TRUSTEES, ANNUAL REPORT (conllnu•d)
YEAR ENDED 31 MARCH 2024
The trustees present their report along with the financial slolements of the charily for the year
ended 31 March 2024.
OBJECTIVES AND ACTIVITIES
The charity was first registered in 1965 to promote and assist the general good of all older
citizens in Newport Pagnell. The charity's home is a spacious and attroctive building
constructed in 2010 and the trustees continue to develop the opportunities this gives to provide
a range of seNices highly valued by many older residents in the town.
PUBLIC BENEFIT POLICY
In plonning our activities for the year, the trustees pay due notice to the Charity Commission's
guidance on public benefit. The charity offers services to those in need of assistonce
irrespective of ethnicity, gender, sexual orienlotion or religious belief. Due to the nature of our
clientele the trustees attempt to make our building. transport and octivlties as occessible as
possible. For practical reasons we do r8strict the provision of Iransport primorily to Ihose resident
in the town of Newport Pagnell. We are also aware of the need to ensure our seNices are
offered at a price which is affordable to Ihose of limited financial resources. This is especially
true in the case of our Day Cenlre where the eldest of our clientele experience some of the
lowest charges in the area for this type of service. The trustees are mindful of the significant
gronts received when providing Ihe new building and in assisting with the purchase of two
minibuses, alongside the generous ongoing donations from groups and indlviduals wilhin the
town. As well as providing funding these also acl as an encouragement to the Iruslees ond
volunteers and remind us of the obligation we have to ensure we provide high qualily services
for the benefit of the elderly of the lown. When space allows, we also make rooms ovailable
for use by community groups and compatible services in the town.
ACHIEVEMENTS AND PERFORMANCE
As our main activity the Day Centre rneets three days a week and provides a meol ond a warm
and welcoming atmosphere for clients. most ofwhom are in their 80's and 90's.' mosl live olone.
The average age of our day cenlre members is now considerably higher than it wos o decade
ago with three celebrating their I tK)Ih birthday in 2024. Our Day Centre manager and her
exlensive team of volunteers do an excellent job in providing reassurance and friendship. We
regularly receive feedback from members and their familie5 regarding the reol importance
Brooklands plays in the live5 of many of our members.
Our Iwo exercise classe5 remain very popular and have waiting li51s. The Tai-chi crosses operate
with stable numbers. Our Tuesday Pop-ln refreshment continues ond the Blngo and Social
Group has maintained the higher numbers seen during the previous year.. The Art Group meets
twice a week and remains very successful. Our fortnightly Carers, Group remains strong.
providing real encouragement to those who hove caring responsibilities al home. The lown's
Community Matron has been running this group for mony years, but retired in 2022.. however.
we successfully transitioned to using other professionol staff lo support thi5 very important
activity. The walking group continue with great enthusiasm ond include some short minibus trips
to explore new areas. The book club, gardening group ond singing group also conlinue their
activities. The Solurdoy Lunch Club restarled in early 2023 ond numbers have grown lo a level
higher thon pre-covid.
When spare space is available the Centre is used by a number of community-bosed groups
which ore compatible wilh our objeclives. These groups include Brownies. Nalional Childbirth
Classes, a dementia group, church groups, the lown council etc. Our rooms are also used by
a number of people who provide setvices to our own members and the community at lorge-
o physiotherapist, an osteopoth and a beoulician.

ACHIEVEMENTS AND PERFORMANCE (conllnued)
We have four paid staft (all part-timel. Our Day Centre manager lond her Assislonl for coverl,
our valued caretcker and an adminislralor. all of whom serve the Centre extremely well. We
musl pay Iribule lo our Day Centre manager who not only goe5 well beyond the limils of her
contracl in her commitmenl to Ihe cenlre and its members. but also brings a wide range of
skills and abilities in an understoled way. but which have a massive impact on Ihe success of
the Centre.
The main asset of the Centre is the group of seventy volunteers who give so lirelessly and
cheerfully to create Ihe right atmosphere for our members. These generous people act as
cooks. carers, drivers and escorts and are the lifeblood of the Cenlre. We hove a smoll bul
sleady turnover of volunteers bul are generally able to attract new people lo join the
'Brooklands Family". This is partly atlributable to our website and social media presence which
in recent years has made Brooklands more widely known within the town.
It is difficult lo measure our achievements from year to year. It should not be undereslimated
Ihot we are able to continue lo provide an extensive range of services cnd groups for Ihe
elderly in the town at very reasonable prices. To have waiting lists for some groups is evidence
of the level of demand and satisfaclion wilh our provision. Our greatest achievement is lo
provide purpose and enjoyment to a considerable number of people in their80's ond 90's who
would otherwise have a poorer quality of life and become more dependent on state services.
All Ihis is achieved without any financial support from the public seclor. We do gratefully
ocknowledge the support and encouragement we receive from townspeople via donotions
and support to our fundraising activities. Maintaining this goodwill is critical to us.
STRUCTURE. GOVERNANCE AND MANAGEMENT
The Centr8 is on incorporated Trust. It is a Registered Charity Inumber 11225771 and o Company
limited by Guoronlee Inumber 63762401. The number of trustees must be at least three with no
maximum. One third of the Trustees relire by rotation at the Annual Generol Meeling IAGM
but ore free to be reappointed. New Trustees are appointed at the AGM bul may also be
oppointed by the Trustees during Ihe year. Trustees have a personal responsibility for specific
Oreos where their knowledge and experience are beneficial and there 15 ongoing review
of Ihe skills and competencies of Iruslees lo meet the needs of the Centre and ils clients. The
Iruslees meet aboul nine times a year lo discuss activilies, the upkeep of the premises ond
vehicles and to review the Centre's financial situation.
The Trustees are mindful at our meetings of potential risks and make the best orrangements lo
minimise or remove such risks. The truslees have developed a wide ronge of policies and risk
assessments which are periodically reviewed. The trustees have considered and have applied
the principles found in the document produced by the Charity Commission- Charitie5 and Risk.
They have produced a comprehensive risk matrix which review5 the risks lo Ihe charity in all
respects
considering risks in the areos of governance and marnogement, finance and
contracts, operational activity, external foclor5 and reputation. Like Ihe other policies and risk
assessments, Ihis is reviewed regularly os Ihe trustees seek to mointain and develop a
thoroughly professional approach to Ihe provision of our caring services. The regulators
guidance in making decision5 dealing with conflicts of interest have been followed and
adequate record5 have been kepl wilh regard5 to decision making.

FINANCIAL REVIEW
Operational income rose by 18% from £65,436 in 2022123 to £77,108 this year. Our investment
income remains around £16,000 ond general donations rose from £8,767 to £1 0,424. We remoin
extremely grateful for the generous support we receive from a wide variety of people across
the locol community.
Tolol expenditure was up 8% ot £122,71512023: £114,013). The trustees have approved a ronge
of expenditures on the building lo maintain a high standard and keep operational costs down.
The shortfall of income over expenditure for the year was lower at £18,705 12023: deficit
£22,808}. During the year Ihe value of investmenls rose by £50,48212023: fall of £22.0451. giving
an overall surplus of £31,77712023: deficif of £44,853).
The Cenlre receives no recurr8nt local authority revenue support. The Centre conlinues to
operate viably and mointoins a healthy financial position with a strong balonce sheel
significant achievement when similar groups elsewhere have struggled lo conlinue.
Unr8Stricted reserves at 31 March 2024 were £793,627 12023.. £742,660). These reserves give
valuable investment income as well as providing a buffer in adverse times and funding for
fulure replacement of fixed assets. Current realisable assets amount to more thon £623.000,
PLANS FOR FufuRE PERIODS
The main objective of the truslees is to secure the continued provision of the services we
provide to the elderly of the town. The trustees are aware that to do this we will rely heavily on
the continuation of the level of voluntary support we receive. This is our main assel ond we do
not fake il for granted. Our attenlion is currently focus5ed on ensuring the 5UStalnobilily of Ihe
quality and commitment of our Iruslees. The current average age of our trustees is 73. We do
frorn time to time consider opportunities for providing new services and would like to provide
more for the older menfolk of Ihe town.
RESERVES POLICY
The trustees have agreed a reserves policy for cash flow reasons such that the Cenlre holds a
minimum level of unrestricted reserves equivalent lo 25% of unrestricted income Icurrently
£26,002). There are considerable restricted reserves representing remaining commitments
regarding grant funding of ossets (primarily building ond vehicles). The level of unrestricled
reserves is £793k. The tru5tee5 are aware thot any reduction in unrestricted reserves would mean
a reduced level of investment5, having an adverse effect on the revenue position. A decision
on the appropriate level of unrestricled reserves hos to be laken in light of the annual revenue
position at the time. The trustees feel that they are currently in an cppropriate balance.
