Chaits Mèssage
This year has presented significant challenges lor women in contact with the Crimiftal Justice
system. The deepening prison crisis, with emergency rneasures announced to reduce the
prison population, has highlighted the Urge￿ ThÈed for change and a longer-tem view of thè
criminal Justi¢e system. On top of Ihis, r)ngoing political instability 0$ we anticipated a general
election, and the escalating tost of living crisis. disproportionately impactin9 women. havÈ
creatÈd a complex and difficult environment for those we support. However, in ihe face of
these exlernal pressures, Wofflen in Prison has nol onty Èndufed but ihrived.
Strengthening Governance
We made significant strides in Sifengthening our govemance framework and invested heavily
in the development of our Board comrnittees. Experts have g￿￿roUs1Y volunteered Iheir time
on both Ihe Nomination. RemUner￿lon arKI CLI1￿re Committee and the Finance, Audit and
Risk Comrnittee. Their expertise has been invaluable in supporting the organisation. From
policy updates, to énsuring our financial stability, the committees. work has been invaluable
and has significantly coniribuied to the effectiveness of our Board meetings.
A Renewed Vlsion, Purpose and straiegy
We embarked on a journey to refine and refresh Our visioft and purpose, This renewed clarny
will guide our future direction and ensure we are besl placed to achieve lastTng change for Ihe
women we work with. In addition to this, the dèvelopmènt of a new strategy has started,
tnvofving a diverse working group comprising membÈrS of the leadership team. staff acrtsgs
different parts of the organisation. women wtth lived experience of thÈ justice system. and
Board members. This collaborative approach Wbll ensure that our straiegy reflects tho nÈÉds
and expect81ions of the women we support, guiding our work in the coming years through1he
realities of the ever*hanging landscape.
Securing a Sustainable Future"
RÈcognising the importance of diversifying Our income siteams, the Board made a slcategic
decision 10 invest in a dedic￿ed fundraising tearn with a particular focus oft building on our
relationships with trusts and foundaiions and cultivating new rela￿OnShIpS with potential
major donors. This invesiment will allow us the flexibility we need to continue delivering
critical services Ihat are responsive io the women we seNe. alongside twr irtfluencing 3nd
campaigning work. We hope this will put Us in the best possible position to providé even more
Impactful 5UPPQrt to women in contad wilh the criminal justice system.

Against this backdrop. in 2023-2024 we set oul io focus on our orgafli59tional culture ihiough

inueasingly punitive external environmeni. we needed to ensure Ihat our o[ga￿Ls1110n had the

or9Énisaiions anti-oppres8iVÈ Pfatlices. Funding restrictions and 4 focus siaff meant that
we had to take the decisionto GlosÈ our head office based in Lambeih and seek less e¥pengive
prernises.
We have ended thè year wilh ? surplus. sirengtherting our fihancipl teseTves Position. We
iemain aware of poteniial risks to our fin?n¢es related to coniract rènewals due for our
Cornmissioned Rehabiliiatiye Service (CRS) contraets. and other IrU￿ and toundations fuftds
cominu to the end of their teffti. We have managed to redwe OUT reliance on reslricted income
in this year by 8%. and we hope to conlinue Ihis Irajectory movinQ forward. We are forecasting
a deficit for the ¢oming year wilh the intention of invesiing more deeply in divétsifying our
funding base. Through this we are seeknng to approach fundraising more sirategically and
enhancÈ our ffftancial sustainabikny for ihe ILrtUfe.

comprehensive, muhifaceted support.

women's prisons across the country. Dedicated meetings are also taking place with Reducing

In October 2023, we collated information from the frorttlitie team aboLrt Out of Ccburt
Disposals to inlom our Tesponse to Ministry of Justice's Diveisionary and Community
CauiiDns Draft Code of Practice.
In November 2023. the Sentencing Council launched a tnajor ¢onsultation on "imp05ilion
of ¢ommunity and custodial sentences guidelines". Women in Prison responded alongside
our partner5. Btfth Companions, in February 2024 infotmed by Qur past work and
consultations with staff and women with lived experience. We highlighted concern5 about
remand. the di$pfaPOrtionate inyci black racially minorilised ènd migrant women and
Ihè harm done w women by short seTrtentts. In March 2024. the Sentencing Council
announced changes to their guidelines and announced that pregnancy. birth and the
Poslnaial peritsd will be ineluded as a specific mitigating factor to be considered by
magi$tfales and CroNvn Courtjudges in sentencing decisions. A huge success for all those
working on ihÈ matter.
