Trustees’ Statement for 2020-2021

Building Bridges in Burnley

We have had another tough year due to the pandemic. All face to face activities have been affected including the annual program of events and delivery in schools.

As an organisation we rely heavily on the interaction with our local communities and the restrictions have made this difficult. Despite these challenges BBB volunteers have responded in a way that must be commended, supporting our most vulnerable communities by partnering with local partner organisations including Burnley Together and Burnley Council.

BBB were awarded a Mayor’s Medal in recognition of the work the trustees and volunteers have done to support communities, deliver key messages to keep people safe and tackle vaccine hesitancy.

Through our community champions we have been able to engage the most vulnerable in society including taking a lead in vaccinating the homeless and rough sleepers. The schools programme has continued albeit online with staff and volunteers quickly adapting and embracing technology and virtual learning. We have also been able to run some of our events online, the silver lining being that attendance and representation is improved due to not having to travel.

As restrictions have started to ease we have been able to hold some face to face provision and respond to local, national and international issues. The peace vigil for the Holy Land being a highlight, attracting hundreds of people to the peace gardens for a multi-faith event to pray for peace whilst calming tensions during an emotive period.

As we look towards the next twelve months we are excited by the appointment of a full time worker through the Near Neighbours programme, a relaunch of the Schools Project and Faith Friends and the engagement of new volunteers and trustees to drive the organisation forward.

The pandemic has brought its challenges but faith communities, the voluntary sector and Building Bridges in Burnley have been at the forefront in the response and sent out a strong statement that we are stronger together.

Trustees’ Responsibilities in relation to the Financial Statements

The Trustees, who are the directors of Building Bridges in Burnley (for the purposes of Company Law) are responsible for preparing the Trustees’ Annual Report and the financial statements in accordance with applicable law and the United Kingdom Accounting Standards (UK Generally Accepted Accounting Practice)

Company Law requires for Trustees to prepare the financial statements for each financial year which give a true and fair view of the state of affairs of the charitable company and of the incoming resources and application of resources, including income and expenditure, of the charitable company for that period. In preparing these financial statements the Trustees are required to

The Trustees are responsible for keeping proper accounting records that disclose with reasonable accuracy at any time the financial position of the charitable company and enable them to ensure that the financial statements comply with the Companies Act 2006. They are also responsible for safeguarding the assets of the charitable company and hence for taking reasonable steps for the prevention and detection of fraud and other irregularities.

I report on the accounts of the company for the year ended 31 March 2021

Respective responsibilities of the trustees and examiner

The Trustees (who are also the directors of the company for the purposes of company law) are responsible for the preparation of the accounts. The Trustees consider that an audit is not required for this year under section 144(2) of the Charities Act 2011 (the 2011 Act) and that an independent examination is needed.

Having satisfied myself that the charity is not subject to audit under company law and is eligible for independent examination, it is my responsibility to:

My examination was carried out in accordance with the General Directions given by the Charities Commission.

An examination includes a review of the accounting records kept by the Charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts, and seeking explanations from you as Trustees considering any such matters. The procedures undertaken do not provide all the evidence that would be required for an audit and consequently no opinion is given as to whether the accounts present a “true and fair view” and the report is limited to those matters set out in the statement below.

1. Accounting policies

Basis of preparation

The financial statements have been prepared under the historical cost convention and in accordance with the Statement of Recommended Practice “Accounting and Reporting by Charities (SORP 2005)” issued in March 2005, the Financial Reporting Standard for Smaller Entities (effective April 2008) and the Companies Act 2006).

Fund accounting policy

Unrestricted income funds are general funds that are available for use at the Trustees. Discretion in furtherance of the objectives of the charity.

Restricted funds are those donated for use in a particular area or for specific purposes, the use of which is restricted to that area or purpose.

Incoming resources

Voluntary income including donations and grants, that provide core funding or are of a general nature is recognised where there is entitlement, certainty of receipt and the amount can be measured with sufficient reliability.

Investment income is recognised on a receivables basis.

Resources expended

Liabilities are recognised as soon as there is a legal or constructive obligation committing the charity to the expenditure. All expenditure is accounted for on an accurate basis and has been classified under headings that aggregate all costs related to the category.

Charitable expenditure comprises those costs incurred by the charity in the delivery of its activities and services for its beneficiaries. It includes both costs that can be allocated directly to such activities and those costs of an indirect nature necessary to support them.

Governance costs

Governance costs are costs relating to the preparation and examination of the statutory accounts.

Fixed assets and depreciation

Individual fixed assets of £100 or more are initially recorded at cost.

Depreciation is provided on tangible assets so as to write off the cost or valuation, less any estimated residual value, over their expected useful economic life as follows
