Structure, Governance and Management

The Trust is an unincorporated association, governed by a constitution. Trustees are appointed and re-elected at the Annual General Meeting.

Objectives and activities

The Charity operates for the benefit of the public generally & in particular the inhabitants of Blackburn and its surrounding areas:-

To promote community participation in healthy recreation in particular by providing facilities for playing football and other sports capable of improving health (“facilities” in this clause means land, buildings, equipment and organising sporting activities);
To provide and assist in providing facilities for sport, recreation or other leisure activities for the community in the interests of social welfare and in order to improve the quality and conditions of life;
To advance the education of children and young people.

We currently have over 250 young people taking part in weekly coaching sessions and football matches. This includes teams for able bodied young people and children with additional needs, a Saturday morning coaching club for children too young to play competitively and two women’s’ football teams. Our football offer is delivered by FA qualified, committed coaches and volunteers who provide young people with a safe environment to play and enjoy sport.

Objectives and activities continued

The formation of our disability section in 2005 has made a major difference to both the lives of the parents and children involved in this. We have seen enormous improvements in the social skills, mobility and agility of the children involved thanks to them having the opportunity to benefit from trained coaching and taking part in a team sport. Many of these young people now play for our adult AFC section (Ability Football Counts) section and three are actively involved in delivering club coaching sessions.

Achievement and performance

The club continues to provide football, boccia and badminton for over 300 people from Blackburn and surrounding areas. We continue to provide sporting opportunities for people of all abilities including those with additional needs. Delivering these activities is only possible thanks to over 50 volunteers who give up hours of their time each week.

Team sports provide young people with a range of life skills in addition to the technical skills they learn from playing the game. However, we recognize that not all children and their families are able to commit to regular game time. Thanks to the commitment and dedication of our volunteers we have introduced a recreational session in which they can participate each week.

Our provision continues to be restricted by the loss of our junior football pitches that were damaged when the adjacent Millrose housing estate was built. We have been in discussions with the local council who we believe are liable for the damage for over 7 years. The loss of the pitches is impacting on our ability to provide junior football and is resulting in increased costs as we fund activities elsewhere.

Sponsorship agreements provide us with additional income that enables us to maintain the current level of monthly subscriptions as one of the lowest in the area. It is essential that cost should not be a barrier to sport, so we are grateful to our main sponsors, Winfield’s and Watson Ramsbottom Solicitors for their support.

The club is in a healthy position thanks to our excellent volunteer base and despite the issues highlighted above. We continue to perform our activities in line with the club’s underlying ethos where every individual is valued.

Financial review

A formal reserves policy was agreed at a meeting of the executive committee.

Reserves are maintained at a level that ensures that 2.5 months of Blackburn Community Sports Club’s core activity could continue during a period of unforeseen difficulty. For the current year this is estimated to equate to £14,000 based on essential running costs comprising of hire of training facilities, insurance fees, pitch and other maintenance, league/referee/competition/pitch hire fees and courses.
A proportion of reserves is maintained in a readily realisable form.

The Trustees have agreed to monitor the above policy throughout the year and formally review it each year as part of the annual accounts preparation.

There are no funds materially in deficit.

The trustees declare that they have approved the trustees’ report above.

I report to the trustees/members on my examination of the accounts of Blackburn Community Sports Club (Charity no 1118089) (“the club”) for the year ended 30 June 2023 set out on pages 5 & 6.

Responsibilities and basis of the report

As the trustees/members of the club, you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (the 2011 Act).

I report in respect of my examination of the club’s accounts carried out under section 145 of the 2011 Act. In carrying out my examination, I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the 2011 Act.

Independent examiner’s statement

I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:

accounting records were not kept in respect of the club as required by the 2011 Act; or
the accounts do not accord those records.

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.
