District Chair
It is a fact that every year I am able to report the same fantastic message to all of you – that scouting in Southampton is thriving, with more adult volunteers and young people involved than ever before. We have new sections started in 4 groups, every group now has a Group Lead Volunteer, we have 4 to 6 year old Squirrels all over the District and we are opening a new group in the St Mary’s area with the help of County. This is truly inspirational and as always it is down to the unswerving dedication of our volunteers, who give their most valuable gift of time.
As a District we offer valuable support to our 11 groups and our thriving 14–24-year-olds including 6 Explorer sections and Network. This year we were proud to bring us all together at a fantastic District Camp, held at The New Forest Showground, with over 600 young people and 200 adult volunteers helping! There was a vast range of activities including archery, climbing, radio navigation, laser tag, inflatables, craft, and there was even a vintage bus that gave over 400 people a ride around the site.
It has been a year of structural change in how we operate scouting. Following ‘Transformation’, we now have 4 District Teams: Programme; Volunteer Development, Support; 14 to 24; and the District Board of Trustees. The emphasis is on teamwork, a core strength which lies at the heart of scouting, bringing volunteers to successfully work together. This year some of our scouting volunteers were publicly celebrated along with other local heroes in a City Reflections project, a spectacular light show event which was held all over the city including one of our scout HQ’s. One such scouting hero was Chris Buckland and we were very sad when he passed away this year. Chris was a dedicated scouter and helped for many years with the archery team.
Another example of scouting heroes is our team that run and maintain our beautiful campsite at Wilverley in the New Forest. These volunteers meet twice a week at the site, enabling it to offer a great camping and residential experience for young people from all over the county.
I am very grateful to the District Board of Trustees who give their time to help oversee the smooth operation of the District. On behalf of the District I wish to thank our Treasurer and Health & Safety advisor, Tony Bradley, and our Wilverley Campsite Manager, Rex Budd, who are to stand down at the AGM. Tony and Rex have been Trustees for many years as well as holding multiple roles throughout their scouting years: They are definitely both scouting heroes and the good news is they are to continue in other roles within our scouting community.
Our positive experience at Wilverley helped give us the confidence to go for our biggest project yet – to bid for Woodmill. Through enormous effort the District Team put together a bid which, in the words of many who read it, “is the best bid we have ever seen”. Huge thanks to Josh and Dan who went above and beyond to make it happen. Now we have this lovely, inspiring outdoor centre to make our own; to make into a community hub of outdoor activity, with the nonprofit, volunteer- led scouting ethos at its heart; to make it into a fantastic opportunity for our young people to experience adventure, camping, climbing, water activities and nature in abundance, right here in the centre of our city. And it is Teamwork that will let us work with the many other community groups who have expressed interest, to enable this beautiful space to reach its full potential.

District Lead Volunteer
This past year has been a truly brilliant one for Scouting in Southampton. We’ve maintained stable youth membership numbers and seen a fantastic increase in our volunteer team. This growth is set to continue, and we expect to approach or even surpass 1,000 youth members and 500 volunteers by 2026.
I want to extend a massive thank you to every single person across the city who has made this possible. Your hard work and dedication have an enormous impact on our young people, giving them the chance to develop skills for life and have unforgettable experiences.
Early in 2024, the District and wider Scouting community underwent a major transformation of our roles, structures, and processes. As part of this change, we have three key leads overseeing the core functions of our District:

Ollie, Programme Lead: (Continues) - Leads programmes, permits, etc.

Thelma, People Lead: (New) Leads welcome, support, learning, etc.

Dan, Operations Lead: (New) - Leads digital, growth, media, facilities, etc.
It’s been a brilliant year for the Programme Team, who have hosted a variety of exciting events, including camps, activity days, and competitions. A highlight was District Camp 2025, which brought together over 800 people. Our Explorer Scouts and Network members also travel to the Kandersteg International Scout Centre in Switzerland in July 2025. Thank you to everyone who helped shape and deliver our programme this year, whether you organised an event, volunteered on the day, or made sure your young people could attend.
The People Team (also known by HQ as Volunteer Development Team) has gotten off to a fantastic start. With Transformation, we’ve changed how we welcome and train volunteers. Thelma has formed new teams to focus on all these areas, including a new team dedicated to social opportunities for volunteers. This team has been invaluable in supporting our volunteers across the city. I’m also very proud to report that our District is now fully compliant with all safety and safeguarding learning requirements. Thanks to the new awards system, we’re also nominating more people for awards than we have in a long time. Thank you to everyone for your support in helping our volunteers and keeping on top of your own learning.
The Operations Team (also known by HQ as Support Team) has been very busy. They’ve refreshed our digital and online infrastructure and have started a new Media Team. Dan also oversees our Wilverley Team and successfully led the bid to acquire the Woodmill Outdoor Centre, which officially became our new District HQ on the 1st of September 2025. This starts an exciting new chapter for the District.
On behalf of the entire District, I want to express my deepest thanks to everyone who supports Scouting in Southampton, both locally and beyond. Your tireless commitment and hard work are what make it possible for so many young people to enjoy the opportunities and growth that Scouting provides.

District Programme Team
Transformation has seen several changes to the Programme Team since November 2024. The Nights Away process has moved over to the new digital system but this has been quite a smooth process, matching the digital method we were already using in the District, pre-November 2024. To support this, we have expanded the Nights Away Team with 3 new members recruited and currently completing the necessary training to become a Nights Away Advisor. With this increased provision, the District should be able to support more members in gaining their Nights Away Permits.
With the changes from Transformation, we have seen the Section Leads working together well. This helped with delivering an action packed Squirrel & Beaver event as well as a festive Scout Christmas Camp. The Scout Section have met regularly throughout the year, with the Programme Lead chairing these meetings. We are now seeing at least ¾ of the District represented at each of their Scout Section Leader meetings, which has led to some great event planning as well as a leader social. The Cub and Explorer teams continue to deliver a wide selection of events. A new Network Lead has been appointed following Transformation and will work directly with the Explorer Lead.
The rescheduled District Camp has focussed much of the workload for the Programme Team this year. Since the cancelling of the 2024 event, the team has inspected many sites before placing a booking with the New Forest Showground. This site allows for us to get the whole District on with ease but there are some challenges this also naturally brings. With no buildings on site, we are hiring toilets, power and tentage. Situated right in the New Forest, this site provides a great opportunity for getting all of our sections out into the forest. All of this has been supported financially by the District Trustees, ensuring that we can bring in a wide range of activities. This has been especially important in a time where many families are struggling financially.
In the year ahead, we are looking to recruit more members to the Programme Team, especially the Section Teams. We are aiming to recruit Youth Members to several places across the Programme Team, with recruitment to start in the summer. Outward facing events are also something we aim to support more, helping to further embed scouting in the local community.

District Volunteer Development Team
Transformation saw the formation of the Volunteer Development Team. The aim is to guarantee that volunteers are; welcomed, feel competent and valued in their roles. To do this 5 sub teams have been created:

Welcome: There are currently 24 members of the team, who have all undertaken the required learning and now work together to ensure all new volunteers are adequately informed of their role, learning implications, the District structure and their place in it.

Learning: Thankfully most of the TAs agreed to become Learning Assessors - there are currently 5 members of the team. The first Aid Team have run a number of First Response courses. There has obviously been a lot of work to confirm that all volunteers are compliant with the mandatory learning (safeguarding and safety). Many thanks to all the volunteers and their GLV who worked so hard to complete the new Safety Learning. We are now working to secure all volunteers are First Response compliant.

Disclosure: There are currently 3 members of the team. They are ready to help any group that are having issues with processing the DBS system.

Recognition: There are currently 5 members of the team, who have all undertaken the required learning. They have been working hard to apply for almost 20 awards. Most have been approved by the County Team and/or TSA. There are a few more still in the system awaiting processing. Hopefully the certificates will soon be in the District and we can get them presented asap. If you would like to nominate a volunteer for an award - please contact me.

Social: There are currently 3 members of the team. A small group that are responsible (along with the old Active Support group) for providing refreshments for the City Reflections Project - The Southampton Forward event that at the 29th Group Hall, a video was projected onto their wall celebrating the city’s diverse volunteers - 6 of whom are scout volunteers. In the future the team aims to provide a number of trial events for volunteers to improve their skills (archery, fire lighting, etc). If you have an idea for an event or would like to join the team - please get in touch.
Many thanks to all those that either volunteered or accepted my invitation to join the team, without you the District wouldn’t be able to run so efficiently. There is always space for more, especially the Social Team - please contact me if you would like more information.

District Support Team
The District Support Team, or as we’ve been informally referring to it, the District Operations Team is a new District team launched following the launch of the Scout Association’s transformation programme in late 2024. The team is responsible for keeping things running smoothly behind the scenes: growth and development, administration (including IT) , fundraising and grant applications, facilities, and promoting Scouting locally.
Currently, the operations team consists of several sub-teams, and plans are in place to launch additional Growth and Fundraising teams in 2025 / 2026.
Digital Team
Following the launch of the new national membership system, our Digital Team has been working hard to integrate the new system into our existing processes, enable better communication between teams and launch new services to help volunteers throughout the district and groups in Southampton City do their roles more easily. The team has more than doubled in size since last year and I’d like to thank the team for their hard work so far. Two new major IT systems have been launched, a District Directory system and a volunteer intranet “Volunteer Hub”, both of which have been invaluable to the wider District team in enabling our roles.
Media Team
Additionally following transformation, a new Media team has been formed separately from the Digital Team. This team focuses on social media, photography, videography and press, and they have done a fantastic job so far. We have seen a much more concerted effort to engage with the press and wider community, and a number of news articles have been published promoting local Scouting positively. I’d like to thank the team for their efforts so far and look forward to seeing what they achieve next year.
Wilverley Team
As always, the Wilverley maintenance team have done a fantastic job keeping Wilverley looking great for visitors and campers throughout the year. A new generator has been installed, replacing the previous equipment that had failed in April 2024. This restores power and hot water to the site, and will greatly improve the experience of visitors. The Wilverley Team are looking for volunteers to get involved with the regular maintenance and development of the campsite. The team currently meet on Tuesdays and Fridays to perform regular maintenance and care for the site and welcome all to join in helping with the site.
Woodmill
Whilst the fundraising team has yet to form, we’ve been working on one of our biggest fundraising efforts in some time: our bid to acquire Woodmill Outdoor Centre. This bid required a monumental amount of effort from a large number of volunteers working together across the

district, across a period of many months.
I’d particularly like to thank Veronica, Mandy, Charlie, Ruth, Luke, Ania, Bonny, Oana, Sally and the 13th Sea Scouts. Josh has also played an important role here, going significantly above and beyond his role as Lead Volunteer to pull together a coalition of over 20 local community groups in under 6 weeks and spent many weeks working until the early hours of the morning with me to get the bid over the line.
We’ve finally seen the hard work come to life as we received keys on 1st September and have begun to start giving this incredible site the love and care it deserves. Woodmill offers us not only a permanent home in Southampton for the District, but unlocks Sea Scouting and outdoor adventure for thousands of young people right here.

District Treasurer
There continues to be a healthy return to bookings for Wilverley, with an income of £26,138, which is down from the previous year due to the failure of the generator. Against this the maintenance was £6,199, overheads £6,312, utilities £2,371, insurance £2,523, projects £4,499 and a booking refund of £651. This leaves a surplus of £3,583 to be distributed between the Wilverley Long Term Project Fund and the District Dividend Fund.
Price increases of raw materials and commodities continue to rise, reflecting the costs seen in the maintenance figure above. We were successful in our claim for the generator failure with an insurance payment of £31,548, and we will have purchased a replacement machine in 2025/26.
We continue to use NatWest for our current and reserve banking and FreeAgent as our accounting software. NatWest informed us that as we now exceed an annual turnover of £100k, because we process all the groups payments for the annual census fees and county levies. We have therefore been subject to business banking charges from 1st. June 2024. From then to the end of year the costs were £ 94.50.
During the year we made more use of the Equals Money pre-loaded payment cards for members of the district leadership and 14-24 teams. This is proving successful in providing flexibility to card holders and obviating the need for them to be out-of-pocket whilst awaiting refunds.
I can report that our independent examiner Langdowns DFK were given the supporting documentation for the examination of accounts in good time, and a complete and accurate set of figures are presented to the AGM, as set out at the end of this TAR document. We are grateful to Langdowns and pleased to see a continuation of the good service we have received for the previous years in reviewing and examining the accounts, and for the work they have done on our behalf this year.
The annual census was completed in January of this year and invoices issued to the groups and units. I am pleased to say we made our combined subscription payment to the County before the end of the financial year, having received all incoming payments in good time. Early payment reductions and a one-off County rebate were able to be passed on. My thanks again to the groups, units, and their treasurers for their assistance and speedy responses in making their payments.
I will be standing down as treasurer at this AGM. I would like to take this opportunity to express my thanks to the Chair, DLV and Executive Committee / Trustee Board members who have supported me and provided invaluable guidance and support during my time as treasurer. I also want to offer my best wishes for the future to my successor.

Independent examiner’s report to the trustees of Southampton City District Scout Council
I report to the trustees on my examination of the accounts of the Southampton City District Scout Council for the year ended 31 March 2025.
Responsibilities and basis of report
As the charity trustees of the Southampton City District Scout Council you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (‘the Act’).
I report in respect of my examination of the Southampton City District Scout Council accounts carried out under section 145 of the 2011 Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.
Independent examiner’s statement
I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:
-
accounting records were not kept in respect of the Southampton City District Scout Council as required by section 130 of the Act; or
-
the accounts do not accord with those records.
I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.

The Chair welcomed everyone to the AGM and introduced the Annual Report and the main agenda items for the meeting. She mentioned the difficulties of the SA transformation process which should be fully operational by the next AGM. She thanked all the volunteers for the continuing success of the District and pointed out the many scouting opportunities offered in the District to all ages. After thanking the Wilverley maintenance team for the upkeep of our District Campsite she expressed regret at the passing of Graham Wide, a long serving Chair of the District and Wilverley volunteer. She noted the move of Nico and Carolyn Chart to Romsey district and thanked them for their fantastic hard work in training and appointing our volunteers. Warm thanks were given to the outgoing President Graham Meering and District Secretary Erika Corradini and a warm welcome to the new President, Thelma Bishop Young.

The Chair asked all those in attendance to take note of the AGM minutes 2023 approved by the Trustee Board on 5th October 2023.

A proposal was made to adopt the model constitution from Policy, Organisation and Rules Chapter 5 and agree that 12 members may be appointed to the District Trustee Board and agree that the future quorum of the District Scout Council will be 20.

12. Guest Speaker
The Chair introduced Mr Keith Hawkins Deputy County Commissioner Growth and Development as the guest speaker. Keith praised the growth of the leadership team in the district and the work of volunteers in setting up all the Squirrels Dreys across the District. He pointed out that Hampshire is the leading county for Squirrels with the 100th drey being set up in Southampton. It was also pointed out that the SA transformation will happen after the summer. This should allow the SA to slowly modernise and update the structure of scout districts. It was noted that Josh Smith is the County Lead for the transformation in the city district and support from the county is offered throughout the process.

The DC thanked all the volunteers and teams for supporting the scouts and pointed out that there has been a growth of 3.2% more volunteers in the past year.

14. Presentations
Graham Meering was presented with a gift for his long service to scouting and for serving as District President.
Erika Corradini was presented with a gift for her service as District Secretary.
Amanda Wallace was awarded a Certificate in recognition of her 10-year service in scouting.
- Bert Cooke Trophy was awarded to the Explorers Section and to the 25th Southampton Scout Group for a wide variety of activities

Kay Wilkinson announced that she will step down from her role as Chair of the Appointments Committee.

SUMMARY REPORT OF THE COUNCIL: YEAR ENDED 31[ST] MARCH 2025
Constitution
The Southampton City Scout District is a registered charity (No 117805). The Scout District is part of the Scout Association, which is incorporated by Royal Charter. The Scout District is a trust established under rules, which are common to all Scout Districts.
Objects
The objects of the District are to support the sections in their mission to actively engage and support young people in their personal development, empowering them to make a positive contribution to society.
Activities and Volunteers
A summary of the main activities of the District for the year is included in the accompanying Annual Report. We are very appreciative of the considerable amount of voluntary help that is given to all aspects of Scouting throughout the District.
Reserves Policy
The District’s policy on reserves is to hold an amount of £25,000 to enable it to sustain cash flow needs and support the sections over a projected 2 year rolling programme.
Risk Management
The Trustees are in the process of identifying the major risks to which they believe the District is exposed to, in particular those related to the operations and finances. All sectional activities are carried out under the guidelines issued by the Scout Association.
Trustees
The District is a trust established under its rules, which are common to all Districts. The Trustees are appointed in accordance with the Policy; Organisation & Rules of The Scout Association and the Scout District’s own adopted procedures.
The Accounts
The accounts have been drawn up on the receipts and payment basis, which is consistent with the previous years.
