Structure, governance and management
The charity was constituted by a Deed of Trust dated 26[th] July 2006. The trustees, all family members, manage the Trust.
The trustees confirm that they have referred to the guidance issued by the Charity Commission relating to Public Benefit.
They ensure that all children who use the facilities of The Sebastian Hunter Memorial Trust, regardless of age, gender, ethnicity, religion or family background have equal access. The libraries, science laboratory and computer facilities are free for all pupils to use.
Objectives and activities
The trustees shall hold the income and capital of the Trust upon trust to apply them for such charitable purposes and such registered charities as the trustees in their absolute discretion think fit from time to time.
The Sebastian Hunter Memorial Trust was set up as an informal charity in 2002 following the tragic death of Sebastian in June 2001. It is run by Seb’s family and the initial project was to build a primary school in a poor, remote village called Senji Mottur in Tamil Nadu, South India. Other projects followed and their progress is described below.
India was chosen as it was a place Sebastian visited and loved, and as a family the trustees have friends locally who are able to project manage and advise them on where money is most needed.

Having just received an update on the current news from Emma Koshi, we are truly amazed by the scale of change Seb’s projects are managing to initiate. From the transformation at The Sebastian Hunter Secondary School in Arni to the programmes in the Jawadi Hills and the scholarships for higher education – and of course the many other projects and partnerships, we are delighted that together we are able to help change so many lives in Seb’s memory. We are so grateful to the whole team in India and to all our loyal supporters in the UK and overseas for all their support and trust. We are looking forward to our visit in October in order to see all the progress for ourselves.

From the Director’s Desk
While putting together this Annual Report for 2022-23 I am very grateful to the Seb’s Team for the enthusiasm, commitment, passion and pride they have demonstrated while working under so many constraints and challenges. It is indeed very commendable, and you can see for yourself their resilience and ability to think outside the box for solutions as you go through the report.
Our focus over the years has been to ensure every child is in school, learning well and staying healthy. Besides acquiring the necessary foundational skills of reading, writing and arithmetic, conscious efforts were taken to nurture talent and unlock the potential that lies within each student.
Seb’s has made improvements in infrastructure to create a school atmosphere and a sense of belonging and pride for our children - an environment that promotes both learning and creativity. We also emphasised community connection and parental involvement to ensure ownership of the schools and the education of their children, keeping in mind the long-term sustainability of all our endeavours. We are in the process of handing over some of our schools to the Education Department once the Primary School buildings are completed under the State Betterment Funds.
Sebs projects continues to contribute to the UN Sustainable Development Goals (SDG 2, SDG3, SDG 4, SDG 5,SDG 6,SDG 8,SDG 9) through all of our inititavies.
Our partners have been the wind beneath our wings, sharing our vision by supporting and walking alongside us with genuine concern and interest. The District Administration and the Education Department have partnered with Seb’s to provide access to quality education for children who have no access in remote tribal communities. We place on record the efforts of the government who for the first time has come forward to lay roads from the foot hills to the Peenjamandhai panchayat in the hills, which has been a big boon to the communities and will hopefully usher in development - better transportation, healthcare and education. Our corporate partners - Corporater, Tata Chemicals and Bharat FIH - shared our concerns, provided expertise and got involved by generously sponsoring various aspects of our programme. A big thank you to all our other well-wishers and friends who have supported us over the years.

Financial review
Cash funds of £80,826 (2022- £85,389) remain after supporting the above projects in the year to 25th March 2023.
Reserves
The trust has reserve accounts in the bank to allow for unforeseen expenses. Having recently visited the projects, we wanted to ensure that we had enough funds to cover any new projects we were asked to undertake and any increases. We have been asked by all the teachers we support for an increase in wages and have now agreed to this so will be using the reserve funds to help over these increased costs.
Reserves are not required to administer the charity.
Charity law requires the trustees to prepare financial statements for each financial year which show a true and fair view of the state of affairs of the charity and its financial activities for that period. In preparing those financial statements, the trustees are required to:

select suitable accounting policies and then apply them consistently;
-
make judgements and estimates that are reasonable and prudent; and
-
prepare the financial statements on the going concern basis unless it is inappropriate to presume that the charity will continue in operational existence.
The trustees are responsible for keeping proper accounting records which disclose with reasonable accuracy at any time the financial position of the charity and to enable them to ensure that the financial statements comply with the Charities Act 2011. They are also responsible for safeguarding the assets of the charity and hence for taking reasonable steps for the prevention and detection of fraud and other irregularities.
Independent examiners
The trustees recommend that Randall & Payne LLP remain in office until further notice.

Independent examiner’s report to the trustees on the accounts of Sebastian Hunter Memorial Trust
I report on the accounts of the Sebastian Hunter Memorial Trust for the year ended 25 March 2023..
Respective responsibilities of trustees and examiner
As trustees you are responsible for the preparation of the accounts and you consider that the audit requirement of section 144(2) of the Charities Act 2011 (the Act) does not apply. It is my responsibility to examine the accounts under section 145 of the Act and to state, on the basis of procedures specified in the General Directions given by the Charity Commissioners under section 145(5)(b) of the Act, whether particular matters have come to my attention.
Basis of independent examiner's report
My examination was carried out in accordance with the General Directions given by the Charity Commissioners. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts, and seeking explanations from you as trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently I do not express an audit opinion on the view given by the accounts.
Independent examiner's statement
In connection with my examination, no matter has come to my attention:

(1) which gives me reasonable cause to believe that in any material respect the requirements
-
to keep accounting records in accordance with section 130 of the Act; and
-
to prepare financial statements which accord with the accounting records and to comply with the accounting requirements of the 2011 Act
have not been met; or
- (2) to which, in my opinion, attention should be drawn in order to enable a proper understanding of the accounts to be reached.
