The charity aims to hold sufficient reserves to meet their objectives for a twelve month period.

Going concern

The financial statements have been prepared on the going concern basis as the trustees believe that no material uncertainties exist.

The Trustees have considered the level of funds held and the expected level of income and expenditure for twelve months from authorising these financial statements. The budgeted level of income and expenditure is sufficient with the level of reserves for the charity to continue as a going concern.

STRUCTURE, GOVERNANCE AND MANAGEMENT Governing document

The charity is controlled by its governing document, a deed of trust and constitutes an unincorporated charity.

Recruitment and appointment of new trustees

The WFNR is looking for experienced people who can take a global perspective on the field of neurological rehabiliation.

Independent examiner's report to the trustees of World Federation for NeuroRehabilitation

I report to the charity trustees on my examination of the accounts of World Federation for NeuroRehabilitation (the Trust) for the year ended 31 December 2023.

Responsibilities and basis of report

As the charity trustees of the Trust you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 ('the Act').

I report in respect of my examination of the Trust's accounts carried out under Section 145 of the Act and in carrying out my examination I have followed all applicable Directions given by the Charity Commission under Section 145(5)(b) of the Act.

Independent examiner's statement

I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:

  1. accounting records were not kept in respect of the Trust as required by Section 130 of the Act; or

  2. the accounts do not accord with those records; or

  3. the accounts do not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a true and fair view which is not a matter considered as part of an independent examination.

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.

1. ACCOUNTING POLICIES

Basis of preparing the financial statements

The financial statements of the charity, which is a public benefit entity under FRS 102, have been prepared in accordance with the Charities SORP (FRS 102) 'Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019)', Financial Reporting Standard 102 'The Financial Reporting Standard applicable in the UK and Republic of Ireland' and the Charities Act 2011. The financial statements have been prepared under the historical cost convention, with the exception of investments which are included at market value, as modified by the revaluation of certain assets.

Income

All income is recognised in the Statement of Financial Activities once the charity has entitlement to the funds, it is probable that the income will be received and the amount can be measured reliably.

Expenditure

Liabilities are recognised as expenditure as soon as there is a legal or constructive obligation committing the charity to that expenditure, it is probable that a transfer of economic benefits will be required in settlement and the amount of the obligation can be measured reliably. Expenditure is accounted for on an accruals basis and has been classified under headings that aggregate all cost related to the category. Where costs cannot be directly attributed to particular headings they have been allocated to activities on a basis consistent with the use of resources.

Tangible fixed assets

Depreciation is provided at the following annual rates in order to write off each asset over its estimated useful life.

Taxation

The charity is exempt from tax on its charitable activities.

Fund accounting

Unrestricted funds can be used in accordance with the charitable objectives at the discretion of the trustees.

Restricted funds can only be used for particular restricted purposes within the objects of the charity. Restrictions arise when specified by the donor or when funds are raised for particular restricted purposes.

12. DESIGNATED FUNDS

Held as part of the unrestricted funds is £14,309 (2022: £14,309) which has been designated by the Trustees as money to be used for the WFNR Foundation. The WFNR Foundation was set up to provide research fellowships to young investigators, travel fellowships for trainees from developing countries to attend WFNR educational event and support for educational initiatives in developing countries.
