HOW THE CHARrrYs ACTivrriES HAVE PROVIDED PUBLIC BENEFIT
The City of Westminster, although rt indudes comparatively weaithy areas, contains individuals
and sections of society who are disadvantaged through poverty. ill-health, unemployment, lack
of opportunity or lack of education. In order to address some or all of these concems, the
Trustees pursue their objects in a number ofways. induding making small grants to individuals.
paying regular amounts in the nature of a pension to a number of needy eldedy persons, and
by awarding grants to other chartties which deliver care, support and advice to needy members
of the local Communty. It also makes an annual payment to the parish of St Mary le Strand
with St Clemenl D8nes in accordance with its goveming document.

In 2025, the Charity made 43 (2024.. 46) small grants to individuals and 34 (2024.. 31) lar9er
grants to other charities. Of the latter 17 were for relief in need and 16 for advancement in life;
one grant was made to the St Mary le Strand PCC. In addition up to 19 elderly people were
supported with discretionary small payments. Full details of these grants are as follows:

Pensions
The charities that were amalgamated in 2007 to fomi the Strand Parishes Trust made small
regular discretionary pension payments to qualifying indtviduals. Followng the amalgamation
these commitments We￿ carried on by Strand Parishes Trust, although no new recipients were
added to the list of beneficiaries until 2023. In 2023 the Strand Parishgs Trust received
donation of £112.082 from the Trustees of a neighbouring charity, The United Charities of St
Paul's {Covent Garden) as part of thè wnding up of that charity. The Trustees of the Strand
Parishes Trust agreed to add five beneficiaries, vAio had previously received a pension from
the United Charities, to the list of benefi￿aries.
As at December 318t 2025 the number of individuals on the beneficiary register totalled 15
(31 It December 2024: 191 During 2025 sums paid out to reuwents totalled £ 10.250 (3111
December 2024.. £12,8SO).

d. STRUCTURE, GOVERNANCE AND MANAGEMENT
The Board of Trustees meets three tirnes a year and is responsible for managing the affairs
ol the Charfty. It receives reports from the Flnanca and General Purp08è8 CommItt￿,
which also usualty meets three times a year in the months preceding the Board of Trust8es
meeling to oversee the propety and finan￿8 of the Charity and to consider personnel and
policy matteryd. Th8 Board of Trustees also receive reports from the Grants Advisory
Committee. which nornially meets at least once a year to advise on grant making matters.
Three Trustees are ex-officio by virtue of their roles associated with St Mary le Strand with St
Clement Danes. One Trustee is nominated by The London Borough of the City of
Illestminster. The remaining nine Trustees are co-opted in accordance wilh the charty's

Charity law requires the Trustees to prepare finanual statements for each financial poriod,
which give a true and fair view of the state of affairs of the Charity and of the incoming
resources and application of resources, including th8 income and expendrture of the charity
for that period. In preparing those financial statements, the Trustees are required to:
Select suitable accounting policies and to apply them consistently.,
Observe the methods and principles in the Charity SORP.
Make judgements and estimates that are reasonable and prudent.,
State whether applicable accounting standards have teen followed, subject to any
material departures disclosed and explained in the financial statements,.
Prepare the financial statements on a going COn￿M basis unless it is inappropriate to
presume that the Charity ￿11 Continue in business.

The Trustees are responsible for keeping adequate accounting records whith disclose with
reasonable accuracy at any time the financial position of the Charrty and enable them to ensure
that the finanual statements comply bwth the Charities ACL They are also responsible for
Safeguarding the assets ofthe Gharity and hence for taking reasonable steps for th8 prevention
and detection of Iraud arKI other irregularities.
f. Management
Day to day management is delegated to the Cl8d( to the Trustees, who works with the
Chairman and Trustees to ensure the smooth arKI effective running of the Charity.
g. Trustso Recrulbnent and Inductlon
Trustees are recruited through a variety of methods. As stated elsewhere three Trustees are
ex-officio by virtue of their office at St Mary le Strand with St Clement Danes and one Trustee
is nominated by the London Borough of the City of Westminster. The remaining Trustees,
who are ctropted, are identrfied through personal contact and racommendation and are
chosen for their expertise and knowledge of the area of benefft. The Trustees endeavour to
ensure that there is a balance of skills. gender, age and cultural backgrourvjs represented.
The Trustee n¢)minated by the London Borough of the cty of Westminster and cNpt8d
Trustees serve for a period of four years. Trustees may stand again at the end of that tem.
New Trustees ￿ceIve an induction pad( and are inducted by the Clerk lo the Tru8tee8 arKI
more experienced Trustees. Trustees ar8 encouraged to partiapate in extemal training
programmes a8 appropriate. Trustee8 agree to follow the Charrty Commission Good
Govemance Code.
h. FINANCIAL REVIEW OF ACTMTIES
The financial statements reflect the activities of the Charty for the y8ar ended 31 December
2025.

st￿nd ParFshes Trust Is a pemianently endo*td charity, resuliing from the generoslty of
various benefactors of fomier years. The Permanent Endowment Fund totalled £ 5,927,539 at
31 December 2025 (2024.. £ 6,174,379).
Upon amalgamation in 2007, the Charity was also in receipt of a¢cJJmulated income which th8
contributing charities had preserved. wth due consideration to future needs, to ensure th8
abilty to maintain constant levels of grant-making during more difficult times.
amalgamation, the Charity Commission agreed that this wudent management could be
maintained and that these income-generating funds be designated for that purpose. The total
Designated Fund totalled £ 3,498,115 * 31 December, 2025 12024: £ 3,644,507). When
considering the finances of the Charity the Trustees have continued to ac* prudently and in the
current best interests of the Charity and its fuiure beneficiaries.
In the year erKliNJ 31 December 2025 the Charity receNed income of £ 273,831 {2024: £
269,215) from its investrnents. from interest and from additional miscellaneous income.

Expenditure on charitable acti￿lieS and on necessary administration totslled £ 280.671 (2024:
£ 261,785). This r8suFted in a slight deficit in line with the Trustees. intention to use up unspent
income from previous years.
Investment Policy and Perfomianc•
The Charty's investments are managed by CCLA Investrn8nt Management Limited, 8plit
between the CBF Charities Investment Fund and the CBF Deposit Fund.
Th8 manager works wittmn an investment objective to wotect value of capital and incom8
in real lefms over the medium to long term. In view of the Continuing difficult times in the
financial markats generally, the Trustees consider the r8tum in the year to be satisfactory.
Ther8 were no sales or purchases of investment8 in 2025 hence no gains or1088es were
realised 12024: realised gainsl losses were nil). Ther8 were net unrealis8d losses on
investments of £ 386,393 {2024.' g8in of £ 216,270).
RM•rv•$ Pollcy
After expenditure on ner%ssary administration the Trustee8 aim to expend the income for the
curr8nt year on grant8 and pensions in acwdance with the Chanty's schem8. As the
expenditure lor the current year is budgeted in accordance with income re￿IVed over the year,
minimum offree reserves are required lo maintain the running of the Charty. To that end
Trustee8 aim to maintain reser4e$ of up to four months. expenditure on the management of
the Charity. Free reser¥es for this purpose totalled £ 146,936 at the yearvend (2024..
£ 153,776),
Rlsk Manag•m•nt
Risk is assessed and managed by the Finance and General Purposes Committee who report
to and advise the Board of Trustees in order to provide assurance to the Trustees that
resources are efficiently allocated and Lrtilised. The Finance and General Purposes
Committee has adopted the Charity Commission 8tandard for risk a$8es8ment and undertakes
full review annually and rewews high nsks at every meeting. The Trustees have assessed
the rnajor risks to which the charity is exposed particularty those related to the operations and
finances of the charity and are satIsf￿d that Systems are in plac%} to mitigate exp08ure to major
risk8.

preparation is applicable law and Unrted Kingdom Accounting Standards, induding Financial

In our opinion, the finanaal statements:

our audit of the finanual stalements in the UK, induding the FRC'S Ethical Standard. and wa

believe that the audit evidence we have obtained is sufficient and appropriate to provide a
basis for our opinion.

In audrting the financial statements, we have concluded that the truslees, use of the going
ncem basis of accounting in the preparation of the financial statements 18 appropriate.
Based on the work have perf￿rned, we have not identffied any material unc¥rtainties
relating to events or conditions that. individually or collectively, may ¢a8t signfficanl doubt on
the charity's ability to continue as a going concem for a period of at least ￿e1ve months from
when the financial statements are authorised for i88ue.

The Charity is required to comply with tharity law and, based on our knowledge of its
activities, we idents'fied that the legal requirement to comply with the Charity SORP was
of key signtfi¢ance.
We gained an understanding of how the charity complied with its legal and regulatory
framework, including the requirement to comply with th8 Chanty SORP, through
discussions wilh management and a review of the dc>cumented Folicies, procedures
and controls.
The audit team, which is experienced in the audit of charities, considered the charty'8
susceptibility to material misstatement and how fraud may occur. Our considerations
induded the risk of management override.

Our approach was to check that all income was properly identified and accounted for

The financial statements have been prepared in accordance with applicable United
Kingdom accounting standards and the requirements of the Statement of Recommended
PraCti￿,AccOuntlng and Reporting by Charities, (SORP 2019). preparing these accounts
in accordance with th8 Financial Reporting Standard applicable in the UK (FRS 102) and
the Charities Act 2011.
The charity is a public benefft entity as d8fined by FRS 102.
The Tw8lees consKler that there are no material uncertainties about the Tru8V8 ability to
continue as a going concern.
Fund accountlng
Permanent endowrnent funds are funds which th8 trust88s ar8 legally requlred to
invest or to keep and use for the Charity's purp08es. They must be held pernanently,
to rxoduce an income for the charity.
Unrestrided funds are available for use at thé discretion of the tru8tees in
furtherance of the gener81 objectives of the chanty.
Designated fund8 are unrestricted funds eamiarked by the trustees for particular
purposes.

Resources axpend•d
Expendrture is recognised on an acuual basis as a liabilty is incurred. Expenditure
includes any VAT which cannot be fvlly recovered, and is reported as part of th8
expenditure to which it relates:
Charitable expenditure comprises those Gosts incurred by the charity in the delivery
of its activities and services for its beneficiaries. It includes both costs thal can be
allocated directly to such activrties and those costs of an indirect natu￿ necessary to
support them.
Govemance costs indude those costs associated with meeting the constitutional and
statutory requirements of the charity and include the audivexamination costs, and
costs linked to the strategic management of the charity.
Grants payable are charged in the year when the offer 18 made except in those cases
where the offer is conditional, such grants being recognised as expenditure when the
conditions attaGhing are fulfilled. Grants offered subject to conditions which have not
been met at the yearaend are noted as a commitiiient. but not arxrued as expenditure.
InV￿lMont assets and Incom¢
Investments are Stated at market value at the balance sheet date. Th6 818tement of
financial activitles includes the net gains and losses arising on revaluations arKI disposals
