Strurture, governan¢e and management
Governing document
Ashton Central Mosque Charitable Trust 15 constr(uted as a charitable tfust reglstered wfth the Charlty
Commission. It was first re8i5tered as the Mark￿* Jamla Mosque Chadtable Trust In Ixtober 2LX17 under
charity number 1121224 and was renamed in May 2013. It is govemed by 8 deed of trust lèst updated in June
2019.
Oryanlsatlonal structure
The charity trustees are responsible for the general control and mana8emÈnt of the tharity. The trusteès BIVÈ
their time freely and recei¥e no remuneration or oiherfinènoal benefits.
The trustees a￿ reouired to meet tO8ether as a body at least iwice a year and are reswnsible for all decisions
taken in relation to the day to day runnin8 of the Mosque. the community facilities and the attivities provided
by the charily. In practice. they meet MO￿ often than that. To as515t thern with the day-to4ay management
and fundraising ta5k5 lorthe mosque and the community facilitie5 that it provides. the trustee5 e5tabli5hed
Workin8 Group whKh is comprised of all the Trustees plus a number of other volunteers who have sp￿ifk
skills and expertise. Responsibility for the day-to-day èrttvitie5 at the M05que is delegated to variou5 rnembers
of staff (imams, teacher5 and the care4akerl.
Recrultment and appolntment of trustees
The lon8est 5ervin8 trustee has been in post for the last SOyear5. Four new addltlonal Trustees were
¥ppointed in May 2013. one of whom res*ned lrt January 2018 and a replacement appolnted in lune 2019.
The existtn8 trustees are rtsponslble forthe rttnjltment of new trustees as lald down In th*Trust Oeed.
Of paramount imwjrtance is that any fijture trustees should have 9 8¢y)d command of the En8lish
lan8ua8e, bè pople of intewity and the existin8 trustees should feel comfortable abc+Ut workin8 wlth them. In
selectln£ new trusteés. due ionsideration 1$ given to the person's eligibility, personal competence, speciallst
knowledge and skllls. It would also be desirable that any new trustees should be regular attendees at e¥entS
and funrtions organised by the charity and wovltl have to be wlling to ￿luThteer to help in our broader
communlty work. The trustéés b￿l￿e that this approach will ensure that the work of the Mosque can
pro8re5s smoothly.
Indurtlon and tr¥lnln8 of trustees
Folk*win8 appointment. new trusiees would be introduced to thdr new role and 8lven coples of the trust deed
as a guide to the objects. aims, policies and procedures adcpted by our charfty. A number ol publlcatlons from
the Chartiy Commission would also be pr￿Ided includin8 the 8uidance on charitie5 and public beneflt and on
the advancement of reli8ion for the wblic benefit. This would bt to ensure that new tru5tee5 were awareof
thè scope of their responsibilities under the Charities Act. Any new le8islaiion or re8ulatory re4uiremènts arè
addressed as and whers they arise.
Rlsk management
The trustees and Working Group have assessed the risks the tharity fxts and have drawn up a rlsk re8Sster
which identifies the major risks by area of actl¥ity, the nature of those risks, the Ilkelihood of the risks
happening and the measurès taken to mana8e andlorcorfain them. The trustees and Workin8 Group revle
Ihis risk re8ister at their me￿IngS. The trustèes are satisfied ihat systems are In place. or arran8ements are in
hand, to manage the risks that have been tdeniified. In partlcular, insurance cover L% in place and the finances
of the M05que are kept under re¥iew. Appropriate Disclosure and Barring Service IDBS) previously Criminal
Records Bureau ICR811 checks and Ienewals, supported ty re8ularly reviewed policies. are being made for all
those with children or oihef vulnerable 8roups wthin ihe Mosque or community centre.

Strategles
The goal Is tts make the Mosque an accesslble ènd welcomin8 venue where all Muslims, orthose who wlsh to
know rnofe about our faith, tan gathertogether to learn about Islam and worship. We also provlde excluslve
facllltles for women who wlsh to pray at the Mosque. Thls was a key desi8n objective when we developed the
deslgn of our new Mosoue which was completed Sn July 2012. The Mosque 55 open for all prayer tlme5 every
day of the week. The Fritlay mldday prayer stsskn Is the primary service of the week.
We host ylshs from varfou5 5thooLs on a re8ular boslsto help chlldren 8et a better understandlng of Islam,
IslamSc traditions and the151amlc way of Ilfe.
An important part of our falth Ss charltable gl¥ln8 accordin8 to one's wealth, In tKcordance ￿th Islam and we
are pleased to rec•ive Zakat for the sole purwse of the ￿ter of need and flnanclal hardshlp of MuslSms In
Pakistan.
An irnportant part of our Strate￿ is communlty wellare and educatlon. All our cornrnuThtty fatllitiès and
actlvitie5 includlng rell8iovs classes, health initiative5 and semlnars are advertlsèd and we welcome the
participation of all in our IcKal communily. Muslim and non-muslim alike. Most of our activities are free and
are supported by donatlons. Where a charge is made for children's reliw'ous classes. every effort 13 made to
keep thefees char8ed to a minimum.
Use of volunteers
Volunteers are an Imponani resource In both cwjf f8￿h and tt*mmunlty *L)rk.
Volunteers are involved in rro5t of our fatth and community activities and we have over 25 people lincludlng
all our trvsteesl regular￿ 8ivin8 their tirne. We encourage all membws of ovr Mosque to be invofved in
voluntary activities and to share their skills Wlth others.
All our Trustees, Imams and teacher5 working on proietts In¥olvln8 children or other vulnerable 8roup5 have
been DBS checked or have checks in progre￿ at any given time.

Grant-maklng pollcy
Those attending our Mosque have gNen generously to di5a5ter appeals arisin8 from natural calamities
affecting varlous countries around the worfd. The MosquÈ ha$ 8iven money to welfare charities specialisin8 Sn
providing health care and ed￿atIonal service5 for the pfy)r in Pakistsn. Thi5 year. as we did last year, we
adMiniste￿d the receipt and remittance of £2(￿5.55 Frtrana, which 15 collected and sent to the Edhi
Foundation in Pakistan to provide health care and education for the poor. According to Islamic laws, Fltrana
funds tannot be used for the provision of the sort5 of facilities that our charity provides and so there Ss no
detrlment to the charlty as a resu￿ of these rernittances.
Activities and achlevements
Durln8 February 2020 tt Was becoming apparent that the coronavirus was spreading from Asia into Europe. We
relayed imwjrtant messa8es to our staff, con8re8ation and students about how they could help themselves
and their communities by ensurin8that they followed government and public healih 8uideline5 in maintalnln8
good personal hygiene. We also made them aware of the sympioms and ihat rfanyone wa5 displayin8 any of
the symptoms then they should not attend any con8regational prayers.
On I￿ March 2020 Ashton Central Mosque suspended all activities at the [￿sque. We were able to continue
wlth madrassah classes by swrtchin8 to online classes t￿rt all con8regational. religious and community artivities
were suspended. We were able to communicate these messa8e5 to our congregation throu8h our web51te and
soclal media platforms. Wt re5vmed congregational prayers on a restricted basi5 from 18 July 2020 Sn line
wSth Publlc Health England 8uidÈlines.

The charity Carries out a wide fan6e of attivities in pursuance of Its tharftable alms. The trustees consldèr that
these artivitSes, surnmarised below. provide benefii t￿th to those who worship at our Mosque and the wider
community.

Our Mosque provide5 a centre For our prayers and w0￿h1p and for the actlvr(les assoclated wth our faith.

Prayery.. The M05que is open every day for daily and Friday prayers. During the week we have around 40
people who regularly attend daily wayers and over SW who wulatly attend Friday prayers. During
Ramadhan, the nurnbers for most prayer sesskjns moré than douwe and dally Lwenln8 pwer5 are attended by
between 400 and SW men and women every night.
Ramadh4n.' DuriTh8 the month ol Ramadan. Ihe Mosque is the focus gf Islamlc Ilfe and our facllltles are open
lor anyone wlshin8 to pray and for quitt contemplaiion. For those who vAsh to break thelr last at the end of
the day with fellow Muslims, then is 5ewl at ihe Mi)sque. Facilitie5 are available for those members
who wish to observe Itikaaf durin8 the last ten days of Ramadhan Iltikaafls a splrltual retreat in the mosque. A
person 'perfgrmlng ilikaaf will Spend those last ten days of Ramadhan in the m05que. devoting his or her
time to worship and reading the Qur'an. In 8enerèl. due to the nature of their family cornmitments and hence

Generally Eid-ul-Fitr and Eid-ul-Adha festivals a￿ celebrated at the Mosque with 2 serVI￿S each in order to
cope wtth the numbers of people attending and to allevsate pa￿Ing problems. We also celebrate other key
events in the Muslim calendar. especially Eid Milad-un-P4abi to celebrate ihe birth of the Prophet Muhammad,
peace and blessing5 be upon him, to whorn the Qur'an was revealed. We also hold weekly Qurfan recttation
and understanding sessions on Thursday evenin8s and a monthty thanksgiving service.
Funeral fa¢llltles.' The Mosque provides facilttie5 for conductinglslarnic funerals in line with the teachin8s of
Islam. We also provide facilities for CondL￿1n8 remembrance services.

I￿arnI¢ Marria¢e (Nikkahl: The Mosque provides Muslim couples with an appropriate location forth*r Nikkah
1151amic marria8el. We provide the couple wth a Nikkah Certificate, a copy of which is retained in the
Mosqu¥s regSster.
qurfin thsses.. All classroom based teachinK wa5 suspended on IW March 2020 and was replaced by online
teachln8 from 2￿ March 2020. This allowed us to continue to provide ffacilities for teachin8 the Qu¢an to
chlldren In after school classes. slx days a week. These classes are attentled by approximately 230 children,
split into eight Lw5' classes and el8ht girls, cla$5es.
Separate weekly Islamic studles Cla￿e5 ale held and i￿ude a readln8 of ihe Qurfan and dlscusslon of the key
messages.
Intra and Inter falth dl•lo¢u*-. Our Mosque is one of the original members of the Tameside Forum of Mosques
which was established with support from the local avthority in orderto Iwk at 5tratè8ies for preventin8 the
radScalisation of MusliThts a5 well as to provide a forum for cO￿peratk￿ between thtvarknJs Mosqués In
Tameside.
We also liaise wlth the Folths UnEted Inter.falth group in Tamesldeto help to promote Inter-falth dlalogut and
social cohe510n.
Z•k•t.. It is a part of our faith that all who are able to should offer Zakat. Zakat Is collected In proporrlon to
person's wealth. in acc¢xdance with the teachlngs of Islam, and is the giving of money for a number ol speclftc
purposes, Includin8 to help others, and to further the teachings of Islam. A Muslim need not give Zakat
through the Mosque but we do provide th• opportunity for those attendin8 the Mosque to give Zakat and we
arrange its remlttance io the Edh5 Foundation in Pakistan. None of ihe Zakat money ts used to fund the
Mosque. The Mosque make5 no char8e for the collectlon and d15trfbutlon of zakat.
Communlty actlvltles
Food B•nk.. In July 2014 Ashton Central Mosque established a food bank and has attively tncouraged it's
congregants to regularly donate non-perlshable f￿d$TUff$ and 8roceries in orderto help disadvantagèd
members of the local commvnity who are havin8 diffkulry Sn makln8 ends meet. Glvln8 and carln8 for the poor
and d15adv8nta8ed is a fundamenial aspett of Islarn and an Obligatic￿ for every Muslim. These collections have
enabled the Mosque tg make monthly donatiofts of food to the Tameside East Food bank from where the food
Is dlstrlbuted to the needy resldents of Tameslde of allfaiths.
School vI￿t$. Ashton Central Mosquè has h051ed school vtshs for over 10 years. howèver, dut to tht covld
pandemic these were suspended durin8 this reportin8 pedod. The feedback we constantly receive from
teachers and students 15 that such ¥Ssits are extremefy helpful in a5S1Stin8 Students to learn about tslam. Slnce
moving to our new premises we have hosied In excess of 250 s￿h visits-rnany of which are repeat vlstts by
the same schools wtth different pupils.

by a meal at sunset to mark the end of the dalls last. Th15 Is a150 a fvrther opportunity for networktng
as well as buildin8 bridges with the wider community.
The susptn5i9fb of actIV￿leS ha¥e had an athe￿e impact ¢)n our finartes forthe year 2020-21 as the
suspended attivities normally bring in the majority of oui income. We instituted robust cost controls and
postponed capltal expendityre where pwlble which enabled us to meet our staff and standln8 costs. Th15 has
had an impart on our investment policy and our abilrty to in(￿aSe our revenue stream.

Financlal review
Reserves pollcy
The trustees have reviewed the reserve5 of the charity. Their aim is to hold enough funds to meet 6 rnonths,
operating c05t5 of the Mosque, e¥cludin8 the collection and distributiorb of Zakat, and of our commuThitv
activities.
In cakulating the chariivs ￿erVeS the trustees have deducted from the total of unrestricted funds of the
charity the value of the Mosque and othertallgible fixed assets as shown in the accounts and the designated
fund. This leaves sufficient reserves to achie¥e the aim of covering at least 6 morbths expenditure during the
year ended 31" March 2021.
Princlpal fundlng Sources
The chartty's main source of income is donations from members of the cong￿8atIOn, Madrasah fees and
now a new rental income ttream for the lease of Lowes Joinery and from the ￿TrtaI of four residential
properties.
Investment pollry and objectlves
Currently. the charity has investments in 4 ￿Sidential dwelliny and I tornmerclal property adjacent to the
Mosque. All of these properties are rented out to augment the charl￿$ income stream. Our cash reserves are
held in current accounts as we do not believe In acceptlng Interest payments. However, It Is the Trustees,
Sntentlon In thè next ftnanclal year to Snvest any surplus reserves in more residential property close to the
Mosque wlth a vlew to increastn8 ihe £hartys rental intt*mt stream and to ensure that the charit¢s capital i%
not eroded by inflation.
Plans for future perlods
The prewous Mosque buildings ￿re in the path ol• new 8yPass which was completed In ljnujry 2012 and 45
a result, the charrty entered into an a8reement with Tameside Metiopolitan 8orou8h Council for the
relocation of the M05que and CommUn￿V Centre to an alterThative site about 250 Met￿ away. Thls relocatlon
was an opwrtunity to have a purpose-bvih Mosque and Community Centre wrf(h improved facilltSes and h8$
enabled the charlty to deliver better 5eThkes toihe frknque's tt>n8rtgation as well as to the wider communStv.
We Intend to malntaln our existing range of community actlvilies working in partnership with the cornrnunity
and to furthér develop our commvnty proierts in collaboraiion with Tameside Metropolitèn Borou8h Council
and other local agencles. We contSnue to place great imporrance on Sh?￿n8 a good understandlng of Islam
wlth our non.Musllm nel8hbours whilst gaining an understandin8 01 thdrcuhure and tradltions.
