## **Report of Board of Trustees** 

The Board of Trustees presents its report and the accounts for the year ended 31[st] December 2023. 

## **Governance** 

Street Pastors (Portsmouth) is governed by its Memorandum and Articles of Association. The trustees, who are also the directors of the company, meet regularly, usually 6 times a year.  The purpose of these meetings is to set the main priorities for the charity and to oversee the operation of the charity by receiving reports on its activities and finances. 

## **Objects** 

The objects for which Street Pastors (Portsmouth) is established are: 

_To promote the benefit of the inhabitants of Portsmouth and the surrounding area and such other local communities in the United Kingdom and the world as the Trustees may from time to time determine in accordance with the Christian principles contained in the Statement of Beliefs in the Schedule hereto by associating with the statutory authorities and voluntary organisations with the object of improving their conditions of life._ 

## **Main Activities** 

The aim of Street Pastors (Portsmouth) is to contribute towards making Portsmouth a 'kinder, safer city' by providing a service of practical care, friendship and a prayerful presence.  We deploy teams of volunteers drawn from local churches on the city centre streets every Friday and Saturday night.  We also provide teams of School Pastors during the daytime to one school. 

## **Review of achievements during the year** 

During 2023, we put patrols out every weekend with several extra patrols for one off events in support of the night time economy and our partnering agencies.  Our school pastor initiative has been consolidated in Milton Cross School with the development of a 1:1 programme for selected pupils at the request of the school.  The Volunteer Development Manager has visited churches to raise the profile of Street and School Pastors with a view to recruiting more volunteers.  The recognition scheme, in churches that our Street and School Pastors attend, has helped our profile and secured support for the service.  We were also 

"No means no.  ‘No’ is a word that needs to be respected.  This weekend we saw someone who wasn’t quite listening or respecting this “No”. Thankfully, this situation was happening in a more public place which meant we could be a presence to support this individual with their ‘no.’  Without being invasive we were able to ensure their ‘no’ was finally listened to.  We pray that the culture of respect grows in our city, that we respect someone’s opinion or response even if it is different to ours or what we wanted to hear.”

## **Street Patrols and Street Pastor Volunteers** 

Throughout the year we have continued to be a trusted, reliable, uniformed presence on the streets of Portsmouth.  In partnership with the City Council and the Police we have provided patrols every Friday and Saturday night patrolling from approximately 10.30 p.m. – 3 a.m.  We also put additional teams out on other occasions such as Fresher’s Week, Halloween and New Year’s Eve. 

Our volunteers are organised into 8 teams with each Street Pastor going out at least once every four weeks.  This continues to work well and it is a credit to our volunteers and their

willingness to swap and cover when necessary to make up viable teams each week.  In 2023 we had 104 patrols and 20 people joined us as observers.  This represents some 2,000 hours of volunteering. 

At the end of 2023 we had 36 active Street Pastors.  Recruitment in 2023 resulted in 4 newly trained Street Pastors and connections made with 8 more candidates, 5 of whom registered to enter the training programme in Spring 2024 

Training of new Street Pastors continues twice a year and is conducted regionally.  This has proved to be an efficient way of offering our new Street Pastors excellent training.  The training is “One of the most blessed parts of our job while out on our provided by the police, emergency patrols is our relationship with the security teams on the services, mental health practitioners, doors to the pubs and clubs.  We work together when church leaders and youth workers to needed and it flows really well.  While talking to the door name a few. ## _Contacts on the Streets and Referrals_ 

As a part of our partnership with Portsmouth City Council we continue to provide statistical records of “meaningful contacts” and referrals.

Each of the above categories show the main reason for an incident being recorded as a contact.  Each contact is only categorised once even though in some cases there are multiple reasons, consequently the totals reflect the total number of incidents but not the complexity, duration or number of individuals of each incident. 

“We continue to connect with as many people as possible! One man we connected with was lost in his situation, he had gone to a party and fallen asleep.  Sadly, he was then attacked while he was asleep!  He managed to get out but was still completely shocked by what happened, he also refused any medical help and decided to walk away.  He had nowhere to go... So where was he going?  We saw him again a bit later and he told us he had found a place to stay for the night which we were so glad to hear! 

Street Pastor patrols continue to identify predatory behaviour around the NTE.  This includes monitoring vehicles used by potentially predatory occupiers.  Our teams also engage with women who are being spoken to by predatory males outside clubs and alert CCTV and the Police to those individuals who gather outside clubs to prey on the vulnerable.

## _Contacts made_ 

The total contacts made for 2023 was 3.955 compared with 4,203 in 2022.  This included 1,687 conversations and 73 faith conversations. 

## _Bottles and Broken Glass_ 

Sweeping up broken glass and picking up bottles is a small but significant action that keeps the pavements and roads clear of that type of hazard or potential weapon. During 2023 we picked up 4,340 bottles and broken glass.  In 2022 we picked up 4,358 bottles and broken glass. 

“Along Guildhall Walk we were approached by two police officers, they asked for assistance with an intoxicated woman lying on the ground hidden by parked cars.  She had been left by her friends who thought she had gone to Gosport ferry. We managed to contact her friends and after some time reunite them who then made sure she was safe returning home.” 

## _Flip flops, Water and Blankets_ 

Again, a small part of what we do, but the contacts we make when handing out supplies such as flip flops are very rewarding.  We did not hand out flip flops or water from the start of the pandemic in line with our risk assessments.  However, during 2023 we handed out 104 pairs of flip flops, all of which made a difference to the safety of someone’s feet.  We gave out 219 bottles of water, again a wonderful way to make contact.  The emergency blankets we give out are primarily for the street homeless and help to retain body heat but are also useful as a ‘modesty’ blanket for covering up vulnerable people; we gave out 27 of these. 

## _Presentations and talks_ 

We gave 24 church talks in 2023 and 2 other talks at various clubs and groups.  We also attended the Vocational Day at St Edmunds |Catholic School where we presented to more than 200 year 9 students. 

## **School Pastors** 

2023 saw the consolidation of the School Pastors service in the Milton Cross School with regular attendance during both break times every Tuesday.  Normally there are 3 school pastors in attendance during these times. 

“Life can get hard for all of us.   As adults have had years of learning how to navigate through different situations and how to deal with different types of people.  Even as adults when we come across a bully, it can greatly affect our lives.  If this is how it can affect us as an adult how much more a child? Especially with the advancement of use of phones and social media! Thankfully, we have now reached a point in the school that children know that they can talk to us.  We did sadly hear of some experiences of children feeling like they were being bullied.  This is never ok as an adult or a child. Working with the school, we do our best to support the students and help that child bring some joy back into their school life!”

A new initiative this year has been the provision of a 1:1 session for a pupil identified by the school.  This was trialled to ensure we had the resources to support it and has been reviewed to agree the parameters with the school for future use.  Appropriate measures have been implemented to ensure safeguarding of the volunteer and the pupil during these sessions.

## **Training** 

Training was provided in partnership with other SP initiatives in the region including Southampton, Winchester, Eastleigh, Isle of Wight, and Fair Oak with a well-established programme providing opportunities for the new recruits to complete the majority of training modules remotely on Saturday mornings.  The return to schools in 2023 benefitted from the in-person refresher training received in December 2022 in the 

In January, one of our original team members Roger was presented with a certificate to formally mark his 100th School Pastor Patrol!  That is amazing!  We celebrate Roger’s faithfulness and passion!  But it gets better than that!  Roger has been out on 144 patrols in total altogether - we can hardly keep up!! 

Isle of Wight.  Meanwhile School Pastors recruits attended a Roles & Responsibilities training 2 School Pastor recruits completed online training sessions in 2023 and became eligible to Patrol as full School Pastors, although one has subsequently withdrawn from the program.  We are currently planning and about to commence a targeted recruitment drive using individual school locations as the epicentre of recruitment programs linking individual schools to their local churches. 

## **Prayer Support** 

The support offered by Prayer Pastors cannot be emphasised enough.  Our Prayer Pastors support the work of Street and School Pastors whilst the teams are out on the streets, they are either at the patrol base or at home, praying for the teams and sometimes being asked to pray for a specific situation.  We currently have over 15 active Prayer Pastors. 

One of our Prayer Pastors, Sharon Pearce took on writing the weekly prayer email, we are extremely grateful for her prayers and the direction she gives to help with praying from home on Monday evenings ‘Praying together.’

## **Trustees** 

Our board of Trustees have a responsibility for effective governance of the Charity and to ensure that we operate in a way that holds true to our stated aims and objectives.  Street Pastors Portsmouth is in a strong position with a highly skilled group of Trustees who bring a diverse mix of skills and experience.  Two of our Trustees have first-hand experience of being Street Pastors. 

We continue to ensure our Trustees are interdenominational, throughout 2023 they were drawn from various denominations: Roman Catholic, Anglican and the Salvation Army. 

## **One Body Group** 

The original vision for a Christian response to the night-time pub and club environment was born out of the “One Body” group of city-wide church leaders and continue to have spiritual oversight for Street Pastors Portsmouth.  Throughout the year we are regularly represented at monthly meetings of One Body and continues to receive support and encouragement from the wider church leadership.  These meetings have resumed monthly in person. 

## **Public benefit** 

The Trustees confirm they referred to the public benefit guidance published by the Commission when reviewing the aims and objectives of Street Pastors (Portsmouth) and in planning future activities.  All the trustees give their time voluntarily and receive no private benefit from this. 

## **Trustee’s Responsibilities in relation to the financial statements** 

Law applicable to charities in England and Wales requires the trustee to prepare financial statements for each financial year which give a true and fair view of the charity’s financial activities during the year and of its financial position at the end of the year.  In preparing those financial statements, the trustee is required to: 

- Select suitable accounting policies and then apply them consistently; 

- Make judgements and estimates that are reasonable and prudent; 

- State whether applicable accounting standards and statements of recommended practice have been followed subject to any departures disclosed and explained in the financial statements; and 

- Prepare the financial statements on the going concern basis unless it is inappropriate to presume that the charity will continue in business. 

## **Financial Review & Reserves Policy** 

During the year total income received was £38,269 with expenditure of £36,524 giving an operational surplus of £1,745.  This is largely due to a payment under the contract from Portsmouth City Council which has been received in full for their financial year 2023/24 and therefore apart of the income relates to activity in the first quarter of 2024. 

Trustees highly value the partnership with Portsmouth City Council and the Police and Crime Commissioner whose funding ensures the delivery of the night time economy patrols. 

The Trustees aim to have a minimum of 6 months operating costs in reserve at any time which it is currently achieving.

## **Accounts** 

The trustees confirm that the accounts comply with: 

- statutory requirements 

- the governing document 

- the statement of recommended practice “Accounting and Reporting by Charities” issued in 2005. 

The trustees are responsible for keeping accounting records which disclose with reasonable accuracy at any time the financial position of the charity and enable it to ensure that the financial statements comply with the Charities Act 2011.  It is also responsible for safeguarding the assets of the charity and hence for taking reasonable steps for the prevention and detection of fraud and other irregularities.
