The trustees, who are also Directors for the purposes of the Companies Act, have pleasure in presenting their report and the unaudited financial statements of the charity for the year ended 31 March 2023. 

## **OBJECTIVES AND ACTIVITIES** 

- A) To  promote racial and religious harmony; 

- B) Advancement of education and, in particular but not exclusively, the enhancement of the education and development of children  in achieving their full potential as individuals, as responsible citizens and as members of their local, national and international communities; 

- C) The relief of financial need; 

- D) To promote community capacity building; 

- E) The provision or assistance  in the provision of facilities  for recreation or other leisure time occupation in the interests of social welfare with the object of improving the conditions of life for inhabitants of the area of benefit without distinction of sex or of political, religious or other opinions, through the arts, in particular but not exclusively, through South Asian dance, music and craft with an emphasis on quality and creativity. 

## **SUMMARY OF THE MAIN ACTIVITIES UNDERTAKEN FOR THE PUBLIC BENEFIT IN RELATION TO THESE OBJECTS** 

In planning our activities for the year we kept in mind the Charity Commission’s guidance on public benefit at our trustees meetings. 

The aim of Surtal Arts Ltd is to promote the racial and religious harmony, the advancement of education, the relief of financial need, the provision of facilities for recreation or other leisure time occupation in the interests of social welfare with the object of improving the conditions of life for inhabitants of the area of benefit without distinction of sex or of political, religious or other opinions, through the arts, in particular but not exclusively through Asian dance, music and craft. Surtal Arts Ltd is open to all voluntary groups irrespective of race, gender or any other personal circumstances. 

## **ACHIEVEMENTS AND PERFORMANCE** 

## **Finishing Derby Season of Light 2023 on a high In 2023** 

Surtal Arts concentrated delivering only one major artistic programme while regular weekly dance and educational work continued in the community and schools. 

Derby Season of Light (DSOL) 2023 is a celebration of our city’s dazzling diversity. Derby is a vibrant home to 182 different cultures and we are proud we’re able to engage so many of those communities to make Derby Season of Light happen. From 6th October to 30th December, there were various cultural performances, exhibition and workshops across the city and county. We have delivered this programme for several years now, and it is becoming increasingly popular with growing audiences, partners, participant groups and artists wanting to be part of it. This year was no different with numbers stronger than ever (see achievement numbers below).

## **Shine a light on 'Forgotten Heritage Art'** 

Highlighting This year one of the highlight of DSOL was the international textile exhibition ‘Hidden Story of Kantha’ which shone a light on 'Forgotten Heritage Art' at Deda. The exhibition took audience on a journey into the heart of rural India through the eyes of She-Kantha, an NGO in Kolkata. Audience witnessed the magic of simple running stitch (Kantha) as it wove mythological and everyday rural life tales of West Bengal, preserving heritage and empowering women with a voice and self-sufficiency. The woman behind this extraordinary NGO, She – Kantha, Malika Dudeja Varma was invited to present an exclusive evening conversation with BBC Radio presenter Pamela Gupta. 

Surtal Arts also worked closely with an Online museum from Mumbai, Sarmaya and engaged one of India’s renowned artist, Jyoti Karn, to raise profile of another heritage based - Madhubani Arts. This unique is a style of painting practiced in the Mithila region of India and Nepal. This workshop was all about storytelling using natural colours from our ecosystem. The workshop was very much aligned with the theme of DSOL which was climate action and light. This online workshop was well attended. 

## **Embracing Diversity and Creativity** 

One of Surtal Arts key priority is to promote new emerging British South Asian artists and provide them a platform to showcase their talent at main stream. We promoted an evening of Diwali special Indian classical music evening 'Enchanting Raga' in Belper, Derbyshire where three young musicians Akash Parekar, Sandeep Khandola and Harkiran Singh Sahota performed a mesmerising sold out concert. Audiences commented positively on the use of rural venues to showcase high quality diverse arts, and they would appreciate more of this. With a cost of living crisis meaning people are looking for value for money, travelling into cities means extra expenditure for those living rurally. On the other side, we had positive feedback from those in cities wanting to escape the hustle and bustle of city life to experience arts somewhere new – this was added value for them. 

In our attempt to diversity our art offer to places in Derbyshire where diversity is patchy, we partnered with Fleet Arts and Number 28 Community Centre to showcase Stories of Diwali through art of cookery and arts and craft. 

## **Engaging Workshops and Unforgettable Events** 

During school half-term, we partnered with Deda to showcase a wonderful cross cultural storytelling by Sanskruti Arts followed by a shadow puppetry and a vibrant Bollywood dance workshops. 

A special Diwali Story telling was also delivered with our National Trust Partner, Kedleston Hall. 

We also partners with QUAD and Art Core to offer community groups lantern making workshops with a view to showcase them at the spectacular Derby Lantern Parade on December 2nd .

Straight after the October half term, Surtal Arts worked with 10 primary and secondary schools and Derby College delivering lantern making and dance workshops which fed into the finale of DSOL The Lantern Parade. 

## **Lantern Parade - A Parade of Colors and Culture** 

In partnership with Derby Live, this year lantern parade had a Caribbean feel to it . It was led by Derby based textile artist Donna Fox with her giant costume and Montserrat Masquerades musicians and dancers. We also had Indian Dhol drummers and Chinese dragon dance to ensure that the Lantern Parade was truly diverse and representative of all communities. 

Dancers from Derby college performed a Bollywood dance on the Christmas light switch-on stage, along with professional dhol drummers and Chinese dragon. We felt proud to teach and showcase the performers of tomorrow in a diverse artform on a mainstream stage. 

We’re proud to say DSOL has become a staple event in our city’s cultural calendar over the last few years. It’s truly a celebration of community cohesion and artistic collaboration, with every single activity delivered in partnership with various cultural organisations from across the city and county. Our exploration of cross-cultural, fusion and forgotten arts always leads to a programme that is inspiring, colourful, (sometimes unusual!) and beautifully inclusive. 

Khirki Project – Even though the funding was secured from Derby City Council, the Empty Shop Window Art Installation ‘Khirki’ (window) was no possible to deliver because it was not possible to secure empty shop windows from the owners. 

A huge Thank You to all our partners (Derby Live, Deda, Artcore, Quad, Kedleston Hall, Fleet Arts, Sarmaya, She-Kantha), funders (Derby City Council & Arts Council of England), artists, volunteers and board members as without their support DSOL 2023 would not have been successful.

Surtal Arts Ltd is based at the 133, Moorside Crescent, Sinfin, Derby, DE24 9PT which is the company's registered office and the principal address of the charity. Surtal Arts Ltd is a company limited by guarantee and not having a share capital (company registration No. 05415478) and Registered Charity (No. 1121010).This is in accordance with the charity's governing document, the Memorandum and Articles of Association, incorporated on 5 April 2005 as amended by special resolution dated 19 February 2007. 

## **Trustee selection methods** 

A skills audit has been undertaken to discover those skills which are required by the trustee body. Efforts are made to recruit trustees who meet the skill requirement. 

## **Risk management policy** 

The trustees examine the major risks that the charity faces each financial year when preparing and 

updating the strategic plan. The charity has developed systems to monitor and control these risks to mitigate any impact that they may have on the charity in the future. 

## **FINANCIAL REVIEW** 

## **Reserves Policy** 

The charity has a reserves policy to hold three months running costs in reserves. At 31 March 2023 the charity had unrestricted reserves of £30,084.

## **Independent Examiner's Report to the Trustees of Surtal Asian Arts Ltd** 

I report on the accounts of the company for the year ended 31 March 2023 which are set out on pages 9 to 17 . 

## **Respective responsibilities of Trustees and examiner** 

The Trustees (who are also the Directors of the Company for the purposes of company law) are responsible for the preparation of the accounts.  The Trustees consider that an audit is not required for this year under section 144(2) of the Charities Act 2011 (the 2011 Act) and that an independent examination is needed. 

Having satisfied myself that the charity is not subject to an audit under company law and is eligible for independent examination, it is my responsibility to: 

- examine the accounts under section 145 of the 2011 Act; 

- follow the procedures laid down in the general Directions given by the Charity Commission (under section 145(5)(b) of the 2011 Act, as amended); and 

- state whether particular matters have come to my attention. 

## **Basis of independent examiner's statement** 

My examination was carried out in accordance with general Directions given by the Charity Commission.  An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records.  It also includes consideration of any unusual items or disclosures in the accounts, and seeking explanations from you as Trustees concerning any such matters.  The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently no opinion is given as to whether the accounts present a “true and fair view” and the report is limited to those matters set out in the statement below. 

## **Independent examiner’s statement** 

In connection with my examination, no matter has come to my attention: 

- 1 Which gives me reasonable cause to believe that, in any material respect, the requirements 

- to keep accounting records in accordance with section 386 of the Companies Act 2006; and 

- to prepare accounts which accord with the accounting records, comply with the accounting requirements of section 396 of the Companies Act 2006 and with the methods and principles of the Statement of Recommended Practice: Accounting and Reporting by Charities 

- have not been met; or 

- 2 to which, in my opinion, attention should be drawn in order to enable a proper understanding of the accounts to be reached.

## **1. Accounting policies** 

The principal accounting policies adopted, judgements and key sources of estimation uncertainty in the preparation of the financial statements are as follows: 

## **Company information** 

Surtal Asian Arts is a company limited by guarantee not having a share capital. The company’s registered office is, 133, Moorside Crescent, Sinfin, Derby, DE24 9PT. At the end of the year there were 4 Trustees, each of whom, under the terms of the Memorandum and Articles of Association, had undertaken to contribute the sum not exceeding £1 in the event of a winding up of the company. 

## **1.1 Accounting convention** 

These accounts have been prepared in accordance with FRS 102, “The Financial Reporting Standard applicable in the UK and Republic of Ireland” (“FRS 102”), “Accounting and Reporting by Charities” the Statement of Recommended Practice for charities applying FRS 102, the Companies Act 2006 and UK Generally Accepted Accounting Practice as it apples from 1 January 2015. The charity is a Public Benefit Entity as defined by FRS 102. 

The accounts are prepared in Sterling which is the functional currency of the company Monetary amounts in these financial statements to the nearest £. 

The accounts have been prepared on historical cost convention apart from freehold property that is carried at market value. The principal accounting policies adopted are set out below. 

These are accounts for the year ended 31 March 2023 prepared in accordance with FRS 102, The Financial Reporting Standard applicable in the UK and Republic of Ireland. The date of transition to FRS 102 was 1 April 2015. 

## **1.2 Going concern** 

At the time of approving the accounts, the Directors have a reasonable expectation that the charity has adequate resources to continue in operational existence for the foreseeable future. Thus the Trustees continue to adopt the going concern basis of accounting in preparing the accounts. 

## **1.3 Charitable Funds** 

Unrestricted funds are available for use at the discretion of the Trustees in furtherance of the general objectives of the charity. 

Designated funds are unrestricted funds earmarked by the Trustees for particular purposes. 

Restricted funds are subjected to restrictions on their expenditure imposed by the donor or through the terms of an appeal. 

## **1.4 Incoming resources** 

All incoming resources are included in the SOFA when the charity is legally entitled to the income and the amount can be quantified with reasonable accuracy. Gifts in kind have been included at market value of gifts received and in assets acquired. No amounts are included in the financial statements for services donated by volunteers.

## **1.5 Resources expended** 

All expenditure is accounted for on an accruals basis and has been classified under headings that aggregate all costs relating to the category. Where costs cannot be directly attributed to particular headings they have been allocated to activities on a basis consistent with use of the resources. Fund-raising costs are those incurred in seeking voluntary contributions and do not include the costs of disseminating information in the support of the charitable activities. 

## **1.6 Debtors** 

Trade and other debtors are recognised at the settlement amount due after any trade discounts offered. Prepayments are valued at the amount prepaid net of any trade discounts due. 

## **1.7 Cash and cash equivalents** 

Cash and cash equivalents include cash in hand, deposits held at call with banks, other shortterm liquid investments with original maturities of three months or less, and bank overdrafts. Bank overdrafts are shown within borrowings in current liabilities. 

## **1.8 Creditors and provisions** 

Creditors and provisions are recognised where the charity has a present obligation resulting from a past event that will probably result in the transfer of funds to a third party and the amount due to settle the obligation can be measured or estimated reliably. Creditors and provisions are normally recognised at their settlement amount after allowing for any trade discounts due. 

## **1.9 Financial instruments** 

The charity has financial assets and financial liabilities of a kind that qualify as basic financial instruments. Basic financial instruments are initially recognised at transaction value and subsequently measured at their settlement value. 

## _**Derecognition of financial liabilities**_ 

Financial liabilities are derecognised when the company’s contractual obligations expire or are discharged or cancelled. 

## **1.10 Employee benefits** 

The cost of any unused holiday entitlement is recognised in the period in which the employee’s services are received. 

Termination benefits are recognised immediately as an expense when the company is demonstrably committed to terminate the employment of an employee or to provide termination benefits. 

## **1.11 Taxation** 

The charity is exempt from tax on income and gains falling with section 505 of the Taxes Act 1988 or section 252 of the Taxation of Chargeable Gains Act 1992 to the extent that these are applied to its charitable objects.

Individual fixed assets are capitalised at cost and are depreciated over their estimated useful economic lives on a straight line balance basis as follows:-

## **2 Critical accounting estimates and judgements** 

- In the application of the charity’s accounting policies, the directors are required to make judgements, estimates and assumptions about the carrying amount of assets and liabilities that are not readily apparent from other sources. The estimated and associated assumptions are based on historical experience and other factors that are considered to be relevant. Actual results may differ from these estimates.
