The Trustees present their report and financial statements for the year ended 31 March 2025. 

## **TRUSTEES AND ORGANISATION** 

The Trustees who served on the Board of Trustees during the year were:- 

Dr Stuart Nelson Treasurer Dr Timothy Hardwick Chair Dr Olivia Munn (appointed 24 July 2024) Secretary 

Trustees are sought from the local GP and lay population, with previous experience in education and financial management being particularly valued. No external body may appoint trustees to Gloucestershire General Practitioner Education Trust (GGPET).  The role of trustee is unremunerated. 

## **CONSTITUTION AND PRINCIPAL AIMS AND OBJECTIVES** 

The Trust is a registered charity, charity number 1117571, and was established by a Trust Deed dated 15 December 2006. The Trust’s objects are:- 

- To relieve sickness and to preserve and protect the good health of the public 

- - To advance education by supporting the education and continuing professional development of general practitioners and others in primary care in the National Health Service in Gloucestershire 

- To disseminate information amongst those working within primary care in Gloucestershire for such purpose. 

The principal activity of the GGPET is to advance education of general practitioners in Gloucestershire. 

## **PUBLIC BENEFIT** 

GGPET exists to support all primary care practitioners in Gloucestershire (and by mutual access agreement those from Swindon, Bristol and Bath) in maintaining their knowledge and skills to benefit the patient populations that they serve.  Membership is available to those in training to become GPs at a reduced rate, newly qualified GPs, locum GPs, and GPs who are either self-employed or employed by practices, Out of Hours providers, Choice Plus providers or the Clinical Commissioning groups. 

Provision of quality assured education open to all GPs is not a function of NHS England through its Deanery structure, although oversight is.  By providing education in response to learning needs identified by our members, and often driven by local need and changes in local provision we can ensure that education of a satisfactory standard can support change in medical knowledge, provision and delivery for the benefit of patients.  No other organisation takes this broad based and needs driven approach to delivery of education, or does to with an acceptable accreditation process. 

The GGPET Committee is comprised of GP’s and GP Trainees with an educational interest. We meet every 6-8 weeks planning our programme of educational events particularly based around our members’ learning needs discovered for example, through delegate completion of feedback forms and suggestions for events, submission of ideas via email or this website. We then liaise with speakers and a committee member(s) facilitates the event.

The Trustees have given due consideration to the Charity Commission’s published guidance on Public Benefit requirement under the Charities Act 2011. 

## **ACHIEVEMENTS AND PLAND FOR FUTURE PERIODS** 

GGPET continues to provide a comprehensive range of daytime and evening events, the majority of our members are GP trainees, but we are continuing to promote the benefits of the organisation through other local educational channels such as the Gloucestershire Primary Care Training Hub, Gloucestershire ICB Primary Care Newsletter and Gloucestershire LMC. 

Unfortunately the Winfield have stepped down from supporting evening education events. They were finding it exceptionally difficult to confirm speakers for their own small events, as they are so busy with NHS, private work and home/life balance and felt with so much free medical education online, there wasn’t the appetite for evening teachings to make it viable for the Winfield. They however expressed being open to keep in touch as things may change. 

We don’t think this is too much of a blow for us and with the committee structure in a much better position, evening events may be something we will continue to offer. Feedback from our String of Pearls especially requested more daytime sessions during the year, so this is what we will be focussing on in the coming year. 

We continue with 5 GPs supporting the facilitation of sessions with one on maternity leave. 

We have the full ST education programme finalised to the end of their academic year in July 25, with the following themes: Mens Health, Safeguarding, Ophthalmology, Paediatrics and Dermatology. Sessions continue to be mapped to the GP curriculum with enthusiastic speakers to deliver them. 

Our other sessions are incorporated into a varied and exciting programme of events. Sessions continue to be recorded as per speaker permissions and held on Vimeo via password protection for member access only 

## **FINANCIAL REVIEW** 

The GGPET treasury team reviews the charity's financial position at the end of each reporting period and provides an analysis for the trustees which was discussed at the AGM this year in November. We have been able to review the accounts and have produced a series of reports looking at the charity's financial position and projection of future profit. 

The charity holds reserves which allow us to underwrite educational events which are sponsored by GGPET and our current reserves have shown a small increase from last year. Although GGPET has had larger reserves in the past this was reduced during the COVID period but has subsequently recovered to our current level.  This is likely to improve further next year due to funding from Glos NHS ICB. 

The amount held in reserves on the 31st of March 2025 was £46,227 (2024 - £45,109). The charity has adopted a policy of maintaining reserves equivalent to one year of expenditure. This ensures it can meet its obligations and continue operating as a going concern in the event that no further funding is received. 

This year the charity has continued to make a small profit of £1,118 (2024 - £5,663) which is a reduction on last year largely due to reduce sponsorship during that period.

Although the charity is only making a small profit, we are in a stable financial position with a good reserve which allows us to continue our educational events and is likely to improve in subsequent years. The charity has improved its financial position considerably since COVID and we hope that over the next year we can improve our membership further and continue to make a small profit through a combination of our membership fees, educational events and funding from sponsorship.

## **ACCOUNTING AND REPORTING RESPONSIBILITIES** 

The Charities Act 2011 requires the Trustees of the Charity to prepare financial statements for each financial year which give a true and fair view of the Charity’s financial activities during the year and of its financial position at the end of the year. 

In preparing the financial statements the Trustees should follow best practice and 

- select suitable accounting policies and apply them consistently; 

- make judgements and estimates that are reasonable and prudent; 

- follow applicable accounting standards and the Charities SORP, disclosing and explaining any departures in the financial statements; and 

- prepare the financial statements on the going concern basis unless it is inappropriate to assume that the Charity will continue in operation. 

The Trustees are responsible for keeping accounting records which are such as to disclose, with reasonable accuracy, the financial position of the Charity at any time, and to enable them as Trustees to ensure that that the financial statements comply with charity law. The Trustees are also responsible for safeguarding the Charity’s assets, and hence for taking reasonable steps for the prevention and detection of fraud and other irregularities.

## **INDEPENDENT EXAMINERS REPORT** 

I report on the accounts of Gloucestershire GP Educational Trust for the year ended 31 March 2025, which are set out on pages 6 to 11. 

## **Respective responsibilities of Trustees and Examiner** 

The Charity’s Trustees are responsible for the preparation of the financial statements in accordance with the requirements of the Charities Act 2011 ("the 2011 Act"). The Trustees consider that an audit is not required for this year (under section 144(2) of the 2011 Act) and that an independent examination is needed. 

It is my responsibility to: 

- examine the financial statements (under section 145 of the 2011 Act); 

- follow the procedures laid down in the General Directions given by the Charity Commissioners (under section 145(5)(b) of the 2011 Act); and 

- state whether particular matters have come to my attention. 

## **Independent examiner’s statement** 

I have completed my examination.  I confirm that no material matters have come to my attention in connection with the examination which gives me cause to believe that, in any material respect: 

- The accounting records were not kept in accordance with section 130 of the 2011 Act; or 

- The financial statements do not accord with such records; or 

- The financial statements did not comply with the applicable requirements concerning the form and content of accounts set our in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a 'true and fair' view which is not a matter considered as part of an independent examination; or 

- The financial statements have not been prepared in accordance with the methods and principles of the Charities SORP (FRS102). 

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the financial statements to be reached.

## **1 GENERAL INFORMATION** 

The Trust is a registered charity, charity number 1117571, and was established by a Trust Deed dated 15 December 2006.

## **2 ACCOUNTING POLICIES** 

The financial statements have been prepared under the historical cost convention, with items recognised at cost or transaction value unless otherwise stated in the relevant notes to these accounts. The financial statements have been prepared in accordance with the Statement of Recommended Practice: Accounting and Reporting by Charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019) and with the Financial Reporting Standard applicable in the United Kingdom and Republic of Ireland (FRS 102), and with the Charities Act 2011. 

The Charity constitutes a public benefit entity as defined by FRS 102. 

## **Incoming resources** 

Voluntary income and donations are accounted for when receivable. 

## **Resources expended** 

All expenditure is included in the financial statements as soon as it is incurred or the charity becomes contractually liable for the expenditure. Resources expended are allocated to the various expense headings as follows: 

Costs of charitable activities: all costs, including support costs, are deemed to arise from fulfilling the charitable objects of the Trust.  Any costs associated with fund raising or donations and legacies are not material to separately disclose. 

## **Funds Accounting** 

The charity funds are all unrestricted – these are funds which can be used in accordance with the charitable objects at the discretion of the trustees. 

## **Debtors** 

Debtors are measured on initial recognition at settlement amount after any discounts or amount advanced by the charity.  Subsequently, they are measured at the cash or other consideration expected to be received.

## **Creditors** 

Liabilities are recognised where it is more likely than not that there is a legal or constructive obligation committing the charity to pay out resources and the amount of the obligation can be measured with reasonable certainty. 

## **Going concern** 

The Trustees have considered the future of the Charity and its ability to continue as a going concern. The Charity continues to be supported by its members and the Trustees have a reasonable expectation that the Charity will have adequate resources to continue in operation for at least 12 months from the approval of these financial statements. Whilst there are inherent uncertainties, they believe that it is appropriate to prepare these financial statements using the going concern basis.
