The trustees, who are also Directors for the purposes of the Companies Act, have pleasure in presenting their report and the unaudited financial statements of the charity for the year ended 31 March 2024.
OBJECTIVES AND ACTIVITIES

A) To promote racial and religious harmony;

B) Advancement of education and, in particular but not exclusively, the enhancement of the education and development of children in achieving their full potential as individuals, as responsible citizens and as members of their local, national and international communities;

C) The relief of financial need;

D) To promote community capacity building;

E) The provision or assistance in the provision of facilities for recreation or other leisure time occupation in the interests of social welfare with the object of improving the conditions of life for inhabitants of the area of benefit without distinction of sex or of political, religious or other opinions, through the arts, in particular but not exclusively, through South Asian dance, music and craft with an emphasis on quality and creativity.
SUMMARY OF THE MAIN ACTIVITIES UNDERTAKEN FOR THE PUBLIC BENEFIT IN RELATION TO THESE OBJECTS
In planning our activities for the year we kept in mind the Charity Commission’s guidance on public benefit at our trustees meetings.
The aim of Surtal Arts Ltd is to promote the racial and religious harmony, the advancement of education, the relief of financial need, the provision of facilities for recreation or other leisure time occupation in the interests of social welfare with the object of improving the conditions of life for inhabitants of the area of benefit without distinction of sex or of political, religious or other opinions, through the arts, in particular but not exclusively through Asian dance, music and craft. Surtal Arts Ltd is open to all voluntary groups irrespective of race, gender or any other personal circumstances.
ACHIEVEMENTS AND PERFORMANCE

During 2023 Surtal Arts primarily concentrated on delivering Derby Season of Light (DSOL) Festival and worked in partnership with Derby Cultural Education Partnership (DCEP) as their delivering partner engaging families and children and young people in Family Hubs.
DSOL was primarily sponsored by Arts Council of England. Surtal was also successful securing partnership funding from Derby City Council, Derby Live, Kedleston, schools and Derby College and in kind support from venue partners such as Deda, Artcore, Quad and Derby Homes. 10% of the income was from box office.

During the DSOL Surtal actively worked with certain target groups as part of it’s overall organisational priority.
DIVERSE & UNDERREPRESENTED GROUPS
Primary aim to benefit these groups in local areas with sparse cultural activity was successful. 48 workshops & events in 15 community venues. Artforms inc lantern making, rangoli, choral singing & Indian dance. Participant groups inc British Asian, Chinese, Ukrainian & refugee communities.
Professional paradors Montserrat Masqueraders drew in new audiences from Caribbean Communities to Lantern Parade.
CHILDREN & YP
Most activity benefitted 750 CYP. Feedback, level of engagement, output quality & support from families & friends, demonstrated DSOL work continues to improve in quality & relevance, contributes to better understanding & appreciation between communities for future generations.
DSOL work in schools was hugely successful. We were oversubscribed (worked with DCEP to reach more schools) & had a waiting list. 4 inner city multi-cultural schools, 7 suburban whitemajority schools across Derby. Students created lanterns in the theme of Diwali (cultural diversity learning) or Pollinators (climate action learning). Particularly proud of our work with 3 SEN schools (Ivy house, St.Clares and St.Andrews) who took part in Lantern Parade made possible by steps taken to ensure access, safeguarding & communication were equitably catered to.
We worked with post-16 students in two areas: 1. Multimedia arts and 2. Performing Arts.
- The theme of climate action was very inspiring to the Derby College visual arts students. Their disciplines varied from design tech, art and digital arts, with all students coming together to create biodegradable lanterns for the parade – some designed on paper while others planned on digital platforms. The result was a whole collection of 10 ‘pollinators’ – ladybirds, butterflies, dragonflies and crickets – that were lit using LED lanterns, that they carried proudly in the parade. The complexity of their creations were well received by passers by and the children from schools in the parade who felt inspired to create “bigger lanterns next year”.

- performing arts students from Derby College who are varied in disciplines from theatre, to music and dance. We worked with them to originate a new Bollywood dance that fit the theme of light and chose a piece which was culturally appropriate for South Asian communities celebrating Diwali/Navaratri at this time of year. They learnt the piece with professional dancer/choreographer Nisha Nath over 5 weeks, with 30 participants performing on the Lantern parade mainstream stage to over 3500 people. For most of those students this had been their biggest audience to date, and certainly their first taste of a diverse cultural artform. All anecdotal feedback from students and teachers was unanimously positive, with many expressing a want to “do more like this in the year” and “love to perform this again”.
SOCIAL COHESION
Evaluating reach, feedback and depth of engagement shows the theme of Light continues to be well received and builds community/social cohesion. Highlights inc Indian Classical Music in Belper (majority-white rural community), Diwali arts at Kedleston Hall (collaboration with National Trust to explore S-Asian links in new ways for core & diverse audiences), bringing 3500 people & 5 communities together at Lantern Parade. Derby College performed a new Bollywood spectacular at Derby’s Xmas Lights event.
INTERNATIONAL LINKS
During the delivery of DSOL, Surtal has learnt many lessons which will help us to develop our organisational plan going forward:
YOUTH
We saw more young people (14-24) deepen engagement with DSOL. 100 design students (college & uni) created high quality, complex lantern sculptures. 5 students from Derby High School raised £150 for a lantern workshop & Derby College performing arts students (20 out of 25 students not dancers) learnt Bollywood dance & performed to 3000 people.
We also headlined more young artists during DSOL 2023 inc rappers, musicians & dancers. After this local young British Asian talent reached out, mostly via social media, for ways to engage. In future, we’ll create more opportunities for young people to pursue creativity in their education or beyond.
SCHOOLS
We had significant demand for school workshops due to Derby City Education Partnership, but couldn’t cater for all due to limited resources. We engaged 9 schools & 3 SEN schools (some capacity freed due to Khirki project cancellation). Dedicated resource in Gill Duddy meant we could better support schools esp SEN. Deeper relationships with Derby College led to high quality lantern & dance output. The depth & breadth of engagement shows considerable benefit when we dedicate resource to education/youth work.

ORGANISATIONAL DEVELOPMENT
The most important reflection for us was on staffing. For several years Festival Director (FD) has over delivered on her p/t role & the only payroll staff running the organisation/DSOL programme. During Oct-Dec 2023 FD worked on average extra 11hours p/w in-kind.
We employed a freelancer as Education Officer to work in schools is a significant portion of the programme. It was undeniably beneficial to have this role; reassuring for schools, clear for artists, and helpful for organisation/FD.
Our board more active in DSOL 2023. Eg Chair created production schedule template for events – particularly helpful when FD was sick we were able to deliver Launch event successfully. This started important conversation on succession planning, how we work & organisation development which we will prioritise going forward.
With the impact of DSOL growing, inc support from partners, organisational development is key to continue making an difference to culture in Derby & maximise audience benefit.

Governing document
Surtal Arts Ltd is based at the 133, Moorside Crescent, Sinfin, Derby, DE24 9PT which is the company's registered office and the principal address of the charity. Surtal Arts Ltd is a company limited by guarantee and not having a share capital (company registration No. 05415478) and Registered Charity (No. 1121010).This is in accordance with the charity's governing document, the Memorandum and Articles of Association, incorporated on 5 April 2005 as amended by special resolution dated 19 February 2007.
Trustee selection methods
A skills audit has been undertaken to discover those skills which are required by the trustee body. Efforts are made to recruit trustees who meet the skill requirement.

Risk management policy
The trustees examine the major risks that the charity faces each financial year when preparing and
updating the strategic plan. The charity has developed systems to monitor and control these risks to mitigate any impact that they may have on the charity in the future.
FINANCIAL REVIEW
Reserves Policy
The charity has a reserves policy to hold three months running costs in reserves. At 31 March 2024 the charity had unrestricted reserves of £32,907 .
Independent Examiner
Mr.M Newey was appointed independent examiner in the year. Mr Newey will continue in office as independent examiner for the ensuing year.
Small company provisions
These financial statements have been prepared in accordance with the special provisions for small companies under Part 15 of the Companies Act 2006.

Independent Examiner's Report to the Trustees of Surtal Asian Arts Ltd
I report on the accounts of the company for the year ended 31 March 2024 which are set out on pages 9 to 17 .
Respective responsibilities of Trustees and examiner
The Trustees (who are also the Directors of the Company for the purposes of company law) are responsible for the preparation of the accounts. The Trustees consider that an audit is not required for this year under section 144(2) of the Charities Act 2011 (the 2011 Act) and that an independent examination is needed.
Having satisfied myself that the charity is not subject to an audit under company law and is eligible for independent examination, it is my responsibility to:

examine the accounts under section 145 of the 2011 Act;

follow the procedures laid down in the general Directions given by the Charity Commission (under section 145(5)(b) of the 2011 Act, as amended); and
-
state whether particular matters have come to my attention.
Basis of independent examiner's statement
My examination was carried out in accordance with general Directions given by the Charity Commission. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts, and seeking explanations from you as Trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently no opinion is given as to whether the accounts present a “true and fair view” and the report is limited to those matters set out in the statement below.

1. Accounting policies
The principal accounting policies adopted, judgements and key sources of estimation uncertainty in the preparation of the financial statements are as follows:
Company information
Surtal Asian Arts is a company limited by guarantee not having a share capital. The company’s registered office is, 133, Moorside Crescent, Sinfin, Derby, DE24 9PT. At the end of the year there were 6 Trustees, each of whom, under the terms of the Memorandum and Articles of Association, had undertaken to contribute the sum not exceeding £1 in the event of a winding up of the company.
1.1 Accounting convention
These accounts have been prepared in accordance with FRS 102, “The Financial Reporting Standard applicable in the UK and Republic of Ireland” (“FRS 102”), “Accounting and Reporting by Charities” the Statement of Recommended Practice for charities applying FRS 102, the Companies Act 2006 and UK Generally Accepted Accounting Practice as it applies from 1 January 2015. The charity is a Public Benefit Entity as defined by FRS 102.
The accounts are prepared in Sterling which is the functional currency of the company Monetary amounts in these financial statements to the nearest £.
The accounts have been prepared on historical cost convention apart from freehold property that is carried at market value. The principal accounting policies adopted are set out below.
These are accounts for the year ended 31 March 2024 prepared in accordance with FRS 102, The Financial Reporting Standard applicable in the UK and Republic of Ireland. The date of transition to FRS 102 was 1 April 2015.
1.2 Going concern
At the time of approving the accounts, the Directors have a reasonable expectation that the charity has adequate resources to continue in operational existence for the foreseeable future. Thus the Trustees continue to adopt the going concern basis of accounting in preparing the accounts.
1.3 Charitable Funds
Unrestricted funds are available for use at the discretion of the Trustees in furtherance of the general objectives of the charity.
Designated funds are unrestricted funds earmarked by the Trustees for particular purposes.
Restricted funds are subjected to restrictions on their expenditure imposed by the donor or through the terms of an appeal.
1.4 Incoming resources
All incoming resources are included in the SOFA when the charity is legally entitled to the income and the amount can be quantified with reasonable accuracy. Gifts in kind have been included at market value of gifts received and in assets acquired. No amounts are included in the financial statements for services donated by volunteers.

1.5 Resources expended
All expenditure is accounted for on an accruals basis and has been classified under headings that aggregate all costs relating to the category. Where costs cannot be directly attributed to particular headings they have been allocated to activities on a basis consistent with use of the resources. Fund-raising costs are those incurred in seeking voluntary contributions and do not include the costs of disseminating information in the support of the charitable activities.
1.6 Debtors
Trade and other debtors are recognised at the settlement amount due after any trade discounts offered. Prepayments are valued at the amount prepaid net of any trade discounts due.
1.7 Cash and cash equivalents
Cash and cash equivalents include cash in hand, deposits held at call with banks, other shortterm liquid investments with original maturities of three months or less, and bank overdrafts. Bank overdrafts are shown within borrowings in current liabilities.
1.8 Creditors and provisions
Creditors and provisions are recognised where the charity has a present obligation resulting from a past event that will probably result in the transfer of funds to a third party and the amount due to settle the obligation can be measured or estimated reliably. Creditors and provisions are normally recognised at their settlement amount after allowing for any trade discounts due.
1.9 Financial instruments
The charity has financial assets and financial liabilities of a kind that qualify as basic financial instruments. Basic financial instruments are initially recognised at transaction value and subsequently measured at their settlement value.
Derecognition of financial liabilities
Financial liabilities are derecognised when the company’s contractual obligations expire or are discharged or cancelled.
1.10 Employee benefits
The cost of any unused holiday entitlement is recognised in the period in which the employee’s services are received.
Termination benefits are recognised immediately as an expense when the company is demonstrably committed to terminate the employment of an employee or to provide termination benefits.
1.11 Taxation
The charity is exempt from tax on income and gains falling with section 505 of the Taxes Act 1988 or section 252 of the Taxation of Chargeable Gains Act 1992 to the extent that these are applied to its charitable objects.

1.12 Depreciation
Individual fixed assets are capitalised at cost and are depreciated over their estimated useful economic lives on a straight line balance basis as follows:-

2 Critical accounting estimates and judgements
In the application of the charity’s accounting policies, the directors are required to make judgements, estimates and assumptions about the carrying amount of assets and liabilities that are not readily apparent from other sources. The estimated and associated assumptions are based on historical experience and other factors that are considered to be relevant. Actual results may differ from these estimates.
