Report of Board of Trustees
The Board of Trustees presents its report and the accounts for the year ended 31[st] December 2024.
Governance
Street Pastors (Portsmouth) is governed by its Memorandum and Articles of Association. The trustees, who are also the directors of the company, meet regularly, usually 6 times a year. The purpose of these meetings is to set the main priorities for the charity and to oversee the operation of the charity by receiving reports on its activities and finances.
Objects
The objects for which Street Pastors (Portsmouth) is established are:
To promote the benefit of the inhabitants of Portsmouth and the surrounding area and such other local communities in the United Kingdom and the world as the Trustees may from time to time determine in accordance with the Christian principles contained in the Statement of Beliefs in the Schedule hereto by associating with the statutory authorities and voluntary organisations with the object of improving their conditions of life.
Main Activities
The aim of Street Pastors (Portsmouth) is to contribute towards making Portsmouth a 'kinder, safer city' by providing a service of practical care, friendship and a prayerful presence. We deploy teams of volunteers drawn from local churches on the city centre streets every Friday and Saturday night. We also provide teams of School Pastors during the daytime to one school.
Review of achievements during the year
During 2024, we put patrols out every weekend with several extra patrols for one off events in support of the nighttime economy and our partnering agencies. Our school pastor initiative continues at Milton Cross School which includes a 1:1 programme for selected pupils at the request of the school. The Volunteer Development Manager has visited churches to raise the profile of Street and School Pastors with a view to recruiting more volunteers. The recognition scheme, in churches that our Street and School Pastors attend, has helped our profile and secured support for the service.
“It’s been cold recently! And the wind is making it feel colder still! A hat, scarf, gloves, and a coat is not the most flattering thing to wear to a club, we know. And we understand that when you've had something to drink, alcohol can make you feel warmer. However, alcohol doesn't make you warm; it just makes you feel warm. This weekend, we found a young woman who needed to be placed in a foil blanket and transported in a wheelchair because she was so affected by the cold and the alcohol. Thankfully, there were people able to help get her warm and safe again.”
Street Patrols and Street Pastor Volunteers
Throughout the year we have continued to be a trusted, reliable, uniformed presence on the streets of Portsmouth. In partnership with the City Council and the Police we have provided patrols every Friday and Saturday night patrolling from approximately 10.30 p.m. – 3 a.m. We also put additional teams out on other occasions such as Fresher’s Week, Victorious Festival, Halloween and New Year’s Eve.

Our volunteers are organised into 8 teams with each Street Pastor going out at least once every four weeks. This continues to work well and it is a credit to our volunteers and their willingness to swap and cover when necessary to make up viable teams “Not all open doors are ones you should go through. We love each week. In 2024 we had 103 having opportunities in life. We like to feel included, invited, patrols and 33 people joined us as wanted. It can be a flattering and even exciting feeling. But observers. This represents some we must apply wisdom when it comes to deciding which open 2,000 hours of volunteering.
“Not all open doors are ones you should go through. We love having opportunities in life. We like to feel included, invited, wanted. It can be a flattering and even exciting feeling. But we must apply wisdom when it comes to deciding which open doors are for us. On patrol we noticed a girl getting into a car with 3 males. She assured us she felt safe and made the decision to go ahead. The number plate of the car was recorded for any future action required. We are here to help keep the streets safe from danger. Some situations turn out to be more innocent than they may look. We encourage people we meet to be careful which doors they choose to walk through.”
At the end of 2024 we had 36 active Street Pastors. Recruitment in 2024 resulted in 7 newly trained Street Pastors and connections made with several new candidates, 3 of whom registered to enter the training programme in Spring 2025
Training of new Street Pastors continues twice a year and is conducted regionally. This has proved to be an efficient way of offering our new Street Pastors excellent training. The training is provided by the police, emergency services, mental health practitioners, church leaders and youth workers to name a few. It ensures that our Street Pastors are well equipped to deal with the various scenarios they encounter on the streets.
Contacts on the Streets and Referrals
As a part of our partnership with Portsmouth City Council we continue to provide statistical records of “meaningful contacts” and referrals.

Each of the above categories show the main reason for an incident being recorded as a contact. Each contact is only categorised once even though in some cases there are multiple reasons, consequently the totals reflect the total number of incidents but not the complexity, duration or number of individuals of each incident.

“We notice a lot as we are walking around. From the condition of the bins to the need to help people getting into taxis. Another way we contribute to people’s safety and wellbeing, is to give them a bottle of water - just when they need it! Furthermore, we have some great faith conversations! It's always interesting hearing what is on people’s hearts and what they are passionate about.”
Street Pastor patrols continue to identify predatory behaviour around the NTE. This includes monitoring vehicles used by potentially predatory occupiers. Our teams also engage with women who are being spoken to by predatory males outside clubs and alert CCTV and the Police to those individuals who gather outside clubs to prey on the vulnerable.

During 2024 we started gathering information on referrals in a different format, recording referrals that resulted in SPs contacting 3rd party agencies on behalf of vulnerable people who had given us specific consent to do so. These “Proactive Referrals” aligned our own referral process with that of Portsmouth City Council to help provide a more comprehensive picture of those we help, with particular regard to rough sleepers. As this is a change to our previous referral process there are no comparative figures from previous years. In 2024, there were 8 Proactive Referrals made , all of which related to Rough Sleepers.
Contacts made
The total contacts made for 2024 was 4,988 compared with 3,955 in 2023. This included 1,790 conversations and 97 faith conversations.
Bottles and Broken Glass
Sweeping up broken glass and picking up bottles is a small but significant action that keeps the pavements and roads clear of that type of hazard or potential weapon. During 2024 we picked up 5,252 bottles and broken glass. In 2023 we picked up 4,340 bottles and broken glass.
Flip flops, Water and Blankets
Again, a small part of what we do, but the contacts we make when handing out supplies such as flip flops are very rewarding. During 2024 we handed out 94 pairs of flip flops, all of which made a difference to the safety of someone’s feet.
“We were called by one of the city’s bars to assist with an intoxicated female student. They were denying her entry so we stayed with her. After some time and trying to contact friends, we took her to Safe Space for observation. “Silly girl.” “She didn’t deserve the help.” “She brought it on herself.” These are all common thoughts of some people passing her by on the night. Yet, the truth is this: none of us live a perfect life. As Christians, we have received the gift of new life given freely through the death, burial and resurrection of Jesus Christ - a gift that none of us could have earned through our own efforts or work. We didn’t deserve it. It is from this position that we go out on Friday and Saturday nights to give protection and to support to others - to share the love of God in practical ways.”

We gave out 217 bottles of water, another way of making contact. The emergency blankets we give out are primarily for the street homeless and help to retain body heat but are also useful as a ‘modesty’ blanket for covering up vulnerable people; we gave out 44 of these.
Presentations and talks
We gave 27 church talks in 2024 and 4 other talks at various clubs and groups. We also attended the Vocational Day at St Edmunds Catholic School where we presented to more than 200 year 9 students. Street Pastors were also presented at St Luke’s Summer Fair, where a table was manned by Street Pastors talking to those attending about our mission and the work that we do in Portsmouth.
School Pastors
2024 saw the continuation of the School Pastors service in the Milton Cross School with regular attendance during both break times every Tuesday. Normally there are 3 school pastors in attendance during these times.
“Amongst all the craziness, chaos and conversations, there was one simple gesture that stood out to us during our school visit this week. We were offered some biscuits by a group of boys. You remember the classic wise parental advice when you were their age, right? “Don’t accept sweets from strangers.” Well, young people’s life has become a lot more complicated and sophisticated since then. Who classes as a ‘stranger’ now could be more the next-door neighbour than someone living on the opposite side of the world! So, when we are offered a biscuit, we count this as a good sign. We are not considered strangers to these children.”
We have continued with the initiative which started in
2023 of providing a 1:1 session for pupils identified by the school. This has been reviewed to agree the parameters with the school. Appropriate measures have been implemented to ensure safeguarding of the volunteer and the pupil during these sessions.

Training
Training was provided in partnership with other SP initiatives in the region including Southampton, Winchester, Eastleigh, Isle of Wight, and Fair Oak with a well-established programme providing opportunities for the new recruits to complete most training modules remotely on Saturday mornings. There were no new School Pastors trained in 2024 but the existing team of volunteers enthusiastically maintained our level of service to Milton Cross academy throughout the year, including the reliable continuation of the Single Student Engagement Programme.

Prayer Support
The support offered by Prayer Pastors cannot be emphasised enough. Our Prayer Pastors support the work of Street and School Pastors whilst the teams are out on the streets, they are either at the patrol base or at home, praying for the teams and sometimes being asked to pray for a specific situation. We currently have over 19 active Prayer Pastors.
“Brrrr....it's been cold out there around the pubs and clubs of Portsmouth! While our Street Pastors are battling the elements, what stays unseen is the prayer warriors at home. As our teams take to the streets, the prayer pastors - are indoors. And while they do have the benefit of warm fireplaces, they aren't (just) putting their feet up and enjoying a hot cuppa. They are on their knees, standing in the gap, or sitting with focus, with hands together, speaking directly to God. These prayers make a difference. To the work on the streets and the warmth felt inside by our Street Pastors as well those we meet.”
One of our Prayer Pastors, Sharon Pearce, writes a weekly prayer email for all our volunteers. We are extremely grateful for her prayers and the direction she gives to help with praying from home on Monday evening.
Trustees
Our board of Trustees have a responsibility for effective governance of the Charity and to ensure that we operate in a way that holds true to our stated aims and objectives. Street Pastors Portsmouth is in a strong position with a highly skilled group of Trustees who bring a diverse mix of skills and experience. Three of our Trustees have first-hand experience of being Street Pastors and one as a School Pastor too.
We continue to ensure our Trustees are interdenominational, throughout 2023 they were drawn from various denominations: Roman Catholic, Anglican and non-conformist.
One Body Group
The original vision for a Christian response to the night-time pub and club environment was born out of the “One Body” group of city-wide church leaders and continue to have spiritual oversight for Street Pastors Portsmouth. Throughout the year we are regularly represented at monthly meetings of One Body and continues to receive support and encouragement from the wider church leadership. These meetings have resumed monthly in person.
Public benefit
The Trustees confirm they referred to the public benefit guidance published by the Commission when reviewing the aims and objectives of Street Pastors (Portsmouth) and in planning future activities. All the trustees give their time voluntarily and receive no private benefit from this.
Trustee’s Responsibilities in relation to the financial statements
Law applicable to charities in England and Wales requires the trustee to prepare financial statements for each financial year which give a true and fair view of the charity’s financial activities during the year and of its financial position at the end of the year. In preparing those financial statements, the trustee is required to:

Select suitable accounting policies and then apply them consistently;

Make judgements and estimates that are reasonable and prudent;

State whether applicable accounting standards and statements of recommended practice have been followed subject to any departures disclosed and explained in the financial statements; and

Prepare the financial statements on the going concern basis unless it is inappropriate to presume that the charity will continue in business.

Financial Review & Reserves Policy
During the year total income received was £49,146 with expenditure of £43,821 giving an operational surplus of £5,325. Two factors influenced this outcome: a payment of the grant from the Office of the Police and Crime Commissioner which had been delayed from 2023; a generous donation of £5,000.
Trustees highly value the partnership with Portsmouth City Council and the Office of the Police and Crime Commissioner whose funding ensures the delivery of the nighttime economy patrols.
The Trustees aim to have a minimum of 6 months operating costs in reserve at any time which it is currently achieving.

Notes to the accounts for the year ended 31 December 2024
1 Accounting policies
The accounts have been prepared under the historical cost convention and in accordance with the Financial Reporting Standard and the Companies Act 2006.
Strret Pastors (Portsmouth) is a charitable company limited by guarantee and is below the audit threshold for the Companies and Charities Act.
Turnover
Unrestricted funds are general funds which can be used for Street Pastors ordinary purposes.
Restricted funds are funds raised specifically in respect of grants, contracts and donations for particular purposes. Planned giving, fund raising and donations are recognised when received.
Tax refunds are recognised when the incoming source to which they relate are due. Grants are accounted for when the charity is legally entitled to the amounts due. All other income is recognised when it is receivable. All incoming resources are accounted for gross.
Depreciation
Fixed asset are depreciated on the basis of 25% of the reducing balance.

Ascension Trust Support
Street Pastors is a national organisation set up by Ascension Trust in London.
