1. Introduction

3[rd] Whitton Scout Group (registered with the Charity Commission number 1122512) is a Scout Group registered with the Scout Association (registration number 19169).

The Scout Association is incorporated by Royal Charter dated 4th January 1912 and aims to promote the development of young people in achieving their full physical, intellectual, social, spiritual and emotional potentials as individuals, as responsible citizens and as members of their local, national and international communities.

The Charter of the Association provides for the making of by-laws approved by His/Her Majesty in Council which, in turn, authorise the making of the rules which govern Scouting in the UK.

2. About 3[rd] Whitton Scout Group

The Group runs a Beaver Colony, Cub Pack and Scout Troop. The group also hosts Edmund Hilary Explorer Unit and 3[rd] Heathfield Scout Group.

3rd Whitton Scout Group was founded in 1938 to offer the boys of St. Edmund’s Catholic Church in Whitton a rich and varied programme of Scouting Skills and adventures. Whilst we were founded by the parish of St Edmunds and retain links with the parish and associated school, we welcome everyone to our Scout group regardless of faith. We are a diverse and inclusive Group.

The Group leases its premises from the London Borough of Richmond upon Thames and is located at: 78 Springfield Road, Twickenham, TW2 6LQ

3. Constitution of 3[rd] Whitton Scout Group

As a Scout Group registered with the Scout Association, it is required to comply with the Scout Association Policy, Organisation and Rules (POR).

POR recommends that each Scout Group adopts the model constitution as set out in POR – and readopts the model constitution as amended by the Scout Association from time to time at each Annual General Meeting.

As its Annual General Meeting on the 18 October 2024 the 3[rd] Whitton Scout Group Council adopted the model Constitution for Scout Groups promoted by the Scout Association.

4. Annual General Meeting and appointments

In accordance with POR, the Annual General meeting of the 3[rd] Whitton Scout Council (the AGM) follows the requirements of the adopted constitution:

Membership of the 3[rd] Whitton Scout Council (the Council) is prescribed by POR.

Additionally, the AGM also serves a formal renewal of the Partnership Renewal with Edmund Hillary Explorer Scout Unit (ESU). Edmund Hillary ESU is administered by Richmond Scout District.

At its meeting of 18 October 2024, the Council elected the following to the Group Trustee Board for a term of 3 years:

Elizabeth McIntosh (Treasurer)

Jennifer Walker

Rob Topping

Chris Sanders (resigned April 2025)

The Group Lead Volunteer, Caron Fretten-Shelley is a co-opted member of the Group Trustee Board.

Following the AGM the following additional member was co-opted by the Trustees to the Group Trustee Board for a 1-year term:

Ewa Kateshi was appointed as independent scrutineer

5. Scout Group Leadership team

The AGM of the Council recognised the efforts of the uniformed leadership team in providing the Scouting programme across the sections – Beavers, Cubs and Scouts. In addition, the leadership team of Edmund Hilary Explorers were thanks for their efforts.

All Leaders & Trustees this Year completed Mandatory Training which included: Safety, Safeguarding, Creating Inclusion, First Aid, Data Protection/GDPR, Delivering a Great Programme.

Activities undertaken during the period of this report included:

7. Awards and recognition

At the AGM the young people of the group who have made particular progress and achieved awards were recognised – including Jack Petchey awards. Young members are also recognised though Beaver, Cub and Scout of the Year awards.

It is also recognised that many non-uniform adults have assisted the group over the year, not least through fund raising efforts as well as working weekends to repair and maintain the group’s HQ premises.

8. Financial report

The audited financial report will be approved by the Trustees and provided at the AGM for review and approval.

Responsibilities and basis of report

As the charity trustees of the 3° Whitton Scouts Group, you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (‘the Act’).
