## 1. Treasurer’s Report and Financial Review 2024-2025 

## 1.1 Introduction 

This report relates to the financial performance of Clanfield Pre-School, Charity Number: 1119060, Ofsted Number: EY420265 for the period 1[st] September 2024 to 31[st] August 2025 and has been prepared by the current Treasurer, Aaron Harris. 

Overall, the finances of the pre-school have deteriorated slightly in the past year, however they are still looking healthy due to the previous 3 years of consecutive profit. There has been a drop in income from the previous financial year, ending August 2024, with a similar increase in expenditure which has led to the preschool reporting a loss overall for 2024-25. 

The figures and accounts stated below remain provisional until they have been checked by an independent examiner, all values stated below are rounded up to the nearest pound. 

## 1.2 Income 

In total the Pre-School’s income from both private fees and Government funded hours was £132,694. This comprised £34,111 of 2yr Government funded hours, £6,905 of 2yr private fees, £86,699 of 3yr Government funded hours and £4,979 of 3yr private fees. Whilst the total for 2yr Government funded and private fees was slightly higher compared to 2023-24 there was a drop of around £13,000 of the total for 3yr Government funded and private fees income. 

Additional services income from Extended Services of £9,434, Forest School of £934 and Holiday Play Scheme of £3,953 totalled £14,321 this was at a similar level to the income generated in 2023-24. 

Fundraising income from events including Christmas Market, Clanfield Festival, Bingo and grants from the Bampton Community Shop, Rotary Club of Faringdon and OCC for extension of 2-year-old provision raised £8,356 was a significant increase on the amount raised in 2023-24 of £3,570. 

Other income generated from the Snacks and Sundries Charge, Early Years Pupil Premium, Inclusion funding and Early Years Milk Subsidy totalled £6,415 which was a small decrease from £8,167 in 2023-24 but a similar level to 2022-23. 

Overall total income decreased to £163,073 for the financial year, which was a decrease of £8,782 year on year, which was mainly due to the decrease in 3yr Government funded and Private Fee hours income generated. 



## 1.3 Expenditure 

The main expenditure for the Pre-School of staffing costs increased to £156,572 which was up from £131,719 in the previous financial year. This includes £152,114 as salary payments to staff members, pension contributions of £2,595, staff training costs of £929 and other costs of £934 which includes uniform and DBS checking costs. Salary increases have been mainly due to the increase in the national minimum wage. 

Expenditure towards providing additional services totalled £684. This includes Forest School Costs of £435 and Play Scheme expenses of £249; this was a similar level to expenditure in 2023-24. 

Repairs and Maintenance cost the Pre-School £2,004 which was a slight decrease to the outlay in 20232024, this was mainly due to a reduction in one-off costs associated with unexpected repairs in the previous year. 

There was a slight decrease in spending to £1,792 using the money raised from fundraising in 20242025, with only the large purchases being Makaton training which was funded by a grant from Rotary Club of Faringdon, with the costs for fundraising increasing slightly to a total of £965. 

General running costs for the Pre-School were £16,165 across the 2024-2025 financial year, which was a slight increase from £15,171 from the previous year. This was due to increase in costs across several categories though the main contribution was an increase insurance expense in 2025. 

Overall total expenditure increased to £178,210 for the financial year, which was an increase of £22,479 year on year, mainly due to the significant increase in staffing costs and increase in general running costs. 

## 1.4 Year End Financial Status 

As of the 31[st ] of August 2025, the pre-school held the following funds: 

- £10,915.28 in the Pre-School Main Account. (HSBC) 

- £42,837.39 in the Pre-School Reserves Account. (HSBC) 

- £2,764.28 in the Pre-School PayPal Account. 

- £62.90 in the Petty Cash Tin. 

The Pre-School started the year with a total cash position of £68,161 which decreased to £56,580 by the end of the year, this included a decrease in the Pre-School Reserve Fund from £65,118 to £42,838 this is still sufficient that the running costs of the Pre-School can be covered without income for a period of 3-4 months. 

Income generally peaks 3 times a year around the regular payments from Oxfordshire County Council (OCC) of the funded hours, this was no exception in 2024-2025, with spikes in December, March, and June. Expenditure is generally consistent throughout the year and this pattern continued in 2024-2025 with a small peak in February when the regular utility bills and several maintenance tasks were due. 



Expenditure grew at a rate of 14% which was slightly lower than 2023-24, Income was down by 5% from the previous financial year, this led to a decrease in overall profitability and a loss overall of £15,158 for the year. 

## 1.5 Next Financial Year Planning 

The Pre-school is at full capacity for the normal morning and afternoon sessions across both 2-year and 3 & 4-year places, with additional income generated through the extended services provided by breakfast club and stay and play. Forest school and Holiday Club are both well attended and expected to continue similarly over the next financial year. 

Income is expected to stay stable in the coming financial year due to the similar profile to last year, with a potential for a small uplift due to increases in the funded hours rate from April 2026. 

It is likely that operating costs will continue to rise due to the current external factors that also affect the pre-school, such as increases in utility and consumables costs. National Living Wage is expected to increase for 2026 to £12.71, and the real living wage has been announced as £13.45, the preschool committee made the decision to raise the minimum rate last year at an increase of 8.3%. To keep up with the real living wage increase to £13.45 would require a 3.5% uplift the Treasurer will present figures to the finance committee meeting in January for approval, with a minimum proposal of keeping pace with real living wage. 

## 1.6 Auditing 

The finances included in this report have not yet been audited and are submitted to the AGM subject to approval by the Pre-School’s external auditor.

## **Independent Examiner’s Report to the Trustees of Clanfield Pre-School, Charity Registration No. 1119060.** 

I report on the accounts of the pre-school for the year ended 31[st] August 2025, as attached to this letter. 

The charity's trustees are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (“the Act”). The charity’s trustees consider that an audit is not required for this year under section 144 of the Act and that an independent examination is needed. 

It is my responsibility to: 

- examine the accounts under section 145 of the Charities Act, 

- to follow the applicable Directions given by the Charity Commission (under section 145(5)(b) of the Act, and 

- to state whether particular matters have come to my attention. 

My examination was carried out in accordance with general Directions given by the Charity Commission. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records.  It also includes consideration of any unusual items or disclosures in the accounts and seeking explanations from the trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently no opinion is given as to whether the accounts present a ‘true and fair’ view, and the report is limited to those matters set out in the statement below. 

The Assistant Manager and Manager, prepare the accounts on a receipts/payments basis and these are reconciled with the bank statement on a monthly basis. The Treasurer reviews the accounts on a regular basis. Funds are held in a current account and a deposit account. 

In connection with my examination, no material matters have come to my attention which gives me cause to believe that in, any material respect: 

- accounting records were not kept in accordance with section 130 of the Charities Act or 

- the accounts do not accord with the accounting records. 

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in order to enable a proper understanding of the accounts to be reached.
