The Trustees are pleased to present their report together with the accounts of the Charity for the year ended 31 December 2023.
Legal and administrative information forms part of this report. The accounts comply with the Charity’s governing document and applicable law.
Objectives of the charity
The charity’s objectives, as set out in its governing document are:

1 The relief of sickness among persons in such need, in third world countries by the provision of medical teams and equipment, to carry out life enhancing reconstructive surgery, particularly but not exclusively for children requiring cleft lip and palate surgery in Asia;

2 To advance the teaching and training of local healthcare professionals, in the field of surgery, anaesthesia and pre-operative practice in general;

3 For the acquisition of basic general medical, surgical and anaesthetic equipment necessary for the above functions.
Achievements and performance
Activity and performance
2 surgical camps were undertaken in 2023 in February/March & October. Multi-disciplinary teams visited, consisting of consultant plastic and cleft surgeons, plastic surgery trainees, consultant anaesthetists, consultant orthodontist, speech and language therapist, as well as theatre practitioners. The Feb/March and October camps were facilitated with the support of the Emirates Airline Foundation, which supported the air travel for all professionally registered team members.

Trustess:
It was with great sadness that we had to say farewell, in practical terms to one of our long-term consultant anaesthetists, Dr Shahid Tariq. He made a decision that, partially because of health issues, he needed to step down from his clinical input to the charity. This is a huge loss to us, and we were very sad to see him leave. He continues to support OPSA with his annual sponsored walk. Funds raised from this event continue to be donated to the charity.

Trustees’ Report For the Year Ended 31st December 2023
We invited Shahban Meherban, a Senior Operating Department Practitioner, to join the board of trustees, and were delighted when he decided to accept. He has been an active member of the surgical team on a number of visits to Pakistan and is a valued member of the team. He is very knowledgeable and well travelled and has been involved in a number of humanitarian trips to various developing countries in recent years.
Dr Penny McManus and Dr Zahid Rafique stepped down from their positions as trustees with the charity, due to geographical relocation for each of them. This made it difficult for them to fulfill the role at a local level. We were very sad to lose each of these very valuable members of the board also.
Fundraising:
There was one significant fundraising event during 2023, the OPSA 2023 Ball, held at the Lazaat Restaurant & Hotel, with the support of the hotel’s owner, Naveed Choudhary. This, once again was another successful event, was fully subscribed and where £22,150 was raised. The charity recognised and celebrated 25 years of commitment during this event, to the Cleft Service in Pakistan.
During the camps there were several fund-raising events for PCLAPA (Pakistan Cleft Lip & Palate Association) which were directly involved in raising awareness of cleft conditions and the Cleft Hospital facility. The team were involved in these events, to support our host in his endeavours, Dr Ijaz Bashir.
Financial Position and Fund Allocation
At the end of the year, OPSA held £151,911 in bank and cash balances, all of which are classified as unrestricted funds. These funds are earmarked to support the charity’s ongoing work, with a particular focus on future medical and surgical trips. In line with our financial strategy, OPSA aims to maintain a minimum balance of £60,000 to ensure sufficient resources are available to fund at least two future trips at the same operational level as previous missions.
Donation to PCLAPA and Cleft Hospital Support
In alignment with our charitable objectives, OPSA’s annual report accounted for an approved donation to PCLAPA. This donation was designated to support the investment and maintenance of the Cleft Hospital in Gujerat. Specifically, it was intended to facilitate the reconfiguration and refurbishment of the hospital’s Operating Department and Sterile Services Unit.
However, due to the global impact of the Covid-19 pandemic, the project was temporarily put on hold. Since then, the rising costs of building materials and the devaluation of the Pakistani rupee have further delayed the continuation of the proposed building works, leaving the project in an indefinite state of suspension.

Despite these challenges, OPSA remains committed to supporting the ongoing viability of the Cleft Hospital as a fully functional medical facility. This commitment is essential to meeting our continued charitable objectives in the region.
Redirection of Donation
Given the unforeseen delays and challenges in advancing the planned construction work, OPSA, in consultation with PCLAPA, made the decision to redirect the allocated funds. These funds were instead utilised to cover operational costs at the Cleft Hospital, ensuring the facility could continue to provide critical healthcare services to the local community during a period of financial uncertainty. OPSA has received detailed accounting of how these funds were spent and is pleased to report that they have directly contributed to the hospital’s ability to remain operational.
Financial Sustainability and Volunteering
As always, OPSA’s ability to carry out its charitable mission is entirely reliant on donations and fundraising events. It is important to note that all trustees and members of the surgical team volunteer their time, receiving no compensation for their efforts, ensuring that the maximum possible proportion of funds is directed towards our charitable work.
Public benefit
The Trustees have given due consideration to the Charity Commission published Guidance on the Operation of the Public Benefit Requirement and believe that the provision of the recreational facilities of the club as stated in the objectives of the charity, meet the requirements.
Following on from last year’s report, there was no requirement to formally amend the Objectives, as orinally expected. The current objectives are fully compliant with the charity’s work.

Accounting Policies For Year Ended 31st December 2023
Basis of preparing the financial statements
The financial statements have been prepared on a receipts and payments basis. There are therefore no debtors or creditors recognised in the financial statements.
Receipts
Receipts consist of public donations, enhanced by Gift Aid receipts, and monies raised from fundraising activities. The charity receives no grant funding.
Payments
Payments consist of amounts expended in relation to the charity’s work in furtherance of its objectives.
Taxation
The charity is exempt from tax on its charitable activities.
Fund accounting
Unrestricted funds can be used in accordance with the charitable objectives at the discretion of the trustees.
Restricted funds are funds whose manner of expenditure is subject to conditions set out by the donor.
Designated funds are unrestricted funds which have been earmarked for a specific purpose by the trustees.
Throughout the year to 31 December 2023, and the previous year, there were no restricted or designated funds.
