Objectives and Activities
The Tongwynlais Temperance Band is a community music organisation. The band organises and participates in concerts, competitions and community events. The band provides music tuition and rehearsal space for other community groups.
The charity operates to promote education and training in the field of the arts, culture, heritage and science via the medium of music. It supports economic activity as well the general purposes of community development and social cohesion. It does this through providing human resources, buildings, facilities and musical services to all sections of society. Its basis is in North Cardiff, and it operates throughout the UK.
In preparing this report on its activities the trustees and the members of the Management Committee have paid due regard to the guidance issued by the Charity Commission in respect of public benefit.
Fundraising
The charity does not make grants or distribute funds and utilises its income to provide facilities and services in pursuit of its charitable objectives. In this respect it is reliant on the charitable contributions of its supporters or band members and on occasional fundraising and collections.
During the year, the band received financial assistance, via the Welsh Government funded Taith programme. The funding, reflected in this report, was to support an adult education learning mobility to Japan in April 2025. Income was received in the financial year to support the costs of travel and accommodation with a final balancing payment to be received, subject to satisfactory completion of the grant conditions, in 2025.

Achievements and Performance
The Tongwynlais Temperance Band is a voluntary music ensemble and a member of the South East Wales Brass Band Association. It participates in contests and concerts and in community events. It provides high level individual and collective music tuition for all ages. It preserves the cultural and social value of the traditional brass band at form associated with its working-class cultural heritage.
Concerts and Community Activity
Once again, the band was pleased to participate in the Pershore Mid-Summer Brass Band Festival. It supported the Cardiff Male Voice Choir at its annual concert and participated in the Whitchurch Remembrance Parade and community service in November. It continued its partnership with the Newport Philharmonic Choir to celebrate Christmas alongside its community activity, including providing festive music to those in residential care. It partnered with Cor Caerdydd in a Saint David’s Day concert to raise funds for the international development charity, Christian Aid. Early in January 2025, the band undertook a recording of the complete arrangement for brass band and tenor horn of Vivaldi’s Four Seasons. As the financial year ended, rehearsals were underway for the visit to Tokyo and partnerships with school and community ensembles.
Education
The band maintains The Tongwynlais Music Academy, which is home to the band, and through a partnership with Create Music Education Limited a centre for music tuition for all ages. The Academy is also a home and a hub for emerging artists developing their creative talents and a rehearsal facility for amateur groups to rehearse. In 2024/25 the partnership, where the charity provides subsidised use of its rehearsal facilities in exchange for a small fee, provided tuition for 120 students and 3,000 one-to-one lessons. It also provided 30 youth ensemble rehearsals for three public concerts showcasing the talent of the academy’s students. Further lessons were provided by its resident percussion tutors, and the facility was also used by a range of other leisure time music groups for their rehearsal.

Contests
During the 2024/25 the band competed in the British Open Spring Festival Brass Band Competition in May and represented Wales in the National Brass Band Championships of Great Britain at the Royal Albert Hall in October. In March it competed in the Welsh Regional Competition of the National Brass Band Championships of Great Britain.
Financial Review
During the operational year of 1[st] April 2024 – 31[st] March 2025, the charity’s income totalled £92,482.93. This was set against an expenditure of £76,763.13. In the previous year (2023 - 2024) Income was £17,945 and Expenditure was £22,180. A breakdown of Income and Expenditure for the year is contained in Appendix 1 of this report.
The significant change in both income and expenditure relate to the receipt of the majority of the Taith, Welsh Government funded, education mobility grant and increased income and expenditure due to the band participating in the October 2024 National Brass Band Championship Finals, in London.
The band is fortunate to own its premises at 92 Ty Mawr Road, Llandaff North. Given the unique nature of the building and its location in a residential area an accurate valuation is unavailable. Alongside this capital asset the charity owns a range of brass and percussion instruments used in furtherance of its objectives. These and the building require regular maintenance and the nature of the charity’s income, requires prudent financial management.

The trustees and management committee are required to exercise due diligence in financial management. This includes ensuring that the charity and in particular the artistic programme of the brass band is supported and achieves a high level of performance standard. To this end, in respect of both its reserves and its fundraising policy the band actively manages its income and expenditure.
As a result of the education visit to Japan, the accounts have been subject to an independent review.
Apart from the funding received in advance of its visit to Japan, the charity’s principal source of funding is charitable donations. These include contributions from members, its partners towards the upkeep of the facilities and from collections and donations from the public. A small amount of income is generated by performance fees and any prize money from competitions.
The reliance on two principal sources of funding is a potential risk for the charity and is acknowledged by its trustees and Management Committee. Jointly, it takes steps to mitigate this risk through ensuring band members contribute to the operating costs and overhead of the band as well as to the maintenance of the facilities. The charitable contributions from users of the charity’s facilities are a key source of income and the trustees and Management Committee meet regularly with the users and support casual use of the facilitate to generate further donations and to promote its charitable objectives.
Structure, Governance and Management
The charity is governed by its constitution for the charity which sets out the management rules for the conduct of the brass band, and any relevant sections. The constitution was adopted on 9[th] November 2006 and has been accepted by the Charity as an unincorporated registered charity.
Membership of the charity is open to all regardless of musical ability. However, the band

reserves the right in pursuit of its charitable objectives and its artistic endeavours to restrict membership of its performing ensembles and competitive activities to suitably qualified members. Recommendations for the complement of players for contests are made by the Musical Director and Band Manager, and approved by the Management Committee. Consequently, as set out in its constitution the charity supports both playing members of the ensembles, learners and supporters in its general membership. All members are eligible to participate in its governance and election of trustees and officers.
As set out in the constitution, trustees are appointed for a five-year term at the charity’s AGM. Appointments are made to the committee by the members of the organisation at the AGM, which in turn appoints the Musical Director and Band Manager, both committee members and these roles offices are held for a year’s term. All trustees and office holders are eligible for re-appointment.
The trustees and ordinary committee designated a special purposes committee to oversee the arrangements for the sole purpose of the administration of international educational mobility. All decisions of this group were reviewed and approved by the committee. Mindful of their responsibilities, the trustees are actively considering ways to strengthen both governance and management of the charity with any changes, agreed by the members to be carried out in 2025/26 year.
The Tongwynlais Temperance Band is a member of the South East Wales Brass Band Association and is also registered with the Wales Regional Council of the National Brass Band Championships of Great Britain. The band competes in the British Open Brass Band Championship and in various other competitive events and festivals. As such it is required to maintain its registration with Brass Band Players Limited for the purposes of relevant competitions and to comply with the directions placed upon it by event organisers. These include child protection and safeguarding as well as child performance regulations if relevant.
