The Trustees present their report and financial statements for the year ended 31 March 2022.
TRUSTEES AND ORGANISATION
The Trustees who served on the Board of Trustees during the year were:-

Trustees are sought from the local GP and lay population, with previous experience in education and financial management being particularly valued. No external body may appoint trustees to Gloucestershire General Practitioner Education Trust (GGPET). The role of trustee is unremunerated.
CONSTITUTION AND PRINCIPAL AIMS AND OBJECTIVES
The Trust is a registered charity, charity number 1117571, and was established by a Trust Deed dated 15 December 2006. The Trust’s objects are:-

To relieve sickness and to preserve and protect the good health of the public

- To advance education by supporting the education and continuing professional development of general practitioners and others in primary care in the National Health Service in Gloucestershire

To disseminate information amongst those working within primary care in Gloucestershire for such purpose.
The principal activity of the GGPET is to advance education of general practitioners in Gloucestershire.
PUBLIC BENEFIT
GGPET exists to support all primary care practitioners in Gloucestershire (and by mutual access agreement those from Swindon, Bristol and Bath) in maintaining their knowledge and skills to benefit the patient populations that they serve. Membership is available to those in training to become GPs at a reduced rate, newly qualified GPs, locum GPs, and GPs who are either self-employed or employed by practices, Out of Hours providers, Choice Plus providers or the Clinical Commissioning groups.
Provision of quality assured education open to all GPs is not a function of NHS England through its Deanery structure, although oversight is. By providing education in response to learning needs identified by our members, and often driven by local need and changes in local provision we can ensure that education of a satisfactory standard can support change in medical knowledge, provision and delivery for the benefit of patients. No other organisation takes this broad based and needs driven approach to delivery of education, or does to with an acceptable accreditation process.
The Trustees have given due consideration to the Charity Commission’s published guidance on Public Benefit requirement under the Charities Act 2011.

ACHIEVEMENTS AND PERFORMANCE
GGPET’s Steering Committee have continued to arrange high quality education events for our STs and GPs with enthusiasm and determination despite significant ongoing challenges with work pressures and maternity leave within the committee. Despite previous poll results, attendees prefer to join remotely whilst continuing to attend the flagship String of Pearls education week face-to-face. We have a very slow build up to a return of pre-COVID attendance.

Our current membership numbers are slowly building with more interest in joining for String of Pearls. We continue to have significant interest from pharma sponsorship and the PGME Centre waiving their room hire fees for that week was a significant saving for the organisation.
Appraisals have continued to be changed with the removal of the requirement for a minimum number of CPD points which has lost educators a significant lever.

We have as yet not needed to enlist pharma support for on-line learning as our evening events are funded by the Winfield hospital and cost- neutral to GGPET.

PLANS FOR FUTURE PERIODS
We will now advertise the new website via the CCG newsletter to the county practices, the Primary Care Training Hub (and ensure our events are shown on their education calendar as up to date), contact the GHC GPs via their Clinical Director to invite their memberships and largely advertise the benefits of continued remote access and participation with events. We would like to build in use of eg Slido for polls and Jamboard for audience participation which will require training to become slick.
FINANCIAL REVIEW
GGPET reviews the charity's financial position at the end of each reporting period when there are meetings of the trustees and also at the AGM. We were able to review the accounts earlier in the year and will also be doing so at our AGM which will take place in January 2023. At each meeting, the Treasurer performs an analysis of our current situation and a projection of likely profits in the future.
The charity has held reserves that allow us to underwrite the educational events which are sponsored by GGPET although we initially had a large reserve this was reduced last year to £40,520 as a result of the charity suffering a loss of £25,908 in 2020/2021. This loss was a result of the COVID situation as the charity mainly relies on face-to-face educational events which were impossible during the pandemic.
The amount of reserves held at 31 March 2022 was £32,228.
This year the charity has improved its financial position and we are currently running with a loss of only some £8,292.
While it is clear that the situation regarding our finances cannot continue, we have shown considerable improvement this year with the improvement in the COVID situation. We would hope that over the next year our membership figures will increase and we will be able to run yet again a full quota of face-to-face activities which should put the charity back into a profitable position.
The charity has recently upgraded its website and hopes to become more involved in online education which will stimulate a greater membership and increased involvement with our activities.
ACCOUNTING AND REPORTING RESPONSIBILITIES
The Charities Act 2011 requires the Trustees of the Charity to prepare financial statements for each financial year which give a true and fair view of the Charity’s financial activities during the year and of its financial position at the end of the year.
In preparing the financial statements the Trustees should follow best practice and

select suitable accounting policies and apply them consistently;

make judgements and estimates that are reasonable and prudent;
-
follow applicable accounting standards and the Charities SORP, disclosing and explaining any departures in the financial statements; and
-
prepare the financial statements on the going concern basis unless it is inappropriate to assume that the Charity will continue in operation.

INDEPENDENT EXAMINERS REPORT
I report on the accounts of Gloucestershire GP Educational Trust for the year ended 31 March 2022, which are set out on pages 7-12.
Responsibilities and basis of report
The Charity’s Trustees are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (“the Act”).
I report in respect of my examination of the Trust’s accounts carried out under section 145 of the 2011 Act and in carrying out my examination, I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.
Independent examiner’s statement
I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination which gives me cause to believe that, in any material respect:

the accounting records were not kept in accordance with section 130 of the Act; or
-
the accounts did not accord with the accounting records; or
-
the accounts did not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a ‘true and fair’ view, which is not a matter considered as part of an independent examination.
In considering other matters to which attention should be drawn, I draw your attention to note 2 to the financial statements, and the disclosures made in the going concern accounting policy, which describes an uncertainty relating to the going concern of the Charity. The Charity is dependent on membership fees from GPs which are uncertain and difficult to predict under the current COVID-19 situation. The financial statements do not include any adjustments that would result if the financial statements were not prepared on a going concern basis.
Otherwise I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.

1 GENERAL INFORMATION
The Trust is a registered charity, charity number 1117571, and was established by a Trust Deed dated 15 December 2006.

2 ACCOUNTING POLICIES
The financial statements have been prepared under the historical cost convention, with items recognised at cost or transaction value unless otherwise stated in the relevant notes to these accounts. The financial statements have been prepared in accordance with the Statement of Recommended Practice: Accounting and Reporting by Charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2015) and with the Financial Reporting Standard applicable in the United Kingdom and Republic of Ireland (FRS 102), and with the Charities Act 2011.
The Charity constitutes a public benefit entity as defined by FRS 102.
Incoming resources
Voluntary income and donations are accounted for when receivable.
Resources expended
All expenditure is included in the financial statements as soon as it is incurred or the charity becomes contractually liable for the expenditure. Resources expended are allocated to the various expense headings as follows:
Costs of charitable activities: all costs, including support costs, are deemed to arise from fulfilling the charitable objects of the Trust. Any costs associated with fund raising or donations and legacies are not material to separately disclose.
Funds Accounting
The charity funds are all unrestricted – these are funds which can be used in accordance with the charitable objects at the discretion of the trustees.
Debtors
Trade debtors are measured on initial recognition at settlement amount after any trade discounts or amount advanced by the charity. Subsequently, they are measured at the cash or other consideration expected to be received.

Creditors
Liabilities are recognised where it is more likely than not that there is a legal or constructive obligation committing the charity to pay out resources and the amount of the obligation can be measured with reasonable certainty.
Going concern
The Trustees have considered the future of the Charity and its ability to continue as a going concern. There are inherent uncertainties regarding the forecasts, such as the impact of COVID-19 on the Charity and the need for the Charity to increase its membership back to pre-pandemic levels. However, the Charity continues to be supported by its members and the Trustees have a reasonable expectation that the Charity will have adequate resources to continue in operation for at least 12 months from the approval of these financial statements. Whilst there are inherent uncertainties, they believe that it is appropriate to prepare these financial statements using the going concern basis.
