Structure, Governance, and Management of the Trust

The method of governance in this charity is by Trust Deed, and it operates as a charitable trust. New trustees are appointed following agreement between the existing trustees.

The trust supports the aims of Without Walls Christian Fellowship, which is a church situated in Stanton-under-Bardon (based at the charity’s principal address). It seeks to further the Christian gospel in the surrounding communities in which it is situated; that is mainly the NorthWest Leicestershire and Hinckley and Bosworth administrative districts. The church has a spiritual leadership, with the trustees working alongside the leadership in carrying out the vision for how the church should move forward.

The church is one of a group of churches which relate to an organisation called ‘Together’ based at Nettle Hill, Ansty, near Coventry. Together Ministries provides apostolic oversight and guidance for the church leadership and provides facilities for teaching, training, and discussion all of which benefit those church leaders who have this distinct relationship with Together Ministries. The Without Walls Christian Fellowship charity itself is small, with a low financial risk. It does not currently undertake financial investments and aims to ensure that there are always funds available in the current account at the end of each month so as to meet all regular commitments. Any grants obtained are specifically used for the purpose for which they were given and are clearly seen in the charity’s accounts.

A minimum of two trustees have access at all times to the charity’s bank account. All transactions (both receipts and payments) are carefully monitored and promptly recorded in the charity’s accounts. The church uses a computer software package for the church accounts, and this has resulted in a greater ability to produce useful reports, both for internal use as well as providing monitoring information for external grant funders.

Objectives and Activities

The charity is concerned with the advancement of the Christian faith. This includes the proclamation of the Christian gospel, the teaching of Christian doctrine, and the pastoral care of Christians within the church community. Furthermore, the church is committed to the relief of persons who are in need, hardship, and distress, and are aged or sick. The charity runs activities in five administrative districts in Leicestershire, although is more heavily involved in the Hinckley and Bosworth area (where it’s building is situated) and the adjoining district of North-West Leicestershire. Trustees have had regard to the Charity Commission’s guidance on public benefit.

Summary of the Main Activities undertaken for the public benefit.

The onset of the Covid 19 virus pandemic in the spring of 2020 affected the charity in a number of ways. Not surprisingly, it caused disruption to the charity’s regular activities, both in respect of the church meetings and the outreach work which is regularly undertaken by members of the church, together with volunteers from the wider community. However, the church has still been able to exercise its charitable functions in a number of different ways.

These are described in more detail below:

Regular Sunday public worship has always been a cornerstone of Without Walls Christian Fellowship, from its inception until the present day. However, from March 2020 onwards, the church’s commitment to meeting in its building for Sunday public worship was substantially disrupted because of the need to abide by the regulations and guidance issued by the Government. In the first year of the pandemic, the church found a way to meet online, via zoom and also in person, outside in a local park, over the warmer months. From January, 2021, the regulations enabled the church to meet on a Sunday in its building in Stanton-

under-Bardon, and it continues to do so. All this has enabled the church to continue throughout the year in its primary function of establishing church members in the faith, through meeting and praying together, and bible study. Pastoral care has also been maintained throughout the period.

The charity has continued to remain vigilant in respect of the relief of hardship both locally and abroad. The charity has maintained its regular giving to the Help International charity which provides financial support to children suffering the effects of hardship in a foreign nation. The church also continues to make regular financial donations to the same charity with the aim of helping widows in hardship. Regular giving to a local Leicestershire foodbank has also continued, although there was some disruption to this project whilst the church building was closed.

Two of the charity’s key projects, the singing café and community tea party projects, have continued in some form, despite the onset of the pandemic. A major development during this time has been the development of the Thrive project, which incorporates both these outreaches. Both these community initiatives seek to improve the day-to-day wellbeing of those facing a variety of physical and mental challenges. Through the use of the singing cafes and the tea parties, the charity aims to improve quality of life by encouraging positive and mental activities. The charity remains committed to providing weekly support for people with dementia/mental health issues through the provision of ‘Singing Cafes’. The Singing Cafes have met in the public libraries for a number of years. In 2019, two more cafes were added in Ashby and Wigston, bringing the total up to six every week. These are currently based in libraries in Coalville, Loughborough, Shepshed, Melton Mowbray, Ashby-de-la-Zouch and Wigston. The monthly Community tea parties project, based at the WOW building in Stanton-underBardon, and designed to meet the needs of lonely, isolated and vulnerable people, had become firmly established before the advent of the pandemic. More detail is given further on, in the Achievement and Performance section, both in respect of how the charity usually provides these activities and how these activities have had to be adapted to deal with the pandemic.

The trustees believe that the above activities are in accordance with guidance given by the Charity Commission.

Achievements and Performance

As stated above, the charity remains committed to its work with people who suffer from various forms of dementia and those who suffer generally with poor mental health. This initiative, called ‘The Singing Café’ is staffed by a sessional worker and volunteers, one of whom is a member of Without Walls Christian Fellowship whilst others are drawn from the local communities.

A vital key to these sessions is the strong sense of inclusion and community that the workers help to build as each person gets to know the other members of the group. Another key component is the singing of songs together, particularly songs which the participant would have heard or sung themselves when they were younger. This has a positive beneficial effect on the brain, thus improving the person’s everyday functioning.

From the spring of 2020, the singing café project was not able to meet in public libraries, due to Covid restrictions. However, the sessional worker was able to make full use of an on-line video conferencing facility to engage as many of the regular users of the project as possible, by organising twice weekly sessions remotely. This was sustained throughout the lockdown period and has benefitted a number of people each week. The trustees are pleased to note

that the project has been able to operate again in the libraries from Autumn 2021. Furthermore, the charity has retained its video conferencing facility during the ‘live’ sessions on Tuesday and Friday afternoons to include those who are unable to meet in person.

Following the introduction of a new initiative to help meet the needs of lonely, isolated and vulnerable people in 2018/19, the charity has strengthened its work in this area. During 2019, and the beginning of 2020, the charity firmly established a monthly tea party in the church building for the benefit of the above groups of people. This has quickly grown and has become very successful over the relatively short time that it has been running. Enduring friendships have been formed both within the group and with church members. There is now a real sense of belonging and community within the group and this aspect is very rewarding to see.

Sadly, we were unable to offer this service following the Covid restrictions coming into force in spring 2020. However, much has been done by church members to maintain vital links with each participant, by using mobile phones to keep in contact, by personally visiting them, offering transport for medical appointments, and by offering food parcels.

A number of grants were received in the reporting period, specifically for use in the community tea party initiative: the funders were the Coop local community fund, North West Leicestershire District Council (Covid Support grant), the Charity Link small grants scheme, the Asda Foundation, and the Blakemore Foundation. The grants have made a significant contribution to the running expenses of the project, including the provision of a full Christmas dinner for our tea party guests in December, 2021. The trustees have also drawn on grant aid to part fund the provision of ceiling insulation in the main hall, where the tea parties are held. This has produced a stable warm environment throughout the room and therefore has been of real benefit to our tea party guests. The trustees are extremely grateful to the above funders, whose help has enabled our tea party community to maintain it’s links and to flourish, now that people can meet together again.

The trustees are pleased to note that both the above projects have continued through the pandemic, albeit in a different form. The strength of the relationships formed prior to the lockdown measures, built on the commitment by the charity to this outreach work, has ensured that people want to stay connected both to the charity itself and also to each other, through established networking. The work done by the charity in this area clearly has significance and relevance both to the guests themselves and to their families.

Since April, 2020, the charity has received a number of grants under its Thrive ‘umbrella’, with the potential to benefit either or both of the Singing Café and the Community Tea Party projects. These have been provided by the following funders: North-West Leicestershire District Council (further Covid support), the National Lottery Community Fund, Florence Turner Trust, Hickenbotham Trust, Souter Charitable Trust, the Marsh Christian Trust, Hastings Direct, Leicestershire Community Foundation, the Comic Relief Community Fund, the Albert

Hunt Trust, the Charles Hayward Foundation, the Foyle Foundation , the Corah Foundation, the W.G Edwards Foundation, the Allen Lane Foundation, Warburton’s Community Fund, MotoCharity, the Garfield Weston Foundation, the Arnold Clark Community Fund, the Edward Gostling Foundation, the Westhill Endowment Grant, the Rural Community Council, and Persimmon Homes. Grant aid, in addition to covering a number of ongoing costs and expenses, enabled the development of a new website, called www.thrivewithus.org.uk , which has added considerably to the public profile of the charity. The charity also received a donation from St Jude’s Trust, and grants from Charnwood Borough Council and Leicestershire County Council Shire Grants towards the running costs of the Singing Café project. The trustees are extremely grateful to all the above funders, who have enabled the charity’s projects to continue to function both throughout the pandemic and into the current period when face to face meetings are now possible.

The multi-purpose room at the rear of the building has been used in recent years by a number of baby sensory groups. At the beginning of the reporting p8ri0d, the church had to be closed for a number of months due to the pandemic. In the autumn of 2020, a new baby sensory group took on the rental of the room. There has been a pattern of different groups taking on the project for a season. At the moment. there is a vacancy for a new group to move in. and the truslees are hopeful thal this will happen in the near future. With the help ofgift aid froffl HMRC and a grant from Hinckley and Bosworth Borough Council. the Iruslees were able to provide ceiling insulation in the main hall of the building. This has proved extremely beneficial in temis of heal retention, particulady when hosting the community tea parties. The church still recognises the importance of building strong links wtth other thurch leaders and m8mbers in Ihe region. and is hopeful that this will continue in some form. Financlal Review Whilst no written reserves policy has been adopted by the charity, regular monitoring of the church's funds is undertaken with trustees always being available to discuss any issues arising. A minimum amount of reserve is left in the current account at the end of each month, to cover contingencies. All grants given with a specific purFK)se by a funder are carefully monitored in the accounts to ensure that they are only used for that purpose. There have been no funds in deficit throughout this reporting perK)d. Tithes and offerings given by church members continue to be an important part ofthe charity's income, as is rental income received throughout the period. Whilst donations from singing café guests had substantially declined due to the pandemic forcing closure of the libraries, this has now resumed and is an important element of the charity finances. As reported above, the charity has again received a sunificant amount of its income from grants for use in the singing café and communrty tea party projects.
