## **Report of Board of Trustees** 

The Board of Trustees presents its report and the accounts for the year ended 31[st] December 2022. 

## **Governance** 

Street Pastors (Portsmouth) is governed by its Memorandum and Articles of Association. The trustees, who are also the directors of the company, meet regularly, usually 6 times a year.  The purpose of these meetings is to set the main priorities for the charity and to oversee the operation of the charity by receiving reports on its activities and finances. 

## **Objects** 

The objects for which Street Pastors (Portsmouth) is established are: 

_To promote the benefit of the inhabitants of Portsmouth and the surrounding area and such other local communities in the United Kingdom and the world as the Trustees may from time to time determine in accordance with the Christian principles contained in the Statement of Beliefs in the Schedule hereto by associating with the statutory authorities and voluntary organisations with the object of improving their conditions of life._ 

## **Main Activities** 

The aim of Street Pastors (Portsmouth) is to contribute towards making Portsmouth a 'kinder, safer city' by providing a service of practical care, friendship and a prayerful presence.  We deploy teams of volunteers drawn from local churches on the city centre streets every Friday and Saturday night.  We also provide teams of School Pastors during the daytime to one school. 

## **Review of achievements during the year** 

2022 was a positive year, we put patrols out every weekend and extra patrols for one off events.  We also welcomed Steve 

Macfarlane onto the team, Steve is the Volunteer Development Manager and has been visiting churches to raise the profile of Street and School Pastors with a view to recruiting more volunteers. Steve has also started the recognition scheme, again in churches that our Street and 

"All was normal, this week we were speaking to a young man, after some conversation, we found out he was just a young teenager out on his own!  We communicated with the police concerning him and found out he had been reported missing! We were able to keep watch over him and make sure he was safe until the police arrived.” 

School Pastors go to, the scheme will not only get our volunteers commitment recognised by their church community but also keep our initiative on the agenda at local churches. 

## **Street Patrols and Street Pastor Volunteers** 

Throughout the year we have continued to be a trusted, reliable, uniformed presence on the streets of Portsmouth.  In partnership with the City Council and the Police we have provided patrols every Friday and Saturday night patrolling from approximately 10.30 p.m. – 3 a.m.  We also put additional teams out on Halloween and New Year’s Eve. 

Our volunteers are organised into 8 teams with each Street Pastor going out at least once every four weeks.  This continues to work well and it is a credit to our volunteers and their willingness to swap and cover when necessary to make up viable teams each week.  In 2022 we had 105 patrols and 20 people joined us as observers.

At the end of 2022 we had 38 active Street Pastors.  As we were able to go back to delivering church talks, recruitment in the second part of 2022 was more fruitful.  We recruited and trained 5 new Street Pastors in 2022. 

Training of new Street Pastors continues twice a year and is carried out regionally, this is proving to be an efficient way of offering our new Street Pastors excellent training.  The training is provided by the police, emergency services, mental health

practitioners, church leaders and youth workers to name a few.  It ensures that our Street Pastors are well equipped to deal with the various scenarios they encounter on the streets. 

## _Contacts on the Streets and Referrals_ 

As a part of our partnership with Portsmouth City Council we continue to provide statistical records of “meaningful contacts” and referrals.

Each of the above categories show the main reason for an incident being recorded as a contact.  Each contact is only categorised once even though in some cases there are multiple reasons, consequently the totals reflect the total number of incidents but not the 

complexity, duration or number of individuals of each incident. 

“As we walk through Guildhall Square, we saw a man sat on the steps.  We begin to talk to him and he told us his name, and explained that he is an alcoholic who has been in and out of prison.  We sit and chat with him for over 30 minutes and he explains that he is a Christian and we have a long faith conversation including prayer, and the man prayed for us.” 

Street Pastor patrols continue to identify predatory behaviour around the NTE.  This includes monitoring vehicles used by potentially predatory occupiers. Our teams also engage with women who are being spoken to by 

predatory males outside clubs and alert CCTV and the Police to those individuals who gather outside clubs to prey on the vulnerable.

## _Contacts made_ 

The total contacts made for 2022 was 4,203 compared with 2,495 in 2021.  This included 1,674 conversations and 67 faith conversations. 

## _Bottles and Broken Glass_ 

Sweeping up broken glass and picking up bottles is a small but significant action that keeps the pavements and roads clear of that type of hazard or potential weapon. During 2022 we picked up 4,358 bottles and broken glass.  In 2021 we picked up 2,630 bottles and broken glass. 

“Along Guildhall Walk we were approached by two police officers, they asked for assistance with an intoxicated woman lying on the ground hidden by parked cars.  She had been left by her friends who thought she had gone to Gosport ferry. We managed to contact her friends and after some time reunite them who then made sure she was safe returning home.” 

## _Flip flops, Water and Blankets_ 

Again, a small part of what we do, but the contacts we make when handing out supplies such as flip flops are very rewarding.  We did not hand out flip flops or water from the start of the pandemic in line with our risk assessments.  However, during 2021 we handed out 163 pairs of flip flops, all of which made a difference to the safety of someone’s feet.  We gave out 242 bottles of water, again a wonderful way to make contact.  The emergency blankets we give out are primarily for the street homeless and help to retain body heat but are also useful as a ‘modesty’ blanket for covering up vulnerable people; we gave out 21 of these. 

## _Presentations and talks_ 

We gave 8 church talks in the second half of 2022 and 3 other talks at various clubs and groups.  As churches and groups opened back up we arranged future talks. 

## **School Pastors** 

2022 saw a return to a regular presence for School Pastors in the city, with the operation begin to return to pre-COVID levels.  Between January and July 2022 two schools; Charter Academy and Miltoncross Academy, were being visited on a Monday and Tuesday, respectively, with both schools normally receiving a team of 3 school pastors on average. 

From September for the remainder of the year service continued but only at Miltoncross Academy whilst there was difficulty in maintaining a team of at least 2 qualified school pastors per week at Charter Academy.  However, by the end of 2022, the Miltoncross Academy team were showing increasing strength in numbers and leadership with 3 regular school pastors being joined by 3 observers who were completing their training in order to become qualified.  Visits continued once a week on Tuesdays.

## **Training** 

Training was able to recommence in 2022 with a now established online programme providing opportunities for the new recruits to complete the majority of training modules remotely on Saturday mornings.  The return to schools in 2022 benefitted from the in-person refresher training received in December 2021 in the Isle of 

One girl we spoke to was feeling stressed out in first break, but we encouraged her to focus on her work.  In second break we saw her again and she was thrilled to have completed 4 pieces of work!  At the end of 2nd break she was listening quietly consoling another girl.  This was an amazing response to encouragement, not just doing well in class but encouraging another student! 

Wight.  Meanwhile 2 School Pastors recruits attended a Roles & Responsibilities training day on the Isle of Wight and 1 School Pastor recruit completed 3 online training sessions in 2022, with 2 more signing up to complete the online training modules for early 2023. 

## **Prayer Support** 

The support offered by Prayer Pastors cannot be emphasised enough.  Our Prayer Pastors support the work of Street and School Pastors whilst the teams are out on the streets, they are either at the patrol base or at home, praying for the teams and sometimes being asked to pray for a specific situation.  We currently have over 20 active Prayer Pastors. 

One of our Prayer Pastors, Sharon Pearce took on writing the weekly prayer email, we are very grateful for her prayers and the direction she gives to help with praying from home on Monday evenings ‘Praying together’. 

## **Trustees** 

Our board of Trustees have a responsibility for effective governance of the Charity and to ensure that we operate in a way that holds true to our stated aims and objectives.  Street Pastors Portsmouth is in a strong position with a highly skilled group of Trustees who bring a diverse mix of skills and experience.  Three of our Trustees have first-hand experience of being Street Pastors. 

We continue to ensure our Trustees are interdenominational, throughout 2019 they were drawn from various denominations: Roman Catholic, Anglican and the Salvation Army. 

## **One Body Group** 

The original vision for a Christian response to the night-time pub and club environment was born out of the “One Body” group of city-wide church leaders and continue to have spiritual oversight for Street Pastors Portsmouth.  Throughout the year we are regularly represented at monthly meetings of One Body and continues to receive support and

encouragement from the wider church leadership.  These meetings have resumed monthly in person. 

## **Public benefit** 

The Trustees confirm they referred to the public benefit guidance published by the Commission when reviewing the aims and objectives of Street Pastors (Portsmouth) and in planning future activities.  All the trustees give their time voluntarily and receive no private benefit from this. 

## **Trustee’s Responsibilities in relation to the financial statements** 

Law applicable to charities in England and Wales requires the trustee to prepare financial statements for each financial year which give a true and fair view of the charity’s financial activities during the year and of its financial position at the end of the year.  In preparing those financial statements, the trustee is required to: 

- Select suitable accounting policies and then apply them consistently; 

- Make judgements and estimates that are reasonable and prudent; 

- State whether applicable accounting standards and statements of recommended practice have been followed subject to any departures disclosed and explained in the financial statements; and 

- Prepare the financial statements on the going concern basis unless it is inappropriate to presume that the charity will continue in business. 

## **Financial Review & Reserves Policy** 

During the year total income received was £26,007 with expenditure of £33,781 giving an operational deficit of £7,774.  This is largely due to a grant of £7,500 from the National Lottery received in 2021 part of which was carried forward in 2021 and which had to be used by June 2022.  The contract with Portsmouth City Council changed from a single annual payment to quarterly payments in arrears.  It runs from April to March and therefore the final payment for the year will be received in 2023.  This explains the apparent reduction in income from that source of £3,750.  Expenditure was broadly in line with previous years. 

The Trustees aim to have a minimum of 6 months operating costs in reserve at any time which it is currently achieving. 

## **Accounts** 

The trustees confirm that the accounts comply with: 

- statutory requirements 

- the governing document 

- the statement of recommended practice “Accounting and Reporting by Charities” issued in 2005. 

The trustees are responsible for keeping accounting records which disclose with reasonable accuracy at any time the financial position of the charity and enable it to ensure that the financial statements comply with the Charities Act 2011.  It is also responsible for safeguarding the assets of the charity and hence for taking reasonable steps for the prevention and detection of fraud and other irregularities.
