ObJectlves and actlvitles
The company operates as a charity to promde housing and support to disadvantaged members of the
community.
Publlc benèfit
The Iruslees, having consldered 8.17 of the Charities Act 2011, have satisfied themselves that they
have complied with the duty to have regard lo the Public Benéfit guidance published by the Charity
Commission. The activities 2nd achievements of the charity are outlined throughout this trustees report
and we believe demonslrale that the charity is providing public benefit.
Achlevements and performance
The company has already added more hostels to il's client base and aims to further increase this to
reinstate il lo its former sound financial standing. The company has developed the support department
and has successfully housed and supported the majority af its clienls this year through the "move on"
programme into independent living. Throughcare has expanded its offer(ng with the opening ol hostels
for unaccompanied asylum seeking minors and asylum seekers wilh the aim of providing housing and
support. Throughcare has been in touch with various local authorities and has accommodation ready
for use.
ThroLJghcare continues to develop th6 West midlands consortium framework agreement with
Slaffordshire as lead council and has achieved an extension of this contract. Throughcare also
continues to work with Birmlngham Children services.
Financial revi8w
Throughcare continues lo source for funds for its charitable activities from various funding bodies. 11
currently has pending applications wilh ch8rilable trusts and foundations.
Throughcare won it's claim against the council regarding the removal of it's exempt status, This has l@d
to subslanlial financial improvement and il continues lo work lo improve this arm of business,
Throughcare ¢onlinues lo expand ils business scope ￿th the aim of continuing lo progress and
expand the ServI￿S offered by tha charity.
Resekves Policy
The Trustees review the reserves regularly lo ascertain that Throughcare will continue in its charitable
a¢livities for the near future. The funds are in deficit due lo a legal court case that is currently ongoing
which the Trustees believe will be successful.
Plans for future perlods
Throughcare is relocating its adminislralion operation and has plans to open a resource centre lo train
more clients and staff and also lo commence the existing apprenticeship programme th8 next
financia1 year. Throughcare also plans to expand the current 24 hour hos161s, develop a servicé for
unaccompanied asylum seeking minors and develop its other areas of business.

As the trusl8es of the company (and also its directors for the purposes of company lawl you are
responsible for the preparation of the financial slalements in accordance with the raquir8ments of the
Companies Act 20061'lhe 2006 Act,).
Having satisfied myself that the accounts of the company are not required lo be audited under Part 16
of the 2006 Act and are eligible for independent examination, I report in respect of my examination of
the company's accounts 88 carried out under section 145 of Ihg Charities Act 2011 ('the 2011 Acl'l. In
carrying out my examination I have followed the Directions given by the Charity Commission under
