The trustees present their report and account for the year ended 1st March 2024.

Trustees

Peter Lewis is a former bank manager. Mr Grant Leonard is businessman and managing director of a successful publishing company and Ms Suzy Wainscoat is a practising solicitor of over 30 years experience.

Investment Powers

The Articles authorises the trustees to make, and hold investments using the general funds of the charity but no such investments are presently held.

Constitution, Objectives and Policy

The charity is constituted by Articles and Memorandum of Association as a company limited by guarantee, its objectives are to provide education and training in human rights and raising awareness of international human rights within the legal profession and to relieve the victims of human rights abuses. This latter object being pursued with especial vigour in connection with the humanitarian crisis unfolded following the armed intervention into Ukraine territory by Russian military forces.

The Trust raises its income exclusively from donations from the public, businesses and charitable trusts.

We are using the donated funds to supply humanitarian aid to civilians afflicted by the armed conflict in the territory of Ukraine and supporting Ukrainian refugees residing in the UK after fleeing warfare.

The operational side of the charity’s humanitarian activities were largely managed by three committees operating under the names Surrey Stands With Ukraine (SSWU), Medical Life Lines Ukraine (MLLU) and Ukrainian Refugee Help (URH).

These committees answer to the Director of the Charity, solicitor Lionel Blackman, who reports to the trustees.

Development, Activities and Achievements in 2023/24

Following the start of the armed conflict in the territory of Ukraine on 24th February 2022 and arising from the destruction of hospitals and equipment and the injuries to civilians is a humanitarian need for ambulances and other aid to relieve the plight of the public of Ukraine whose right to life and health has been abused by acts committed in the course of an illegal armed invasion.

In Surrey the Charity has supported Ukrainian refugees whose right to family life and privacy has been abused by the illegal invasion and attendant threats to their safety, health and education through the free provision of office space for a “Ukrainian Hub”, run by the Epsom Refugee Network Charity, providing the opportunity to socialise, be provided with donated clothing and household goods, attend free English classes provided by the local college and speak to various service providers who also attend weekly. This Hub is also attended by Hosts and is ongoing.

A summary of the core activities actioned by the committee of Surrey Stands With Ukraine under the supervision of the Director and trustees follows:

No one is paid a wage, from the trustees, committee and volunteers. So no cash from funds go to pay wages, other than a small percentage on marketing. This means that all the money raised goes to support all our projects directly.

The charity has over 30 active local volunteers from the community across all age ranges and backgrounds. These volunteers have come together and formed very real friendships and a sense of community, not just with each other but the local Ukrainian refugees that have come into the area of Epsom in Surrey where the charity is based.

The charity is provided on a peppercorn rent a large suite of offices the charity calls "The Hub". The Hub has become a community centre which delivers so much good for the area and brings many people into the town centre who spend time and money at local businesses.

The Charity has sent in 2023/2024 over 50 trucks of aid with the majority being medical equipment for hospitals to treat the civilian victims of the armed conflict.

In 2023/2024 over half-a-million of humanitarian aid provided to civilians in Ukraine:

•Medical goods (Emergency care equipment, ventilators, burns kits, hospital beds, paediatric equipment to help

treat the horrific injuries on the children caught up in this war, rehabilitation equipment for civilians that have lost their limbs.

•Generators

•Large aerial platform fire engine

•Food and warm clothes

•Baby food and clothes for the orphanages

Support of local charities and community projects:

•Any perishable food that we collected from day one until now was shared with the local food bank and the Sutton Community Pantry

•We continually support the Epsom and Ewell Refugee Network (a registered charity) with free space in our Hub and cross working on a number of projects

•Held many fundraising events at local business for example:

• Quiz nights at pubs and members clubs like Epsom Club

• Live bands playing for us at Epsom Social and other venues

• Charity auctions

•We have many thousands of followers across all our social media platforms where we promote all our events and local businesses and organisations that give us support.

Secured Work for Refugees, we work with many local businesses to link them up with refugees that are looking for work. Helping to match the right skills with the right job. For example we have helped place 12 Ukrainian refugees into a local members' club.

Selection of Recent Highlighted Projects:

Organising a 1 year and 2 year anniversary / memorial event to bring the local community together with the local Ukrainian refugees. They were held in the market square where we had a choir and singer, local MPs and councillors and the Mayor come and support us. These were attended by well over 200 people each time.

Many events where the Ukrainian choir and singers performed in the market square, in the Ashley Centre and at the Epsom Methodist Church. These mini concerts were always attended by not just our network of volunteers but many members of the general public.

Concert at the Epsom Social, we had some amazing bands play at this venue. We secured the revenue from ticket sales in return for filling the venue of Epsom Social. It was another sell out event, to quote the Epsom Social Manager “It was the best night they had had from a point for revenue across the bar and the independent food retailers since it had opened”

Aerial Platform Fire Engine, this is a long ladder with a basket for rescuing civilians from burning / bombed buildings up to 10 floors up. We raised the money to buy this engine and shipped it to a front line city in Ukraine. Before it was shipped out we brought the fire engine to Epsom and had an all day event in the market square. We had live music, news TV crews

promoting it, well over 300 members of the public and the great atmosphere of a wonderful community coming together to celebrate such a wonderful achievement.

Volunteer Fundraising, we have many volunteers that run their own fundraising initiatives, this is just a very small flavour of what some of them do.

At a undisclosed age she has run 83 marathons, the last one she has ran for us to raise money and awareness for the charity.

Local coffee mornings for friends where people bring items to donate and then spend money at the local coffee shops

Local artist painting pictures and asking for a donation for their artwork, these are displayed at various local businesses.

Ukrainian Refugee Help

The Ukrainian Refugee Help (URH) committee operates in the London Borough of Merton to meet the need for Ukrainian refugees of all ages in the area and to network with each other through a variety of different events and for a reliable source of accurate and focused information for the wider community of Ukrainians and their hosts.

URH organise weekly sessions for Ukrainians to meet, have English conversation classes and on occasion engage with local authority officials who may be able to help meet specific needs. We also offer help and advice where we can, using expert volunteers on CV building, job searching, seeking sponsorship, negotiating the rental market and engaging with the education sector.

Typically, the bigger sessions draw around 25 local Ukrainians with 8 – 10 for the weekly English conversation classes.

In addition, URH offer a number of opportunities for Ukrainian refugees in the area to visit different areas of cultural and recreational interest – examples in the year were Kew Gardens and Hampton Court – typical attendance being around 80-90. We also arrange for indoor all-age activities. Examples in the year were a quiz night and Ukrainian dancing with a small music band and dance leader and a specific night of children’s entertainment. Feedback from participants shows that these events are good for mental wellbeing for our refugee friends fleeing war and who fear daily what may happen to those remaining in Ukraine.

As well as these activities URH produces a newsletter covering topics of interest designed to give accurate, relevant information and right up to date information, supported by translations into Ukrainian and a website that acts as a non-stop source of advice and help for refugees throughout the UK. It has over 5000 subscribers to the newsletter and c.200 for a Facebook site where there is more local information.

Ukrainian Refugee Help has received generous donations and other forms of help from a number of charities, notably: the Wimbledon District Nurses and Midwifery Society; the Wimbledon Guild; The Dons Local Action Group; Merton Giving; the Henry Smith Charity; the Community Access Scheme for Historic Royal Palaces, Worple Road Hillside Church and the Parish of Wimbledon.

On top of this Merton Council has made strenuous efforts to raise the profile of URH’s work for Ukrainian refugees and to involve URH in improvements being driven by London councils in how all refugees are treated and helped and the London-wide efforts of local councils to achieve Borough of Sanctuary status with all the improvements that drives.

Financial Review

The trustees consider the performance of the Charity to be satisfactory and the continuation of donations has made it sustainable. Funds have been raised through donations and attendant Gift Aid. No Government grants have been received. The local authority and business rates for the premises used by the Charity have largely been exempted.

The Director maintains a detailed bookkeeping record of all financial transactions (every item of income and expenditure) that is viewable live online (together with bank statements) by key volunteers and trustees; thus maintaining a very high degree of transparency.

Future Plans for 2024/25

The Charity continues with the project of supplying humanitarian aid to civilians afflicted by the armed conflict in Ukraine. Support for Ukrainian refugees who have fled to the UK from the war-zone will be maintained. Additionally, the Charity is supporing a project documenting the abuse of the human rights of Russians that have intensified since the invasion of Ukraine by Russian military forces in February 2022.

The Charity plans to send “winter kits” for civilians whose right to light, warmth and cooking facilities will be severely strained in the winter months as a result of the illegal destruction of energy infrastructure in the armed conflict.

Trustees Responsibilities

The trustees are responsible for preparing the Report of the Trustees and the financial statements in accordance with applicable law and United Kingdom Accounting Standards (United Kingdom Generally Accepted Accounting Practice).

The law applicable to charities in England and Wales, the Charities Act 2011, Charity (Accounts and Reports) Regulations and the provisions of the Articles of Association requires the trustees to prepare financial statements for each financial year which give a true and fair view of the state of affairs of the charity and of the incoming resources and application of resources, Including the income and expenditure, of the charity for that period. In preparing those financial statements, the trustees are required to:

1. ACCOUNTING POLICIES

Basis of preparation:

The financial statements of the charity have been prepared in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS102) (effective 1 January 2019) -(Charities SORP (FRS102)) and applicable accounting standards.

Harrop Hr Missions Ltd meets the definition of a public benefit entity under FRS102. Assets and liabilities are initially recognised at historical cost unless otherwise stated in the relevant accounting policy notes.

Preparation of accounts on a going concern basis

Preparation of the accounts is on a going concern basis. The trustees are of the view that the level of reserves will support the charity going forward.

Changes to accounting estimates

No changes to accounting estimates have occurred in the reporting period. Material prior period errors and changes to previous accounts

Income

Recognition of Income

These are included in the Statement of Financial Activities (SOFA) when:

Income with related expenditure

Where Income has related expenditure (as with fundraising or contract income) the income and related expenditure are reported gross in the SOFA.

Grants and Donations

Grants and donations are only included in the SoFA when the general income recognition criteria are met (5.10 to 5.12 FRS 102 SORP).

Tax reclaims on Donations and Gifts

Gift Aid receivable is Included In Income when there is a valid declaration from the donor. Any Gift Aid amount recovered on a donation is considered to be part of that gift and is treated as an addition to the same fund as the initial donation unless the donor or the terms of the appeal have specified otherwise.
