organisation has extended to include Mansfield and other surroundlng districts.

In particular Ihe company operates as a Citizens Advice Local Office under th8 membership scheme of Citlzens

- Energy Redress for the provision of advl¢e and 8UPPOrt to those affected by fuel poverty and to reduce
inequalltl8sfissues energy usage. Funded through the Energy Industy Voluntary Redress Scheme.

of lrfe. Incr8ase and Improve engagement with services, increase whole health and self4nanagement in
order to promote recovery and wellbeing.

crisis.
Notts County Councll - to deliver advlce, training and Supervision to dlre¢lly help local vulnerable p80ple

provides. Th& costs of our volunteers (other than exp8nses) are not Induded within these ac¢ounts. The Trustee
Board offers Its thanks to our fantsstlc volunteers for th8 amazlng V￿rk they do, ￿thOut whlch the company could not
d8llver our advlce service lo the extent and reach that W8 do. The dedlcation and hard work of your volunteers and
trustees make a slgnlficant Impact. Their combined efforts, valued at over £470,000 per year, highlight th8 immense
value of their contrrbutions to our service deli￿ry.

6,000 cases.
- Our dlents enquirie8 included over 20,000 sp8clfi¢ issues, of which the top five erNuiry issues were; over
6.000 for welfare beneffts, 5,263 for energylconsumer support, 4.268 regarding personal debt & financlal
capabilty. 982 relatlng to houslng and 932 for crisls support such as food bankslother charltable support.
- Our debt team alone support8d people Ktyth over £3.4 million of p8rsonal debL
- Gained £4,225.526 of addltlonal welfare beneffts and grant income for our dtents.
- Recrulted and trained 15 new volunteers to Joln our volunteer team of 36 (plus our Trustees)- to help deliver,
malntsin and develop our service delivery.
- Expanded our w￿rkfOrce (volunteers and paid staffj team to incorporate new projects throughout the year.

Income for the y8arwas £871,037. thSs figure vms comwsed of existing and some n8w fvnding steams. whlch
meant that we were able lo maintaln Current and develop some new advl¢e activty. Additionally an amount of this
Income includ8s some grants paid In adVa￿e for the 2024-2025 fjnanclal year. Expenditure was £776.778. We
have continued to make savings where possible by ke8plng tight control on expenditure.
The income frJure of £871.037 shows the additional Income sources vthen compared lo the ryiginal budgeted
incom8 figure of £618,8281.8. an increase of £252.209.
The actual income figure includes some fvnding r6ceived during the year ended 31 March 2024 whlch has been
adjusted to show certain restrfcted fvnding streams as a '¢arry fonvard, instead of a 'defeffed income. figure to be
recorded ￿thin this p8riod due to the SORP ￿ulatIonS (The Charfties Statement of Recommended Practice)
whi¢h relates to income to be spent from 1 April 2024.

The trustees and management of the Local Citizens Advice continue to exercise fimi fin8nclal control of the
organlsation. The trustees and management will look to implement any changes to our practlces and procedures
and adhere to the recommended guidelines as set by the Charlty Commlssion and Flnancial Conduct Authority.
W8 Identify ￿ere we can further improve our procedures and rectify any weakness Identified by our accountants.
Rlsk management
The tNstees have consldered the major risks to which the charity Is exposed and have reviewed those rfsks and
estabilshed systems and procedures through an annually updated Rlsk Assessment and Buslness Conlngency
Plan to manage those rlsks. The tNstees conslder that the low levels of reseNes, held to cov8r running costs
for a period of Ume plus other unplanned expenditure. to b8 a major rlsk. Addlttonally any potentlal reductlons in grant
aid is a further major risk. The Input from the sub<ommlttees (Income Generation and Flnance) has
further developed our 8eNices and Con￿nueS to identify sustainable fundirvJ streams tog8ther ￿￿th a plann8d
progrdmme to bulld up an amount of reserve funditrvJ for identified needs.
Re8erves pollcy
The followlng reserves policy has been approved by the Trust88 Board. The trustees believe that th8 LCA should hold
financial reserves In or(ler to ensure that the Charity can continue to operate and meet the n88ds of people in th8 event
of unfoTese8n and potentially damaglng circumstanc8s arisiTrJ. It has tak8n Into account the r81iabilty and
contlnuance of fvture funding. timing of cash flows and working capitsl requlrements, Cover for unplanned
8mergencles and potential liabiliti8s ￿lating to staff should there be a closure of a particular activity.
The Twste8s have dete￿Ined to retain 6 months of operating costs in reserves to meet unexpected 8vents (such
as a signlfi¢ant loss of funding). The amount of njnning costs is calculated from the annual budget and amounts
to £328,000. The actual amount of reserves h81d as at 31 March 2024 is £364,701.
The calculation of re8erves is after designating funds for the folloKryng:
I Core $orvi¢e fund
The core Servi￿ Is operatlng at a deficit due to Insufficlent core funding but maintslnlng thls service Is
vital, not only for clients of the generallst serwlce but also for referrals to our exrsting projects. We are
also using thls designated fund to lo￿{ at ways in which the core seNi¢e could be made more
efficlenL We have deslgnated £37,712 for this fund.
11 D•velopm•nt and Investment (Internal)
Thls is essential exp8nditure needed to mainlain the operating capacity of our local office. We have
aggregated amounts needed to spend on our Infrastructure (IT and premis8s) and thls comes to £12.497.
111 Development and Investment ( extemal)
This fund is for exisling and plann8d spend on new partnerships and opportunitles - and Includes lh8 followiThJ:
unfunded pilot prole¢ts, buylng-in help with grant appllcations and fvndralslng, costs of attending
conferences and neiknrking meetings. our own research on dients needs to pitch to nèw partners and
investment and trainlng in new digitsl campaigns to reach more people.

The Board of directors meet on a regular basis usualty six times a year. An executlve board meets in belween the
main board meetings. Day to day decision making is delegated to th8 senior management team (SMT), whlle
overall policy making and strategic decisions are made by the Board.

The pay of the Chlef Executive Offi¢er and Deputy Chlef Officer is rev18wed annually by the trustees army Is set by
reference to 'Pay scales and Allowances, published by th8 National Joint Council for Local Govemment SeNices.
Golng Concern
The directors have considered th8 many strat8gi¢ and operatlonal factors vA)en revlewlng the affairs of the
organisation and have conduded, that the contlnued activty and reserves of the charFtable company. are sufficlent
for the foreseeable future and in any case at least 12 months from Ihe date of agreeing the financial stat8ments.

Company law requires the Board of Directors to prepar8 financial statements for each financial year

GENERAL INFORMATION
The charfty is 8 private company limrted by guarantee, registered in England and Wales and a r8gistered
charity in England and Wales. The address of the reglstered office is Bassetlaw Citizens Advlce Bureau,
100 - 102 Bridge Str88t, Worksop. Nottlnghamshire. S80 1HZ.
STATEMENT OF COMPUANCE
The financial ststements have been prepared in accordance IMth Accounting and Reporting by Charities:
ststement of Recommended Practice appll¢able to charftFes preparing thelr accounts in accordance with
the FinancSal Reporting Standard applicable in the UK and Republic of Ireland (FRS 102)
(effective 1 January 2019) - (Charities SORP (FRS 102). the Financial Repordng Standard appllcab18 in the
UK and Republic of Ireland {FRS 102) and the Companles Act 2006.

Golng Concern
The trustees have concluded that the orvJoing levels of In￿ffle and exp8ndItu￿, together th the reserves
held. provlde sufficient r8sour¢es for th8 charitable company to continue, for at least 12 months from the
date of agr8elng these financial statements and therefore the going concem basls of preparatlon, continues
lo be appropri8ts.
Judgements and key sources of •$tlmatlon uncertainty
The pr8paration of the financial stat8m8nts requires management to mak8 judgements, estlmates
and assumptlons that aff￿t the amounts reported. These estimates and judg8ments are contlnually
reviewed and are ba8ed on experience and other f8¢tors. includlng expectations of futu￿ events
that are bellev8d to be reasonable under the clrCumstsn￿s. The nature of estimatlon means that
Ihe outcomes could differ from those estimates.
The slgnlficant area of estimation unc8rtainty for the charfty has previously included the calculatlon
of the pension liabilty. infomiation is includ8d In the accountlng policy pension not8 below and also note 16
In respect of the comparative figures.
The only other area of estimation uncertainty relates to the useful lives of fixed ass8ts and depreclatlon.

to the income and the amount can be quantified with reasonable accuracy. The following spedfic

Expenditure is recconised on an accruals basis as a liabilty is incurred. Expendiiure includes any VAT

Pensions
Defined benellt scheme
The charity previously participated in a multi employer defined benefit scheme. operated by Nottinghamshire
County Council. The cost of the defined benefit pension plan and the present value of the pension obligation
are determined uslng actuarial valuations. An actuaria5 valuation involves making various assumptions that
may differ from actual outcomes. These include the detemiination of the discount ratè. future salary
increases. mortalty rates and future pension increases. Due to th8 complexities involved in the valuation and
its bng lenn natu￿. a defined benefit obligation is highly sensitive to changes in these assumptlons.

The dellned benefft scheme is fund8d, the assets of the scheme held s8parat8ly from those of the
charfty. Pension ￿heme assets are measured at fair value and Ilabilltles ar8 measured on Ihe actuarial
basis as desuibed above. The resulilng defined benefit asset or liabillty Is pres8nt8d separately after other
net ass8ts on the face of the balance sheet.
For th8 year ended 31 March 2024 the employers contribuiions to the sch8m8 amounted to £nil (2023
£1.779). and contributions towards th8 deficit of £nil (2023- £3.670).
In February 2023, all ongoing contrlbutions to the scheme ceased and the charfty agreed a setuement
figure wlih the scheme for the fundlng of its share of the deficit amounling to £91.000.

Contributlons to defined contributlon plans are rewnised as an expense in the period In whlch the related
service Is provkled. Prepaid contrlbutlons are recognised as an asset to the extent that the prepayment
will lead to a red￿tIOn in future paym8nts or a cash refvnd.
The charity has ¢)pted to use NEST for auto enrolment pension scheme.
The employers contributions in the year amounted to £12,092 (2023- £11,751).
Flnanclal Instruments
A finandal asset or a financial liabilty is recognlsed only vthen the entity becomes a paty to the
contractual provlslons of the instrument. BasFc finandal Instruments are initially recognised al the
transaction pric8, untess the arrangement constitutes a Ilnan¢4ng transaction, where it is
recognised at the pres8nt value of the fvture payments dlscounled at a market rate of interest for
a similar debt instrument.

Energy Advice Project (EAP), Energy Outreach Project (EOP). Regional Energy Lead (REL)
for East Midlands district- to provide elements of energy a(fvice savings and efficiencies
lo empower individuals to tske control of their energy bills, via appointments and
presentstions to front-line workers and consumers.
