Annual Report
Period 1 January 2025 to 31 December 2025
1. Objectives
-
1.1. to promote the efficiency of the United Kingdom armed forces and other supporting units by maintaining contact between serving members of the armed forces and members and former members of the armed forces, the Merchant Navy, and other UK units that served in operations in the South Atlantic in 1982.
-
1.2. to advance the education of the public and members of the armed forces in matters relating to operations in the South Atlantic in 1982.
-
1.3. to promote good citizenship for the benefit of the public at large by commemorating the contribution made by those United Kingdom participants who died through the action during operations in the South Atlantic in 1982, and by maintaining a book of commemoration and remembrance available on the internet, as a memorial to the personnel and civilians who died in the operations in the South Atlantic in 1982;

1.4. to relieve individuals who are in receipt of the South Atlantic Medal 1982 issued by the United Kingdom for their service in the South Atlantic during the period between 2 April 1982 and the 21 October 1982, and also their dependants, who are in need by virtue of hardship, sickness or old age by:

1.4.1. making grants of money to them or,
-
1.4.2. providing or paying for goods, services, facilities, or assistance for them or,
-
1.4.3. making grants of money to other persons or bodies who provide goods, services, or facilities to those in need or,
-
1.4.4. sponsoring return visits to the Falkland Islands for those in need of relief from trauma or distress caused by their involvement in the 1982 South Atlantic operations.

2. Changes to the Articles and Memorandum
- 2.1. The Articles and Memorandum of the Association introduced on the 2 April 2022 remains in use.
3. Chairman’s Report 2025
-
3.1. The Association platoon paraded at the Cenotaph on remembrance Sunday; there was a good turnout although the long wait to march off tested older legs. The silver lining was that we were highlighted by the TV coverage as we marched toward and past the memorial at Whitehall. Many Association veterans with families met and took lunch within the Union Jack Club (UJC) afterwards, this is a standing event and non-members who are medal holders are welcome to attend.

3.2. The annual general meeting was held on 5[th] April at the Hilton Garden Inn, Abingdon Oxfordshire. A drumhead service was held on the 6[th ] April at the Hotel officiated by our Chaplain, the Reverend Martin Kirkbride. The guest of honour was the Lord Lieutenant of Oxfordshire Mrs Marjorie Glasgow, accompanied by her husband.

3.3. The Airborne Riders continue to complete the ride of respect in remembrance of those killed in action (KIA) the Association is most grateful for the funds raised and donated to SAMA 82.

3.4. The Association holds five standards, which are available for events on request. These are located around the UK; ongoing maintenance is carried out when required. Member volunteers act as standard bearers; training is available for any member wishing to become a bearer.

3.5. Our areas and branches continue to operate in support of the main Association; one branch may be forced to close due to lack of personnel. We are actively seeking interested veterans who wish to form their own branch for their areas, giving them support and advice, with training, to formulate raising the profile of the Association.

3.6. The Association of Dunkirk Little Ships continues to invite Falkland Veterans to their annual cruise on the River Thames. This popular event is welcomed by our members, and we would like to thank the Dunkirk Little Ships for their support of SAMA 82.

3.7. The Association continues to enhance contact with the new government; we are very grateful to them for the continuing provision of flight places, on an indulgence basis, for veterans to and from the islands via the air-bridge. Veterans in need of comfort from their experience in 1982, are encouraged to return; group visits and family support is encouraged for those who wish to return. The aim is to prioritise those in need and the many first timers, augmented by group leaders and repeat flyers. We are grateful to the Falkland Island Government Office (FIGO) in London who handle the full price flights for non-veterans alongside flights for the Islands citizens .
4. Secretary Report 2025
-
4.1. During 2025 the SAMA 82 office relocated to a smaller more suitable location with better facilities and internet connection.
-
4.2. For many years the Ministry of Defence has provided the concessionary flight scheme. We are grateful for their commitment and support in ensuring that medal holders can travel at a hugely reduced fare. The scheme ran smoothly for most of the year, but sadly the MoD were unable to offer seats or flights were cancelled on a few occasions.
-
4.3. Work is always ongoing to improve and maintain our website. We strive to provide comprehensible and accurate information and recollection of the Falklands conflict. We are currently working on a project to create a UK memorial information section on our website.

4.4. The SAMA 82 office endeavours to run efficiently and reduce our carbon footprint. We try to ensure that all our correspondence is digital, and our website is used as an integral part of the SAMA 82 office administration. All applications are now made through a paperless website application process.

4.5. We encourage members to complete a Gift Aid form, and this can easily be completed on the SAMA 82 website. Gift Aid is not of any cost to yourselves but allows the Association to claim an extra 25% of any donations you make to SAMA 82 from the UK Government.

4.6. The SAMA 82 Newsletter is published twice a year for members and its beneficiaries. We take this opportunity to remind members that the newsletter if for you and we encourage anyone to submit entries. Whether it be a short story about their time in the conflict, a visit to the Islands, an event they are organising or have attended, a poem, a small gallery of images, any fundraising efforts you have completed or organising – it can be anything suitable and relatable for the membership.

4.7. As a charity, we rely on donations. Whether donations are made directly or through volunteers’ collections or via an event sponsorship such as climbing a mountain, a cycle ride. It is entirely up to you, how you wish to support SAMA 82 by fundraising so whatever your idea is, we’re grateful for your support. 5. Public Relations and Charity Liaison
5.1. Media Roundup

5.1.1. 2025 was another reasonably quiet year for SAMA 82 with regard to PR and specific large events. Encouragingly though, many recurring local activities continued throughout the year within the respective geographical areas. These events are mostly run by regional co-ordinators, assistants and families, all of which go toward collecting essential funds for SAMA 82 but also contribute to raising the awareness of locals about FI82 veterans living within their local communities.

5.1.2. The usual mixed nature of enquiries from UK press and other media continued throughout 2025, with either the Chairman or one of the Trustees dealing accordingly. This ranged from newspaper interviews, live radio, academia and other Associations etc. All other enquiries, some from overseas, were efficiently dealt with by the office staff, albeit with some consultation with Chairman and Trustees.
5.2. Significant Live Events
-
5.2.1. The 2025 AGM weekend took place at the Hilton Garden Inn Hotel, Abingdon, Oxfordshire 4-6 April 2025. The AGM was held Sat 5 April at 1500 with 45 (40 voting) in attendance. With fine weather in abundance, a most successful AGM took place, with a variety of updates supported by full reports which were provided by the Chairman and Trustees. The official record of the meeting can always be found on the SAMA 82 website. As is custom, the AGM was immediately followed by an open forum. The Chairman welcomed everyone to the open forum and then introduced Richard Hyslop, Head of the Falkland Island Government Office (FIGO) London. Richard then provided a comprehensive and most interesting update of significant activities and events that have taken place in the Falkland Islands during the previous 12 months. This was followed by a short update from Gary Clement, FVF FI, who provided news on recent events and the running of Liberty Lodge in Stanley. Thank you to both Richard and Gary for attending the AGM and Open Forum.

5.2.2. The traditional AGM weekend gala dinner followed the AGM on the same evening of 5 April and was a great success with 75 sitting down to enjoy fine food and wine, plus the excellent company and comradeship of fellow veterans, wives and partners. Members were very generous with the donation of raffle prizes and auction items which raised nearly £800.00 on the night. Thank you to all those that donated prizes and to those that made successful bids in the auction. After the dinner, appropriate toasts, and activities were completed, and finally we were entertained by a very competent DJ who played many popular songs from ‘earlier eras’, dancing went on into the night, for some!

5.2.3. The annual service of remembrance was once again held in June at the Pangbourne Chapel, again it was very well attended with high numbers of SAM veterans and families amongst many distinguished guests.

5.2.4. The UK ‘Ride of Respect’ (RoR) took place across the UK again this year and in a similar format to recent years. This was the 7th consecutive year of the Falklands Ride of Respect. The aim of the Ride of Respect is to visit every gravesite & memorial around the UK of those killed in action during the 1982 Falklands Conflict to pay respects, honour the fallen and in remembrance of everyone, who never came home to their loved ones. To date this amazing fundraising event, which is organised annually by Major (Retd) Paul Moore RE, Airborne Forces Riders, has raised thousands of pounds for SAMA 82. The motorcycle ride was held in 15 separate regions around the UK over the weekend of 7/8 June 2025.
5.2.5. The very first FI82 Veteran meet with FI Students took place on Wed 29 October 2025 at the Queen Street Café in London. This was the initiative of Michael Betts of the FIGO and supported by SAMA 82. The event was a great SAMA 82 Annual Report for year 2025 Print Date: 27-Feb-26 Page 3 of 15 Pages

success which allowed FI students studying in the UK to meet up with various FI82 veterans in order to receive a few short talks followed by an open Q & A session. Thank you to all who supported it on the day. The event will no doubt be repeated in the coming year or so.
- 5.2.6. Well done to all those who gave their time to organise these events which of course are often run as fund raisers for SAMA 82. Thank you.
5.3. Remembrance Weekend 2025
-
5.3.1. 111 FI82 Veterans turned out for the 2025 Remembrance Sunday Parade at the Cenotaph, London. Once again led by our 3 Para Chairman, Tom Herring (accompanied by Trustees, Chris Howe MBE and Robin Turk). With ‘firm instructions and encouragement’ from our very own Parade Marshall, Russell Ellis (aka ELI) SAMA 82 members gathered ‘in orderly’ fashion at the traditional pre parade muster in Horse Guards. With the weather set fair, it was indeed a lovely morning to meet and greet fellow veterans. With hip flasks fully charged and, in the plenty, it was an emotional but also a timely gathering of like-minded SAMA 82 members. Several who had not met up in many years, and for some it was to be a new experience altogether having never before paraded at the Cenotaph on Remembrance Sunday.

5.3.2. As predicted, weather stayed dry and mostly sunny for our muster and march through to Whitehall. Again, this year the SAMA 82 platoon was the largest platoon and quite unusually one of the first past the Cenotaph. As in 2024, we did receive very good coverage from the live BBC streaming as indicated by the many veterans getting acknowledgements from family and friends alike. The SAMA 82 platoon was again most noticeable due to many wearing the very distinguishable SAM coloured scarves. It was also great to see many other FI82 veterans in other Associations/Units also parading in the SAM scarves. It certainly does give SAM holders first class coverage and recognition on Remembrance Sunday. BZ to all the scarf knitters and clackers and thank you to our families who always provide support and witness this annual event.
5.4. Summary
- 5.4.1. 2025 has been a satisfactory and successful year, once again essentially due to our events, support initiatives, and community engagement, where we have continued to honour and support our veterans and families. We look forward to building on these achievements in the coming years.

6.8. The association is grateful to the Ministry of Defence for giving beneficiaries access to flights to the Falkland Islands over past years.
7. Cenotaph Remembrance and Lunch
-
7.1. Representation at the National Remembrance at the Cenotaph was well attended by Association beneficiaries with approximately 111 veterans or next of kin of those killed in action marching in the SAMA platoon.
-
7.2. On completion of the parade, 49 participants retired to the UJC for a lunchtime reception.
8. Data Protection
-
8.1. In an era where data breaches and cyber threats dominate headlines, the importance of data protection has never been more critical, the Association continue to maintain and review procedures and arranged compliance of the relevant data protection regulations.
-
8.2. During this year Data Protection Audits were carried out on physical and electronic locations where data is held with a report containing a gap analysis and remedial recommendations was submitted to Trustees. Where practicable, these remedial actions were taken immediately.

9. Website and social media

9.1. Website:

9.1.1 The website continues to work well on its new platform with zero outages logged.

9.1.2 In line with current data protection guidelines, this year we introduced a password manager plug-in which forces a password reset on all users after a set period, it also does the same if a user has not logged on for an extended period. The password used must comply with current industry standards.

9.1.3 It has 1275 registered users, a decrease 116 on 2024.
-
9.1.4 Our online Garden of Remembrance (GOR) continues to flourish, with only 9 of the 258 tribute pages not showing any data. Our Webmaster continues to search for data from certified/official sources.

9.1.5 The large touchscreen computer in the Falklands Memorial Chapel which runs our Garden of Remembrance continues to work well. We have received some via positive feedback from the Trustees and users at the Chapel.

9.2. Social Media

9.2.1 Our Facebook continues to grow. This is restricted to members only and allows two-way communication between members and the Association.

9.2.2 It currently has 1636 Registered users, an increase of 47 on 2024

9.2.3 Posts are monitored electronically, as well as manually by Office Staff and Trustees.
10. Health, Safety and the Environment
-
10.1.Trustees have discovered no event that gives rise to concern about the conduct relating to health, safety and the environment during 2025.
-
10.2.The most significant operation during the year was to move the association office from its location near Pontypool to a new location in Llanover. The plan was carried out by the Association Secretary under overview by the trustee with specific duties for the office. No risks were identified as significant, and so work was carried out under the general written risk assessments and any necessary unwritten risk assessments. Specific care was carried out to ensure that full use was made of recycling opportunities, where equipment and documentation, no longer needed after the move, were disposed of.

10.3.The new office is on the ground floor and has level access throughout and the WC is fully accessible for ambulatory disabled and wheelchair users. All internal doors meet fire regulations and new office fire extinguishers and blankets were renewed as part of the office move process.

10.4.With the new office location in place, trustees will reappraise the policy covering health, safety and the environment to ensure it focuses on features of the new location. The increased familiarisation with the new office location will help address any new risks and opportunities for improvement over the early part of the year.

10.5.Health, safety and environmental compliance throughout the wider activities of our supporters, volunteers, members and those affected by association activities, remains challenging in ensuring that these activities are conducted sensibly, within the knowledge of the association’s duties and responsibilities. This is a reason for the association not to engage in adventurous and risky activities for fund raising or other purposes.

10.6.As an employer, we are required to comply with the full range of legal obligations relating to health, safety and the environment.
11. SAMA 82 AGM Weekend 2025
-
11.1. The 2025 AGM weekend took place at the Hilton Garden Inn Hotel, Abingdon, Oxfordshire over the weekend of April 4[th] – 6[th] . The AGM was held on the Sat at 1500 with approximately 45 members in attendance. The AGM was successful covering the standard protocol and reports presented by the Trustees.

11.2. Following the official section of the AGM and after a short break an open forum was held giving the attendees the opportunity to raise questions and points of interest.
-
11.3. A review of recent activities taking place on or directly affecting the Falkland Islands and Islanders was presented by Richard Hyslop, Head of the Falkland Island Government Office (FIGO) London, followed by an update from Gary Clement regarding the operations of Liberty Lodge in Port Stanley.
-
11.4. The traditional AGM weekend gala dinner took place on the evening of Saturday 5[th] , which once again was a great success enjoyed by attendees joined by wives and partners. Dinner and speeches were followed by a most successful raffle and auction raising almost £800.00. A big thank you to all who provided prizes and items for auction, the variety and number of auction lots never ceases to amaze me.

11.5. On Sunday 6[th] the AGM weekend remembrance service was held in the hotel with the service being led by RN Chaplain, Revd. Martin Kirkbride. The service was styled as a Drum Head service made possible by the Drum Head assembly kindly being provided by SAMA 82 member Mark (Tommo) Thompson.

11.6. We were very pleased to have HM Lord-Lieutenant of Oxfordshire, Marjorie Neasham Glasgow BEM, accompanied by her husband Mr Dine Glasgow join us for the service who both then spent time talking to many attendees.

11.7. Overall, it was a very successful weekend, and we look forward to as many members as possible joining us for the 2026 AGM being held in the Robinswood Hotel, Gloucester over the weekend of 27[th] – 30[th] March 2026. We hope to see you there and remember there is no charge for attendance at the AGM meeting.

12. Activities

12.1. The Association engages in the following activities.
-
12.1.1. Sponsoring pilgrimages to the Falkland Islands to enable beneficiaries to come to terms with any PTSD or other emotional issues caused by their participation in the conflict. Few sponsored flights could take place in 2024 due to the Ministry of Defence postponement of concessionary flights.
-
12.1.2. Publishing a regular newsletter to all on the address list so that veterans can keep in touch with fraternity organizations, veterans, and the armed forces of today.
-
12.1.3. Maintaining and developing a web site with information about the association and the conflict.
-
12.1.4. Maintaining memorials at the NMA and a virtual garden of remembrance on our website in commemoration of those who died.
-
12.1.5. Maintaining a welfare structure so that those in need can be given access to the appropriate service charity or service support network.
-
12.1.6. Maintaining and developing a list of relevant memorials regularly updated to cover mainly the United Kingdom and the Falkland Islands.
-
12.1.7. Providing grants for South Atlantic veterans and dependants in need and for beneficiaries in need of immediate cash during an unforeseen crisis.

12.1.8. Running a regional structure to reach out to beneficiaries though local contacts.
-
12.1.9. Providing marked products to enhance the camaraderie of beneficiaries, project the work of the association and the lessons learned from the conflict.

12.1.10. Parading SAMA standards at armed forces events, public events and private funerals.

12.1.11. Presenting displays and materials at armed forces days and other armed forces and military events across the United Kingdom.

12.1.12. Office open hours are 10am to 1pm Monday, Tuesday and Thursday – Targeted at the association beneficiaries, it also welcomed other veterans who may wish to support the association and its objectives. We encourage beneficiaries to prioritise contacting the SAMA office by email. The association secretary is available outside these times for cases of emergency.

13.1.1. Initial membership fee of £10 per applicant which gives membership for life in accordance with the membership rules.

13.1.2. Membership fees for associate membership and honorary membership as set by the trustees and it is a one-off fee for life.

13.1.3. Investments mainly within “The BlackRock Armed Forces Charities Growth and Income Fund.

13.1.4. Just giving arrangements.

13.1.6. Corporate donations and grants from other charities.

13.1.7. Other donations from those with an interest in the work of the association or the history and development of the South Atlantic.

13.1.8. Sales from the shop run from the office.

13.1.9. Collections at armed forces events in combination with a display of the association’s activities.

13.1.10. Local branch organised fundraising.

13.1.11. The HMRC provision of gift aid.

16. Wider Maritime Community
- 16.1. The merchant service is often overlooked in the analysis of conflict, and this report gives us a rare opportunity to express awareness of the importance of the Merchant Navy, including the Royal Fleet Auxiliaries. Admiral Sir John Fieldhouse, C- in-C Fleet in 1982 said this:
“I cannot say too often, or too clearly, how important has been the Merchant Navy’s contribution to our effort. Without the ships taken up from trade, the operation could not have been undertaken, and I hope this message is clearly understood by the British Nation.”

The South Atlantic Medal Association (1982) (SAMA 82)
Admiral the Right Honourable Baron West of Spithead, GCB, DSC, PC. Commanding Officer of HMS Ardent at the time of the 1982 conflict made this statement:
“The Merchant Navy was absolutely critical to our success in the conflict. Without the ships taken up from trade the conflict could not have been fought and won. Ships and men of the Merchant Navy stood shoulder to shoulder with the Royal Navy as they did during the two world wars; and have done since. In 1982 they shared equally in the courage, and the suffering, and ultimately, the victory.”
The South Atlantic Medal Association recognizes the importance of those of the Merchant Navy who contributed to the South Atlantic conflict and wishes to express an unchanging welcome to all participants in the South Atlantic Conflict of 1982.
17. Financial Review (values in brackets for 2024).

17.1. Following Andrew’s decision to step down from the Treasurer role last year, we worked together for the first half of this year, before I took over full time in the second half. I would like to place on record my personal thanks to Andrew help and patience, during the handover process.

17.2. The Association finances remain in good shape. Our portfolio made gains of just over £44,500. The stock market did gain somewhat despite the insecurity and instability in the world. Our banked and cash assets (for central funds) at the end of 2025 were £567,590.54 (£522,818.40) a total gain of £44,772.14

17.3. The accounts of the three branch funds are stable and well managed. I would like to take this opportunity to thank the fund raisers and treasurers of the funds for Scotland, Camping and Caravan, Havant branches for their dedicated work.

17.4. A financial summary is distributed around the room, as is the Statement of Financial Position.

17.5. The association is committed to and pays wages above the national living wage. We normally enjoy employment allowance that keeps us free from employer national insurance payments.

17.6. The SAMA Finance Policy (Policy Number 04) is the in-house document covering the procedure for the management of the association funds. This document was last revised 19[th] August 2024 with a review date of 14[th] August 2028.

17.7. Total incoming funds for the central funds for year 2025, £97,944.92 (£91,351.21) which includes investment gain.

17.8. There are a number of funding streams of donations, and they are as follows for financial year 2025:

17.8.1. Members’ donations: £25,208.45 (£17,188.99).

17.8.2. Corporate donations and grants: £100.00 (£235).

17.8.3. Grants from other charities for year: £0 (£0)

17.8.4. Other donations not within the descriptions above were 2721.22 (£27524.01).

17.9. Our investment with BlackRock ended the year at £522,852.40 (£461,567.54) a gain of £61,284.86. A return on investment of 13.21% over the fiscal year.

17.10. We did submit a Gift aid claim in July, however this has still to be paid at the time of writing this report, following conversations with HMRC, the problem was resolved and a resubmission completed. This will be received in the 2026 accounts.

17.11. Sales of branded items from both the online shop and Area representatives realised £2932.24.00 (£1942.57) with stock costs being £1104.00 (£6610.00). The shop has always run at a loss, but it achieves our promotional aims, despite the additional office cost involved. It does provide the opportunity to bring recognition of SAMA 82 by the branding.

17.12. Subscriptions – for the purpose of joining the Association totalled £2170 (£400).

17.13. Total central expenditure funds were £53,172.78 (£52,724.96). Please refer to the published Summary of Income & Expenditure Document.

17.14. Office costs including NI, tax, wages, pension, premises costs, postage, equipment repairs & purchase, Insurance and printing & stationery were £38,528.55 (£34,179.36). This increase reflects the increase in costs of items and the relocation of the office to newer, more up to date premises in Quarter 02.

17.15. The inspector of accounts Mr Timothy Parrott kindly gave his services free of charge. Mr Parrott has expressed the wish to step down from his audit role but has stated that he will continue until a suitable person is found to replace him. We extend our gratitude to Mr Parrott for his dedicated service.

17.16. Trustees have trimmed the number of ringfenced/restricted funds, with three now remaining.
-
17.16.1.The NMA Memorial Fund - to maintain the memorial at the National Memorial Arboretum in Staffordshire. The memorial was funded by kind donations from service charities, veterans of the South Atlantic conflict and other supporters at a cost of over £60,000. It was dedicated in 2012. This currently stands at £12,963 (£12,963).

17.16.2. The Family Flight Support Scheme was created using absorbed monies from the Falklands Families Fund. These funds will (and have been) used to assist Dependants (next of kin) of those killed in the 1982 to visit the Falklands via the Airbridge or commercial airline. With priority given to those who haven’t visited the islands previously. The amount held at the end of 2025 was £7959.70 (£8709.70)

17.16.3. Benches Fund (Stanley) – maintenance of the Sea Front Bench in Stanley. This currently stands at £1345.07 (£1345.07)

17.16.4. The total of ringfenced/restricted funds stands at £22,267.77 (£23,017.77)

17.17. Recurring annual charges, such as insurance, are expensed on payment provided they are less than £1000.

17.18. The office premises is rented from the Llanover and Coldbrook Estate. It provides excellent office space with up-todate communications (digital telephony and broadband) facilities with staff and visitor parking. Apart from the memorial at the National Memorial Arboretum, no property is in the ownership of the association or is/has been held in the names of trustees. The status of the memorial is that it was built and paid for by the association on land gifted for the purpose of holding memorials. Whilst this structure has little expectation of being sold it remains an asset and the association’s responsibility. It is in the interest of the Association to maintain it in good condition and apply a notional valuation.

17.19. Strengths, weaknesses, opportunities, and threats
-
17.19.1. Strengths: The trustee body works well, and the association has an excellent and well-motivated office staff. The Association updates suitable procedures for its operation and has the support of major service charities that provide guidance, advice, and a forum for expressing concerns the charity may have. The area, regional and branch system works well, although it has come under some strain lately. The association is always short on numbers for local leadership.

17.19.2. Weaknesses:
-
17.19.2.1. The Expenditure of Account A outweighed the income this year and was supported by the reserves in the deposit account (Account C). The Treasurer will monitor this along with Trustees, however more ways to fundraise may be required or the utilisation of investment gain acquired within our BlackRock account.

17.19.2.2. The association sees that the wider participation of the veterans is a weak point but, without doubt, the various events that are staged, and to which SAMA 82 sends representatives, always attracts veterans from the conflict, some of whom have never heard of the association. The association donations are cyclical with bursts of income every five years. Trustees are frequently reminded of the aging and losses amongst the older participants of the association.

17.19.3. Opportunities:
-
17.19.3.1. To carry on some of the work of the FFA and to use the funds made available for the effective benefit of the wider South Atlantic Family. This was completed in quarter 01 and was ringfenced for the Family Flight Support Scheme.
-
17.19.3.2. The charity also foresees the growing need to support the elderly, rather than the pilgrim, and to fortify its trustee board with non-veterans to ensure its continuation until the 14 June 2042. It has already started to lay provision for this change although discussions are ongoing about extending the life of the association by ten years.

17.19.4. Threat: The MoD allows the South Atlantic veterans to use spare seat capacity on their regular flights to the Falkland Islands thus lowering the cost of making a pilgrimage to the islands. This is a much-appreciated privilege, and it is greatly treasured by the association. If this facility was closed to the association, it would clearly be a huge set-back for the organization and for those in need of help. Unfortunately, such decisions are often embedded in political expediency, and it will be difficult for SAMA to influence outcomes. Nevertheless, we continue to talk harmoniously with the Minister for Veterans over the continuation of this much appreciated facility and, so far, the MoD has taken great care to enable best use of the flight facility by South Atlantic veterans.

17.20. The Association has a further 18 years of expected life and should wind up on the 14 June 2042 (with possible expansion to 2052) in recognition that those who served in the conflict, and still alive, would be under the care of

other viable arrangements. It recognizes the need to reduce and exhaust financial reserves towards the end of its life. Discussion is underway over whether the descendants of the medal holders would wish to continue the existence of the association by making changes to the objectives appropriate to the changing purpose at a time around 2042

17.21. Where a restricted fund is materially in deficit fund allocations are made at the start of the ensuing financial year to offset the deficit.

17.22. The financial accounts and documents were sent to the inspector (Mr Timothy Parrott) on the 19[th] January 2026 . Mr Tim Parrott emailed his approval of the accounts on the 23[rd] February 2026 . The association is grateful for his hard work.

17.23. Three branches, Caravan and Camping, Scotland, and Havant manage their own funds which are inspected prior to the SAMA 82 AGM. Their funds are managed and accounted for in accordance with the articles and memorandum of the association and are included in the statement of financial position summarising the assets and liabilities of the association. The trustees maintain a document defining the rules associated with the running of branches which is periodically updated.

17.24. Trustee remuneration: No payments were made to trustees except those permitted for the payment of out-of-pocket expenses mainly on travel, subsistence and accommodation.
18. Structure
- 18.1. The original governing documents are the articles and memorandum of the company originally set up on the 19 February 2007. These governing documents have been updated firstly to enable the use of remote meetings and secondly to update the objectives and improve the readability of the rules and legal requirements. Both improvements were approved by the Charity Commission and Companies House in 2021-2022. The articles and memorandum were approved by the membership at the AGM 2022 and brought into effect on the 1 June 2022. The charity is set up as a private company limited by guarantee and is registered with the charity commissioners. The guarantee requires, in the event of the association winding up with liabilities, each member to pay £1 to defray the liability.
19. Governance and Trustees
-
1.1. The trustees are selected or proposed and then democratically elected by members from armed forces veterans, merchant navy, serving armed forces, retired people, and associated civilians. Candidates need an interest in and an understanding of the South Atlantic and its very special features. Some potential trustees take part in the regional networks and are elected on the basis of aptitude, interest and willingness to undertake the duties of a trustee. Training is organized to ensure that new trustees are properly informed so that they understand the duties, responsibility of trustees and range of qualities required within the governing body. Trustees have a duty to ensure that trustees are fit and proper persons to carry out the task of managing the charity and that any shortfall in meeting this standard is identified and appropriately managed. Candidate trustees offer themselves for election at the AGM. Trustees have the power to co-opt new trustees between successive AGMs. The upper limit of trustee numbers is nine.

1.2. From the 14 June 2017 associate members gained full voting rights alongside full members.

1.3. At each AGM no fewer than three trustees must step down and may offer themselves for re-election.

21. General Organisation

21.1 The charity has two part time employees who run the office and the day-to-day activities of the association. The key employee is the Secretary of the Association. The Secretary is assisted by an office assistant. The office is open to the public weekly between 10am to 1pm on Monday, Tuesday, and Thursday.

21.2 There are three categories of member: full, associate and honorary. A procedure defines the democratic rights and duties of members. A joining fee of £10 is requested on joining. No further fees are mandatory.

21.3 In order to maintain good communication with the public, beneficiaries and members, the association has provided a new website which is maintained and continually improved to meet the needs of beneficiaries.

24.1. NMA Memorial - The SAMA 82 Memorial at the National Memorial Arboretum in Staffordshire, is designed to reflect the Falklands Islands' landscape. The main memorial is a 7ft (1.92m) curved wall made from Cotswold stone. Rocks given from the Falkland Islands landscape have been placed around the curved stone wall. The memorial wall itself is modelled on the larger cemetery in San Carlos Bay. The site also features two benches and several granite plaques on rocks taken from the Falklands. The memorial was officially unveiled at the SAMA 82 AGM Service 2012.

Scotland Branch – Update (National AGM 2026)
“First my apologies for not being able to attend this AGM in person
Just a quick update as to what’s happening north of the border.
With our membership spread across the cities, islands and wilds of Scotland there are difficulties in generating opportunities in coming together, which makes our annual Reunion Dinner preceded by the Branch AGM a very much looked forward to event. The Scotland Branch Membership stands at about 200 email addresses and over one hundred members of the Scotland Branch Facebook and WhatsApp forums which are used to keep in touch with one another.
It is the underpinning policy of the Branch to parade the Branch Standard wherever the opportunity arises to maintain awareness of the Branch in Scotland, be it at Remembrance or Memorial Parades, or sadly at the funeral of a branch member/recipient of the South Atlantic Medal.
This year is the 19th anniversary of the formation of the Scotland Branch then based in Aberdeen and has steady growth since. With our Branch AGM in June, we look to what we as a branch can do next year to commemorate the 45th Anniversary of the Falklands War in the tandem with the SAMA82’s National Events which will, no doubt, be broached at this year’s National AGM.

5.1 The income of the association comes mainly from membership donations, membership fees, non-member donations, corporate donations, grants, investments with the Armed Forces Charity Growth and income and sales. The association is grateful to all persons who donate to the purposes of the association, particularly those who do so regularly through the direct debit or other schemes.

5.2 Where donations are given for specific purposes, the amounts are accounted for in a restricted fund and a running total maintained.

5.3.1 Pilgrimage ongoing, Whitehall Remembrance Parade and Lunch, the maintenance and ongoing support of the memorial at the National Memorial Arboretum, The Family Flight Support Scheme, the Falkland Islands Harbour Front Benches and specified short term projects.

6 Travel, Subsistence, reimbursement payments to or for Directors, Trustees, Employees, Supporters and Post Holders
6.1 Stephen Penfold £530.45, Alan Dodsworth £429.08, £450 (9 x £50 travel subsidy) for SAMA 82 Veterans attending the Veterans and FI Student event, held in London.

Sales from SAMA Shop
7.1 The shop, by its promotion of the association, is always non-profit making. We thank the office for the considerable work required to maintain the shop.

8.1 The website continues to work well on its new platform and has not required significant expenditure, other than to populate and maintain it, together with the preservation of our domain and domain name.
- 9 Insurance
9.1 Policy Bee Ltd was selected for our insurance in November 2024; and remains comparative value for money. The premium did not increase in 2025.
10 Branch Accounts
10.1
At the end of 2025 SAMA three Camping and Caravan, Scotland and Havant.
10.2 Each of the branches maintain their own inspected accounts which are entered on the Association’s Statement of Financial Position. The trustees extend thanks to the treasurers of these funds.
- 11 Company property and wealth
11.1 A property record is maintained, and appreciation and depreciation are calculated annually and entered on to the balance sheet. This provides a necessary record of “ownership” and the location of SAMA property.
- 12 End of year balance (Central Funds)
12.1 Our end of year cash balance (Money in bank and investments) for central funds including restricted funds was £567,590.54, last year was £522,818.40, a total gain of £44,772.14
13 Trustees review of annual report
13.1 Trustees accepted the findings of the inspection by Timothy Parrott, and this was recorded in the trustee minutes. We thank Timothy Parrott for his generous and diligent work as SAMA’s inspector of accounts.
14 Submission to Companies House and Charity Commissioners
14.1 The association secretary carries out the functions of reporting statutory and obligatory information to Companies House and the Charity Commission. This was carried out successfully for 2025.
15 Grants
15.1 The association continues to make grants for those in need and for the wider benefit of the beneficiaries. This money comes from the general and the Family Flight Support Scheme funding streams.
