This Annual District Report serves to illustrate the incredible work of our volunteers in providing scouting opportunities in Southampton. The 11 individual Scout Groups are guided and strongly supported by the leadership of the District Commissioner and his uniformed Team and the District Executive provides an important forum for the District development, innovation and investment. I was pleased to welcome our new District Secretary, Erika Corradini to our team. I have also been pleased to welcome to the Executive the District Youth Commissioner, Lloyd Pearson, Katy Blundell who represents the university students through SSAGO and Lucy Blatherwick, District Network Scout Commissioner. They provide an all-important link to the more youthful scouting members. Lloyd is moving to being Administrator for the District Active Support Unit and I would like to thank him for his great success in promoting the youth focus in the District and for his work with Lucy in encouraging and strengthening the links between sections which helps retain our young people in scouting.
With the economic downturn it is important to ensure that District finances remain robust and it is worth reminding everyone that our District is virtually unique in NOT making our members pay a District levy every year. Following our major investment in the District campsite of Wilverley and the hard work by the dedicated Wilverley Management and Maintenance Team, this beautiful campsite is now so successful it is able to provide a financial return which is used to fund other District activities
Another success story is Squirrels. This new section from age 4 to 6 provides a brilliant opportunity for very young people to experience scouting and start to learn the life skills to help them when they go to school and beyond. We all owe a debt of gratitude to Amanda Wallace whose hard work and determination has grown a single pilot drey into 6, with another 3 planned, meaning nearly all our Groups will have scouting starting at age 4.
One of the amazing opportunities available to children in scouting is to join the World Scout Jamboree, which this year is in South Korea. We have 31 young people preparing for an international trip of a lifetime and our thanks go to Julia and Rozi who have done a fantastic job supporting our young people to fundraise, be it at Scouting events or in the wider community. Their efforts have been so successful that, taking into account the substantial contribution from District funds, each scout has almost been full funded for the trip. This work has also raised the profile of international scouting in the district, and the profile of Scouting in the local community.
We are very fortunate in Southampton to have many people who remain involved in the Scout Movement for most of their lives. A wonderful example of this was Daphne White, a gracious lady who has sadly passed away after a long life in the movement.
Another example of such dedication is our Active Support Unit Manager, George Longhurst. After many decades of commitment to Scouting in Southampton, George is stepping back from an active role. He has had many roles in scouting, most recently providing caring thoughtful leadership of the elderly members of ASU. He has also led the annual collection for the British Legion Poppy Appeal raising thousands of pounds over the years. We are incredibly grateful for everything he has contributed to Scouting and thank him for his many years of service.
The success of our District is down to the dedication of many such individuals and great teamwork to help our young people enjoy the benefits of scouting. Thank you to everyone.

The past year has been a fantastic year for Scouting in Southampton, with even more young people now taking part in Beavers, Cubs and Scouts than before the pandemic, as well as a successful rollout of Squirrels across most of the District. It’s a very exciting time for growth and development in Southampton, with new sections across most ages opening soon across the city.
Although young person numbers have increased compared to 2022, there is still much work to be done around adult volunteer numbers as these have remained stagnant at around 290, which is around 50 less that our pre-covid levels. This is our next big priority for Southampton Scouting to improve adult volunteer recruitment, as although we are doing more, it is being done by less people.
The District Programme is now back in full swing, with a vast range of events taking place across all sections. Old favourites, such as the Cross or Christingle were back, along with new activities, such as our water activity days for Cubs, Scouts and Explorers, which will be trialled soon! None of this would be possible without our amazing Programme Team whom I’d like to say a huge thank you to for their tireless work making the fun stuff happen! I’m very excited to see what they do with District Camp next year to make it bigger and better in 2024.
Our training compliance as a District is finally at an acceptable level. This has been an incredibly arduous task for the city, to ensure all volunteers have completed their Safety and Safeguarding training. I’d like to say a particular thanks to our Training Team and GSLs for helping get this back to acceptable level post-covid. Looking ahead, we now need to get First Aid fully up to date as well among relevant roles. Similarly to Safety and Safeguarding training, those with overdue First Aid training will soon be required to step back from Scouting until it is up to date.
We have also worked to improve governance within our groups. In November the District hosted a joint GSL and Trustee Board workshop, providing a space where everyone could share expertise, showcase successes and inspire each other. This is something we look forward to continuing, with the next workshop scheduled for October 2023.
Finally, on behalf of the District I would like to express my thanks to everyone across the city and beyond who has been involved in supporting Scouting in Southampton. Without your contribution so many young people would have been deprived of the opportunity to enjoy Scouting and develop their skills for life. It’s not been an easy few years, but it’s your hard work and tireless commitment that makes all of this possible.

Squirrels is our newest section for four- to six-year-olds aimed to help young people gain skills for life at a time when it matters most and where it's most needed. Squirrels can achieve anything they set their minds to – and they have lots of fun along the way. The one-hour sessions are a brilliant opportunity for young people to take their first step into being part of Scouts, and they’ll help everyone get ready for the adventure of school too. Sessions are packed with outdoor activities, fun, games, badges, laughter, and so much more to help our youngest members learn the skills they need for life. Of course, none of it would be possible without the support of the amazing leaders who plan and deliver such an inspiring programme.
In the past 12 months the district has seen amazing growth of the Squirrel section. We have increased from two Drey’s to five Drey’s up and running and the sixth registered and starting in June. We now have Squirrels in the 2nd, 9th, 11th, 13th, 14th groups and soon the 26th and plans are in place for 25th, 29th and 1st.
In January the Scout Association approved Squirrels nights away after the successful trials. I am delighted that the 13th and 14th both have nights away planned for May 23 and I look forward to seeing all the amazing things the Squirrels will be doing at these events.
On the 9th September 2022 the 2nd, 9th and 13th Squirrels attended the first County Squirrel event at Ferny Croft. They had an amazing day participating in activities such as wall climbing, tunnel bus, open fire cooking, aero ball, inflatables, leaf bashing, space hopper racing and much more. Fun was had by all. And a well done to Elaine (GSL at the 2nd) who appeared on the County’s new recruitment video that was recorded at the event.
In March both the 9th and the 13th Squirrel participated in the district cross County event, we had 10 Squirrels join the run and they all did such an amazing job. In January 2023 we had our first district Squirrel Leaders meeting. Every group was represented and together we set out plans for 2023. We have plans for a fun day with a picnic in June and an event in October. I look forward to telling you all about these in next year’s report.
As Squirrels in the district starts to grow, I would like to welcome Erin (Squirrel Leader from 2nd) and Isobel (Young Leader from the 13th) to the Squirrel district team, both have a wealth of experience of working with Squirrels, I look forward to working with them both to grow and develop Squirrels over the next 12 months.

Beavers

It’s been a busy year for Beavers across the District, with a full programme of events and continued growth in numbers. It’s been great to see our colonies grow from strength to strength, with new ones opening soon.
Events this past year have included Loggerheads, Christingle and a pantomime visit. Thank you to everyone who helped make these happen, it wouldn’t have been possible without all your support.
I’d like to say a particular thanks to Elaine, who stepped back from the role of ADC Beavers earlier this year. I’m excited to see where we take the section next as we head on into 2024.
Thank you everyone for you support with making Beavers such a success in Southampton.
ADC Cubs Report 2022-2023 .
It’s been another amazing year in the Cubs Scout Section.
We have all been really busy.
Leaders have delivered excellent programmes and are keeping their Cubs’ ideas and contributions at the core of their meetings.
We have run many District events together:
Brownsea Island Outing:
144 Cubs, Young Leaders and Leaders went to Brownsea Island on the 2nd of July, we had an amazing day, and the weather was very kind to us.
Leaders have reported that it is becoming more difficult to get the Cubs to attend weekend events as their lives at the weekends are busy with non-Scout activities.
Cubs Athletics badge evening at the Sports Centre.
Over 100 Cubs and parents enjoyed an evening at the Sports Centre Athletics area. We had our largest amount of Cubs Athletics Plus badges earned in the evening.

Cubs Chess Competition:
The under 9 ½ and over 9 ½ winners went on to represent the District at the County Competition in Basingstoke. Well done to both boys.
Ready Steady Cook Competition.
We had 7 packs represented by teams of 6 Cubs. Ready Steady cook competition is where teams have to choose ingredients from the table and create a main course and pudding as a team without any adult intervention, they have Leaders with them just to make sure they kept safe, cutting and using gas.
The team from the 7th were the winners, and the judges were highly impressed with all the teamwork and meal results. Well done, Team Chefs.
Cubs Archery Competition:
The winning individual archer was from the 7th Southampton (Bassett) and the winning team was also from the 7th Southampton (Bassett) well done to the 4 Cubs that attended in the team

This will be the end of another fully packed year for Cubs in Southampton.
As always, Leaders have been fantastic in helping each other out. Working hard, writing risk assessments and sharing program ideas, they have again stepped up to the challenge and all worked hard to keep providing the Young People with the Scouting Adventure.
Since Easter, myself and Mang (from the 7th) have been running the 25th Southampton (Northam) Sea Scout group Cubs Pack each week while they have been looking for a new Leadership Team. The Team will be in place from September. Then in September we will be supporting the 2nd Shirley Pack.
I have had great pleasure in awarding over 20 Chief Scout Silver awards, which shows that our young people are still engaged in their Scouting journey.
As a Cubs Team we have so much to look forward to in the future, lots of days out, camps, competitions, and plenty of fun to be had!
I am so proud of all the packs and their Leaders in the District; they always go above and beyond to give the Young People the best Scouting Experience possible.

Scouts
It’s been a relatively quiet year for the Scout Section while the District Scout Section Lead position (ADC Scouts) has been vacant. A few Gold Awards have been presented across the in numbers. city, and census figures have been very good with a strong growth
We are excited to see how water activities return to the District Programme for Scouts later this year, and hope to continue this in future years. Thank you to all the volunteers who are involved in making this happen for all our young people.
Looking to the future we need a new volunteer to step forward and coordinate our citywide programme for the section. If you are interested in getting involved in this, please do get in contact with us. It doesn’t have to be one person, it could be a team or role share.
Explorer Scouts
This is my first year at DESC. I wish to thank Sam Chapman for a smooth transition and his continued support.
The Explorer section is well organised and our teams coordinate effectively to offer a range of activities and events for our young people.

We are also very proud to have won the County Kodu Trophy which was held earlier this year in March.
Our teams have also conducted numerous other camps and events throughout the year, for which I am very grateful for their dedication and time.
Size and Growth
We have an exceptional team of adult leaders who provide an outstanding programme to our young people. As a result we have seen the Explorer section continue to grow and over the last year it is clear that our current provision needs expanding to continue to meet the needs of our participants.
It has been pleasing to see Phoenix’s growth with numbers almost doubling in the last year. Well done to Lloyd, Amanda and Jack for their hard work. The team at Kraken have also been incredible at reorganising their programme, dividing their unit in order to keep young people off the waiting list once they reach 14. Since March we have begun the process to hopefully expand the Explorer section soon.
DofE and Top Awards
Our district DofE provision continues to gain in popularity. This 2023 season we have 2 Silver teams and a single Bronze team completing their expeditions. We are on track to have our most successful year for top awards.
Lastly, I would like to record my continued thanks to my exceptional leadership team, my leaders– together you continue to achieve some amazing things. I am humbled by your commitment to these Young People and the dedication you have for Scouting.
Luke Hall | District Explorer Scout Commissioner
As my first year as District Scout Network Commissioner comes to an end, it’s great to look back over the year and think about all the great stuff we’ve been doing as a Network!
Over the past year Network have had lots of opportunities to take part in a very varied programme, with activities stretching from Archery and Kayaking to pudding parties and hikes. Adventurous activities generally have a larger uptake, although our halloween pudding party was also very popular! We’ve also taken part in several camps, with Christmas Camp at Foxlease being our annual festive get together, and Winter Camp joint with Southampton SSAGO also garnering a large attendance.
We’ve also made some good progress in spreading out the workload of social and event organisation, with several members stepping up to help out resulting in a more varied and fuller programme - many thanks to those who have helped!
It’s been a good year for Network membership - after a dip in attendance around the end of July/August 2022, our numbers slowly climbed again to a peak around Christmas time as can be seen by the graph below. We have recently seen numbers dropping a little due to
the summer term has started - partly an impact of exams at the university, but otherwise remain stable with around 5-7 people attending each social. Camps are usually more popular with around 8-15 people attending. We currently have a healthy level of members with a core group that attend most things.
We continue to have a consistent source of members from Southampton SSAGO, and a smaller source of members from those moving to the city. We’ve also now begun to see the results of our efforts to make Network more visible within the district, as several of our newer members have come from within the Explorer section. We’re hoping to continue this trend and see more of our local members continuing their scouting within Southampton beyond 18.
As part of our efforts to see an increase in the conversion of Explorers leaving and joining Network, we’ve begun to host and take part in a number of linking activities. This not only provides a chance for the Explorers to get to know members of Network and the idea of Network more broadly, but also means that both sections gain a wider range of programme and support. I hope that we can continue to work closely with the Explorer section and give our ‘older’ young people within the district even more amazing opportunities - on both sides of 18!
Within our Network there’s also been some brilliant progress on top awards, with a good proportion of our members working on their Gold DofE and King’s Scout Award. We’ve also got at least 2 of our members working to achieve their Explorer Belt, with 3 more completing theirs this past year. Alongside this we’ve also had a Scouts Of the World Award achieved, with another member making good progress on theirs. Several of our members also attended the day of celebration at Windsor this year, celebrating their amazing achievements with their Queen’s and King’s Scout Awards, or their service in Operation Feather during the Queen’s funeral preparations. Many congratulations to everyone who was invited to take part this year!
In summary, it’s been a great year to be part of Southampton City Network! Here are a few aims for the future to keep the momentum going and the membership engaged and enthusiastic:

Continue our efforts in linking with the Explorer Section, making sure to expand to visiting all the units.

Continue to engage more of the membership in planning and organising socials and events to encourage variety and continuity within our programme.

Go camping more!

Youth Team
In April last year the District Youth Team got to see the fruits of their labour, getting to see the impact that their suggestions had had on the District Camp. The youth team also ran the quiz on the Friday night. Also at District Camp we saw the addition of Amalka as a deputy district youth commissioner.
In July we held a Youth Team meeting where we discussed the 2024 district camp as well as what competitions people would like to see come back, if any. This meeting also re-highlighted one of the major problems that the youth team faced, and that is that explorers have jam-packed lives. Although we got a healthy number on the day, trying to get a date proved an enormous challenge. So in this last year of my time as District Youth Commissioner, I decided to refocus my energy on trying to increase the number of district events we have, as many of these are popular among young people, and have the added benefit of encouraging leaders amongst the district to meet each other. Something that had been one of the key focuses of the district camp.
With this renewed approach, we’ve brought back the District Cross Country Competition in March this year. And we’re working on trying to create more events going forward. As mentioned in this report though, my time as a youth commissioner is coming to an end soon, and the role itself shall be taking on a new shape during the transformation. We believe we’ve found a suitable successor, which we hopefully will be able to announce in due course. I wish them the best of luck with the role, and that they are able to keep helping Southampton to stay youth focused.

Wilverley Scout Campsite
Wilverley has now had it’s first full financial year uninterrupted by the effects of Covid. It has been a successful one with strong bookings and a substantial, best ever return to the District’s Wilverley Dividend Fund. Bookings for 2023-24 are high, with a busy summer ahead. The pricing structure works well, enabling free and preferential rates for groups in our own District to make use of the site. Bookings from City District groups are rising, but there is still plenty of scope for this to increase further. I would encourage all to plan well ahead. The generator charges had to be increased from £5 to £8 per hour to cover the big increase in supply costs. No profit is made from this.
Maintenance needs continue, minimising the amount of work that needs to be done using skills bought in. Material costs have risen disproportionately, making it ever more important to re-use and upcycle. We currently have six team members; Clive Finder, Arthur Ashton, Steve Andrews, Gary Joyce, Tony Kench and myself. Whilst we are coping with the workload, more members would be very welcome. Without their routine, and year round volunteering commitment, the site could not operate. I congratulate and thank them very much. In addition, we have our booking secretary Richard Webster who very efficiently gets through a phenomenal amount of work behind the scenes and we are very grateful to him for this.
The District Trustees have agreed in principal for me to proceed with work to identify sources of funding for the installation of mains electricity. A provisional quote for the installation shows that between £125,000 to £150,000 (inc. VAT) will be needed, based on current costs. The supply would be by overhead cables alongside the A35 for approximately half a mile from near to Holmsley Tea Rooms. This will hopefully happen in 2025, funding permitting.
Short term projects are for the ageing posts around the main camping field to be replaced, then in the Autumn, to replace the field toilet with a new wooden building. Suitably fitted out, this is likely to cost around £5,000 from our Project fund, of which £2,000 is from charitable grants made in previous years for this purpose. In view of the need to raise funds for the electricity supply, this project has been scaled back from the original £10,000 specification. Financial information for 2022-23 is in the Treasurer’s report.

Active support Unit
Active Support have had a fairly quiet year.To help ease the electricity bill for the 11th Group we met at members houses during the winter months,resuming at the 11th in May.Our regular active members number only about 8 now,as age and retirement have reduced our numbers.During the past year we have supported the British Legion Poppy Appeal by manning our stand at Sainsburys.My thanks to Chris Thompson who has taken over organising this event with B L now.We assisted the Cub Section with Stewarding and Car Parking for the Christmas Carol Service.Two of us also ran a session for the 11th Squirrels,that was a new experience!,we also provided some judges for the cub cooking competition.I have also continued to do my talks to cubs,on “old Southampton'' for their “local Knowledge badge” as and when required. We went out socially for a Christmas Meal.This will be my last report as Active Support Manager,as i feel the time has come for me personally to stand down,as of tonight’s AGM .Carol Nicholls who has supported me for many years in ASU will take over as Co-ordinator and future enquiries should go to her. Please give her the support you have always given me.. I would like to thank all of my members,past and present for their support over the years,it’s been a pleasure. I shall still be a member of ASU and will still be available to anyone who wants help or advice. I understand from the DC that there will now be a new Active Support Manager to oversee the admin of the various units that now come under the Active Support “umbrella”.I wish him well.Our thanks go to the District Executive,for their support during the past year.

Many thanks to Kris Partridge who stepped down from the Appointments Advisory Committee after many years of service, and Anthony Wilkinson who has joined us to help out when we are short of team. And a huge thank you to every member of the panel for their hard work this year, and for streamlining the appointments and training process through close collaboration with Nico on the training team.

The candidates were all of a very high standard. In addition, we have considered and
approved 28 changes of role or additional roles within the District - these are decided
without needing to meet the candidate in person. The number of new leaders and of changes of role approved this year is another huge increase from last year, we have been busy. The majority of our panel meetings have been on Zoom. We have also regularly sent reminders for reviews due which are occasionally coming through– thanks so much to all those who have endeavoured to keep on top of these! Carolyn Chart

Currently we have 89 roles in the district filled by leaders with woodbadges ranging from Neil Webb's 1981 woodbadge to the most recent: Sam Jasper (ACSL) and Martin Bugbee (CSL) at the 29th.
20 of those are new woodbadge awarded in the past 12 months - well done to all who completed their training!
Thank you too all the Training Advisers, GSLs and leaders who have helped new leaders to get their e-learning "Getting Started" modules done and their three-year Safety and SafeGuarding renewals too.
Training Courses are available face-to-face at Ferny Crofts as well as Zoom courses being made available in Webinar style.

There have been no reported incidents or issues notified.
I can report I had some correspondence with the incoming chair of the 11[th] , and was able to advise on gas and fire risk-related compliance matters. I also contacted the 9th again to follow up on the initial meeting that we held, and am awaiting feedback. I met the GSL of the 7[th] in January, and we had a good discussion on premises management and general H&S matters.

1) This financial year was one of near normal activity, similar to years we had experienced before the pandemic.

2) I am able to report there has been a healthy return to bookings for Wilverley with an income of £31249, and badge sales of £38, totalling £31287.
Against this the maintenance was £7295, overheads £9229, and insurance £1502, leaving a surplus of £13223 to be distributed evenly between the Wilverley Long Term Project Fund and the District Dividend Fund.
Price increases of raw materials and commodities continue to rise, reflected in the increases seen in the maintenance costs above. The Wilverley committee agreed it would continue to monitor increases for the next year and going forward,
There was a break-in at the site in December 2002, and a successful claim in the amount of £4750 was made. There have been some purchases made to replace some of the items taken.

3) We continue to use NatWest for our current and reserve banking, and continue to use FreeAgent as much as possible. It’s proving to be a very useful tool in accounting for the district expenditure and income streams, and feeds well into the end of year balance sheet. The Explorer, network and ASU accounts are integrated into this at the end of each year for independent examination purposes.

4) I can report that our independent examiner was given the supporting documentation for the examination of accounts in good time, and a complete and accurate set of figures are presented to the AGM, as set out at the end of this AGM document.
I can report that our nominated accounts examiner, Parry Hancock merged with Langdowns DFK, an Eastleigh based accountancy firm.
Although the change took place on 1[st] April 2023, so strictly not in this Financial Year, it was Lucy Parry, having become a partner at Langdowns who has carried out the examination of the accounts for the year 2022-2023.
We are grateful to Lucy and pleased to see a continuation of the good service we have received for the previous two years in reviewing and examining the accounts, and for the work she has done on our behalf this year.

5) The annual census was completed in February of this year and invoices issued to the groups and units. I am pleased to say we made our combined subscription payment to the County before the end of the financial year, having received all incoming payments in good time. Early payment reductions and a one-off County rebate were able to be passed on. The sum of £121 was returned to the groups pro-rata as the County rebate changed in 2021/22 after the subscriptions were collected, meaning we had this small surplus.

6) This year saw an unprecedented number of young people accepted onto the international jamboree programme, and a lot of transactions passed through the accounts as fundraising took-off in earnest. A number of lump-sum payments were made to County and to The Scout Association.

7) As district, we are joint owner of a commercial property in Eastleigh, along with Itchen North and South. At the January 2023 meeting of the SJSFC Committee it was agreed:

Following circulation of the agreement on the “dissolution of the Southampton City Scout Council and its functions” and the ensuing discussions it was agreed that the asset was owned by the Southampton Joint Scout Finance Committee and should not be shown as an asset in the Annual accounts of the Three Districts (IS, IN and City). Proposed, EG, Seconded, DM. Unanimous
(Please note, the City District referred to here was the previous city district before central and west were merged).
Whilst this has no bearing on our day-to-day activities and we continue to receive an annual dividend, the value of the property is not now shown on our annual returns as an asset.

Independent examiner’s report to the trustees of Southampton City District Scout Council
I report to the trustees on my examination of the accounts of the Southampton City District Scout Council for the year ended 31 March 2023.
Responsibilities and basis of report
As the charity trustees of the Southampton City District Scout Council you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (‘the Act’).
I report in respect of my examination of the Southampton City District Scout Council accounts carried out under section 145 of the 2011 Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.
Independent examiner’s statement
I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:

accounting records were not kept in respect of the Southampton City District Scout Council as required by section 130 of the Act; or
-
the accounts do not accord with those records.
I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.
